Rep. Gerry Pollet: Disability is not a choice - We have a constitutional obligation to fund every child’s education in Washington state

We have a constitutional obligation to fund every child’s education in Washington state. Disability is not a choice.
 
However, the Legislature has capped how many children with disabilities it will fund education and disability services for and requires school districts to spend over $400 million a year from local levy money to pay for this portion of our “paramount duty.” 

That’s why I developed House Bill 1436 with special education advocates, school districts and educators. Governor Inslee signed HB 1436 on May 11, to add $417 million in new support for special education during this biennium.
 
While the Senate did not agree with the House to eliminate the cap on how many students with disabilities the state will pay for in each district, we did significantly increase the cap to 15%. HB 1436 and the subsequent funding increase in the state operating budget is a MAJOR and historic step forward to fully supporting all students in our state with a high-quality public education. 

But this bill only fills half of the gap and more work remains. I am hopeful that the legislature will support future proposals to completely remove the unconscionable cap because of the disproportional impact on students in our state.
 
Governor Inslee made it more difficult to have data on how many students have disabilities in each district by vetoing an equity study on the prevalence of disabilities amongst minorities and vulnerable populations. I’ll be working to restore funding for the equity study.

At 10am, We will have a flag placement at the Veterans Memorial Cemetery on the Washelli side. 

Veteran and Scout groups, along with members of the community, will place the flags at each of the markers in the Veterans Cemetery. The public is invited to witness and participate in this event. 

At 11am, we will have a Service of Remembrance. This will be a brief memorial service, including participation from the Washington State Guard, and members of the NW Junior Drum and Pipe Band.

Obituary: Bruce Johnson, creator of two redwood sculptures in Shoreline, dies in California

Bruce Johnson, the artist who has two sculptures in Shoreline’s public art collection, died recently, crushed while moving one of his monumental works in his studio in Cazadero, California. 

His two Shoreline sculptures include Redwood Lantern which resides on the rear patio of the Shoreline city hall and the iconic WoodWave, sited in the Kruckeberg Botanic Garden. WoodWave has become a magnet for kids to literally “experience” art, on a piece certified for playground safety before a dedication ceremony in 2013 when the sculpture was accepted by city leaders.

Johnson found international recognition with large-scale sculptures in Italy, Spain, Taiwan and many public and private collections in the U.S. His sculptures are found in cities such as Sacramento, Anchorage, Oakland and Palo Alto as well as numerous private collections and wineries. He has seven pieces in public and private collections in the Puget Sound region.

Bruce acquired tons of redwood from old timbering operations, floods and blow-down, transporting the massive materials to his outdoor studio, located in the redwood country of Sonoma County CA. 

In 1964 the Eel River in Northern California had a 100-year flood with flows greater than the Mississippi. These forces sent mountains of redwood stumps, roots and burls to rest along California’s north coast beaches. 

These events, and years of regrettable timbering operations, produced the raw material for his four decades of creativity, one of only two artists, ever, who have worked with redwood material to produce monumental pieces of art.

His studio name, Form and Energy, spoke to the uprooted, muscular, organic materials, the “dynamic relationship of mass, form and energy in my works. Boulders are mass, roots are form and logs are energy.” 

He often described his works as a cross between Shinto shrines and Stonehenge. He made innovative use of copper as scales to cap end grain and to direct water in his frequent water sculptures, or to create copper boulders. In WoodWave, reflections of Art Kruckeberg are represented by his copper hands (traced by Art on paper and forwarded to Bruce) on the inside tube of the piece.

Bruce’s life was honored by a Celebration of Life ceremony last week in the Luther Burbank Sculpture Garden in Santa Rosa California, with over 300 family, friends and artists joining in to acknowledge the loss of this gentle and creative man.

JoAnn and I were honored to join the family for the event. Bruce had become both a treasured friend and important artist in our lives. Fortunately, his legacy will continue to grace our community culturally.

Echo Lake Elementary School student to be inducted into AAA Washington’s School Safety Patrol Hall of Fame

For the 31st year, AAA Washington will induct ten outstanding School Safety patrollers from across the state into the AAA School Safety Patrol Hall of Fame, 

The honor recognizes their commitment to traffic safety, helping fellow students, and exemplary leadership skills. 

