Shoreline, WA – September 2023 – Shoreline PTA Council, which represents 15 PTAs at schools throughout the Shoreline School District, will host a Candidate Forum for candidates in the Shoreline School Board election. 

The forum will be held on Monday October 16, 2023 from 7pm to 9pm in the Shoreline Room at the north end of the Shoreline Center, 18560 1st Ave NE, Shoreline, WA 98155.

The following candidates have been invited to participate in the forum:
  • Sara Betnel
  • Hazim Ghanim
  • Sylvia Gil
  • Meghan Jernigan

We respectfully request the audience be seated and ready to begin at 7:00pm. The structured forum will be moderated by the League of Women Voters. 

Each set of candidates will be asked the same question. Some questions will be provided to candidates in advance based on input from the community. 

Questions will also be selected from audience members during the event. The forum will be recorded and shared through public posting following the event.

Hosting this Candidate Forum demonstrates Shoreline PTA Council’s commitment to the PTA mission of being a strong advocate for the health, safety, well-being and education of every child. The goal of the forum is to ensure that all voters can make informed choices in November.

The forum is free and community attendance is encouraged. However, distribution of campaign materials, including the carrying of signs, in the building by candidates, volunteers or members of the public is prohibited.

PTA is a registered 501(c)(3) nonprofit association that prides itself on being a powerful voice for all children, a relevant resource for families and communities, and a strong advocate for public education.

Former Executive Director of Tribal non-profit job training program pleads guilty to embezzling federal funds

Tacoma – The former Executive Director of the Western Washington Indian Employment Training Program (WWIETP) pleaded guilty today in U.S. District Court in Tacoma to embezzling from a program receiving federal funds, announced Acting U.S. Attorney Tessa M. Gorman. 

Debbie Rawle, 68, of Tacoma served as Executive Director of the tribally owned non-profit job training program for several years until October 2019. 

The non-profit is now defunct and no longer receiving any federal funds. 

Rawle is scheduled to be sentenced by Chief U.S. District Judge David G. Estudillo for the embezzlement of nearly $100,000 on January 5, 2024.

According to the plea agreement, the job training non-profit received $698,153 in 2018 and $703,388 in 2019 to provide employment and training services for eligible tribal members. 

The U.S. Department of Labor, Employment and Training Administration, Division of Indian and Native American Programs administers the funds.

In September 2019, the Division of Indian and Native American Programs began investigating questionable expenditures using the debit card of the non-profit training organization at a Macy’s store. 

Rawle provided false and misleading information about the purchases, claiming they were work related. In fact, there were multiple purchases of items for Rawle’s own use including a new mattress, sunglasses, and clothing.

Further investigation revealed Rawle used the organization debit card for purchases at Best Buy, Amazon, and Costco. At Costco she purchased a cedar pavilion and above ground swimming pool, while on Amazon she ordered a pool maintenance kit, and motorcycle accessories costing more than $1,000. 

In all, the embezzled funds amount to $99,990.

“The Western Washington Indian Employment and Training Program (WWIETP) provided education, job training, and employment services to Native Americans through grants funded by the U.S. Department of Labor. 
"As Executive Director, Debbie Rawle used her position at the WWIETP to embezzle these funds to personally enrich herself. 
"We will continue to work with our law enforcement partners to aggressively identify those who commit similar crimes and bring them to justice,” said Quentin Heiden, Special Agent-in-Charge, Western Region, U.S. Department of Labor, Office of Inspector General.

Rawle has agreed to pay $99,990 in restitution. Embezzlement from a program receiving federal funds is punishable by up to ten years in prison and a $250,000 fine. The actual sentence will be determined by Chief Judge Estudillo who will consider a number of statutory factors before determining the appropriate sentence.

The case was investigated by the U.S. Department of Labor, Employment and Training Administration, Division of Indian and Native American Programs (“DINAP”). The case is being prosecuted by Assistant United States Attorney J. Tate London. Mr. London serves as a Tribal Liaison for the U.S. Attorney’s Office, Western District of Washington.

Shorewood boys varsity tennis is best in WesCo League

The Shorewood boys' tennis team began their season with a loss to the WesCo 4A champions Jackson High School, by losing a very close match 3-4. 

