Shoreline Auxiliary Communications Service has built a communications capability that spans voice, data, satellite, and digital messaging: designed to keep information moving when commercial systems are overloaded, damaged, or unavailable.
Understanding what that means in practice helps explain why the organization invests so much in training, equipment, and coordination.

Cell networks and internet service work well most of the time. But they depend on electricity, functioning equipment, and enough capacity to handle demand. In a major storm, earthquake, or prolonged outage, any of those can fail—sometimes all at once.
Shoreline ACS is designed around a different assumption: that the systems everyone relies on daily will not always be there. So the organization maintains multiple, overlapping ways to send and receive information. Volunteers can communicate by voice over a network of repeaters that extends coverage across much of the north Puget Sound region.

They can send structured messages (situation reports, resource requests, accountability records) by radio when internet access is gone. And when even that infrastructure is affected, the communications van carries satellite connectivity as an additional pathway.
The goal is simple: no single failure should cut off the flow of information.

Working within the system, not alongside it
Shoreline ACS does not show up to emergencies and improvise. Volunteers hold FEMA certifications and complete National Incident Management System training alongside their radio licenses.
That means when they arrive at an activation—whether at the Shoreline Emergency Operations Center, alongside Shoreline Fire or Police, or with regional partners like the Northshore Emergency Management Coalition—they can step into an established structure and contribute without adding confusion.

A capability built by neighbors
The systems described here exist because roughly 35 licensed volunteers have invested their time and expertise in building them. They come from backgrounds in engineering, law enforcement, public health, information technology, and emergency management.
