Prior to its Regular Meeting December 11, 2023 the Shoreline City Council will hold a Workshop Dinner Meeting from 5:45 to 6:45pm in the Shoreline City Hall Conference Room 303.

They use a hybrid format where both in-person and online attendance is allowed. The public is welcome to attend but there is no public comment. The public may, however, provide written comments.

They will discuss several Council Operations. Of particular note is the Potential Council Rule of Procedure Amendment.

In recent months, during the public comment portion of the meeting, Council received disruptive public comments from persons targeting certain racial groups of our community. While Council recognizes freedom of speech to be a cornerstone of our democracy and respects diverse opinions, a Council meeting is a limited public forum, meaning that Council has reserved this time for discussion of certain topics, namely those pertaining to the business of the City, and not for anyone to say anything that is on their mind.

Proposed by staff:

B. Any person making disruptive, impertinent, slanderous or threatening remarks while addressing the Council during public comment or public testimony shall be asked to leave the Council Chambers by the Presiding Officer and barred from further audience before the Council for that meeting. If the person is participating in the meeting remotely, the Presiding Officer shall ask the City Clerk to remove them from their permission to talk in the videoconferencing application. If supported by Council, staff would bring forth a Resolution with the amendments Council is comfortable with for adoption at a future Council meeting in 2024.

Pearl Harbor Day Thursday December 7

December 7, 2023 will mark 82 years since the attack on Pearl Harbor that started WW II for the United States.

Last October, I had the opportunity to visit the Pearl Harbor National Memorial in Hawaii. 

The attack on Pearl Harbor became a bit closer to us when the Shoreline Veterans Recognition Plaza received an engraved brick order to honor Seaman 1st Class Ralph Henry Keil.

Keil was from Tacoma, Puyallup and Chimacum, WA.

Keil was one of 429 sailors who perished on the USS Oklahoma during the attack on Pearl Harbor. His remains were not identified until 2019.

After visiting the Arizona Memorial, we visited the USS Oklahoma Memorial where Seaman 1st Class Ralph Henry Keil is honored.

On December 7, 2019, Ralph Henry Keil was identified by DNA analysis with samples from family members.

This past August 30th would have been his 102th birthday. 

Keil attended high school in Tacoma and Puyallup, graduating from Chimacum High School in Chimacum, WA in 1940. 

Over 80 years later, Seaman 1st Class Ralph Henry Keil was finally laid to rest at Mountain View Cemetery in Tacoma.

Behind the USS Oklahoma Memorial is the Battleship Missouri Memorial where on her quarterdeck, the surrender of the Empire of Japan was signed on September 2, 1945 which ended World War II. 

Let’s pause on this day to remember those who have made the ultimate sacrifice for our country.

I've been asked already when I expect to see our first snows this winter. It's very hard to say, but I will point out what I've been seeing with some consistency. There are a couple of sites that forecast longer range, both have been somewhat consistent with an indication of more winter type variety weather (Yes, the snow word) in the second half of December.

It’s important to remember that any of these forecasts going out beyond even a few days really start getting into the weeds of uncertainties. That is to say these forecasts start having a much higher percentage of becoming an inaccurate forecast.

Beyond a forecast, here’s my current ideas on how winter will play out for Shoreline and Lake Forest Park.

We have two main factors I generally consider. There are many more, but I like to watch the two most measured and somewhat biggest impact cycles that occur in our weather patterns. 

  • The primary one that everyone talks about is the El Niño-Southern Oscillation (ENSO) cycle. This cycle is typically annual or seasonal, switching during the spring and summer months to either El Niño, La Niña, or neutral conditions.
  • The second significant influence on our weather trends, particularly in the winter season, is the Pacific Decadal Oscillation (PDO). This cycle is not seasonal, or annual, but functions more on a 20-to-40-year cycle, flipping between a warm phase, and a cold phase.

So, this winter, we are in a strong El Niño, but we also have a moderate to strong cold phase PDO. This tells me that this winter isn't as likely to be the widely forecasted drier and warmer than normal winter pattern.

