The City of Shoreline held a forum on Tuesday, September 20, 2022 as an opportunity for the Police Chief candidates to introduce themselves to community and for them to respond to community questions.

The forum was moderated by Natasha Jones, the Director of Customer Service at King County. 

The forum was not part of the screening process, but any comments can be emailed to CMO@shorelinewa.gov


The candidates are Capt. Kelly Park and Capt. Heather Volpe. City Manager Debbie Tarry expects to make her decision before the end of the month.

The Seattle Times published a feature article on the mural project recently completed in Lake Forest Park and the 17 year old high school senior who designed and spearheaded the project, Austin Picinich.


The article in The Times featured Picinich and his previous salmon mural in Kirkland, as well as the genesis of the LFP project. 

They interviewed kokanee expert and UW Bothell professor Jeff Jensen, and Kim Josund, president of the Lake Forest Park Stewardship Foundation.

Promised Land is an award-winning 2016 documentary film about the ongoing struggle for federal recognition of the Chinook Indian Nation and the Duwamish Tribe.

New Health Sciences building at Shoreline College under construction - and on camera

Construction is underway on the new Health Sciences building at Shoreline Community College. 

Designed in collaboration with Mithun, the new Health Sciences and Advanced Manufacturing Classroom Complex will replace five existing buildings with a new facility that will house the Chemistry, Biology, Medical Laboratory Technology, Advanced Manufacturing, Engineering and BioManufacturing departments.

The new facility will open up the campus to new green space, and support the health and technical programs that draws students to their doors.

State Department of Corrections applying Norwegian methods to reduce recidivism

Gov. Jay Inslee and officials from the Washington State Department of Corrections visited Romerike Prison near Oslo in September. Norwegian prisons seek to “resocialize” incarcerated people to prepare them for society upon release — Inslee spoke with American and Norwegian corrections officers for their perspectives.

The Norwegian Correctional Service believes that people go to court to get punished and to prison to become better neighbors. 

Norwegian prisons prioritize rehabilitation and have succeeded, slashing recidivism to just 20% (one-third of the American rate). 

A delegation of Washington state officials including Gov. Jay Inslee visited Romerike Prison near Oslo, Norway to observe their compelling correctional model. The visit was part of the governor’s ten-day trade mission to the Nordic countries.

The mission of the Washington State Department of Corrections (DOC) is to improve public safety by positively changing lives. 

DOC has partnered with AMEND at the University of California San Francisco to adopt new strategies like those used in Norway to prepare incarcerated people for successful reentry into society, a tactic which DOC hopes will prevent many from returning to prison.

Hwy 2 between Index and Skykomish to reopen at 10am Saturday

US 2 between Index and Skykomish is scheduled to reopen Saturday, September 24, 2022 at 10am.

The #boltcreekfire closed this section of the highway on September 10. Crews removed hazard trees and rocks, but this is an evolving situation.

Paving work on N 155th Street is complete.

No additional night work is scheduled. Next week, crews will adjust utility lids and in mid-October, crews will return to place roadway striping and pavement markings.

We will return in summer 2023 to complete curb ramps and curb repairs.

In addition, as part of a future phase, the City secured funding to overlay N 155th Street from I-5 to 15th Avenue NE. Construction for this work is planned to occur in 2024.

New veterinary clinic opens in Richmond Beach - Grand Opening event Saturday

Seattle Public Utilities finishes reservoir cover project in Lake Forest Park

Work began on the Lake Forest Park Reservoir Floating Cover Replacement Project in May 2021. The reservoir is located on top of the hill in the Horizon View neighborhood.

After a pause due to shipment delays, work resumed in May of this year.

The contractor has now completed all the construction work for the project.

We are grateful for the patience of the community throughout the entire construction process, and we appreciate your understanding while we performed this necessary work. Thank you!

Remaining Activities

Although construction has completed, minor electrical, fence, and potential interior site access road work remain. This work is expected to be wrapped up within the next month.

