Wildfire activity picks up, forcing closure of US 2 at Skykomish

SKYKOMISH - All lanes of US 2 in Skykomish between the Money Creek Tunnel and the ranger station, from milepost 46 to milepost 50 are closed due to the Bolt Creek Fire

There is an additional closure point at the 5th Street Bridge and US 2. 

For the safety of the traveling public, only emergency vehicles and wildfire responders are permitted to travel through this area until further notice.

After reopening the road on Saturday, September 24, 2022 at 10am. the fire has burned across the steep slopes moving closer to the roadway. As a result, it is necessary to close US 2 through this area.

Washington State Department of Transportation crews will continue to partner with the incident command managing this wildfire. Road closure information is posted in the WSDOT real-time travel center and by @wsdot_traffic on Twitter and updates will be provided as available.

A possibility of some rain later in the week may help efforts to control the fire.

Bristol Ellington approved as Shoreline’s new City Manager

The Shoreline City Council voted to appoint Bristol Ellington as the City’s new City Manager. 

Ellington’s appointment is the culmination of a 13-week nationwide search for a new city manager after current City Manager Debbie Tarry announced her retirement in May.

“The City of Shoreline had an amazing range of very qualified applicants for this position,” stated Shoreline Mayor Keith Scully. 
“Bristol brings a combination of outside experience, commitment to Shoreline’s values, and leadership excellence that I’m confident will serve Shoreline well. 
"I’m looking forward to working with him as Shoreline’s next City Manager.”

Ellington currently serves as the Deputy City Manager / Chief Operating Officer for the City of Henderson, Nevada and has been in that position since 2018. 

Prior to that, Ellington served as the Assistant City Manager, the Director of Community Development, and the Assistant Director of Community Development for the City of Henderson.

 “The City Council and the Shoreline community have developed a bold vision for the future that will create a vibrant, welcoming city for everyone,” declared Ellington. 
“That is what drew me to this position. I am humbled and honored to be selected as the City of Shoreline’s next City Manager and I look forward to leading the organization and serving the community as we work to make that vision a reality.”

Since 1996, Ellington has worked for the City of Henderson in different leadership and managerial roles, helping to direct the fast-growing city of over 330,000 people. 

Prior to working for Henderson, Ellington served as a planner for the cities of Palm Beach, Florida and Gainesville, Florida, and the Town of Hilton Head, South Carolina.

Ellington has a Master’s degree in Public Administration from the University of Nevada, Las Vegas; a Master’s degree in Urban and Regional Planning from the University of Michigan; and a Bachelor of Arts degree in Geography from the University of Wisconsin. 

He has also received the Credentialed Manager designation from the International City/County Management Association. To receive the credential, an individual must have significant experience as a senior management executive in local government and demonstrate a commitment to high standards of integrity and to lifelong learning and professional development. Ellington is also a member of the American Institute of Certified Planners.

Ellington’s first day with the City will be November 28, 2022.

Tipping the Pain Scale explores systemic failures of dealing with addiction and innovative and controversial solutions


Washington Recovery Alliance hosts a Community Screening and Panel Discussion with Feature Subjects of the new Award-Winning Feature Documentary Film, Tipping the Pain Scale, at The Egyptian Theatre, 805 E Pine St, Seattle, WA 98122 on Sunday, October 9, 2022. This community screening event will be hosted by the Washington Recovery Alliance (WRA) and will feature a panel discussion with subjects from the film, including Lauren Davis, Washington State Representative (D-32nd District), as well as Ricky Garcia (of Ricky’s Law), and community representatives.

Tipping The Pain Scale follows individuals grappling with the current systemic failures of how we have dealt with addiction in communities and their journey to develop and employ new, innovative, and often controversial solutions to the problem. 

It is a quasi-anthology, weaving characters through their own stories as they connect to the issues plaguing all communities and the country in an urgent fight to save lives. It is a positive and uplifting, yet gritty and real, story of redemption and hope in cinema verité style.

“Solving the complex addiction crisis in communities requires diverse sectors of society to come together including public health and faith,” said Greg Williams. 
“The film team is so excited to collaborate with the Washington Recovery Alliance on this event and conversation that won’t spend a lot of time talking about the problem, but where do go from here and what can we all do to play a role in turning the tide on this often-forgotten pandemic impacting more than 40 million Americans and their families directly.”

