Coast Guard and Shoreline Fire joint training exercise off Richmond Beach Sunday

The "victim" was located and a Coastie was lowered down to the water

U.S. Coast Guard Air Station / SFO Port Angeles and Shoreline Fire held a joint Search and Rescue exercise on Puget Sound by Shoreline on Sunday, November 22, 2020.

The major part of the exercise was to locate "Oscar," a mannikin that was placed in the Sound three hours prior to the rescue mission.

"After drifting in the Sound for 3 hours, we were able to locate and recover within the first 30 minutes!"

Barb Sullivan was selected to fill out the term of Jon Kennison, Position #1, who is retired with over 34 years of service.

After being sworn in, she took her seat at the table for her first meeting as commissioner.

The Board of Fire Commissioners for the Northshore Fire Department approved a resolution asking voters to approve merging with Woodinville Fire and Rescue.

The measure will be on the April 27, 2021 Special Election ballot for voters in Northshore’s service area of Lake Forest Park and Kenmore.

The purpose of merging is to improve service for residents and provide cost-efficiencies for taxpayers.

“Many fire districts in King and Snohomish counties are merging or have merged to be more efficient,” said David Maehren, who chairs the Northshore Board of Fire Commissioners 
“We have a real opportunity to improve service and save money for taxpayers by making our existing partnership with Woodinville Fire and Rescue permanent with this merger.”

The Northshore Fire Department and Woodinville Fire and Rescue are similar in size and fund emergency services with a fire levy and fire benefit charge. 

The agencies share training programs for emergency personnel, administrative positions (fire chief, deputy chief, and a chief administrative officer) and joint departments, including finance, human resources, and IT. A merger would make these administrative efficiencies permanent.

Merging also would improve emergency operations for residents and businesses in both service areas. It would allow better deployment of emergency personnel and use of apparatus and equipment. Merging also reduces impacts to taxpayers for long-term for capital items (such as stations and apparatus) because costs are shared by more property owners.

Additional benefits include better training opportunities for firefighters, stronger fire prevention programs in local schools, more community engagement, and economies of scale in purchasing goods and services. There also is likely to be a cost savings for taxpayers in both communities, and that information will be shared as soon as data is available.

“As call volumes increase so does the cost to provide service,” said Chief Greg Ahearn, who serves as Fire Chief for both agencies. 
“We need to find ways to be more efficient so we can protect the level and quality of emergency services that our communities need. Merging does just that.”

The plan is that Northshore will merge into Woodinville Fire and Rescue. By state law, this means the measure would only appear on the ballots of voters in Northshore’s service area (Lake Forest Park and Kenmore). The agencies would develop a new name that reflects all three communities if the merger is approved by voters.

Woodinville Fire and Rescue provides fire and emergency medical services to approximately 37,000 people over 30 square miles. Its emergency call volumes average 4,000 a year. It has three stations.

Music4Life Reports annual progress


Music4Life today reports delivering nearly as many musical instruments in the pandemic-shortened 2019-20 school year when compared with its previous 12-month period.

The western Washington-based non-profit delivered musical instruments worth $157,099 in 2019-20 compared with $157,221 of instruments delivered in 2018-19 to ten participating public school districts. 

Each musical instrument receives a fair market value after repairs are completed as determined by independent vendor-experts.

Music4Life is a non-profit that provides donated and repaired musical instruments at no charge to ten local public school districts so all students may participate in school-based instrumental music activities. Music4Life mainly benefits students participating in free or reduced lunch programs.

“This really is an astonishing accomplishment,” says Music4Life Co-Founder and Chairman/CEO David Endicott, “especially when you realize that we basically did in just six months what had taken us the entire previous 12 months to do.” 

The program delivered 240 ready-to-play musical instruments to Auburn, Bremerton, Edmonds, Everett, Highline, Kent, Marysville, Northshore, Seattle and Shoreline Public Schools

Each instrument has a remaining useful life of three-to-15 years, meaning that multiple students may benefit from its use.

Research shows that students who participate in school instrumental music activities do better in math, science, history, literature, international languages, reading and writing, even in computer science, in addition to what it teaches in terms of teamwork and self-discipline. 

Not all children want to participate in instrumental music activities, of course.

“But for those who do and whose families cannot afford a musical instrument,” Endicott says, “they are effectively barred from getting the full basic education guaranteed to them by the Washington State Constitution. 
"And the sad fact is that, in today’s pandemic economy, many families cannot even afford to rent a musical instrument. So Music4Life is just as much an equal opportunity program as it is an instrumental music program.”

