Flags at half-staff 9-16-21 for Grant County Sheriff's Deputy Jon Melvin

Governor Inslee is deeply saddened by the death of Grant County Sheriff's Deputy Jon Melvin, 60, and directs that Washington State and United States flags at all state agency facilities be lowered to half-staff in his memory on Thursday, September 16, 2021. 

Deputy Melvin died in the line of duty on Friday, December 11, 2020

Flags should remain at half-staff until close of business or sunset on Thursday, September 16, 2021.

Other government entities, citizens and businesses are encouraged to join this recognition.

A memorial service will take place on September 16th at the Cave B Estate Winery in Quincy at 1:00pm.

AG Ferguson statement on “friend of the court” brief in Texas abortion case

Attorney General Bob Ferguson offers the following statement on joining a coalition of 24 attorneys general in filing an amicus, or “friend of the court,” brief asking the U.S. District Court for the Western District of Texas to put Texas’ law banning virtually all abortions on hold pending appeals:
“Supreme Court precedent is clear -- access to an abortion is a constitutional right. Texas is denying access to this reproductive health care for virtually everyone in their state. This is both wrong and unlawful. We will stand up for the Constitution.”

8(a) Discussion of Ordinance No. 938 - Authorizing a One-Year Extension to the Right-of-Way Franchise with Frontier Communications Northwest (dba Ziply Fiber) Originally Granted to Verizon Northwest Inc. (Ordinance No. 522) to Construct, Maintain, Operate, Replace, and Repair a Cable System Over, Along, Under, and Through Designated Public Rights-of-way in the City of Shoreline

This proposed Ordinance No. 938 would provide a second one-year extension to the existing franchise agreement and would terminate November 4, 2022, or upon the effective date of a new franchise, whichever occurs first.

Note: If this sounds familiar, on August 16 Council adopted Ordinance No. 939 - Authorizing a Non-Exclusive Franchise to Zayo Group, LLC to Construct, Maintain, Operate, Replace, and Repair a Telecommunications System Over, Along, Under, and Through Designated Public Rights-of-way in the City of Shoreline

Northshore Fire commissioners planning to contract for a neighboring fire department to operate their fire department

The Northshore Fire Department (NFD) is considering having another fire department operate the NFD under a long-term contract for administrative, Fire Marshal, and fire and emergency medical services.

The Board of Commissioners is offering opportunities for input from the citizens and stakeholders of Lake Forest Park and Kenmore. A public survey is open until October 4, 2021. A virtual open house is planned for September 28.
 
They offer several ways to provide input and stay informed regarding Contract for Services.
The five member Board of Commissioners recently lost two members who died. One was up for re-election and the other still had time on his term. The remaining board members appointed two interim members. Neither was the person running unopposed for the open seat.

Earlier this year, the board of commissioners, on a 3-2 vote, tried to merge with Woodinville Fire and Rescue. The city councils of both Kenmore and Lake Forest Park were unanimously opposed. The firefighter's union ran a campaign against the plan, which was resoundingly defeated in the April 27, 2021 election. See our previous article.

Saturday's outdoor concert moves indoors to Third Place Commons


Unfortunately, our rainy city decided that this weekend was the perfect time to bring back the rain. So we can't hold our outdoor concert after all on Saturday.

The good news is that we're moving it indoor to the Third Place Commons stage instead.

With an indoor event, a few things do change. Masks are required, there's **no dancing** right now, and we do encourage you to maintain social distance. But the music will still be great and that's what it's all about!

The Third Place Commons stage is on the upper level of Town Center at the intersection of Bothell and Ballinger Way in Lake Forest Park.

The concert is free.

Shoreline Police: a routine disturbance call turned into much more


Wednesday, September 1, 2021, Shoreline Police were called to a disturbance near the 16000 block of Aurora Ave N.


An employee of the business called 911 to report a subject was causing problems inside the store. The staff also suspected him of selling drugs in the parking lot.


Patrol Officers contacted the subject in the parking lot near his car; an open bag on the front seat of his car containing suspected counterfeit oxycodone pills caught their attention.


A check of the suspect's name with dispatch returned with a felony warrant for Assault 1 with a $500,000 bail. The suspect was booked into the King County Jail. The suspect's vehicle was impounded pending a search warrant.


