Snohomish County board to vote Thursday on proposed Shoreline assumption of Ronald sewer district

The Snohomish County boundary review board has scheduled a vote Thursday on the City of Shoreline’s proposed assumption of the Snohomish County part of the Ronald Wastewater District.

Shoreline has proposed taking over the district, which is mostly in Shoreline but has almost a dozen customers in Woodway and nearby unincorporated areas of southwest Snohomish County.

The Snohomish County part of the district includes the proposed Point Wells development.

The Boundary Review Board has scheduled an oral vote at a 4pm meeting on the first floor of the County Administration Building East, also called the Robert J. Drewel Building, on the County Courthouse Campus in Everett.

The oral vote will be followed by a formal vote Sept. 11.

The board held a public hearing Aug. 28, the only time it was to take comments before voting.

The Boundary Review Board includes two members appointed by the governor, one representing Snohomish County cities, one representing special-purpose districts in Snohomish County and one appointed by the county executive and council.

The King County Boundary Review Board already has approved Shoreline’s proposed assumption of the King County part of the district.

Mastery Approach to Parenting in Sports - Tuesday

How can moms and dads become successful sport parents? In answering this question, over 35 years of experience in coaching and parent education went into developing the Mastery Approach to Parenting in Sports (MAPS).

The primary objective of MAPS is to assist parents in creating a mastery-oriented climate that promotes achievement in all areas of life, including sports. During this workshop, parents are taught how to create a learning environment that promotes youngsters' personal, social and athletic development.

Only four days left to vote for the sculpture you think would be the best one to add to Shoreline’s Public Art Collection.

For this year’s Sculpture Stroll the Park Board allocated funds for a Purchase Award so the public can vote for a favorite.

Each person is allowed one vote for a piece they think would add the most and longest-lasting visual interest to the City’s collection.

Voting is by paper ballot, obtained at City Hall, or by going to an online survey. Voting runs through the 8th of September.

Final selection will be made by the Park Board following vote review and recommendation by the Park Board Art Committee.

9-1-1 fire dispatchers called Northshore Fire to respond to this accident in Shoreline Friday night when an out of control driver, who was certainly going faster than the suggested 10mph, crashed into the bedroom of this Shoreline home on 25th NE.

The homeowner was away, no one was in the house, and the driver apparently suffered only minor injuries. The house is said to be uninhabitable.

Where to watch the Seahawks with other fans

Ready for Thursday?

Sure, you can watch the game on TV, but it's a lot more fun on a bigger screen with a bunch of other fans. So where can you go around here?

First of all, where there's beer, there's football. Every bar in town has a TV and every TV will be tuned to the Seahawks. (For non-sports fans - Thursday, kick off at 5:30pm).

Many establishments already have happy hours scheduled during game hours and everyone has snacks and pub grub. The best answer about special activities for the game came from the Viking Sports Bar and Grill, who said "We'll have a lot of people celebrating and having a great time." That's probably true of everyone.

The best party will be at Woody's on Aurora, which is having specials, prizes, games, and a raffle. Jersey's on N 175th has a Trivia Night planned to start right after the game.

Mobile Mapping Project running in Shoreline

As part of the City's Pavement Management and Right-of-Way (ROW) Asset Inventory Project, over the next several days, Transmap Corporation will be working within the City inventorying images of Shoreline's road network.

To do this, Transmap's On-Sight HD Mobile Mapping Vehicle (van) will drive around the city collecting digital imagery and GPS information of roadways. Information collected helps complete a citywide pavement condition assessment and collect and incorporate ROW asset data into the City's asset management system.

Transmap uses a high definition mobile mapping system to capture photogrammetric images of the pavement every 300 feet. The mobile mapping system collects data at normal driving speeds so special traffic control devices are not required during data collection.

The Pavement Management and ROW Asset Inventory Project addresses two important issues for City infrastructure maintenance.

First, the project will complete a pavement condition assessment for 165 centerline miles of City roads. The condition assessment includes calculating a pavement condition rating, which will be used to define and guide pavement maintenance priorities in the future. Pavement condition information will be stored in the City asset management system (Cityworks) and a specific pavement management software (MicroPaver) so asset condition can be tracked through time.
Second, the project will complete an inventory of ROW assets (e.g. sidewalks, ADA Ramps, traffic signs and signals, pavement markings, etc.) and deliver the data into the Cityworks and GIS systems. Having a detailed ROW asset inventory will allow staff to track asset condition and develop systematic and prioritized work plans for improvement and maintenance projects.

The Project supports the City’s commitment to appropriately and proactively manage its assets.

Attention Huskies: Metro will run shuttle service from Shoreline P&R

Metro will operate Husky game-day non-stop shuttle buses to UW Husky Stadium from Northgate Transit Center, and Shoreline P&R, during the 2014 season.