What does this mean for Shoreline and Lake Forest Park?

Chances of snow events will likely increase middle through late December, and I think after December our next big chances will likely be in the middle January and/or into February time frame. It could easily become another 2019 winter, where we waited until February to get all our snow. 

Our chances of a snow event for the entire winter season are slightly lower than normal, but can still happen, and can still be capable of being a large storm.

In general, I think we'll see dry stretches like the one we just finished, with stormy periods in between and heavier than normal precipitation during the active periods. We'll see if the heavier precipitation equals out the average at the end of the season or if we do end up drier, or wetter than normal.

El Niño winters with a cold phase PDO not unlike this winter that are noteworthy from Sea-Tac (unless noted):
  • 1951-52: 10 inches, in December and January
  • 1953-54: 23.3 inches, January, and March
  • 1965-66: 22 inches, December, January, and March
  • 1968-69: 67 inches, December, and January
  • 2018-19: Shoreline: 20.7 inches, February, and March (snow measured in Shoreline)

There are a lot of other El Niño winters with a cold PDO phase that produced decent snow events, so in my opinion, backed up by the data I have from Sea-Tac, it is probably more likely than not that we'll see at least one or two snow events this winter season. 

They tend to show up late December, January, and February on average for this kind of set up. Other similar years have had smaller snow events, but still, multiple snow events occurred.

Seattle's record for most snow in one winter was 1968-1969 and it was an El Niño winter, with a cold phase PDO. The only other recorded winter that comes close was 1949-1950 at 64 inches of snow. Most fell in a January blizzard (Seattle’s only officially recorded blizzard). The 1949-50 winter, however, was a La Niña winter, but also with a cold phase PDO.

Prolific mail thief who stole postal vehicles and postal keys pleads guilty to federal charges

Seattle – A man who committed a series of mail vehicle and mail key thefts plead guilty to theft of government property, mail theft, illegal transactions on access devices, and illegally possessing a firearm, announced Acting U.S. Attorney Tessa Gorman. 

Johny Mixayboua, 27, committed a string of mail theft incidents involving stolen postal vehicles, stolen postal keys, mail theft and associated crimes. (See previous article)

The postal service had to halt deliveries in the zip code 98118 for about a week while investigators worked to track down and arrest Mixayboua. Mixayboua will be sentenced in U.S. District Court by Judge Richard A. Jones in Seattle on March 8, 2024.

Throughout April, mail thefts continued from as far north as Lake Forest Park, which had 21 cases of mail theft from locking mailboxes at apartment buildings.

According to the plea agreement, between December of 2022 and May of 2023, Mixayboua unlawfully gained access to cluster mailbox units in various locations throughout King County, including multiple apartment buildings in Lake Forest Park. He repeatedly stole mail from the cluster mailbox units.

During this time, Mixayboua stole credit cards from the mail he unlawfully collected and used the stolen credit cards to make purchases for himself. He also stole and operated a United States Postal Service Vehicle. 

When law enforcement executed an arrest warrant on Mixayboua in May of 2023, he was found with a firearm. Mixayboua is prohibited from possessing any firearms because of previous felony convictions in King County Superior Court.

This case was investigated by U.S. Postal Inspection Service (USPIS).

Theft of Government Property is punishable by up to 10 years in prison. Mail Theft is punishable by up to 5 years in prison. Access Device – Illegal Transactions is punishable by up to 15 years in prison. Unlawful Possession of a Firearm is punishable by up to 15 years in prison.

The case is being prosecuted by Assistant United States Attorney Elyne Vaught.

The Polar Star crew has officially crossed the Equator and the International Date Line, also known as ‘the X,’ on their transit to Antarctica!

The crew marked the occasion with a time-honored line crossing ceremony that transformed sailors who haven’t crossed the “X” before into “Golden Shellbacks.” Embracing the maritime traditions of the sea, new members underwent team building challenges as they were cheered on and welcomed as Golden Shellbacks.