Once a search warrant was obtained, Detectives searched the vehicle and located:
  • $82,402.00 Cash
  • 2 handguns
  • 1 BB gun that looked like an AK-47
  • 1,688 Fentanyl Pills
  • 200 Xanax Bars
  • 82 grams of Meth
  • 29 grams of Heroin
  • 28 grams of crack cocaine
  • 7 grams of cocaine
  • Various other pills
Charges of drug possession with intent to deliver, as well as a felon in possession of a firearm were forwarded to the King County Prosecuting Office.

I am thrilled to once again be running for LFP City Council position 1. And with the pandemic of 2020 and 2021 continuing to impact our community and myself I have to admit that I missed the Voter’s Guide statement deadline. 

As I’ve said often, I will offer grace and solutions when things don’t work out as we first intended. So please find my expanded voter’s guide statement here and on my Facebook Page.

My interest in governing originated in a need to see this city grow to be a place my daughter wants to live in when she grows up and raises kids. 

 With this future always on my mind, I am proud that over the last 5 years I brought strong environmental regulations that protect our shared tree canopy, added affordable housing at Town Center, future proofed the Town Center code to be prepared for more electrified vehicles and even conversion from parking to commercial space if reliance on cars diminishes, and advocated for those in our community that are often unheard including encouraging the Police to adopt a Values Statement that “values the sanctity of all life”.

In the coming 4 years I intend to build on those successes like bringing forward city-wide Equity Guidelines to expand on the Police Chief’s message, to revisit how we value trees through the lens of a connected ecosystem that has intrinsic and economic value to all in our community, to increase housing diversity and options that fit in LFP, and to support the creation a Climate Action Plan.

I also hope to bring some new opportunities to our community like creating a real public art program, fostering a partnership with the University of Washington’s Livable City program to give real world experience to students while reaping the benefits of the perspective and creativity of youth, and creating a city sponsored locking mailbox program to help reduce the rampant mail theft that often plagues our community.

Ultimately, I see a future for LFP that will forever be green, welcoming, and prepared to face the challenges of the future. Thank you for the opportunity to serve this community for another term.

The Little Lemon Drops Junior Guild Outdoor Movie Night fundraiser brought in over $26,000 for uncompensated care at Children's Hospital

The Little Lemon Drops Junior Guild hosted their Annual Outdoor Movie Night benefiting Seattle Children’s Hospital on September 11, 2021 at the Innis Arden Clubhouse.

Outdoor Movie Night is an annual fundraiser for the Guild

The fundraiser raised over $26,000 for uncompensated care, helping patients and families in need of financial support to get the care they require. Thank you to Mercy Haub for being the special guest patient and for sharing her story of Hodgkin lymphoma and her treatment journey.

The Little Lemon Drops Junior Guild is led by Guild Co-Presidents Lindsay Rand and Emily Lin, as well as Shauna Eckhardt as the Parent Advisor. With the hard work and commitment from 17 other junior members and their families, this event was once again a success because of the overwhelming and generous support from the community.

Activities were both indoor and outdoor. They had a silent auction and sold raffle tickets.

So many loyal constituents have been supportive of this group since inception in 2007. Gratitude and appreciation was felt at the event and throughout the year for the service commitment from these young philanthropists. Rapid housing fund contributes to permanent supportive housing in Seattle

Upon the announcement this month by the Washington Department of Commerce of $39 million in grants to five projects that will acquire 307 units of urgently needed housing to address homelessness, Sen. David Frockt (D-46), vice chair for the Capital Budget on the Senate Ways and Means Committee and lead sponsor of the budget’s new Rapid Housing Fund, commented:

“The goal of this fund was for the state to partner with local governments, nonprofits and the private sector more aggressively to make more units available rapidly – not in three or four years but within months. 
"I am pleased that this initial round appears to be moving toward that goal. I think there are likely to be more units rapidly developed in Seattle and King County in upcoming rounds of funding.

“Our state goal needs to be to join with local communities to get people living in parks, tents, under bridges and in other unsheltered spaces in our cities, under a roof with the supports they need.