Pre-game P/R shuttles

The shuttles leave designated park and ride lots starting two and one half hours prior to kick-off time as they fill, with the last buses from each P/R leaving approximately 40 minutes before kick-off.

A $5.00 round trip voucher is required to board the shuttle. Vouchers must be purchased from the vendor located at each park and ride lot. No passes or transfers are accepted on the P/R shuttles, including ORCA and UPASS. Game tickets are not accepted as fare on any service.

After the game

Post-game shuttles depart from designated locations near UW Husky Stadium. The last P/R shuttle leaves the Husky Stadium area 30 minutes after the game.

Expect heavy game-day traffic and related delays in the University District area and be prepared for delays in areas affected by traffic and construction along Montlake Blvd NE.

Kick off Seahawks season with Sound Transit

Commuters should expect heavy traffic in downtown Seattle around Sept. 4 home opener.

Take Link light rail to the Seahawks home opener this Thursday and forget about parking and traffic hassles. The Seahawks open the NFL season against the Green Bay Packers at 5:30pm Thursday, Sept. 4.

Opening day will also feature a free concert by Pharrell Williams and Seattle's own Soundgarden in the CenturyLink Field stadium north parking lot. Gates to the concert open at 2:30 p.m. 1000 parking spaces by the stadium will be blocked off for the concert stage and attendees.

Meanwhile, commuters planning to drive or ride buses in downtown Seattle on the afternoon and evening of the opener should plan ahead for big crowds and traffic congestion.

A few tips for riding Link light rail to the game or concert:

Link riders headed for the concert are encouraged to get off at Pioneer Square Station for the fastest access to the concert queuing area along Second Avenue and the special Gameday Village in Occidental Park.
Fans headed to the game are encouraged to get off at Stadium Station and enter the stadium through the south entrances.
Concert goers and game ticket holders riding Link should purchase a round-trip ticket to avoid ticket lines heading home. Best bet - buy an ORCA card ahead of time and skip lines at the ticket vending machines.

Sound Transit's Sounder commuter rail trains will run on their normal weekday schedule Thursday.

Evening Sounder train commuters headed out of Seattle are encouraged to use the Jackson Street entrance to the train platforms to avoid crowds leaving the concert.

Regular fares will apply for all Sound Transit services. ORCA and all standing transit passes will be accepted. Getting an ORCA card is a great way to skip lines at ticket vending machines. Cards only cost $5 for adults, plus whatever amount a rider chooses to load in the card's E-Purse or the cost of a pass that is good for unlimited transit trips. ORCA works on trains, buses and ferries throughout the region. More information is available here.

First day of school means traffic cameras in Lake Forest Park

The first day of school for the Shoreline School District is Wednesday, September 3rd, and the Lake Forest Park Police Department would like to make sure that the new school year starts out safe for our children.

Police officers will be out in force patrolling neighborhoods before, during, and after school looking for motorists speeding and not paying attention to driving (i.e. on the cell phone, texting, etc.).

As a reminder, the school zone speed enforcement cameras will also be turned back on and will be active in the morning from 7:00am - 9:30am and in the afternoon from 2:00pm - 4:30pm on all school days. These cameras are an essential part of our overall effort to make our children safe at school.

When driving in school zones, stay alert and drive safely. Our children’s lives depend on it.

Statements on state support for public schools from Rep. Kagi, Republican Rutledge

Incumbent Democratic 32nd District State Rep. Ruth Kagi and Republican challenger Alvin Rutledge recently sent statements about what the legislature should do to comply with the court order to provide full state support for basic public education.

The two will meet in the Nov. 4 general election.

The 32nd District includes Shoreline, part of northwest Seattle, Lynnwood, Woodway and nearby unincorporated areas of southwest Snohomish County, and south Edmonds.

Here are statements from the candidates in the order they will appear on the November ballot.

Ruth Kagi (Prefers Democratic Party)

The Supreme Court ruling mandates an estimated $2 billion increase to K-12 education next session. The Great Recession resulted in deep funding cuts to schools, social services, higher education and much more. Revenue from our rebounding economy is not enough to meet the needs of our growing state.

The legislature must find new revenue in the next session if we are to have a well funded education system without decimating our safety net and higher education.

Investment in early learning is imperative to improving education outcomes for children. I will support an education package that includes funding for early learning.

Al Rutledge (Prefers Republican Party)

To be able to comply with the Supreme Court’s McCleary decision any requested 2015-2017 education budget must be kept at the 2013 level. The Legislature – by court mandate – must fully fund that budget by making the issue the first order of business in the session.

The Constitution guarantees every child an education. Consequently, if elected, I will seek to sponsor a bill to amend state law so that starting with the 2017-2018 biennium, education will have two budget components: “basic education.” which would include only primary and secondary education, and “pre-primary education,” which would include only childhood and kindergarten education.