Bolt Creek fire update

Here is a visual of the #BoltCreekFire late Monday night edging closer to the roadway. 

Fire teams and WSDOT crews are closing US 2 between NE Old Cascade Highway and #Skykomish (MP 46 to MP 49) overnight. 

Evacuation levels have not changed and the closure will be reassessed Tuesday morning.

According to the Western Chiefs Fire Map, The Bolt Creek Fire remains at 7% contained. It has burnt 11,355 acres and increased by 78 acres in the past 24 hour period.

Shoreline native Chris Terpstra received the COVID-19 Pandemic Civilian Service Medal for exemplary service to the nation as part of the National Disaster Medical System (NDMS) during the federal medical response to the COVID-19 pandemic. 

Mr. Terpstra serves as a member of an NDMS Disaster Medical Assistance Team (DMAT).

NDMS is a federal program that can support communities with medical care, veterinary care, and mortuary assistance during disasters or public health emergencies at the request of states.

NDMS is among the resources made available by the U.S. Department of Health and Human Services’ (HHS) Administration for Strategic Preparedness and Response (ASPR).

Mr. Terpstra received the medal during the recent National Disaster Medical System Training Summit in Indianapolis, Indiana. 

The medal was awarded to approximately 1,400 NDMS responders under the authority of the U.S. Surgeon General who may authorize the issuance of the COVID-19 Pandemic Civilian Service Medal to civilians who deployed for 30 consecutive or 60 cumulative days to provide medical care to state, territory, tribal, and local partners.

“The COVID-19 pandemic strained our country’s health care system and medical personnel for almost three years,” said NDMS Director Michael Smith. 
“Mr. Terpstra and his NDMS colleagues served as a lifeline to hundreds of hospitals and long-term care facilities by providing temporary relief to staff, adding bed capacity, and improving outcomes for COVID-19 patients. This medal is reflective of [his/her] self-less commitment to the public health and medical needs of our residents.”

Since the start of the pandemic, NDMS has conducted more than 1,800 support missions and deployed thousands of medical, logistical, and command and control personnel from NDMS to help nearly 50 states, territories, and jurisdictions respond to the COVID-19 pandemic. 

Today, NDMS teams stand ready to provide medical surge support should a resurgence of COVID-19 occur this fall or winter. NDMS teams also remain on call to deploy after a natural disaster, such as a hurricane, tornado, or wildfire.

Chris attended Echo Lake Elementary, Einstein Middle School, and graduated from Shorewood High School in 1992. He is the son of Dennis and Gidget Terpstra of Shoreline. His wife Kristin Terpstra is an Engineer in Shoreline's Public Works department.

Snohomish County Sheriff’s Office helicopter rescues occupants after plane crash near Lake Cavanaugh

SNOHOMISH COUNTY, Wash. – Around 9pm Sunday, September 25, 2022 the Sno County Sheriff’s Office Search and Rescue (SAR) unit was notified of a missing single-engine aircraft with one pilot and one passenger on board. 

The plane left Concrete airport Sunday around 2pm and was expected to arrive in Snohomish later that afternoon. 

The plane never arrived and was last seen by another pilot near Sedro Woolley.
 
WSDOT Aviation Emergency Services flew a Cessna over the area Sunday evening and late into the night attempting to locate a signal from the plane. 

Around midnight, WSDOT picked up a locator beacon signal near Lake Cavanaugh. The Sheriff’s Office SAR team was requested for additional resources to help conduct a more thorough search at daylight. Wildfire smoke in the area prevented a low-level night search.

At 7:30am Monday, the Sheriff’s Office rescue helicopter, SnoHawk10, departed Taylor’s Landing and flew towards Lake Cavanaugh. Shortly after, WSDOT Aviation Emergency Services fixed wing located the crash site of the plane in a heavily wooded area.

Around 8am the two occupants heard the rescue helicopter and called “mayday” on their handheld radio. Aircrews in the search aircraft heard their call and continued searching the area for the occupants.

The pilot and the passenger, 78-year-old and 79-year-old brothers, had walked nearly one mile along a creek bed that night, to a clearing in the woods. 

They saw SnoHawk10 flying overhead and directed the helicopter rescue team to their location via radio. SnoHawk10 located the occupants and hoist-extracted them. 