About this Maintenance Project

The Lake Forest Park Reservoir is located in the City of Lake Forest Park and is part of Seattle Public Utilities' regional drinking water system. The reservoir had a floating cover that was installed in 2001 and was designed to last about 20 years. Due to increased maintenance and repair work needed to keep the aging cover operational, SPU replaced it with a new floating cover.

This work enables SPU to continue supplying quality drinking water to people in the greater Seattle area.

Why Shoreline Fire has a jet ski

Thursday morning, September 22, 2022, just before 11am, Shoreline Fire responded to a Rescue Surface Water near the Kenmore Air Harbor on Lake Washington.

Two males, both wearing life vests, in overturned small boat were in distress in the water. Shoreline Fire Surface Water Technicians rescued them with our jet skis.

One patient had hypothermia and was taken by medics to the hospital.

Water temperatures are dropping. We are thankful they were wearing their life vests or this would have a different outcome!

Goats return to N 192nd this Saturday and Monday

This Saturday and Monday, September 24 and 26, 2022, the Earthcraft Services goat herd will return to the Interurban Trail and N 192nd St to eat their fill of invasive brambles.

This is the third summer for these hard working, hungry beasts on this Seattle City Light parcel. Those in the neighborhood can attest to the success of their ravenous ways.

Accidental shooting near Spartan Rec Center on 185th

Just before 6pm on Thursday, September 22, 2022 911 calls started coming in to Shoreline Police, reporting a group of 4-5 young men walking on NE 185th, with one of the men openly displaying a handgun.

As police were responding, more calls came in reporting the sound of a gunshot.

Spartan Recreation Center
Police found the group in front of the Spartan Recreation Center. One of the men had a gunshot wound to his arm. They located another man, whom they determined to be the victim's friend and the accidental shooter.

The group was uncooperative with the police, who are working to determine exactly what happened. However, they are certain that it was an accidental shooting and that it had nothing to do with the recreation center.

After determining scene safety, Shoreline medics transported a male in his 20’s to Harborview in stable condition with non life-threatening injuries. 

Another man with multiple misdemeanors was booked into the SCORE jail. SCORE (South Correctional Entity) is a regionally owned jail in Des Moines, Washington serving the confinement needs of 6 Member Cities and a number of contract agencies with a total capacity of 802 inmates.

Police expressed gratitude for all the 911 calls.

I could have used at least one of these during the summer to guard my porch light from the swarms of annoying small flying creatures that mob the porch and come in the house with us.

It is with great sadness that the Northshore Emergency Management Coalition (NEMCo) wishes to convey the passing of a dedicated volunteer and dear friend, Mrs. Rosie Schaffer. 

Rosie has been a valued member of the organization for years and, without a doubt, her influence has touched every one of us at some point. 

With her service to the community covering more than the past 20 years, it is hard to quantify everything she accomplished to improve the lives of the citizens of both Lake Forest Park and Kenmore.

During this week’s council meeting, Thursday September 22, 2022 at 7:00pm, the Lake Forest Park City Council will be making a presentation to officially recognize Rosie’s service. 

NEMCo would like to invite members of the community to attend this meeting and show their appreciation for her lifetime of service.

Wildfire smoke came down to the ground in most areas on Wednesday. It was clearly visible between the dark evergreens and obvious to the nose.

We're had worse and I hope we don't equal that or even come close to it again.

If you do have to go outside, the N95 masks will keep a lot of the particulate out of your nasal passages and lungs.

But just in case, here is some helpful advice for coping.

Wildfire smoke is continuing to move into the Seattle area. Air quality is now Unhealthy for Sensitive Groups in most areas and Unhealthy for everyone in some areas. 

While the forecast has smoke decreasing later this week, air quality may change frequently throughout the day, and may be different from location to location.