“The kinds of housing that these grants bring online—temporary housing where people have their own rooms, permanent supportive housing where people can receive the behavioral health treatment they need—are critical. 
"I am under no illusions that this is easy or that every placement is 100% successful for these individuals. But the crisis is right before our eyes in this city and has been for years, and we have no choice but to keep working to improve the situation.

“Ultimately, it is the responsibility of the local governments to use the tools the state has provided, be it direct grants, housing vouchers funds, permanent supportive dollars, and bonding and sales tax authority, to create the housing ecosystem to meet the needs of this population and to improve the quality of life for all the residents of our city.

“The long-term solution to homelessness is to build more supportive housing across our state. But given how much time is needed for construction, we have to take immediate steps to rectify the unacceptable situations that many of our neighbors find themselves in. 
"That is why I am calling for an additional investment of up to $400 million in rapid housing out of remaining federal relief funds when the Legislature next meets.”

Sharon Lee, executive director of the Low Income Housing Institute, which received grants for three projects in King County, added:

“The downturn in the real estate market due to the pandemic made it possible for three newly constructed apartment buildings to be purchased as permanent supportive housing for vulnerable homeless people. 
"Thanks to the State’s Rapid Capital Housing Acquisition program, the Low Income Housing Institute will soon move in 180 people currently living on the streets, shelters and tiny houses into studio apartments. We appreciate the leadership from Governor Inslee and the Legislature in innovating this new program to address homelessness.”

These grants represent phase I of the 2021 Rapid Capital Housing Acquisition (RCHA) program. Phase II is scheduled to open on September 30, 2021. Information can be found at https://www.commerce.wa.gov/building-infrastructure/housing/housing-trust-fund/.

Shoreline restaurants can compost food waste for free with new program

Let your favorite restaurants know about this program

To help protect the environment and support local businesses, the City of Shoreline is offering free compost service for restaurants in Shoreline. Through this limited-time promotion, eligible food service businesses in Shoreline may receive a year of free compost service with Recology. Participating businesses will also receive supplies and training valued at $450 to help them get started composting their food waste.

Currently, almost 30% of what gets sent to the King County landfill could have been composted. Composting food scraps instead of throwing them in the garbage keeps valuable resources out of the landfill and reduces greenhouse gas emissions. Composting food scraps also creates healthy soil that can be used on farms, gardens, and orchards to grow more food. The City received a grant from King County Solid Waste Division to offer this program.

Food service businesses in Shoreline, such as restaurants, caterers, commissary kitchens, bars, and other businesses serving or preparing food that do not currently subscribe to compost service are eligible for this incentive. This limited-term promotion is available on a first-come first served basis for businesses that apply before December 31, 2021. Shoreline Police: You can run, but probably not very well if you're wearing sandals

Just file that tidbit away.
 
The incident started on Friday, September 3, 2021 at 10:00am when deputies were dispatched to a disturbance in the 600 block of Richmond Beach Drive in the city of Shoreline.

An unknown male had run up and tried to get into our 911 caller's vehicle while screaming for help. The male then ran off westbound as two other males gave chase.
 
While deputies were on the way, dispatch updated that the male being chased was a hit-and-run suspect. The other driver and his coworkers caught the suspect and detained him on the ground.

Once deputies arrived, they took the suspect into custody. In speaking with the victim, he explained that the other driver rear-ended him when he was stopped at a light. The victim was towing a trailer, which then smacked in to the rear of his truck.

Once the victim was hit, the suspect tried to flee but crashed into a brick wall. The suspect got out of his vehicle and ran off westbound on NW Richmond Beach Road. The victim and his crew ran after the suspect, where he was detained until police arrived.

A deputy questioned the suspect as to why he ran away. The suspect replied, "I was scared, I just got into a crash, wouldn't you?" Umm...no.
 
Deputies advised the suspect of his Miranda rights, then transported and booked him into the SCORE (South Correctional Entity) Jail on investigation of Occupied Hit and Run.
 
As a reminder, we don't show suspect's faces until they have been formally charged.

The City of Shoreline is seeking a talented IT Systems Analyst to support several enterprise applications. This position is one of three Systems Analysts in the IT Division that are responsible for the maintenance, administration and support for the City’s application portfolio. 