This year Winter Lanser, a 5th grader from Echo Lake Park Elementary School, was selected and will be inducted into the Hall of Fame on June 6th at a virtual ceremony.
 
Winter’s advisor, Mark Owen, said, “Winter is constantly teaching the patrols to hold their flags properly, reminding them to stay alert and to take their jobs seriously. 
"There is nothing like a leader who leads by example and shows a caring heart. Winter will always be in my Hall of Fame.”

Shoreline Police book suspect and confiscate 13 pounds of heroin

On Thursday May 25, 2 023, the Shoreline Police Department’s Special Emphasis Team (SET), Criminal Investigations Unit, Patrol, along with Precinct 4 (Burien/White Center) SET completed an operation resulting in the seizure of 13 pounds of heroin and $3,839 in cash.

$460,000 of drugs are now off the streets and one suspect was booked into custody for pending investigation/charges.

This operation was the result of a long-term effort, with countless hours of investigation by detectives. 

The Shoreline Police/King County Sheriff’s Office remains committed to keeping or communities safe.

Flags at half-staff for Memorial Day

Governor Inslee hereby directs that Washington State and United States flags at all state agency facilities be lowered to half-staff on Monday, May 29, 2023, in recognition of Memorial Day. 

This federal holiday is in remembrance of those who lost their lives while serving in the country’s armed forces.

The Governor's office has no objection to agencies lowering the flags at the close of business on Friday, May 26, 2023. 

Flags should remain at half-staff until noon on Monday, May 29, 2023, or first thing Tuesday morning, May 30, 2023.

Other government entities, citizens and businesses are encouraged to join this recognition.

Saint Dunstan’s Episcopal Church, The Church that Feeds People, to dedicate new cross Sunday

As the pandemic shut down our world in 2020, St. Dunstan’s Episcopal Church suffered the theft of the beautiful brass Celtic cross off the roof by metal thieves. Click here for King 5 article

On Sunday, May 28, 2023 we will dedicate a stunning new cross.

The original Celtic cross was generously donated by the Keefer family in memory of their children. 

Thanks to insurance, as well as generous donations from the community, we have been able to work with the original artist, Canadian sculptor Dr. Lycia Trouton, to have the cross remade. 

She also was able to make some “version 2.0” improvements. The new Celtic cross is so gorgeous that we decided to keep it in our worship space rather than mounting it outside on the roof.

We will dedicate the replacement Cross this coming Pentecost Sunday, May 28th with prayers at the 10:00am service and a reception with the artist at 11:30am, following the service. 

There will be some brief words from the artist, the family that donated the original cross and our Rector, the Rev. David Marshall.

Come and celebrate the dedication of our beautiful Celtic cross with us. 
We continue to be excited to start new chapters and expand our community! 
Our service starts at 10:00am, the food for the reception will begin at 11:30, with remarks beginning at 11:45 am.

Scene on the Sound: USCG Healy is back in Puget Sound

The US Coast Guard Cutter Healy sailed back into Puget Sound on Wednesday through air clouded with wildfire smoke from Canada.

The Healy is an icebreaker which makes an international research run every year through the Arctic. You can see previous stories about the Healy and other icebreakers here.

Hit and run collision under I-5 on SR 104 (NE 205th/Ballinger Way) between car and motorcycle

The State Patrol, which has jurisdiction over SR 104, reports a serious hit and run collision took place on Thursday evening around 8:40pm at the I-5 underpass in Shoreline.

A vehicle turning left from westbound SR 104 onto the I-5 southbound carpool lane failed to yield right of way to an oncoming motorcycle headed east. 

The collision ejected the driver of the motorcycle and left the bike blocking the entrance to the carpool lane.

The causing driver executed a U-turn and fled east on Ballinger Way. There was no description given of the vehicle, but it has damage to the right rear where the motorcycle hit.

The motorcyclist, Brandon De Crow, age 46 of Glacier, WA was transported to Harborview. The bike was totalled.

The roadway was blocked for two hours.