Unhealthy for Sensitive Groups 

Members of sensitive groups may experience health effects. The general public is less likely to be affected. The following sensitive groups should especially take precautions: infants, children, and people over 65, or those who are pregnant, have heart or lung diseases (such as asthma or COPD), respiratory infections, diabetes, stroke survivors, or are suffering from COVID-19.

Unhealthy 

Some members of the general public may experience health effects; members of sensitive groups may experience more serious health effects.

Avoid health effects from smoke by reducing time spent outdoors. 
  • Limit your physical activity outdoors (including running, biking, physical labor, and sports) when:The smoke level is “moderate” or worse if you have a health condition (like asthma, heart disease, diabetes, or a cold)
  • The smoke level is “unhealthy for sensitive groups” or worse if you are pregnant, over age 65, a child or an infant
  • The smoke level is “unhealthy for everyone.”
You can improve the air quality indoors with a simple DIY Box Fan Air Filter (WA Department of Ecology YouTube).

Check with your health care provider for more specific health questions and concerns about the effects of smoke. Seek medical attention if symptoms are serious.

Mural Project Edmonds (MPE) has new mural in process

Edmonds, WA, September 20, 2022– For so many of us who call Edmonds home, it feels like the perfect story-book setting. This emotion is illustrated quite literally in the newest mural from Mural Project Edmonds (MPE).

Located on the south facing wall of 114 4th Ave N, muralist A.J. Power is painting “Returning Home,” a storybook scene that captures the idea of Edmonds as a welcoming committee that you’ll want to return to over and over again.

“I'm so proud that Crow is the site for the next mural in Edmonds!” said Crow owner Jen Lawson of being chosen for the new mural. “A.J's whimsical design will energize the block and be the perfect addition to the 4th Avenue Arts Corridor."

“I am honored to be a part of this project and make a contribution to the aesthetics of a historic and often visited city. Edmonds has a unique identity, and I want the mural to honor that community spirit,” said Power.

As both the author of children’s books and painter of anthropomorphic animals, Power has experience in creating fairy tale worlds. He has been perfecting the design of the mural over the past few months.

“I invite people to visually read the image. There are visual cues around the painting that allude to universal narratives: the father teaching his children, the traveler returning home, the matriarch watching over all,” explained Power. 

“There are also historical narratives: The two oxen whose names were included as signatories to help Edmonds to register as a city, and the many cedar shake roofs that refer back to the shingle factories. I love narrative illustrations that ask the viewer to interpret the scene. If the visual cues are left open enough, then the viewer can provide their own reading and interpret their own story.”

Mural Project Edmonds (MPE), a committee of Art Walk Edmonds, has been responsible for new murals in downtown Edmonds for the past few years. The overall goal of the new MPE is to bring professional-level, well-planned artistry to the community and to fit appropriately into the chosen space.

MPE also has two other mural projects in the works: murals at the new Main Street Commons are nearly finalized to be painted and installed later in the year. It is also scouting out a location for next year’s mural project: a tribute to essential workers in our community.

Funds for new murals are raised primarily through downtown Edmonds Summer Wine Walks, which are hosted by Art Walk Edmonds (AWE) twice each summer. Donations, grants and sponsorships also help with the costs. Anyone interested in donating to the Art Walk Edmonds can do so online at www.artwalkedmonds.com/donate 

Art Walk Edmonds is held year-round in the picturesque waterfront town of Edmonds. It consists of new art displayed all month long and an Art Walk held on the third Thursday.

Night Sky: Contrails and International Space Station and a star

I went out Tuesday night knowing the International Space Station would be coming by around 8:04pm.

In the first photo around 7:30pm I saw this comet-like streak, which was not the space station, but just a jet contrail being lit up by the setting sun.

The brightest star in the sky is the International Space Station

In the second photo right at 8:04pm the ISS showed up. It is the bright “star” in the upper middle. It moved quite rapidly from West to East. 

A real star in the lower right is Arcturus.