This position currently focuses on support for the City’s Financial and Payroll System (Central Square Finance Enterprise), Time Entry (Time Clocks Plus), Permitting (Trak-it), Utility Billing (Springbrook), and Tax Administration (Custom). The City seeks to implement its systems without customizations and has been very successful in that effort. The Systems Analysts work with the rest of the IT Division to manage upgrades, enhancements, and respond to routine support requests.

DEFINITION

To maintain, administer and support major software and database systems and highly complex computer and web applications; provide project management, customer service and business analyst support; to plan, develop, and coordinate data processing systems to meet the needs of the organization; to diagnose system failures between hardware, systems software and application programs; to develop, implement and oversee database and application security; and to provide the City with a platform for data analysis and reporting.

Employees Working Remotely: Under the new policy, it is possible that this position could work remotely part-time on a regular basis if desired.

Shorewood Swim wins first dual

Shorewood swimmers made a splash Tuesday, September 14, 2021 in their 119-51 win over Mountlake Terrace. 

It was the team’s first outing at their new home site - Innis Arden Pool. 

Shorewood prevailed and won 9 of the 11 contested events. Individual T-bird winners included 
  • Brooke Anderson - Sophomore - (200 and 100 free), 
  • Cameron Bell - Junior - (200 IM and 500 free), 
  • Katie Freshwater - Senior-(100 back), and 
  • Malaina Mirabueno - Freshman - (100 breast). 

It was a spirited outdoor meet with only a few minutes of rain in the mix. 

SW swimmers are off to a great start with 16 individual District qualifying swims as they head into dual #2 against Mariner at Kamiak High School on Thursday.

Join Shoreline Art Cottage Artists In Residence Audrey Rachelle and Nicole Loeffler-Gladstone for a site-responsive dance performance and participatory event. 

Audience members will move through the beach ecosystem alongside the artists, witnessing and engaging in the artists' process through gentle, guided movement.

From the artists:

We honor the Indigenous people of the Salish Sea. We honor dxʷdəwʔabš and Tulalip people, past, present, and future, who care for this beach site. We're grateful for the opportunity to learn from the brilliance of your homeland and share our experiences with others.

This project is part of our effort to reckon with our own settler and diaspora backgrounds, the practice of land acknowledgement, environmental catastrophe, and a cultural crisis of care. We want to know: Would you treat the beach differently if you were in love with it?

Important Information:

This event is 45 minutes long and traverses uneven beach terrain. It is not accessible in its current iteration. Please wear sturdy shoes and bring water, layers, and sun protection as needed. There is no seating other than the ground, rocks, and driftwood.

Gather at the "Welcoming Figure" statue right above the beach. Feel free to walk with the group for as long as you like, rest when you need, and leave when you're ready.

Street racing in Briarcrest a subject of Tuesday's BNA meeting

Kendra Dedinsky, City of Shoreline Traffic Engineer, will be joining the Briarcrest Neighborhood Association (BNA) meeting Tuesday night, September 14, 2021 starting at 7:30pm on zoom. 

She'll be chatting with BNA about road racing, street signage and other traffic issues in Briarcrest.

Road maintenance projects in Shoreline

The City of Shoreline’s annual road maintenance program is underway, performing pavement maintenance on selected streets in the Hillwood, Innis Arden, Richmond Beach, and Richmond Highlands neighborhoods. 

Construction began on August 16, 2021 and should be completed in September.

The maintenance work consists of pavement repair, crack sealing, and surface sealing using Bituminous Surface Treatment (BST), often called chip seal.

Surface features (such as paving and landscaping) within the public right-of-way immediately adjacent to work areas may be disturbed and restored to match existing condition or better.

When driving on new BST, please accelerate slowly and only turn your steering wheel while the vehicle is moving.

Shorewood tennis hard-fought victory over Edmonds-Woodway 9/13 moves them into first place in WesCo South

Two talented tennis teams, Edmonds-Woodway and Shorewood, battled it out for an early season matchup at Shorewood Courts on Monday, September 13, 2021. 

The match pitted two undefeated teams that had early major wins. 

The Warriors had a rare victory over WesCo 4A powerhouse Jackson, defeating them 4-3. 