Both men were exhausted, but neither appeared to have any serious injuries as a result of the plane crash.
 
SnoHawk10 transported them to Taylor’s Landing where they were evaluated by Medics from Snohomish Regional Fire & Rescue, and greeted by their family members.

The cause of the crash will be investigated by the NTSB.

Sharon and Ray Bloom have signed papers to sell the North City Bistro and Wine Shop to Taylor and Leah Park.

The Parks are currently in the labor-intensive process of obtaining a license from the State Liquor Control Board.

Ray says, "Taylor is a Very well known Chef with a Ton of experience, and Leah is a Pastry chef, so we are quite certain they will elevate our already delicious food."

"until they are up to speed on our processes, including hosting live music, which they have committed to doing. 
"That may change eventually, but if you all continue to support them and the live music, that will truly help insure that music will still flow from NCB!"

"Sharon and I can't express how peaceful and pleasant the whole negotiation process has been, and we feel our beloved Bistro is going to the Perfect people!! 
"We hope you continue to support them as you have us over the past (nearly) 9 years!"

Skykomish and community along Old Cascade Hwy west and east of town are being issued a Level 2 (set*) evacuation notice. 

To residents in the Level 2 area: If you have not already, you should make preparations to evacuate.Hwy 2 is currently open both east and westbound.

Notices about the Bolt Creek Fire have been shifting day by day. Now it appears that the fire is spreading. 552 acres in 24 hours. Weather is predicted to be hot and dry Monday and Tuesday.

Smoke is expected in Puget Sound on Monday.

No injuries in Brier house fire

South County Fire reported no injuries in this house fire in Brier.

Firefighters kept the fire contained to the garage, but there was smoke and heat damage in the adjacent living areas. No word yet on a cause.

Roads were closed at the intersection of 228th Street SW and Brier Road as crews worked at the scene.

Everett Coho Derby brings hundreds of boats to local waters

A hot spot for salmon fishing for the last few weeks has been off the oil dock in Richmond Beach. On Saturday there were hundreds of boats from the dock and to the north. I have not seen as many sports boats fishing these waters in decades.

The reason is the Everett Coho Derby. The derby runs on this Saturday and Sunday. First prize for the largest Coho, is $10,000. and $ 5,000 for second place, with other cash prizes for various weights. 

The Coho salmon is also known as Siver or Silvers. It has bright silver sides and dark blue backs. The salmon has a pronounced hook nose and is twenty-four to thirty inches in length when mature. 

There have many "fish on" calls across the flat waters of Richmond Beach today.

What is 6x6 NW?
6X6NW is an art exhibition and sale presented by ShoreLake Arts, a non-profit arts organization dedicated to supporting the arts in Shoreline and Lake Forest Park. 

Participating artists have selected in advance whether or not to take a commission or to donate 100% of any art sales to ShoreLake Arts. Proceeds will directly support the artists and arts in the local community and a year-round calendar of dynamic, community-based arts programming.

Shoreline Schools awarded $247,500 in grant funding for solar panel installations

Solar panels on Briarcrest Elementary Schools

The Washington State Department of Commerce has awarded Shoreline School District three grants of $82,500 each to fund solar panel installation projects at Syre Elementary, Shorecrest High School, and Shorewood High School. 

Projects selected to receive this funding support community efforts to move toward sustainable energy sources and result in long-term energy cost savings that can be reallocated to other needs. Shoreline School District’s total of $247,500 in grant funding is the highest of all government agencies who were awarded this funding.

Aldercrest (Cascade K-8 and Home Education Exchange) solar panels

A 2010 voter-approved bond has funded the construction of Shorecrest and Shorewood high schools, and a 2006 voter-approved bond funded a roof replacement at Syre Elementary. 

These past projects allowed the district to apply for and take advantage of this grant opportunity, and funds from the 2006 bond will contribute to the solar project costs. To have solar panels installed, buildings must have electrical systems and roofs that can accommodate the panels and the system.

“I appreciate and am so proud of our Capital Projects department’s foresight to prepare our buildings for sustainable energy and their work in applying for these state grants. We are excited to have been selected for these grants!” said Superintendent Susana Reyes. 
“The past bonds that were approved by Shoreline and Lake Forest Park voters continue to benefit our schools, and we are deeply grateful for this support from our community.“

Edwin Pratt Early Learning Center has solar panels

The three schools planned to receive solar panels will join Edwin Pratt Early Learning Center, Einstein Middle School, Kellogg Middle School, Parkwood Elementary School, Briarcrest Elementary School, and Aldercrest (Cascade K-8 and the Home Education Exchange) as Shoreline schools that have solar panels installed. 