King County Sheriff’s Office to host 9-1-1 Citizen’s Academy

Local residents will have a great opportunity to learn about the internal workings of the 9-1-1 emergency dispatch center at the upcoming 9-1-1 Citizen’s Academy. It will be held at the Regional Communications Center located at 3511 NE 2nd Street in Renton, from 9am–5pm on Saturday September 27, 2014.

The academy will educate citizens about the role 9-1-1 Communications Specialists play in the public safety system and will prepare them should they ever need to call 9-1-1.

This one day informative class includes everything from the History of 9-1-1 to how citizens can help 9-1-1 help them. A tour of the KCSO 9-1-1 Center is included, and optional “plug-in” time will be offered to academy attendees on follow-up dates for those interested.

The academy is open to anyone at least 18 years old with no felony convictions. Applicants must live or work in King County.

Applications to attend are now being accepted. Space is limited and completed applications should be turned in by Wednesday, September 24, 2014.

Work proceeds on Echo Lake Park

Work is proceeding rapidly with the refurbishment of Echo Lake Park at N 200th and Ashworth along the Interurban Trail.

The design and list of things to do was created by Maureen Colaizzi of the Shoreline Parks Department, with input from the Echo Lake Neighborhood Association.

Looking north, the posts mark the popular fishing beach. The state regularly stocks the lake, which also makes it a popular nesting site for cormorants. The concrete circles will hold picnic tables.

Previous work on the park removed half of the tiny beach and left a row of jagged stones. This restores some of the beach and provides a smooth wall for people who want to sit by the water.

The grassy area in the park had become very uneven and bumpy. Drainage was poor and the land was often swampy. The whole area is being rebuilt for proper drainage and even footing.

The park now will have a playground for small children. The tree has been protected as well as the art piece.

Turtles live in the south end of the lake - now the north end has its own turtle.

Improvements include handicapped accessible, porous asphalt pathway connections, improved handicapped accessible beach access, a tot play structure with safety surfacing, a re-graded/seeded open lawn area, irrigation system, benches, picnic tables, bike racks, a barbecue grill, and renovations to the existing restroom (one unisex stall design).

The park should open in October 2014.

Artists can learn about safer chemicals, storage and disposal at a free Hidden Hazards in the Arts workshop sponsored by the Local Hazardous Waste Management Program in King County (LHWMP), and the Shoreline-Lake Forest Park Arts Council. Participants will learn helpful tips on how they can protect themselves from the many toxic chemicals typically used in a variety of artistic mediums.

Donna Galstad, a Health and Environmental Investigator with the LHWMP Art Hazards team, will discuss art techniques, options for less-toxic art supplies and ways to reduce risks from chemicals, as well as other services, such as disposal and recycling.

Budget Open House Scheduled for Wednesday, October 1, 2014

With the 2015-2016 budget season fast approaching, the City of Lake Forest Park’s team of experienced budget professionals is in place to guide the City into the next two-year budget cycle. The team, consisting of Finance Director Chris Bothwell, City Administrator Pete Rose, and Mayor Mary Jane Goss, is tasked with preparing and submitting a balanced budget exercising fiscal restraint while maintaining prioritized current and future levels of service.

The Mayor and City Council urge the public to be part of the process by participating in a Budget Open House at City Hall on Wednesday, October 1, 2014, beginning at 6:00pm.

Time is set aside during the meeting for citizen education and for the administration and City Council to receive citizen input about the budget. The Mayor is scheduled to present the preliminary budget to the City Council at its regular business meeting on October 23, 2014.

Time to roll up some sleeves and roll up some big numbers for a good cause. The Puget Sound Blood Center's mobile unit will be in front of the Shoreline Fire Safety Center at the corner of Richmond Beach Road and 20th Ave NW from 10am to 4pm this Saturday, September 6.

People who donated earlier this summer, 8 or more weeks ago, are reminded of the PSBC's "Give Twice This Summer" campaign, and first timers or people who had gotten out of the habit are encouraged to come on down!

Always In Demand

Recent media reports have noted that innovations in surgical procedures have lessened the number of blood transfusions conducted nationwide. In other parts of the country, demand has slackened and some for-profit blood banks have been closed. The Puget Sound Blood Center is a non-profit, however, and is also one of the world's leading institutions for blood research: a portion of all blood collected by PSBC is used for scientific purposes. Therefore, it's as important as ever that experienced donors return, and that new donors join them.

Safety in Numbers

Donating blood is an easy and safe thing to do, and PSBC adheres to the highest standards of hygiene and donor comfort. In a world where more and more people travel and unexpected outbreaks of disease send doctors scrambling, though, all Blood Centers have tightened restrictions to make sure nothing gets into the blood supply. Some otherwise healthy potential donors have been disqualified as a precaution because of past travel or contact with at-risk populations. This means it is ever more important that past donors continue to come to the bloodmobiles, and that they bring some first-timer friends!

