The Seattle Times: Shoreline man turns himself in after killing roommate

Linden Highlands Apartments
According to reporting in today's The Seattle Times, a resident of the Linden Highlands Apartments called 911 to report that he had killed his female roommate.

"The man called 911 at 7:21 a.m. Sunday and met police officers in the parking lot of the Linden Highlands apartments, located in the 17500 block of Linden Avenue North, says the probable-cause statement outlining the sheriff’s case against the man. 
"Officers noticed he had blood on him and then located the woman’s body in the man’s apartment.

"The woman appeared to have suffered a severe head injury and detectives found an ax and large bolt cutter in the apartment, both covered in blood, the statement says."

Names have not yet been released. The man is being held on held on investigation of homicide and bail is set at $5 million.

I am a female that met Tyrone aprox. 1yr before this murder.
After Randee's death, I learned that only 6 months prior to our meeting, he had slit the throat of a man (I was ironically friends with he & his wife, or probably never would have found out about this earlier attempt at taking a life) less than 1/2 a mile from his apartment complex, where Randee met her end, in front of Deseret Industries/Hope Link on Aurora Ave in Shoreline.
As in his last murder, he was off his medication, & in a full blown psychosis.
My question is, WHY WAS HE NOT BEHIND BARS, only 6 months after rounding the side of Deseret, saying, "I've been having to shut fucker's up all morning." walking directly up to M., pulling M.'s head toward him, lifting his right hand with a butcher knife in it, & cutting M.'s throat, ear to ear, missing his jugular by a hair.
As with Randee, there was no attempt at flight, & he simply got into his vehicle, & waited for police & medical to arrive.
Yes, he WAS arrested.
And we know for a fact you could bet a life on, he was released.