As the festivities concluded, the crew gathered for a Luau and camaraderie on the flight deck— complete with Hawaiian-inspired theme, music, and a delicious spread of island cuisine.

On the following day, everyone had the opportunity to enjoy a deep-water swim call and “Steel Beach” aboard the flight deck.

There will be lots of children’s and teen books, fiction and nonfiction for adults, holiday books, cookbooks, and coffee-table books, all at very low prices.

The 2023 LFP Rotary Sharing Tree is now active at the LFP Town Center, intersection of Bothell and Ballinger Way NE. The tree is in the lower floor lobby.

NEMCo’s Drone Program - Year One

NEMCo volunteers consistently train on developing and enhancing their emergency preparedness skills in order to better assist our community via educating them on general preparedness strategies and learning practical skills to ensure they are able to assist first responders when they may be overwhelmed during emergencies. 

These skills cover basics, such as proper fire extinguisher use, basic first aid/CPR/AED/ACT training, generator safety, as well as more specific areas, such as in urban search and rescue, water distribution, and firefighter rehabilitation.

To find other viable approaches to assisting first responders and the community, this year NEMCo began to explore utilizing drones for disaster responses such as urban search and rescue and rapid damage assessments. 

This approach reduces hazardous exposures and risks of on-the-ground injuries to volunteers, first responders, and the public. Drones can provide preliminary data and video documentation to focus efforts and document ground assets in a timely manner.

The drone teams train in accordance with Federal Aviation Administration (FAA) rules and regulations for Unmanned Aircraft Systems (UAS) under 55 pounds (14 CFR Part 107). 

NEMCo drone pilots must pass the FAA Part 107 exam and hold a valid UAS Remote Pilot Certificate. 

Teams typically consist of ground, air, flight, and data specialists with a pilot and flight specialist operating the drone and radio communications during flight activity. 

Each specialist position receives between 6 to 8 hours of training based on the responsibilities and tasks of the positions they are training for. To date, NEMCo has 12 Certificate Specialists at different levels and an additional 11 team members working on this training.

The drone can stay in the air for about 30 minutes, fly up to 400 feet over the scene (based on FAA maximum allowable limits) and carries an on-board camera to search, record, and potentially map the search environment. 

Once the search target is located, the drone team radios the search parties on the ground to investigate further.

To gain situational awareness of a scene, the drone can create a 2D Orthomosic ground image in under 30 minutes. This image covers approximately 10 acres. Image courtesy NEMCo.

The first field demonstration of its value for urban search and rescue was on September 30, 2023 as part of the State of Washington’s Fifth Saturday Drill. 

Setup was at Horizon View Park and the drone team’s mission was to locate a simulated missing person in the surrounding woods. During this drill, the simulated missing person was located by the drone team and they were able to smoothly and efficiently guide the ground teams to them.

Based on this initial success, NEMCo is planning to train additional specialists and conduct further field flights to demonstrate how drones can be a functional part of NEMCo’s response.

The Northshore Emergency Management Coalition (NEMCo) is a partnership among the cities of Kenmore and Lake Forest Park, the Shoreline Fire Department, and the Northshore Utility District (NUD) to maximize each of the participating agencies emergency preparedness efforts and resources to serve our community.

While on the way to Australia, the Polar Star crew has been focused on training and conducting a series of drills and shipboard exercises.
 
These exercises focus on emergency responses for shipboard fires, flooding, steering casualties, collisions, and man overboard recoveries.

These drills ensure we keep our ship and crew safe; even in remote locations like Antarctica. 

The Afloat Training Organization (ATO), the Coast Guard’s official shipboard training team, joined us in Hawaii to assist our onboard training teams and hone our casualty response skills.
 
There is a dual focus on individual proficiency and teamwork that will ensure a safe and successful journey.

The Polar Star is one of two Coast Guard icebreakers homeported in Seattle and often seen on Puget Sound.