Shoreline Fire Department Captain Medical Services Officer receives federal COVID-19 pandemic civilian service medal for actions in nation’s pandemic response

A paramedic from Shoreline, Gabe DeBay has received the COVID-19 Pandemic Civilian Service Medal for exemplary service to the nation as part of the National Disaster Medical System (NDMS) during the federal medical response to the COVID-19 pandemic. 

Mr. DeBay serves as a member of an NDMS Disaster Medical Assistance Team (DMAT).

NDMS is a federal program that can support communities with medical care, veterinary care, and mortuary assistance during disasters or public health emergencies at the request of states.

NDMS is among the resources made available by the U.S. Department of Health and Human Services’ (HHS) Administration for Strategic Preparedness and Response (ASPR).

Mr. DeBay received the medal remotely during the recent National Disaster Medical System Training Summit in Indianapolis, Indiana.

The medal was awarded to approximately 1,400 NDMS responders under the authority of the U.S. Surgeon General who may authorize the issuance of the COVID-19 Pandemic Civilian Service Medal.

It is awarded to civilians who deployed for 30 consecutive or 60 cumulative days to provide medical care to state, territory, tribal, and local partners.

“The COVID-19 pandemic strained our country’s health care system and medical personnel for almost three years,” said NDMS Director Michael Smith. 
“Mr. DeBay and his NDMS colleagues served as a lifeline to hundreds of hospitals and long-term care facilities by providing temporary relief to staff, adding bed capacity, and improving outcomes for COVID-19 patients. 

"This medal is reflective of his selfless commitment to the public health and medical needs of our residents.”

Since the start of the pandemic, NDMS has conducted more than 1,800 support missions and deployed thousands of medical, logistical, and command and control personnel from NDMS to help nearly 50 states, territories, and jurisdictions respond to the COVID-19 pandemic. 

Today, NDMS teams stand ready to provide medical surge support should a resurgence of COVID-19 occur this fall or winter. NDMS teams also remain on call to deploy after a natural disaster, such as a hurricane, tornado, or wildfire.

Shorewood Feeder Basketball program for westside girls

Do you know a girl in 5th-8th grade who plays basketball? 

Is she zoned to attend Shorewood High School in the future? 

If so, she may be interested in trying out for Shorewood Feeder Basketball!

7th/8th Grades: 
10/5 @ 6-7:30pm

5th/6th Grades: 
10/6 @ 4:30-6pm

What is Feeder Basketball?

The Shorewood Feeder Basketball program helps girls zoned for Shorewood reach their full potential in preparation for their high school basketball careers. 

From 5th-8th grade, players and parents are able to build relationships with each other, strengthening the basketball culture in our community. 

Girls have the opportunity to connect and build relationships with the current players on the Varsity and JV team in order to have role models as they aspire to represent the blue and green themselves.

The feeder program plays in the North Puget Sound Travel League from December to March, mirroring the length of the high school season. Our coaches are invested in the basketball community in Shoreline and are dedicated to giving girls the tools they need to be successful on and off the court.

What to expect?
  • Teams will practice twice a week
  • Teams will play 1-2 games a weekend that are held at various high school locations
  • Tryouts are held annually in the Fall

Apply now for the LFP Farmers Market Holiday Crafts Fairs

Artists and crafters are now invited to apply for the Third Place Commons Holiday Crafts Fairs on Sunday, November 20 and Sunday, December 18, 2022.

Both crafts fairs will run from 10am to 2pm in conjunction with special pre-holiday editions of the Lake Forest Park Farmers Market, which will take place outside in the regular market location (weather permitting).

In deference to the continually evolving COVID conditions, the current event plan is to have some crafts vendors inside in the traditional location in the lower lobby of Town Center and other crafts vendors outside with the regular market vendors.

However these plans could change in the lead-up to each event, depending on both weather and COVID numbers. On the application, please be sure to indicate via the designated tick boxes where you are willing to be placed for these events.

