On Monday, August 17, 2026, the Shoreline City Council adopted Resolution 567 opposing the passage of Washington State ballot initiative numbers IL26-638 and IL26-001.
Initiative No. IL26-638
Initiative No. Il26-638 would prohibit biologically male students from competing in certain interschool individual or team athletic activities intended for female students only. It would require all female students, and only female students, who wish to participate in interscholastic athletics to provide, as part of the required routine sports physical examination, additional physical, genetic, or hormonal tests in order to be determined as not “biologically male,” as defined by the Initiative’s language.
Initiative No. IL26-001
Initiative No. IL26-001 would re-enact certain rights of parents and guardians of public school children set forth in Initiative 2081, passed in 2024 and known as the Washington Declaration of Parental and Legal Guardian Rights. the impact of Initiative No. IL26-001 would be to reduce or altogether eliminate the possibility of confidential support within a public-school environment for LGBTQIA2S+ youth.
RCW 29B.45.010
State law (RCW 29B.45.010(1)) authorizes the City Council to take action to support or oppose a ballot measure so long as (a) the agenda includes the title and number of the ballot proposition, and (b) members of the public and councilmembers are afforded an approximately equal opportunity to express an opposing view. The Council discussed Resolution 567 during their regular Council meeting on August 8 and provided an opportunity for Councilmembers and members of the public to express opposing views.