Shorewood tangled with KingCo 4A contender North Creek and won a razor thin match 4-3. 

The tennis was high level and extremely competitive for every match. 

The Warriors dominated in singles but the T-Birds swept in doubles. It came down to number three singles, senior captain David Lin, to be the deciding match. Lin won a tough first set then his opponent met the challenge to tie the match at one set each to set up the final deciding set.

Lin had to regroup and jumped out to a 4-1 lead. His Warrior opponent did not give up and came back to make it a 4-4 match.

Lin responded by holding his serve and then winning long rallies to win 6-4. Both players gave it their best during this long two hour match. 
The T-Birds clinched the match and won 4-3. The win moved them into first place in WesCo South and improved the Shorewood record to 4-0.

Coach Moreno knew his team was talented enough to be in every match, including against powerhouse Edmonds-Woodway.

KCD (King Conservation District) is excited to announce the selection of Rosa Méndez-Perez for KCD Executive Director. 

KCD’s Board of Supervisors, with input from KCD Staff and Advisory Committee, selected Rosa from a field of highly qualified candidates.

Rosa’s passion for environmental justice and her commitment to serving all communities to create a healthier place to live will guide her future work at KCD. 
We are pleased to have her leadership as KCD looks toward the future.

Rosa will take the reins of KCD on September 20, 2021.

On Monday, September 13, 2021, Northshore Fire honored Carl Lunak on his last day serving as the Emergency Manager for the City of Lake Forest Park, the City of Kenmore - Government, Northshore Utility District and the Northshore Fire Department

In 2017, Carl's passion for emergency preparedness allowed him to fulfill this much needed role for all involved and the NEMCo (Northshore Emergency Management Coalition) was formed. 

He has worked with several businesses and has touched many lives in and around our community. 

We wish him well on his new adventure in his new role as the Emergency Manager for the City of Bellevue, Washington - Government. Congratulations - you will be missed!

Shoreline Police: Help identify credit card fraudsters


The surveillance video is not good quality but perhaps someone will recognize this pair, who we would like to speak to about fraudulent credit card transactions.
 
On the morning of 08/29/2021 at 11:41am, a Shoreline deputy was dispatched to the home of a fraud victim in the 20100 block of 7th Ave NE. The victim said he received alerts from his bank about unusual activity on his credit card.


The victim had never lost his credit card, yet the someone attempted to use his card number online and at a local business. Both these transactions were declined, but a transaction at a Seattle grocery store was approved for $144.59.

The deputy followed up on the case by contacting the grocery store, which provided store footage of these suspects using the victim’s credit card number.

In the footage, a male was seen using a card bearing the victim’s credit card information. A male accomplice then approached the suspect. Both were seen exiting the store together.


One suspect is light brown-skinned, about 6 feet tall, wearing a black hoodie, gray sweatpants with a single black stripe on both legs, a black baseball cap with a round sticker on its right brim, black sneakers, and a blue medical face mask.
 
His accomplice is a heavier set white male, 6 feet tall, wearing a green hoodie, black sweatpants, a black baseball cap, and black shoes.

You may qualify for assistance with your internet bill

King County residents may be eligible to receive a monthly benefit to lower the cost of their high-speed internet service.

The Federal Communications Commission (FCC) in May launched the $3.2 billion Emergency Broadband Benefit that provides a discount of up to $50 per month toward broadband internet service for eligible households nationwide and up to $75 per month for qualifying households on Tribal lands through 2023, or until funds run out. 

The benefit also provides up to $100 per household toward a one time purchase of a computer, laptop or tablet.

Any King County resident can visit kingcounty.gov/EBB to see if they qualify, or check with their internet provider. The FCC Emergency Broadband Support Center is available at 833-511-0311 from 6am to 6pm daily to answer questions or request a mail-in application.

“We’re trying to get the word out to everyone, in cities and in rural parts of the region,” said Darryl Hunt, principal technology strategist for King County. “High-speed internet is critically important for residents who need access to telehealth, school information, online government services, and job searches. Affordable broadband internet is a vital utility that can provide economic mobility.”

Nearly 19,000 King County households have enrolled in the Emergency Broadband Benefit so far, and more than 4 million households have enrolled nationwide.
