Mountlake Terrace installs "no access" sign to Edmount Island

Following the fire on August 4, 2024 on Edmount Island in Lake Ballinger, the City of Mountlake Terrace has installed a sign to inform the public that the Island is off limits.

The fire was thought to have been started by an illegal campfire.

The island has been closed to the public since an illegal barbecue sparked a peat bog fire on the island in July 2009, that lasted for months and filled the skies with smoke.

City of Mountlake Terrace considering future of Recreation Pavilion

Here's a story familiar to Shoreline residents. The Rec Pavilion in Mountlake Terrace is aging, should have been replaced 15 years ago, parts are no longer available, and it has reached a point where something has to be done.

When Shoreline was faced with this issue, they tore down the pool and planted grass.

MLT ia a small city and swimming pools are very expensive. The Rec Pavilion has extensive use and it's no secret that many of its users live in Shoreline and Lake Forest Park.

While beloved for generations, the Mountlake Terrace Recreation Pavilion is worse for the wear. The Mountlake Terrace City Council is scheduled to hear a presentation at its Thursday, Aug. 22 meeting about the status of the building and options that mainly involve renovation or replacement.

“We knew eventually this would be a discussion we’d have to have,” said Jeff Betz, the city’s recreation and parks director. “It’s been recommended for replacement for over 15 years now.”

Betz was citing the work of the Civic Facilities Advisory Task Force, a volunteer group that spent much of 2008 studying city Hall, the police department and the Pavilion.

Since then, not much has changed: The Pavilion is aging beyond repair, and any fix is going to cost money.

The Recreation Pavilion is a distinctive, hexagonal work of 1960s architecture. According to a city news release, its 33,000 square feet host an award-winning pool, plus spaces for dance, fitness, child care, racquetball and an indoor playground. The facility saw 270,000 visits in 2023. That figure is especially striking in a town of 24,260.

Maintenance is challenging: Many of the needed parts no longer are produced. Some repairs would require months of closing the doors. Plumbing and electrical systems look like you walked into a time-warp. Sites like eBay don’t sell these items anymore.

Earlier this year, staff examined the panels of the system that controls the flow of air around the pool. They found spots that were rusted through, something they likened to seeing footage from a shipwreck.

As thecouncil decides next steps, public outreach will be crucial, Betz said.

“There aren’t many public pools anymore, because they’re expensive,” he said. “It’s a lot for one small city to manage by ourselves. We can’t do anything this big without talking to our community first. The Pavilion is an important part of people’s lives.”

The MLTNews.com has published a detailed story about a local man who has been arrested as a participant in the January 6 Capitol riots.

34 year old Matthew Stickney was photographed in restricted areas of the Capitol on January 6. FBI built the case against him using records from two cell phones he carried, airplane tickets, text messages, and internet searches.

On Dec. 24, he searched for and viewed the webpage for the Hilton Garden Inn in Washington, D.C. and “How do I take my gun with me on a flight?” Followed by “Is weed legal in D.C.?” on Dec. 27.

As Jan. 6 approached, Stickney viewed the webpage for the AC Hotel by Marriott in downtown Washington, D.C. as well as searching if he could bring a gas mask, walkie-talkies, and a knife on a plane.

After the Capitol riot, Stickney searched for — Hands burning from pepper spray. Jan. 6

The FBI concluded in its warrant request that Stickney knowingly entered and remained in a restricted building or grounds without lawful authority to do so. Further, he knowingly did so to “impede or disrupt the orderly conduct of Government business or official functions.”

Mountlake Terrace public meeting to review proposals for public art

A new art installation is coming to Mountlake Terrace, and the public is invited to review the proposals.

Artwork will be a key part of a pedestrian plaza at the southwest corner of 236th Street SW and Van Ry Boulevard, across from future light rail.

A public meeting is set for 5:30pm Wednesday April 19, 2023 at MLT City Hall, 23204 58th Ave W Presentations will start at 6 p.m., with about 30 minutes for each artist’s proposal.

The city issued a Call For Artists in October, drawing 30 submissions. An artist selection panel then chose four finalists.

“We saw so many wonderful ideas, bringing in different perspectives from throughout the visual arts,” said Renee Norton, a Recreation Supervisor who is the staff liaison to the Arts Advisory Commission. 
“For the public meeting, the finalists were invited to bring models, slideshows and other visual means. We hope people will attend, and through this process find a sense of ownership and connection with the chosen work.”

The Arts Advisory Commission will review the feedback from the meeting and make a recommendation to the City Council.

The future plaza, a 2,000-square-foot hardscaped area, is part of the city’s $5 million Transit Connection Corridor Project. A naming process for the pedestrian plaza will take place later this year, followed by construction in 2024.