After the loss, Shorewood won the next 13 matches in a row to win the WesCo South championship.

On October 12, 2023 the North champions Snohomish and South Champions Shorewood met at Snohomish courts for a battle of champions to claim to be the best in WesCo league. 
  • Shorewood won three of four singles matches and two of three doubles to clinch the victory.

October 4, 2023 Shorewood traveled to Edmonds-Woodway for a match between two undefeated teams, in league, that were tied for first place in WesCo South. 

  • Shorewood won their match 6-1, led by number one singles JD Drake and number one doubles Eli Sheffield and Riley Boyd. 
  • Singles won three of four and doubles swept all three doubles to win the WesCo South conference championship.

The Shorewood boys team was consistent throughout the season. 

The team won 48 individual matches and lost only one in WesCo South. 

Overall Shorewood won 90 individual matches and lost only 8.
  • Singles players Xander Gordon and Zack Binz went undefeated, 
  • Doubles players Drew Johnson and Kristian Hagemeier also were undefeated for the season.
Coach Arnie Moreno was proud of the team's consistency, sportsmanship, competitive attitude and the way they had fun playing the game.

Flags at Half-staff: Hamas Attack

Governor Inslee is deeply saddened by the violent attack against Israel committed on Saturday, October 7th by Hamas, which has caused death, injury, and suffering abroad as well as heartache and sorrow here in Washington state. 

Among those killed is Hayim Katsman, who came to Washington state to study at the University of Washington’s Jackson School of International Studies and received his doctorate in June of 2021.

Governor Inslee hereby directs that Washington State and United States flags at all state agency facilities be lowered to half-staff on Thursday, October 12, 2023. 

This directive is issued in recognition of the lives lost, the wishes of all Washingtonians for the swift recovery of the injured as well as the safe release of those held hostage, and in recognition of the sacrifice and service of members of the U.S. Armed Forces now deployed to the region.

Flags should remain at half-staff until close of business or sunset on Thursday, October 12, 2023.

Other government entities, citizens and businesses are encouraged to join this recognition.

Bank manager in Battle Ground WA stole $1.2 million from unsuspecting customers

Tacoma –A 44-year-old former bank manager from Battle Ground, Clark County, Washington, pleaded guilty Thursday in U.S. District Court in Tacoma to Bank Fraud and Aggravated Identity Theft, announced Acting U.S. Attorney Tessa M. Gorman. 

Brian Davie, a former branch manager at Wells Fargo, used unauthorized cash withdrawals, money transfers, and cashier’s checks to steal over $1 million. 

Davie targeted elderly and vulnerable customers. Eight victims have been identified. One woman had more than $566,000 stolen from her retirement accounts. Davie is scheduled for sentencing by U.S. District Judge Benjamin H. Settle on January 2, 2024.

Davie worked for Wells Fargo in Battle Ground from March of 2014 until he was fired in June 2019. 

According to records in the case, Davie used his position as a manager at the branch to conduct unauthorized transactions. Davie had access to customer files containing information about bank account balances. 

Davie hid his criminal activity by repeatedly exchanging cashier’s checks until they were small enough to cash without triggering banking reporting requirements.

Davie continued undetected because he stole from elderly customers who might be less likely to closely monitor their account balances. Some of Davie’s victims had dementia or had limited English skills and did not understand banking transactions. 

In at least one case, Davie failed to file the paperwork to install a victim’s relative as a co-signer on the victim’s accounts. That failure prevented the relative from being able to monitor the account and detect the fraudulent transactions.

Davie deposited some of the stolen money in an account he created in the name of a relative’s business. He made some of the cashier’s checks payable to that relative or to the business account he created. Much of the money was withdrawn as cash.

In all Davie embezzled S1,279,840 from victim accounts. Wells Fargo reimbursed victims for their losses. Judge Settle will determine the amount of restitution at sentencing.

Prosecutors have agreed to recommend a four-year prison sentence. The actual sentence will be determined by Judge Settle who will consider a number of statutory factors before determining the appropriate sentence.