While the grant funding does not cover the entire cost of these solar panel installation projects, it does help reduce the district’s expenditure significantly.

The district is in the process of reviewing proposals and designs for the three systems, with construction planned to begin in the summer of 2023, or possibly sooner.

LFP City Council Budget and Finance Committee Special Meeting to review proposed 2023-2021 biennial budget

LFP City Council Budget and Finance Committee will hold a Special Meeting (hybrid meeting) on Monday, September 26, 2022 from 6:00 - 8:00pm, at City Hall and via Zoom.

City Hall is located at 17425 Ballinger Way NE, Lake Forest Park, WA 98155.

The committee will deliberate and make recommendations on the Proposed 2023-2024 Biennial Budget.

Action Item 8(b). Public Hearing and Action on the Proposed Purchase of Real Property Located at N 192nd Street, Identified as King County Tax Parcel No. 728390- 0532, and Authorizing the City Manager to Take the Necessary Steps to Complete the Property Purchase

The staff report was provided by Nathan Daum, Economic Development Program Manager and is available online.

The City has the opportunity to acquire a half-acre parcel so as to expand the area of City public parks in an area of increasing density. This parcel, which is adjacent to the King County Metro Park n Ride on N 192nd Street and is identified as King County Tax Parcel No. 728390-0532, was identified by nearby community residents as an opportunity to preserve mature tree canopy and wildlife habitat and supported by low-income housing and supportive service providers planning or operating multifamily buildings nearby. The City Manager has entered into a fully-executed Purchase and Sale Agreement with the property owner at $2,000,000, subject to City Council approval.

The City applied to the King County Conservation Futures Tax (CFT) grant program for a 100% funding award and as such would require no matching funds from the City. This is a great opportunity to save trees and possibly add future trees. Little if any additional use is not expected.

Action Item 8(c) Action on the Proposed Purchase of Real Property Located at 14534 10th Avenue NE, Identified as King County Tax Parcel No. 663290-0820, and Authorizing the City Manager to Take the Necessary Steps to Complete the Property Purchase

The City has the opportunity to acquire a 7,800 square-foot parcel, completing the PROS Plan’s two-parcel, approximately one-third-acre expansion of Paramount Open Space Park. This parcel, which is in the 145th Street Light Rail Station Subarea, together with the previously acquired parcel, would allow the preservation of existing trees, planting of new trees, expansion of wetlands, and improvements to streams.

The City applied to the King County Conservation Futures Tax (CFT) grant program for a 100% funding award and as such would require no matching funds from the City.

Is use of purchased park properties limited to parks? Or could a future Council decide to develop or sell it?

Council Discussion

This is a parcel that provides excellent opportunity for restoration of a stream and conservation of this area. This is an environmental preservation move that I’m proud to support.

Does Shoreline have a provision, like the City of Seattle has, that once land is parkland, you have to maintain it as a park or replace it with something similar of the same acreage?
  • Reply: That would be a question for the parks, but for this particular acquisition we cannot sell or develop it. It will have a conservation identification, reported on the deed, so it will remain park space in perpetuity.
I think this would be something to look into.

If the CFT funding is not approved for this purchase, could the funds be used for someplace else?

We actually looked into this for a different case, and as I recollect, that is not an option. We would need to reapply because they make the determination of eligibility based on the specific location.

Action Item 8(d) Authorize the Mayor to Negotiate a Conditional Employment Agreement with the City Manager Finalist

During an Executive Session, Council decided on the finalist, Bristol Ellington.

The presentation was for informational purposes and to provide the City Council with a preview of the 2023-2024 proposed preliminary budget. Staff anticipated that Council may provide additional budget direction to the City Manager as a result of this review.

No action was required by the City Council.

Council then retired to an Executive Session.

Following that, there was a motion and second to direct the City Manager to finalize and execute a Settlement Agreement and Release with Grease Monkey in relation to the City's cost reimbursement for soil contamination and remediation.

The Vote passed unanimously.

The meeting was then adjourned.