Ready-to-play musical instruments are provided to these school districts for use by students in any musical activity they choose, as long as they stay enrolled in that public school district.

“We figure that the more they use them, the better they’ll get,” Endicott says. “If they leave the school district for any reason, such as graduation or the family moves, the instrument needs to be returned to the school district so another student can benefit from its use.”

“Local enthusiasts who share our values of service to ‘kids,’ ‘instrumental music’ or ‘education’ are welcome to join us,” Endicott says.

Action Item 8(a) Authorizing the City Manager to Sign the Memorandum of Agreement for the Operation of an Enhanced Shelter Within the City of Shoreline with King County and Lake City Partners

If you read the Notes from last week’s Council meeting you will recall that two changes were made to the Interlocal Agreement between King County and the City of Shoreline.

1. It was changed from an Interlocal Agreement to a memorandum of understanding.

2. King County will not be billed for excess police calls due to the number of calls for service at the shelter exceeding an agreed upon threshold. Instead the County “will work with the City to reduce calls below the threshold level.”

The revised memorandum of understanding is available in the agenda for the 11/23/2020 meeting.

Two Shoreline residents receive BECU student scholarships


As a way to improve student financial well-being, this year the BECU Foundation awarded either $2,500 or $3,500 scholarships each to 64 full-time students currently enrolled in an accredited two-year, four-year or technical college or university. 

Two recipients are from Shoreline: 
  • Oluyemisi Bolonduro - currently attending Pomona College
  • Sam Ayers - Shorewood High School
In addition:
  • Corrie Laird, north Seattle - Nathan Hale High School
Each awarded scholarship is renewable for two years (either $5,000 or $7,000 total) and is given to student members who have demonstrated community service as well as academic and leadership potential. 

Volunteer activities have included mentoring elementary students, providing food to homeless shelters and assisting at local community centers, among others.

New for 2020, the BECU Foundation invested funds to support 20 students pursuing a degree in healthcare, STEM or trade fields through Washington State Opportunity Scholars (WSOS). 

In total, $22,500 in Baccalaureate Scholarships were given to those earning their bachelor’s degree, while $10,000 was collectively distributed to Career and Technical Scholarship recipients earning their certificate, apprenticeship or associate degree.

Since 1995, the BECU Foundation has awarded more than $3.3 million in scholarships to 1,246 student members.

Governor Inslee announces additional COVID-19 financial support


Gov. Jay Inslee has announced additional financial support funds for families and businesses impacted by the COVID-19 pandemic. The governor was joined by Lisa Brown, Department of Commerce director, for the announcement.

"We know this pandemic is taking an economic toll," Inslee said during a press conference Friday. "On Sunday we announced $50 million in business supports, but after more discussions with legislators and our agencies, we’ve agreed on how to more than double that."

In addition to funds announced on Sunday, the total new economic supports amount to $135 million. Included in that total is:
  • $70 million in business support grants.
  • $30 million for the recovery loan program.
  • $20 million for rental assistance.
  • $15 million for energy bills for low-income households.
Included in the $70 million in business support grants is $50 million for a new round of Working Washington grants focused on the hardest-hit industries. 

Remaining funds will go toward historically disadvantaged businesses who applied for earlier business grants and bolstering Commerce’s business resiliency network.

"We know this is hard on these small businesses, and we know that this will not fully solve the burden so many business owners are shouldering," Brown said. 
"But it will help get some of them get through a difficult period. We are going to keep working with legislators, congress and other partners on securing additional support."

The grants will be allocated first to businesses most impacted by both COVID-19 and the most recent measures taken to address public safety. Equity will also be a priority in making allocation decisions. In addition to the new funds, there will also be separate business support programs coming from local governments.

"This is a significant relief effort," Inslee said. "I can’t say it’s going to help everyone, but I can say we are not done yet collaborating with our partners to find more funds."

The 4Culture Arc Artist Fellowship provides unrestricted $12,000 awards for King County artists. It covers rent, childcare, transportation—everyday expenses that often prevent artists from making art. The fellowship has an eligibility requirement that changes annually.

This year the eligibility requirement is for King County artists (between the ages of 18 and 25 years old) who create work that challenges structures of power in the fight for social justice.

KCLS expands K-12 student resources with Study Zone Plus

The King County Library System (KCLS) has expanded its Study Zone program to help students and parents navigate remote learning environments during the pandemic.