This case was investigated by the FBI with assistance from the Wells Fargo investigation team. This case is being prosecuted by Assistant United States Attorney Zachary Dillon

A busy weekend in Shoreline's parks

There are work parties scheduled on Saturday for Twin Ponds, Hamlin, and Richmond Beach Saltwater Park. 

Then on Sunday, Twin Ponds again, and Shoreline Park.

During the week, two each in Hamlin and RB Saltwater Park - plus a work party at North City Park.


These are all interesting projects, in the sense that two - Hamlin and Saltwater - are very big parks and the other two - Shoreline and North City - are very small.

What they have in common, to my knowledge, is that they were all lacking attention for decades.

Unlike little Echo Lake Park which has been tended since Shoreline incorporated by the Echo Lake Neighborhood with assistance from the City, both North City and Shoreline Park are recent projects, each spearheaded by a couple of volunteers. 

Judy MacCully and friends took on North City Park, located behind North City Elementary. Homeschooling parents Sara Cammeresi and Cristin Mattione and their children adopted Shoreline Park, north of the Shoreline Center.

The City's partnership with Forterra and the U.S. Forest Service in the Green Shoreline Partnership has provided structure and support for all these efforts.

The day started out at the annual Hoco assembly with skits, class competitions, a fall sports update, and the announcement of the Homecoming Court.

Volunteers prepare Hamlin Park Forest Restoration Site for planting season

Community volunteers have been busy at Hamlin Park preparing the forest restoration site for planting season. 

Stewards and volunteers from the community have been digging out noxious weeds and restoring the health of the soil by spreading mulch on over a quarter acre. 

The Hamlin Park stewardship team has ordered 25 different species of native plants and a total of 341 plants to begin planting in December. 

Habit restoration sites across Shoreline will be celebrating Green Shoreline Day on December 2, 2023 by hosting work parties.

The Hamlin Park forest restoration site is within a fifteen minute walk of the North City neighborhood urban heat island that is rapidly developing with new apartment buildings. 

As summers continue to get hotter, it is becoming increasingly important for people in the future to have access to cool and shady spaces where they can recreate. The future forest will provide a cool, shady space for people who live in neighborhood apartment buildings.

So far this year, volunteers have rooted out over a quarter acre of noxious weeds (primarily invasive blackberry, holly, laurel and cherry) at the Hamlin Park forest restoration site. 

Noxious weeds harm native plants and wildlife, can be difficult to eradicate and prevent native trees from growing into healthy forests. 

To remove noxious weeds, volunteers dig out the roots of the weeds with shovels and haul the live roots out of the restoration site so they will not regrow.

Despite the hard work, noxious weed seeds and rhizomes are inevitably left in the soil and will sprout again, which will require ongoing weeding by hand for years to come. As the native trees grow into a tall and shady forest, the noxious weeds will gradually be replaced by native plants.

After digging out the weed roots, volunteers cover the disturbed ground in a thick layer of wood chip mulch to restore the health of the soil. The goal is to cover the ground with six to twelve inches of woody mulch before planting season begins. 

So far this year, volunteers have laid down more than 100 cubic yards of wood chip mulch and are working to spread at least another 100 cubic yards to reach the goal. 

Mulch holds water during dry summers to help young trees survive droughts and support the fungi, flora and fauna that establish symbiotic relationships with forest plants.

There are five zones within the restoration site with differing microclimates that are being prepared for planting. 

Two zones were cleared and planted in previous years and have trees and tall shrubs that are shady enough to support new ground cover plants such as sword fern, woodland strawberry, and trailing blackberry. 

One zone in full shade, one in partial shade and one in full sun that were cleared this year of noxious weeds will be planted primarily with trees such as Douglas fir, western red cedar, and bigleaf maple.

The current forest restoration site includes the eight acres on the north end of Hamlin park bounded by 165th street to the south, 168th street to the north and 16th and 18th avenues to the east and west. This was the original Hamlin park that was donated to King county in 1939 and developed into ballfields by the Works Project Administration (WPA). The site was used as ball fields until the early 2000s. 

The remainder of Hamlin Park was donated to the county when the Navy hospital was decommissioned after the Second World War.