Vandalism at Calvin Presbyterian destroys food pantry, damages church van and shed

On Saturday evening, May 20, 2023 Calvin's Little Blue Pantry was significantly damaged so that it needs to be rebuilt. There was also damage done to the church van and shed. 

The church reports that 
"From the CCTV footage, it seems that the individual who committed the crimes was very angry with himself and the world in general. From what we understand, damage was also done to other property in the surrounding area, so the attack doesn't seem to have targeted the church in particular."

The Little Blue Pantry is being rebuilt will be up and running again very soon. 


We're very grateful for the many messages of support that we've received from our community, and we're praying that the person who committed the crime will be held accountable, receive the help they need, and come to know God's love for them.

Collision in Ridgecrest Wednesday involving drunken teenage driver

On Wednesday evening, May 24, 2023, a teenage driver whose blood alcohol level tested at almost twice the legal limit collided with a Safeway delivery van and another passenger vehicle at the intersection of 5th NE and NE 155th in the Ridgecrest neighborhood.

The delivery van sustained serious damage. One vehicle has significant front end damage. The other vehicle was ripped in two with the rear passenger seats facing backwards.

Reports at the scene are that one driver was transported by aid car to the hospital. Injuries are unknown but not reported to be life-threatening.

Shorecrest marching band takes 1st Place in Victoria Day parade

Fresh off a second place win in the Ballard Syttende Mai parade, (see previous article) the Shorecrest Highlander Marching Band headed to Victoria, British Columbia to participate in the 123rd annual Victoria Day Parade where they took a first place finish.

Thousands of people jammed the city for the parade on Monday, May 22, 2023 to mark the official beginning of summer and the opening of event season on Vancouver Island.

According to Global News, "For the first time since the start of the COVID-19 pandemic, student bands were allowed to travel from the United States and participate in the festivities.

'It’s great to have them back,” said one man who was enjoying the parade with his family. “I’ve enjoyed the parade since I was a kid, and it’s always been a highlight for me.'"

The Shorecrest Music Department, which announced the win, said "It’s not *why* we do this, but some positive affirmation is always nice."

The Cities of Lake Forest Park and Kenmore are partnering for a combined Mini Recycling Collection Event, Friday, June 16, 2023, 9:00am – Noon! 

The collection event will only accept:

Oil and Latex Based Paint: 
Interior and exterior architectural paints: latex, acrylic, water-based, alkyd, oil-based, and enamel paint. Shellacs, lacquers, and varnishes. Primers, sealers, and stains. All products must be in original container, with original label, and in liquid form. Cans do not need to be full. Limit: 100 gallons per vehicle. No spray paint.

Television Sets/Computer Equipment: 
Televisions, computer CPUs, laptops, monitors, tablets, E-readers, and portable DVD players. Please note that computer peripherals such as keyboards, mice, printers, and fax machines are not included in this program.

Letter to the Editor: Shoreline School District budget cuts from the perspective of a student

To the Editor:

As a Senior at Shorewood high school, I wanted to share my opinion on how the budget cuts and how they came to my attention from the perspective of someone who is not particularly well-learned in how the school board functions. 

In the beginning, they really only came to my attention through rumors and more reactionary opinions when some parts of it, notably the ones that would affect the afterschool clubs, several of which I am a part of. 

I think this initially caused me to become misinformed on what the issue actually was or how it actually affected me. I only really had my stance corrected after a few of my teachers - mostly my orchestra teacher - discussed this a little more in-depth during class. 

Even now, a while after the big board meeting that a very large amount of students attended, I'm still discovering new things about how the situation was much more complicated than I was led to believe. 

I think that this shows how most of us students really don't know enough about how the district and school board work. I think that they should incorporate more education about how decisions are made for our schools into our classes. 

I think that this would have helped control the rumor mill that the budget cuts and board meetings created and helped everyone stay informed.

Retired North Seattle teacher receives free wheelchair ramp on Mother’s Day weekend

Ramp Captain Joseph Irons, President of Irons Brothers Construction in Shoreline, and his team of employees and skilled volunteers built a free wheelchair access-ramp for a local Lake City resident. 

