Three study items on the agenda for Monday's Shoreline City Council meeting

The Shoreline City Council March 18, 2019 meeting includes three Study Items.

1. Discussion of the 2019 Comprehensive Plan Amendment Docket

Amendment No. 1 (1517 and 1510 NE 170th Street Land Use and Zoning) - placing this amendment on the Docket does not approve a change in land use or zoning, but indicates that the Council would like staff to spend time analyzing the issue to develop a recommendation for the Planning Commission and Council’s consideration later this year.

Amendment No. 2 (Update Natural Environment Goal V) - If the work associated with this amendment aligns with Council’s adopted Greenhouse Gas Emission reduction targets, then it is likely that this amendment would not significantly change future work plans and resource demands.

New Requested Amendment (Fircrest Campus Excess Property Land Use and Zoning) - If added to the Docket by the Council, this amendment will require staff time from several departments. Docketing this amendment would likely require adjustments to the City’s 2019/2020 Work Plan. Consultants are needed to complete environmental and traffic studies.The State has indicated that they will transmit up to five (5) acres of property to the City for community recreation / open space needs.


2. Discussion of Amendment # 1 to the City’s 2017 – 2027 Comprehensive Garbage, Recyclables, and Compostables Collection Contract with Recology CleanScapes Inc. and Proposed Ordinance No. 858 Amending SMC 3.01.500 Solid Waste Rate Schedule to Reflect the Amendment to the Contract with Recology CleanScapes Inc.

This meeting will provide an opportunity for the City Council to review proposed changes to Recology Cleanscape’s Collection Contract and proposed Ordinance No. 858 amending the Solid Waste Rate Schedule and ask specific questions and provide staff direction.

3. Discussion of Ordinance No. 857 Adopting Permanent Plat Alteration Regulations

On December 10, 2018, the City Council adopted Ordinance No. 849 establishing “interim” regulations for the alteration of plats (subdivision) as authorized by state law (RCW 35A.63.220 and RCW 36.70A.390.) The regulations are effective for six (6) months. Subsequently, staff commenced the process to adopt permanent regulations for the alteration of plats. The City Council will be presented with these regulations as recommended by the Planning Commission for discussion.

The meetings are held in the Council Chamber at Shoreline City Hall, 17500 Midvale Ave N, 98133.