Mountlake Terrace in process of choosing a new City Manager

A public reception with five finalists for the Mountlake Terrace City Manager position is set for 6:30 - 8pm, Friday, March 3, 2023 at City Hall 23204 58th Ave W, Mountlake Terrace 

The finalists are:
  • Mike Gent, Deputy City Manager, Surprise, AZ
  • Carolyn Hope, Director of Parks, Recreation and Cultural Services, Burien, WA
  • Justin Martin, Deputy City Manager, Laguna Niguel, CA
  • Jeffrey Niten, City Manager, Shelton, WA
  • Tyler Running Deer, Executive Director, eCityGov Alliance

The community is encouraged to attend the reception, meet the candidates and share thoughts and insights with the City Council. Light refreshments will be served.

The Council then will hold formal interviews on Saturday and may come to a conclusion with a preferred candidate. Pending the next steps, the appointment will be announced as soon as possible.

Mountlake Terrace has a council-manager form of government, meaning the seven elected Councilmembers hire and oversee a City Manager. That person acts as chief executive for the organization, with nearly 200 employees and a $43.3 million general fund budget in 2023.

Since early November, Andrew Neiditz, a seasoned City Manager, has been serving in an interim role and assisting with the leadership transition.

Gene Juarez Academy closes Mountlake Terrace location at Gateway Place

The Gene Juarez Academy North Campus, located at 24255 Van Ry Blvd. #A4 in Mountlake Terrace, is no more as the cosmetology training location has closed.

Crews were seen during the last week of December moving equipment and supplies out of the 15,000- square-foot commercial space and removing the outdoor signage.

The cosmetology school had been conducting classes at the location since 2013, when the cosmetology school moved its North Campus from Northgate to Mountlake Terrace.

“We made the difficult decision to close this campus and let our staff and students know fully 13 months ago,” said Katie Trent, CEO of Gene Juarez Salons and Spas and Gene Juarez Academy. 
“In the ensuing year, we took care to graduate all currently enrolled students, with a handful transferring to our South campus to complete their remaining requirements for graduation. Our supportive and wonderful guests have been aware of our impending closure throughout this time. 
“We are incredibly proud of our 10 years in the MLT location, and look forward to continuing our 36-year record of graduating skilled cosmetologists at our Federal Way campus.”

A letter at the front door of the former location states, “Gene Juarez Academy made the difficult decision to close the North Campus due to challenges brought on by the ongoing pandemic as well as a decline in enrollment.” The letter says that Oct. 28 was the final day for guest services at the locale.

The Academy North Campus conducted classes for cosmetology students enrolled in 13-month programs. The company boasted that the location had 110 training stations for the students and welcomed customers to receive hair, makeup and nail consultations and to have their hair cut, colored, permed or styled.

The opening of the Gene Juarez Academy North Campus in Mountlake Terrace was heralded by city leaders at the time as significant for the Gateway Plaza business district. 

A ribbon-cutting event, attended by city officials and Gene Juarez Salon and Spa executives, was held at the location in January 2013 commemorating the training school’s opening.

Tour de Terrace is a Seafair sanctioned summer festival for Mountlake Terrace and neighboring communities, attracting tens of thousands of visitors to Mountlake Terrace each July. 

Presented by a small group of dedicated volunteers, this festival was created in 1993 to generate community spirit and pride. 

We invite families, businesses, and visitors to celebrate in this family-oriented, fun-filled festival.

The parade is on northbound on 56th Avenue West from 234th Street SW to Evergreen Playfield at 222nd Street SW in Mountlake Terrace. Many of the events are at the Evergreen Playfield.

Tour de Terrace has a pancake breakfast, street fair, live music, entertainment, car show, 5k fun run, beer garden and a fireworks show.

These are the new lakeside plantings and erosion control areas at Ballinger Park. These three areas contain 4,000+ native plants, including 10 Western Red Cedars, and fencing to protect those plants.

The newly refurbished Ballinger Park is located at 23000 Lakeview Drive in Mountlake Terrace, just north of Shoreline.

Shoreline artist will mount new exhibit at Mountlake Terrace Library in July

A Shoreline artist specializing in pastels will have a new exhibit at the Mountlake Terrace Library in July.

Cheryl Hufnagel is planning an array inspired by local landscapes and mountain scenes, along with portraits of cats and dogs, centered by a large floral work.

Her paintings communicate her feelings of peace and joy, she said, especially those found in the connections between faith and humanity.

“I love color and light … those are the things that attract me,” she said.