The restoration project is managed by the Green Shoreline Partnership, a collaborative effort between the City of Shoreline, government agencies, nonprofit organizations, and the Shoreline community at large. 

Stewards are trained by the Washington Native Plant Society in forest restoration practices and organize regular work parties.

The Hamlin Park stewardship team has work parties scheduled most Wednesday afternoons at 1pm and Saturday mornings at 10am. 

The community is welcome to learn more and sign up to volunteer by visiting the Green Shoreline Partnership website. Students can earn community service hours while learning urban forestry skills and having fun outdoors.

Spaces left in Amharic language class for elementary students

There are still a few spaces remaining in the Shoreline Community College Continuing Education Amharic language class for 1st – 6th grade students. In-person classes start October 18, 2023. 

Amharic for beginners is designed for youth who are interested in learning the basic phonics of Amharic letters and words. The focus of this course is to learn how to speak, listen, write and read Amharic.


Educator Selam Habte will incorporate culturally responsive teaching and creates an inclusive classroom which highlights the Ethiopian culture and welcoming environment. The curriculum is taught in an interactive and fun way to encourage youth to engage with their peers. For students in 1st - 6th grade, who will be divided into smaller groups.

As union lawsuit falters, state readies Tukwila psychiatric hospital for patients

Washington's Department of Social and Health Services is planning to admit about 50 patients before the end of the month at a recently acquired psychiatric hospital in Tukwila. 

That's in spite of a union lawsuit seeking to stall the facility’s sale. 

Meanwhile, SEIU Healthcare 1199NW's odds of success in that lawsuit dimmed significantly last week as the judge harshly rejected the union's request for a preliminary injunction that would've temporarily blocked the sale of the former Cascade Behavioral Health facility.

Opening the hospital is important because it's part of the state's strategy for closing behavioral health bed shortfalls for people in the criminal justice system who are awaiting mental competency evaluations to stand trial. 

Providing adequate space and timely treatment for people in these circumstances is at the center of the Trueblood settlement -- a court-monitored agreement arising from a 2014 lawsuit. 

Problems complying with the settlement have left the state facing hundreds of millions of dollars of penalties.

This free-family-friendly event is to provide our community a start to their Halloween festivities! 

Costumes for the pets and humans are encouraged but not necessary. Don’t have a pet, still come out and say hi! Activities for the entire family, food trucks, music, community booths, and giveaways will be there for all to enjoy!

This is a good time to make sure your pet is up-to-date on current vaccinations and pet license! Call your local veterinarian to check on their vaccinations and stop by City Hall to purchase or renew a pet license.

Groundbreaking for Alta North City building at Leena's site

National multifamily real estate development leader Wood Partners, accompanied by Shoreline Mayor Keith Scully and leaders from the Shoreline Chamber of Commerce, broke ground on their latest residential community, Alta North City, located on the former site of Leena's Café on 15th NE in the North City neighborhood.

With construction on the project already underway, Alta North City is expected to open in mid-2025.

With the development of Alta North City, Wood Partners aims to provide a true live, work, play community for residents with convenient access to the upcoming Link light rail stations, a variety of shopping options, restaurants, and parks just outside their doors. The property itself will include more than 4,000 square-feet of ground floor retail with outdoor plaza space.

Wood Partners representatives confirmed that they are working with the owners of Leena’s to design a space specifically for their restaurant.

Although the ground floor space is still being designed, the current section for Leena’s is marked in red. Between buildings will be an outdoor courtyard that Leena’s will also have access to - outlined in green.

Once complete, Alta North City will offer 228 apartment homes comprised of studio, one- and two-bedroom custom-designed floorplans for residents to choose from. Throughout the community, each home will showcase a vibrant design aesthetic, complete with high-end fixtures and finishes for residents to enjoy.

The units include full size in-unit washer and dryer sets, spacious closets and balconies, and energy efficient heating and cooling.

Outside their homes, residents will also have access to Alta North City’s array of attractive community amenities, including an impressive roof-top deck with beautiful views of both mountain ranges. In addition, residents will enjoy the community’s custom-designed clubroom with co-working features, garden courtyard, and a 24/7 state-of-the-art fitness center.

Wood Partners is acting as the general contractor and will manage the property once complete.