Applications for these competitive, juried events must be received via email by Monday, October 10th for guaranteed consideration.

All items must be handmade in Washington by the individuals selling at the market. Artists and crafters of all media are encouraged to apply to represent a broad spectrum of creative endeavors.

Shoreline is appointing a new Police Chief; meet the final candidates at a virtual public forum!

The City will hold a virtual public forum via Zoom to allow the two finalists to introduce themselves to residents and answer questions. The forum will be moderated by Natasha Jones, the Director of Customer Service at King County. 

Residents who wish to submit questions to the candidates can do so using the Q/A feature in Zoom during the meeting. The moderator will compile questions for the candidates based on the questions submitted. 

Interpretation will be provided in the following languages during the public forum to meet the two Police Chief candidates:
  • ASL
  • Mandarin
  • Spanish
  • Tigrinya
Live transcription will also be happening during the meeting.

City Manager Debbie Tarry anticipates making a final decision on the new Police Chief by the end of September.

The City of Shoreline contracts with the King County Sheriff's Office (KCSO) for police services. Although officers work for King County, they are assigned to work specifically in Shoreline and focus on building relationships with the Shoreline community. The Police Chief reports to the King County Sheriff and the Shoreline City Manager.

The two Police Chief candidates are Captain Kelly Park, who is currently the Operations / Administration Captain for the Shoreline Police Department, and Captain Heather Volpe, who is currently the Operations/Administration Captain for KCSO’s Southwest Precinct.

New NEMCo Emergency Manager

Kevin Lowery, NEMCo Emergency Manager

This summer, the City of Lake Forest Park welcomed Kevin Lowery to its team. Kevin is the new Emergency Manager for the Northshore Emergency Management Coalition (NEMCo).

The Northshore Emergency Management Coalition (NEMCo) is a partnership among the cities of Kenmore and Lake Forest Park (LFP), Northshore Fire Department (NSFD) and Northshore Utility District (NUD). NEMCo was created to provide the communities it serves with efficient emergency management resources.

Kevin began his career in public service in 2002, volunteering as a firefighter while studying as an undergrad at Massachusetts Maritime Academy. He next served in local law enforcement, and later joined the United States Coast Guard. 

He most recently served as the Assistant Operations Officer on the Coast Guard’s only oceanographic research vessel and as a Command Duty Officer in Seattle’s Joint Rescue Coordination Center.

Kevin holds a Master of Administrative Science as well as a Master of Emergency Management. In his hometown, Mr. Lowery volunteered with the Cranbury Township Fire Department, Board of Recreation, and as the Chairman of the township’s Municipal Alliance Committee on Drug Abuse and Alcoholism. He spends his free time exploring public lands, reading, and spending time with his family.

Under Kevin’s leadership, NEMCo has started to re-engage its volunteers, both Community Emergency Response Team (CERT) and Radio Amateur Civil Emergency Service (RACES), by taking an active role at recent events such as LFP’s Safety Day in July, August’s National Night Out festivities in both Lake Forest Park and Kenmore, and the dedication of the West Sammamish Bridge. 

During these events NEMCo shared preparedness information and helped to provide basic first aid to the public. Both he CERT and RACES groups were at the Picnic in the Park event on September 10 at Pfingst Animal Acres Park. Citizens can find more emergency preparation information on NEMCo’s website

Sunrise and smoke

Photographer David Walton sent this beautiful photo of Monday's sunrise and explained that:

This morning I was starting my bike ride and didn’t even make it out of the neighborhood when I saw this fantastic sunrise, so I had to stop and photo it. In part it was beautiful due to all the junk in the air, I suppose a silver lining. Apparently it was smoke from forest fires. I say that because later in the day, the smell of smoke overtook the neighborhood.

You can see the solid layer high in the air. From comments made by other people, smoke made it to ground level on the Lake Washington side of the area. During the recent wildfire smoke Lake Forest Park made the national news for having the highest particulate level in the state.

It is pretty, though.