A lifelong artist, Hufnagel began working in pastels in 1993 and studied with several notable pastel artists. She is a member of the NW Pastel Society, Seattle Co-Arts, and ArtistsConnect. Her work previously has been shown at the Mountlake Terrace Library and the Arts of the Terrace Juried Art Show.

“I desire to craft a vibrant and emotional interpretation of my subject,” she wrote in an artist statement. “The results are often unexpected, keeping me intrigued, motivated, learning, and growing.”

The Mountlake Terrace Library hours are Monday-Tuesday 10am - 7pm, Wednesday-Saturday 10am - 6pm, and Sunday 1-5pm.  The library is located at 23300 58th Ave W, Mountlake Terrace, WA 98043

Monthly exhibits there are coordinated through the city’s Arts Advisory Commission. Together, the commission and the Mountlake Terrace Friends of the Arts sponsor the annual art show. This year, it will run Sept. 24-Oct. 1. A call for artists is open through Aug. 12, 2022.

A fast, full-service casual concept. Baguus Little Asia has been open since November 26, 2021. Baguus, pronounced “bah ɡo͞os” offers dishes from Japan, Korea, Malaysia and Thailand.

In Malaysia and Indonesia, Baguus means great, beautiful and having a wonderful time. So “Baguus is the place to enjoy happiness and joy through food,” says owner Takao Kikuchi.

The restaurant features a state of the art, self-serve wine and beer wall with 20+ local, seasonal and international brands. This unique feature is perfect for enjoying a small tasting or a full glass.

The 2000 square foot space, seats 60 and features an artistic, modern decor along with a real moss wall on the restaurant’s back wall, designed and produced by Michelle Ritter at Seattle Plant Company. 

“We have also hired local artist and interior designer, Robert Williamson to bring a fusion of Japan and the Pacific Northwest to our ambiance,” said Takao. 
“Robert was educated in the Far East so he has an eye and appreciation for the history and culture that we wanted to incorporate into the design.”

“Our goal is for the guest to enjoy a true cultural dining experience and the green wall adds a serenity to the dining experience,” added Takao. 
“That includes not only our unique, pan Asian flavors but the restaurant décor and vibe.”

Another element different from traditional restaurants is the cell phone, self-ordering and payment via a QR code business model. This idea comes from Japan and is used in many Asian countries. 

"We also have a well-trained, full-service staff with the capability of providing traditional services but we feel our quality of service is better and guests are more comfortable utilizing this system."

Mountlake Terrace: Ballinger Park Waterfront re-opens after renovations

The Ballinger Park waterfront on Lake Ballinger in Mountlake Terrace is open again, with a new 220-foot aluminum fishing pier, boat launch, dock, restrooms and other amenities.

The city thanks the community for their patience during the closure, which was affected by supply chain issues and weather. 

Some fencing will remain on site to protect new plantings that remain vulnerable. Please follow all posted signs as the crews wrap up remaining tasks.

Construction started in July on improvements totaling nearly $1.5 million. The project focused on active waterfront recreation on the east side of Lake Ballinger. 

Many of the amenities there were from the 1970s, and the park needed to better account for modern standards around accessibility and habitat protection. 

This year will bring construction of a Universally Accessible Playground nearby.

A separate project, on the west side of the park, involves new trails and a wildlife viewing platform, along with a realignment of Hall Creek to address flooding. Designs are nearing completion, with construction expected in 2023.

Ballinger Park is a 55-acre regional park near I-5 and future light rail, and it connects the Interurban and Lakeview trails. 

Much of the land was a city-owned golf course that was converted to passive green space in 2012. The city completed the Ballinger Park Master Plan in 2015.

The ongoing improvements are a testament to master planning, which combines community input with expert analysis to create long-term goals for public spaces. A similar process is ongoing for Veterans Memorial Park.

Over the Fence: Work release facility will not be located in Mountlake Terrace

Nathan Blackwell reports in MLTNews.com that the state Department of Corrections (DOC) has dropped plans to locate a work release center in Mountlake Terrace.

The site that was under consideration was previously a dental lab at the end of a dead end street behind the Ranch 99 shopping center on 224th SW just off SR 99.

The building is located on a stream in the middle of tall trees. The entrance to the building is over a small bridge.

After evaluation, including feedback from the local community, "...the site cannot be improved to the extent necessary to result in a DOC work-release,” said Mark Kucza, who is a senior administrator with the DOC and project lead for its work-release expansion project.

In fact, the Department of Corrections was unable to find any suitable location in Snohomish county.

Construction update for Lake Ballinger Park in Mountlake Terrace

Mountlake Terrace's Lake Ballinger waterfront park construction continues, with an expected completion date for the $2.1m project of fall 2021.