As one of NUHSA’s founders and a staunch advocate for human services funding and support in North King County (NKC), Rob Beem leaves a legacy of extraordinary leadership and impact on our north-end communities. 

Throughout his 20 years at the City of Shoreline (and in the first few years of his retirement), Rob has worked tirelessly to engage local and regional partners in addressing human services needs and building the capacity to fund and support services for North King County’s residents. 

This work involved bringing North King County’s voice to many King County planning and review panels, building local capacity through the Community Public Health and Safety Network, representing North King County on the United Way Board, and joining with other cities to coordinate funding processes. 

His gracious ease in bringing together people, agencies and governments who were ‘doing human services’ also saw him engaging with schools and local service clubs, as well as other cities and funders.

Seeing a need for a regional alliance of human services providers and governments, Rob was critical in the formation and ongoing operations of NUHSA, pulling together local agencies and leaders to connect people engaged in human services work and to expand agencies’ presence and services in North King County. 

Under Rob’s leadership, NUHSA grew from an informal lunchtime all-volunteer networking group to the organization it is today which represents all of North King County and is a sought-after partner by agencies, governments and funders.

Over a career in service to the human services community, he has had the opportunity to champion and/or lead the development of numerous initiatives, services and organizations. 

These include:

  • Shoreline and Bellevue’s human services and affordable housing programs
  • Northshore Shoreline Community Network
  • Shoreline’s DEI program
  • Bellevue YouthLink

NUHSA staff, Board of Directors, members and partners are deeply grateful to Rob and the tremendous work he has done to benefit residents and communities throughout King County. His wisdom, humor and gracious leadership will be missed and NUHSA wishes him well as he embarks on a new chapter.

NUHSA is an alliance of non-profit agencies, faith communities, city and county leadership, school districts and members of the community who advocate for a strong and accessible health and human services system in North King County, encompassing Shoreline, Lake Forest Park, Kenmore, Bothell and Woodinville. 

Through partnership and collaboration, NUHSA supports providers, funders and the community to enhance existing resources and build our capacity to effectively respond to community needs.

Filing open for King Conservation District (KCD) Board

Are you interested in becoming a KCD Board Supervisor

KCD Board Supervisors help steer KCD and the important conservation work we do. 

It is important to us that our board reflects the diversity of King County and its conservation needs.

If you think that your voice can help KCD build clean water, healthy forests, and strong local food systems, consider applying to run in the 2024 Board Election.

The candidate filing period for the Position #1 election for the King Conservation District Board of Supervisors is December 4, 2023, at 8:00am through December 8, 2023 at 5:00pm.

KCD will hold a Board of Supervisors Election in early 2024 for Position #1. Voting begins January 23, 2024 and ends February 13, 2024.

Two of KCD’s Board Seats are appointed by the Washington State Conservation Commission. Seat #4 is up for appointment in 2024. The window for applications for the appointed seat is January 1, 2024 through March 31, 2024.

U.S. Coast Guard icebreaker Polar Star departs Pearl Harbor

So long and farewell to Hawaii, after making our last logistics stop in the U.S. and enjoying some R&R, the crew of the Polar Star is headed to their next port call enroute to Antarctica.

As we departed Pearl Harbor, the Polar Star crew stood united in respect as they passed the hallowed waters of the USS Arizona. A poignant reminder of sacrifice, duty, and the strength of our nation.

Of the 2,403 U.S. lives that were lost during the attack on Pearl Harbor, 1,177, or nearly half, died aboard the USS Arizona.
 
The USS Arizona is one of only two sites where U.S. Coast Guard, Navy, and Merchant Marine vessels render honors to a fixed location.

"Live & Wild" Holiday Trees for Salmon at the Northwest Stream Center in Everett

Adopt A Stream Foundation is selling "Live & Wild" Holiday Trees for Salmon at the Northwest Stream Center 10am to 4pm, beginning Saturday December 2 through December 24, 2023. 

