High Intensity Activated Crosswalk (HAWK) installed on SR99 (Aurora) just north of Shoreline

Thursday, September 7, 2023

New HAWK signal on Hwy 99 in Edmonds
The recently installed a High-Intensity Activated Crosswalk (HAWK) signal on Highway 99 (Aurora) north of 234th St in Edmonds is active now.

The new signal will shorten the distance between crosswalks on Highway 99 by providing a new signalized crosswalk between the intersections at 238th Street and 228th Street.

The HAWK signal was constructed as part of Edmond's recently completed Highway 99 Revitalization and Gateway Project that built landscaped center medians with mid-block left turn lanes between 244th Street to 210th Street.

HAWK signals operate like traffic signals and are activated with a push button which causes the signal to change to red and stop traffic, allowing pedestrians to cross the street.

There are two existing HAWK signals in Edmonds. One is on Edmonds Way / State Route 104 north of Pine Street and the other is on State Route 524 at 84th Avenue W.

For drivers, the HAWK signal remains dark until activated by a pedestrian or a cyclist. Once activated, the signal goes through a series of yellow and red sequences, requiring vehicles to fully stop on a solid red light while pedestrians cross.

The signal concludes with a flashing red sequence, where vehicles are required to stop and proceed with caution if no pedestrians are present.

More information about HAWK signals can be found in this WSDOT video from when another HAWK signal was installed in Edmonds several years ago

Seattle police investigate a shooting at Haller Lake; find body the next day at North Seattle College

On Wednesday, September 6, 2023, Seattle police received a 911 call about a deceased subject found in the 9600 block of College Way N. (North Seattle College) Officers arrived around 8:00am and located the deceased male with signs of trauma.

Police have determined the man found was involved with a shooting incident from the day before, when around 10am a passerby called 911 to report a shooting that occurred in Haller Lake.

When officers arrived in the 11600 block of Aurora Ave N, (Home Deport) they found evidence of a shooting but no victim of the assault.

After speaking with witnesses in the area, it appears the suspect had left the location in a vehicle, a gold Dodge Grand Caravan, with another subject who appeared to be unconscious.

Further investigation led to the identity of the suspect, which resulted in the apprehension of the suspect and the suspect’s vehicle in Federal Way at about 5pm.

The 40-year-old male was arrested for assault and unlawful possession of a firearm. He was booked into King County Jail. However, after today’s investigation, the requested charges have been updated to murder and unlawful possession of a firearm.

Homicide detectives continue to investigate this case.

If anyone has information about this incident, please call SPD’s Violent Crimes Tip Line at 206-233-5000.

Stop for school buses to avoid injuring a child

The whole point of laws about stopping for school buses is to avoid injuring a child. Kids are supposed to cross in front of the bus but that means that drivers cannot see them until they in the road. And many of them run.

There are people who will not stop, even when the bus lights are on and the Stop paddle is out. Bus drivers will be reporting those people.

For the rest of us, there's a fair amount of confusion about when to stop, particularly for drivers going the opposite direction from the bus.

This graphic from Target Zero is one of the better ones.

On September 11, the Shoreline City Council will discuss the tree impacts resulting from the 15th Avenue NE and 5th Avenue NE sidewalk rehabilitation projects and the N/NE 155th Street overlay project.

All these projects involved repairing sidewalks, curbs, and gutters damaged by tree roots and required the removal of trees.

The goal for repairing these sidewalks was to make them safe and accessible for people of all abilities.

In response to community concerns regarding tree impacts associated with these projects, staff will provide Council with more information regarding the projects, the impacts to trees, and the measures staff took to protect and/or replace trees.

They will also discuss ways to improve communication with the public when tree removal is necessary as part of capital projects.

Shoreline City Council holds their meetings at City Hall and they begin at 7:00pm. Meetings are also live-streamed. Go to shorelinewa.gov/councilmeetings to find the link to watch the meeting.

Avian influenza outbreak impacting seabirds and seals near Fort Flagler State Park, Port of Everett, Port of Tacoma

OLYMPIA – The Washington State Department of Health (DOH) and Washington Department of Fish and Wildlife (WDFW) caution the public to avoid contact with wild birds and other wild animals, especially sick or dead wild animals or their young.

An outbreak of avian influenza, also known as bird flu, is impacting wild birds and several seals near Fort Flagler State Park. This outbreak started in early July 2023.

WDFW staff are monitoring and responding to the situation and have removed more than 1,700 dead Caspian terns and gulls from Rat Island and adjacent shores near Fort Flagler State Park. Preliminary results indicate three harbor seals from the same area were also infected with avian influenza. Confirmation testing is pending.

Additionally, recent detections of infected Caspian terns have been documented near the Port of Everett, Port of Tacoma, and along the lower Columbia River.

People and their pets should avoid all contact with sick or dead wildlife. While avian influenza infections among people are rare, human infections can happen when the virus gets into a person’s eyes, nose, or mouth, or is inhaled.

People may be at greater risk of bird flu virus infection during close or lengthy unprotected contact (not wearing respiratory protection or eye protection) with infected animals or surfaces contaminated with saliva, or feces of infected animals.

Dogs and other animals can become sick with avian influenza, and care should be taken to avoid contact between pets and sick or dead animals. The United States Department of Agriculture monitors infections in wild mammals across the U.S.

Do not attempt to move sick wild animals to a veterinarian or rehabilitation center, or to your home, as this can spread the disease. WDFW continues to ask members of the public who find sick or dead birds to report them immediately using this online form.

As resources are available, biologists may respond to remove carcasses and, if in an area or species where avian influenza has not been confirmed, test for the virus.

Due to the magnitude of this outbreak, WDFW staff will not be able to respond to all reported cases. More detailed information about avian influenza is available on this WDFW webpage. To report a dead, injured, or stranded marine mammal along the West Coast (i.e., off California, Oregon, and Washington) call the NOAA Fisheries West Coast Region Stranding Hotline: 1-866-767-6114.

Reports of suspected avian influenza in domestic poultry flocks should be sent to the Washington State Department of Agriculture. Call 1-800-606-3056 or visit their webpage for more information about how to protect poultry and other domestic birds.
