Shoreline Council approves Affordable Housing Tax Exemption for The Line Apartments

The Evergreen Point website shows the crane being dismantled from above The Line apartments

By Oliver Moffat

The crane above 132 NE 145th Street in the Parkwood neighborhood was dismantled in January, marking a milestone toward completion of 241 new homes in an apartment building to be called The Line.

In another milestone for the building, at the February 5, 2024 Shoreline City Council meeting, the council approved an affordable housing tax exemption for the apartments.

The Woonerf, looking south. Concept drawing

The Line will include more than 1,900 square feet of ground floor retail space and a Woonerf (pedestrian friendly road) will run through the property.

The developer is the Evergreen Point Group, who previously built the Träd apartments in Shoreline’s North City neighborhood which has since been renamed the Green Leaf.

Evergreen Point plans to build the Leeway apartments nearby at 104 NE 147th St. (see our previous article

Addressing the city’s housing affordability crisis while preserving open spaces by concentrating development in high density areas has been a priority for the city.

A graph from the city of Shoreline shows the estimated number of new homes needed in the next twenty years versus the number of homes in 2019

According to data from the King County Housing Needs Dashboard, Shoreline needs to build 13,330 new homes before 2044 to accommodate our rising population and more than two-thirds of those homes need to be affordable to people making less than 80% of the area’s median income.

Scheduled to open in 2024, the Line apartments will have 241 homes of which 41 will be affordable to people earning less than 70% of Shoreline’s area median income (AMI) and eight will be affordable to people earning less than 80% of the AMI. Most of the affordable homes will be studios and one-bedroom apartments.

As an example, to be considered affordable a studio apartment could be rented for $1,578 per month to someone earning no more than $63,100 per year (70% AMI).

Despite the tax break, city estimates show tax revenue will increase overall. The apartment developers will still pay one-time taxes and fees totaling an estimated $1,750,000 according to the city. Because the building will have 241 homes, the city estimates it will collect $160,900 in annual tax revenues compared to the $5,300 per year it would have collected from the seven homes previously on the site of the new building.

However, to receive the tax break, apartment owners are required to present documentation to the city each year - which means city staff must spend time administering the program and enforcing compliance.

Although Shoreline’s MFTE program only requires 20% of units to be rented as affordable by the city’s definition, most buildings exceed that ratio according to city data. Shoreline currently has 14 buildings in the MFTE program that are providing 476 units of affordable housing out of 1,705 total - about 28% affordable. The data also shows another 22 MFTE apartments currently under development that will provide 1,168 affordable units out of 4,910 total (almost 24% affordable).

Dumpster fire

By Diane Hettrick

I'll never hear the term "dumpster fire" the same way again, not after Shoreline resident Aishah Hammock captured very dramatic photos of an actual dumpster fire at the old Sears at Shoreline Place on Aurora.

The old building is currently being used by Sound Transit, which I'm told includes receipt and storage of construction materials at the loading dock on the 160th side of the building.

They have industrial sized dumpsters which are very large.

Shoreline Fire was there within minutes

Monday night, one of those dumpsters was spectacularly on fire.

Aishah reports:

It took them a few minutes to put out the fire in the dumpster but there were also flames on the side of the building which they worked on as well. They then had to use an electrical tool to open the side door and gain access to the interior of the building, which looked like a loading dock.

They did a thorough sweep on the inside. They stayed on site for at least an hour. The next day they returned and were seen talking to folks from the construction company that is working out of the building at the moment.

Fortunate that Aishah was there to call 911. Shoreline Fire arrived within a minute but flames had already started up the wall and singed the roof over the dumpster.

Fireworks on 15th NE Wednesday night

No idea where this is, other than 15th NE in North City, or what the occasion was. Just fortunate to have a photographer in the vicinity.

They went off at midnight. There are no events on the calendar and these are not exactly left-over sparklers, so perhaps it was a private (illegal) celebration.

Join neighbors to help care for South Woods Park on Saturday February 10, 2024

Work to be done at South Woods. Photo by Steven H. Robinson

Caring for South Woods Saturday, February 10, 2024 from 10am - 2pm

Come lend a hand on February 10th and connect with the natural world and to each other as neighbors resume the work to remove the invasive underbrush.

The site was full of concrete and pipes.

The neighborhood volunteers worked for all of 2022 and found that this project was beyond their capabilities.

This kind of clean-up was beyond the capability of the neighborhood volunteers.