The Northwest Stream Center is located in Snohomish County's McCollum Park, 600 128th St SE, Everett WA 98208. 

December, you can also enjoy free admission to the beautiful 32-acre forest and wetland preserve at the Northwest Stream Center enjoying a 1/2-mile stroll past a Trout Stream Exhibit onto an Elevated Forest & Wetland Walk that is just shy of 3-feet above the forest floor and surrounding wetlands... it’s a beautiful place to be and universally accessible. 

There will be a great selection of live 3 to 5 foot-high ($40, $60, $100) Sitka Spruce, Western Red Cedar, Grand Fir, and Douglas Fir trees that are in pots. 

After the holidays, if you wish, all trees returned to the Northwest Stream Center will be planted next to local streams helping out next year's salmon runs. 

Everyone who purchases a tree will receive an annual Adopt A Stream Foundation membership as a holiday gift. Benefits include: free entry to the Northwest Stream Center for 2024, discounts to 2024 Streamkeeper Academy events, and 10% discounts on purchases at the Northwest Stream Center Nature Store. 

Not to mention, everyone will get the good feeling that comes with knowing their Holiday Tree for Salmon will be doing great things for the Northwest environment long into the future...a great memory of this holiday season!

A New Business in Town: Sweet Dream Bakes

On Sunday, December 3, 2023, the Shoreline Chamber of Commerce celebrated its newest member with a ribbon cutting ceremony during her Grand Opening celebration at Sky Nursery’s holiday Makers Market. 

Cindy Yuong, owner of Sweet Dream Bakes, is a long time resident of Shoreline, graduate of Shorewood High School, and a new small business owner.

Cindy is the owner and cake artist of Sweet Dream Bakes, a home bakery that specializes in putting your passion onto cakes to make celebrations even brighter. She creates artfully crafted custom designs on cakes to bring the images of your dreams into reality. 

Featuring various Asian flavors, high quality ingredients, and not-too-sweet eats inspired from her travels throughout Asia, Sweet Dream Bakes is here to help you celebrate the most important days of your life with something uniquely yours.

Although based in Shoreline, there is no storefront to visit. Custom cakes are made to order by booking in advance through the website sweetdreambakes.com 

Cakes and sweet snacks are available for pick up, delivery, and at pop ups held throughout the greater Seattle area. You can stay updated with Cindy through Sweet Dream Bakes on Instagram and Facebook.

Cindy answered the following questions in her contest entry. Read on to learn more about her business and her dreams for the future:

What makes you a great baker?
  • My passion for connecting with people through food and shared stories is genuine and endless. Putting people’s passion onto cake is a dream.
What's your favorite thing to bake?
  • Chiffon cake! Light, spongy, and most importantly, not-too-sweet! I’ve baked my chiffon cake recipe hundreds of times for my family’s birthdays and parties to test it before setting out to start a cake business with the recipe. I love being able to customize it with various Asian ingredients to feature their potential and share with the world. It’s extra special when someone tells me their mom likes the cake. Our Asian moms are so picky with desserts and not-too-sweet is the highest compliment.
How long have you been baking?
  • I’ve known baking was my calling since sophomore year of high school, 10 years ago. I loved baking fundraiser cookies with my mom as a child, but in high school, I decided to try making a new cake recipe for the holiday feast. I looked up the technique for a Bouche de Noel cake and made it. Seeing the smiles on everyone’s face after trying my cake gave me so much joy. Learning the technique was so fun, I started sharing my baking with #sweetsmonday every week for the rest of my school days, and I continue to share it with the world now.
What would you do with the $10,000?
  • I would fund my dream. I started a home bakery to start out safely, financially (grand opening on 12/3/23!) but I want to have a tea party cafe some day. To me, the ultimate experience is connecting with loved ones over the cutest afternoon tea set up with vintage tea cups, petite desserts, scones, and savory snacks on a tea tower. The elegance & beauty of the tea set up makes me so happy, and of course, the food cannot be lacking on flavor or quality to be pretty. I want to make it a reality.