The free service is accessible online or by phone, and is open to students in grades K-12, and residents up to age 21 who are studying for their GED.

The expanded Study Zone Plus program allows students to practice their math and reading skills, exercise ESL/ELL conversation skills, study with peers in a relaxed virtual space, and boost energy and lower stress with fun social activities.

Tech tutors are available to help students understand how to use remote learning software, and KCLS librarians can help students make the most of KCLS’ digital resources and databases. Tutors work with one to three students in a group setting, and students can select tutors by language skills or specialty.

“We know families are facing extra pressure with remote learning right now, and parents and students need as much support as possible,” stated KCLS Executive Director Lisa Rosenblum. 
“Study Zone Plus helps fill learning gaps, and keeps students active and engaged in core math and reading subjects during this time.”

“KCLS has offered the Study Zone program for 20 years,” added KCLS Public Services Specialist Annie Holloman-Poyner. “We have expanded upon this popular service to create a safe and positive online format that will feel familiar to students who have used Study Zone in the past, and is easy to use for newcomers.”

Study Zone Plus sessions are separated by grades K-5 and 6-12. Students can drop in any time during the following Study Zone Plus hours; no registration is required.

Friday Woodcutter is loving and giving, and kind to children, and talented with a needle, and considers herself the least magical person in the family.

Then she meets her true love: a handsome man who (with his six brothers) turns into a swan by day.

Tristan's family needs her help before the curse on his family becomes permanent. But there's an evil magician, an evil enchantress, and an evil henchman in the way.

Part Three of the Woodcutter Sisters story mostly does not stand alone, and doesn't weave in nearly as many folk tales as previous volumes. Still, there are magical people a-plenty, and a good roaring story and plenty of romance to keep readers turning pages and wishing the author would hurry up and finish writing Part Four.

No sex, no cussing, some blood, no gore, some scary elements, and quite a lot of magic.

Recommended for fans of the series, ages 14 to adult.

The Shoreline Preservation Society has been through a nearly yearlong process of nominating and researching the extensive history of the very first freestanding Naval Hospital Chapel in America located at Fircrest School in Shoreline!

We were quite pleased with the reception we received from the King County Landmarks Commission Hearing, November 19, 2020 in a Zoom meeting (of course), but we need to be patient and wait a little bit longer for our final wish for our beautiful historic treasure to be granted.

All of the commissioners praised our presentation expertly presented by our historian experts at Northwest Vernacular. And they also seemed enthusiastic about the building’s history, beauty, interior and surrounding forest setting. They were impressed as well by the community response and many comment letters. 

SPS also provided a short “walkabout video” to better give the commissioners a sense of the Chapel in its serene, wooded surroundings. Numerous community members gave verbal comments at the hearing too.

While Department of Social and Health Services testified they were also supportive, they requested an amendment of the nomination proposal to reduce the forest area protected in case of expansion parking at the bottom of the hill. But the Commissioners seemed interested in supporting our original surrounding forest area nomination and said that DSHS could always come back to them if need be to amend the space if more parking spaces are desired.

However, the Commissioners decided to table the final decision and asked us to provide a more precise map that could be clearly defined the measurements. And provide a list of what would be eligible for preservation in the Chapel Interior.

We are already working on a response with our historians and hope that these details can be settled at their next hearing. It is up to the KC Landmarks Commission as to whether there will be another hearing this year or whether it would have to be in January.

Noisy night work will close ramps on the east side of the SR 104 - I-5 interchange next week


Sound Transit has received a noise variance for work planned on the ramps on the east side of the freeway at SR 104, possibly starting on Monday, November 23, 2020.

Work would start as early as 8pm and extend as late a 7am, for approximately four days.

The work is weather-dependent and might need to be rescheduled.

Republic Services pick-up schedule revised for Thanksgiving Weekend, November 26-28, 2020

The Republic Services collection schedule in Lake Forest Park is revised for the Thanksgiving holiday. 

No collection will take place on Thursday, November 26, 2020. 
  • Customers with a Thursday pick-up schedule are advised to put their carts out on Friday, November 27, 2020.
  • Customers with a Friday pick-up schedule are advised to put their carts out on Saturday, November 28, 2020.
The regular collection schedule resumes on Monday, November 30, 2020. 

Republic Services administrative offices are closed on November 26, 2020 and reopen on Friday, November 27, 2020.

LFP City services are closed for the Thanksgiving weekend.