Highlights of the project include moving the 300’ fishing bridge north of the swim beach, constructing a new boat launch in the location, and construction of a new floating dock also in the same location.

The park is a busy construction site, closed to vehicles and recreation while the project is underway. Plans for the park include improvements in other sections of the 55 acre park such as a pathway from the Senior Center to the new boat launch.

The waterfront park and boat launch is closed through September for the work.

The waterfront project will add a new fishing pier, boat dock, boat launch, and enhanced shoreline improvements. Project funding also covers the new restrooms at the boat launch as well as an accessible pathway from the Senior/Community Center to the boat launch area.

Construction of the Ballinger Park Waterfront Project begins on Thursday, July 1 and Friday, July 2, closing specific areas of the waterfront area in order to begin work on major park improvements.

The waterfront will temporarily reopen July 3-5, for the holiday weekend, with the closure resuming on July 6 and continuing into September.

The waterfront project will add a new fishing pier, boat dock, boat launch, and enhanced shoreline improvements. Project funding also covers the new restrooms at the boat launch as well as an accessible pathway from the Senior/Community Center to the boat launch area. 

Demolition of the existing fishing pier, boat ramp, and tire rip rap is another component of the work. The total project cost is nearly $1.5 million.

What will be closed? The boat launch, driveway, and parking lot area. Additionally, there will be no access to existing fishing pier or wading area during construction.

Why close the beach and fishing area during the summer? The project is reliant upon federal permits that stipulate in-water work can only be done during the fish window period of July 1 through August 31. The in-water construction work will occur in July and August, and upland work will conclude in the month of September.

The remainder of the 55-acre park will be open and available to the public. Alternate access for small hand launch boats will be located only on the east side of the park and is marked on site. 

Parking will only be available at the north parking lot near the Senior Center at 23000 Lakeview Drive.

“We understand it is disappointing that the beach will be closed for most of the summer,” stated Recreation and Parks Director Jeff Betz. “However getting funding for these terrific amenities that were included in the 2015 Ballinger Park Master Plan is a huge win not only for Mountlake Terrace, but the region.”

New Terrace Station development attracts Shoreline businesses

The Terrace Station development along northbound I-5, just north of Shoreline, broke ground at the beginning of June.

Sierra Construction Company is constructing the first phase of the transit-oriented, mixed-use residential and commercial development.

They are providing utilities to future building sites, as well as constructing Gateway Boulevard, the main thoroughfare that will connect Gateway Place on the south to 236th Street on the north. Gateway Place currently has only one road in, from 244th SW.

The Terrace Station site was previously home to Evergreen Elementary and has been vacant since the school was demolished in 2010.

Terrace Station, Building 1, is a six-story 470,000 square foot mixed-use building.

Comprised of 258 residential units, Building 1 has two levels of underground parking and 58,000 square feet of commercial space on the ground floor.

This building is the first of three planned buildings in the Terrace Station development.

The completed development will bring 600 residential units and 80,000 square feet of commercial space to the city, all in close proximity to I-5, the Mountlake Terrace Transit Station, as well as the light rail service coming in 2024. Building 1 is due for completion in 2020.

Lake Forest Park Montessori has notified its parents that it plans to relocate the school to the Mountlake Terrace development. Their current building on 19th NE in Shoreline has very limited parking.

"Our school will be moving to a new and very convenient location which has recently broken ground in the planned community of Terrace Station on Gateway Boulevard near I-5 and 236th Street SW in Mountlake Terrace. 
"This community is being planned to take advantage of the transit center and new light rail station projected to open there in about five years. 
"The school will be on the ground floor of the multi-use building currently under construction. The new school will provide the perfect environment for our Montessori learning experience, while being very convenient for parents and staff. (Of course, there will be plenty of parking!) 
"Since this is a brand-new development, construction will take time, and the exact date of completion has not yet been determined. We hope to be able to open early in the 2020-21 school year, and of course we will give you frequent updates when the time gets closer."

NextMLT has reported that the 24 Hour Fitness, currently located at Ballinger Village, will also relocate to Terrace Station and build out a facility with a pool.

Mountlake Terrace woman dies of injuries

According to The Seattle Times, the Mountlake Terrace woman attacked in her home by an assailant who waited in her front yard for the police, has been taken off life support and has died of her injuries.

As previously reported (see previous article) the man did not know the woman. He kicked in her door and beat her to death in front of her 3 year old daughter, then told police he didn't know why he had done it.

A GoFundMe page has been set up for her family. She leaves behind a husband and a small boy, besides the daughter.