They successfully applied for a Shoreline Environmental mini-grant for the city to remove the metal and concrete pieces left on the site from long-ago Navy occupancy.

Last November they planted native western sword ferns. This month they plan to continue working along that same path.

There is an island in the pathway where Oregon grape and native Sword fern are surrounded by two Douglas fir trees.

All that remains. Photo by Steven H. Robinson

They will start there and work westward through an open area where a square concrete form remains from Navy days.

We need your help to accomplish that task! To find us follow the signage from the main path that bisects the woods.

The trash left from the major clean up has been removed

Our community has cause to celebrate. The trash mound is gone! Woodland Industries did a fantastic job clearing the debris.

As a beloved part of our community, South Woods has the potential to become a cornerstone in Shoreline Schools curriculum. Let's hold that vision.

In the meantime, Shorecrest students are enthused and ready to get involved in the care of the forestland.

Concrete and metal gone. Now it's time to plant.

When we meet again on March 2nd be prepared to do some planting in this open space. Bring a friend and a digging fork, lopper, or hand clipper and gloves.

Arrest made in death of man whose body was found on 15th NE

At 10:15pm Monday night, January 29, 2024, the King County Sheriff’s Office Communications Center received a 911 call from a community member who reported seeing a person laying on the ground, unresponsive at the 20000 Block of 15th Ave NE in Shoreline.

The caller stated the man was face down and unresponsive.

Shoreline Police and Shoreline Fire Department were dispatched to the scene. The fire department was not able revive him.

The Medical Examiner's office disclosed that the man was 20 year old Robert A. Anderson. He had been shot in the head and the ME ruled it a homicide.

As the nation’s sole operational heavy icebreaker, the vessel is indispensable to sustaining both scientific research and logistical operations in the Antarctic region.

The completion of the channel underscores the capability and dedication of the crew—enduring the harsh environmental conditions while maintaining the 48-year-old cutter through a challenging mission.

The U.S. military's support of U.S. Antarctic research began in 1955. U.S. Indo-Pacific Command proudly continues to lead the Joint Task Force-Support Forces Antarctica team in providing logistic support for the United States Antarctic Program.

AG Ferguson: PR firm will pay Washington state $7.9 million for helping Purdue aggressively and deceptively market opioids

Attorney General Bob Ferguson announced recently that public relations firm Publicis Health will pay Washington state more than $7.9 million for its role in fueling the opioid epidemic.

The Washington Attorney General’s Office has recovered more than $1.2 billion and counting that must be used to combat the fentanyl and opioid crisis in Washington as a result of legal actions against entities that helped fuel the epidemic.

Publicis Health was the main marketing firm for Purdue Pharma for more than a decade. Publicis Health helped Purdue’s sales force target prescribers who would be most likely to prescribe large amounts of opioids, and had some prescribers record conversations with their patients to help the company better market the highly addictive narcotics.

The $7.9 million will come to the state in the next several months, and can be appropriated during the 2024 legislative session. As part of a $350 million multistate resolution, Publicis Health will no longer market or advertise opioid products.

Today’s announcement is in addition to the $149.5 million resolution with Johnson & Johnson

Successful previous outcomes include:
  • $518 million from distributors McKesson, Cardinal Health and AmerisourceBergen.
  • $183 million from manufacturer Purdue Pharma and the Sackler family bankruptcy.
  • $149.5 million from Johnson & Johnson.
  • $120.3 million from Walgreens.
  • $110.7 million from CVS.
  • $90.8 million from Teva Pharmaceuticals.
  • $62.6 million from Walmart.
  • $50 million from Allergan.
  • $13.5 million from McKinsey, a consulting firm that advised Purdue Pharma.
  • $7.9 million from Publicis Health.
  • $7.7 million from the Mallinckrodt bankruptcy.

Eight wrestlers from Shorecrest High School qualified for regionals at the 3A Division WESCo South District Tournament in Edmonds on Saturday, February 3, 2024.

The top four placers in each of the 14 weight brackets from this tournament will compete next week in Federal Way at the WIAA 3A Region 3 tournament in a quest to earn a chance to compete at the State Championships in the Tacoma Dome on February 17th.

The Shorecrest High School wrestling team wasn't able to fill a few weight classes this year, which affected the team's ability to successfully compete in dual meets throughout the season against tough WESCo South district rivals like Edmonds Woodway HS, Lynnwood HS and Shorewood HS.

However, the team does boast a solid core of middleweight wrestlers that were able to earn top spots on the district podium in the event.