Make History, and an Appointment

The Richmond Beach Blood Drive is approaching two milestones: registering its 1000th donor, and drawing the 100th gallon. Both these will be reached by the end of 2014, if the drive keeps up its average turnout. Also, the Puget Sound Blood Center will celebrate its 70th anniversary this October. Being a part of this is as easy as walking up to the bloodmobile on Saturday; donors are encouraged to make an appointment by searching blood drives under Donor Programs at www.psbc.org.

Brier police cleared in death of driver in Lake Forest Park

HeraldNet reported on a case in late August where a street racer in Snohomish county was pursued into Lake Forest Park by Brier police, where he lost control of his vehicle and crashed.

Anthony Koschei, 31, of Lynnwood, lost control of his car, crashed and died after the officers called off the chase. Witnesses saw Brier police arrive at the crash scene a few moments later. Officers reportedly had witnessed Koschei racing another vehicle in Brier.

When they tried to pull him over, he took off at speeds of up to 100 mph, detectives wrote. Koschei made it about a mile — into Lake Forest Park, in King County — before missing a curve and hitting a clump of trees. The Lake Forest Park Police Department ruled excessive speed as the cause of the crash.

An autopsy found amphetamine, marijuana and opiates in Koschei’s system, according to the records.

Brier police conducted an internal review, a standard procedure for departments after pursuits and other major incidents.

KOMO: house on 25th destroyed by out of control driver

KOMO TV ran this story about a Shoreline woman whose bedroom was destroyed on Friday evening by a driver who was reportedly under the influence.

A Shoreline home is in shambles after a car crashed straight through it over the weekend.

Now a woman's precious belongings are damaged or missing.

The homeowner was out of town when the car plowed through her bedroom wall. She came home to a scene of devastation after getting a phone call from her neighbor.

Now it looks like a bomb went off inside the home - and homeowner Niki Meier is very shaken.

Utility Work

Excavation will continue during daytime hours (7:00am to 3:30pm) for utility work (power, lighting, and communications) on the west side of Aurora in the vicinity of N 198th Street to N 200th Street, including those streets.

Storm drain work, resulting in trenching and installation of new manholes or inlets, and the construction of new curbs, gutters, and sidewalks is in progress. Southbound Aurora may be restricted to one lane during the daytime non-commute hours to perform any of the work above.

Paving is scheduled for the week of September 8, weather permitting. This paving will be on the west side of Aurora and portions of side streets.

Can You ID me? Help police identify suspects

During the summer of 2010, Det. Tony Matthews of the Lake Forest Park Police department set up a webpage called Can You ID (dot) Me. CanYouID.me

On the page, he posted the surveillance photos of people of interest in unsolved crimes in Lake Forest Park. Some of the photos were of suspects, some were of possible witnesses. All were people the police wanted to talk to.

With each photo, he posted the date, what the issue was, and some details about the crime. Contact information was provided for the detective working the case and responses could be anonymous.

Modeling his page after a highly successful site for Washington County, Oregon, his plan was to offer the page to all the police departments in the state of Washington.

He started with five departments. A year later, it had grown to include 33 police agencies from all over the state, and best of all, 12 people in the photos were identified through the site.

Today, sixty-eight police departments have signed on, and to date, 143 suspects have been identified.

The crimes range from shoplifting, to forgery, to arson. And the photos range from portrait quality to blurry shadows, but each them will be recognizable to someone who knows the person.

Criminals do not stay within their city's boundaries, but do tend to travel along highways, so check out the photos from neighboring communities.

Eggen adds loss of PCO election to defeat in state senate primary

When Shoreline City Councilman Chris Eggen finished third in the Aug. 5 top-two 32nd District State Senate primary behind incumbent fellow Democrat Maralyn Chase and Republican Robert Reedy, he also lost his position as an elected Democratic precinct committee officer.

Final primary election results, certified by King County officials Aug. 19, showed Eggen losing the Democratic PCO position he held in Shoreline to former City Councilwoman Janet Way, 49 votes to 47 votes.

Even a two-vote margin is not close enough for a mandatory recount. State law requires a recount when the margin is less than 0.5 percent of the total votes for the two candidates. In this case, it's 0.5 percent of 96 votes. That's 0.48 votes.

So, unless the two candidates were tied, there would be no mandatory recount.

Eggen could ask for a recount by depositing 25 cents for every ballot cast in the precinct, even ballots from the 29 voters who didn't vote for Democratic PCO. A recount of 125 ballots would cost $31.25.

Eggen won election to the Shoreline City Council in 2007 and re-election in 2011. Way won a council position in 2005 before losing in the 2009 primary and losing a comeback attempt in 2011.