Joseph, along with his team, began their work in April by designing, planning, and coordinating the recipient’s new concrete walkway. 

Construction of a walkway / ramp as a part of a one-day philanthropy build is not an easy task, and a lot of time and pre-planning is required.
 
May 13, 2023, beginning at 7:30am, 18 volunteers from Irons Brothers Construction’s team began excavating, digging, and removing concrete and dirt.

Their team of family, friends, employees, and trade partners formed and poured a new landing and walkway. 

The new broom-finished concrete walkway is now barrier-free and looks great too!

This philanthropic project is a part of the Master Builders of King -Snohomish Counties (MBAKS) Rampathon program, celebrating its 30th anniversary. 

This is Irons Brothers Construction’s 17th annual Rampathon build.

This year’s ramp recipient Kathleen has five children and several grandkids who visit her frequently. 

With the new ramp, venturing out of the house will be easier with her scooter. 

Kathleen’s daughter told Joseph and Melissa that the gift of the new walkway on Mother’s Day weekend means the world to her Mom and their family. 

They are looking forward to upcoming summer gatherings where Kathleen can join them without having any obstacles to overcome.

Kathleen’s new ramp was built by removing the two sets of stairs at either end of her existing concrete walkway. 

She uses this walkway to get from her front door to the yard and out to the street where her car is parked.

Now without stairs to maneuver, Kathleen will have safe access and newfound independence. 

This project was constructed out of easy to maintain and eye-pleasing concrete materials.

Throughout April, May, June, and July, Kathleen, along with many other families throughout King and Snohomish Counties will be the recipients of a free wheelchair ramp built as part of the Master Builders Association’s Rampathon Event.

2023 marks 30 years of the annual Rampathon event. Since 1993, Master Builders members have contributed more than 500 ramps to members of our King and Snohomish County communities. 

Thanks to the Master Builders Association and the generous donors listed below, this ramp was built at no cost to the recipient. We believe our neighbors in need deserve the same freedoms we have. Wheelchair access ramps are their link to our beautiful community we all share.

Joseph and Melissa Irons, along with an army of staff and volunteers are passionate about helping others in their community. With almost two decades of involvement in Rampathon®, as well as other events sponsored by the Master Builders Association, Irons Brothers Construction is a wonderful example of dedicated builders giving back to the neighborhoods they serve.

Massive response to fire at Shoreline Community College Tuesday morning

Tuesday morning, May 23, 2023 just after 8:00am, a fire broke out in Building 2600. One staff member was in the building and safely evacuated after their initial attempts to extinguish the fire were unsuccessful. 

The staff member immediately contacted Campus Security and 911, which had previously been notified via the campus fire alarm system.

Campus Security and members of the Facilities department began to set up a perimeter as Shoreline Fire and neighboring partner agencies arrived on scene to begin firefighting operations.

The buildings immediately surrounding the fire (2700, 2800, 2900, and the HSAAMCC construction site) were evacuated out of an abundance of caution, to limit exposure to smoke/fumes and in the event the fire jumped structures.

The fire was fully extinguished, and the Shoreline Fire Marshal’s Office and King County Sheriff Fire Investigation Unit have completed their investigations. Director of Safety and Security Greg Cranson will reach out to stakeholders about reentry and salvage.

Personnel from Campus Security, Facilities, and the employee that was present when the fire broke out were all assessed by Shoreline Fire medical personnel for smoke inhalation and none required treatment.

Classes and college business will resume in the surrounding buildings (2700, 2800, 2900, HSAAMCC site) on Wednesday, 05/24/2023. 

Due to damage from this incident, Building 2600 will now remain unoccupied and unused until its pre-planned demolition this fall to make way for a new STEAM building.

The college has identified space for classes and labs typically held in Building 2600, and those updates have been passed to instructors and students. Due to the incident, the 2200, 2700, and 2800 buildings have no HVAC. The college is working with Puget Sound Energy on a timeline for restoration.

The college is incredibly grateful for the work done by Shoreline Fire and their partner agencies who responded quickly to fight fire. While the loss of equipment and space is unfortunate, material items can be replaced. We are thankful that nobody was injured during the fire.
