Shoreline council to consider a new 60 bed homeless shelter on Aurora

The Oak Tree on Aurora (formerly Arden Rehab)
could become a King county homeless shelter

By Diane Hettrick

In April, Council adopted Council Goal No. 5, Action Step No. 7: Begin a process of developing partnerships with North King County cities and other key stakeholders in support of siting a 24/7 shelter/navigation center to serve homeless single adults in North King County.

In response to this Council direction, staff has been working to explore options for the siting of a 24/7 shelter for single homeless adults to serve the North King County area.

A convergence of recent events has created an opportunity for the siting of a shelter much more quickly than could have been anticipated.

In June, staff became aware that The Oaks at Forest Bay Nursing Home (The Oaks), (formerly Arden Rehab) located at 16357 Aurora Ave N, was closing and the property was going to be offered for sale.

Since that time, King County has expressed interest in obtaining the property and partnering with the King County Housing Authority for potential acquisition.

King county would be able to take advantage of funds recently released by the federal Department of Commerce to purchase the property. Part of the requirements for getting the funds is that the shelter has to be up and running by December of this year.

As the facility is already in operation, this would require very little work for compliance.

The facility could serve as an emergency shelter for 60 single adults in the short term (likely three to seven years), and permanent supportive housing in the long term.

Even though it is a "study" item on the council agenda for Monday, August 10, 2020, it really is a decision. Shoreline's part in this is to change the zoning for the site. If they instruct staff to proceed, then it's a "go" for King county.

Shoreline would not own the site and would not be part of the purchase.

The King County Housing Authority owns multiple properties in Shoreline from apartment complexes to low income senior apartment buildings. Their mission is to buy property and keep rents affordable.

Lake City Partners would also partner with King county and the Housing Authority to run this shelter. They are a coalition formed to combat homelessness. Before COVID-19 they managed a homeless shelter that rotated among partner organizations. Many of the sites have since ceased to participate because of the pandemic.

If you have comments on this item, here is the information on how to contact city council.

The following item has been added to the agenda:

Study Item 9(c) Discussion of the Eastside Off Leash Area Lease Agreement with the Washington State Department of Social and Health Services

The City has been leasing land from the State of Washington Department of Social and Health Services (DSHS) for the Eastside Off-leash Area since 2013 when the rent was $200/month. In June 2020 the rent increased to $1,000/month for July and August. In September the monthly rental rate will increase to $4,356. Council will discuss the options of negotiating a solution with DSHS by either September or October 15, 2020, or closing the Eastside Off-leash Area and replacing it with an interim off-lease area in James Keough Park.

Please be advised that the Shoreline City Council Regular Meeting on Monday, August 10, 2020 will be held online using the Zoom platform. You may watch a live feed of the Meeting online; join the Meeting via Zoom Webinar; or listen to the Meeting over the telephone.

Watch your driving in LFP - more deer on the road

Story and photos by Ed Weum

While out for a late afternoon walk on Wednesday I came upon a doe crossing 185th at 30th Ave NE.

I had stopped momentarily at the intersection when out from some bushes popped this deer no more than 10 feet from me.

It appeared to have had come from the direction of Lyon Creek watershed. We measured each other up briefly and then she trotted away from me while I fumbled for my phone.

We have lived here since 1978 and have never seen a deer this close to home.

Shoreline United Methodist Church offers tie-dyed face masks in their Little Free Pantry

Youth at SUMC get ready to tie-dye masks

Photos from Shoreline United Methodist Church

The City of Shoreline gave masks to community organizations for distribution which is how Shoreline United Methodist Church obtained 200 through our involvement in Briarcrest Neighborhood Association and our Little Food Pantry.

Creativity and fun

Over two Saturdays youth at SUMC tie-dyed many of these white masks.

The kids showed their creativity while having fun in the process. The masks are made of t-shirt material and they are perfect for adding something colorful to brighten your spirits.

If you need a mask, please help yourself to one at the little free pantry, 14511 25th Ave NE

Masks are available at the SUMC Little Free Pantry

If there are no masks at the time you visit, call 206-363-3040 to determine if someone is available to restock, or return the next day. Feel free to leave a donation of food or take what you need from the shelves.

Aerial views of our transit stations

148th Station photo copyright Marc Weinberg

By Diane Hettrick

I-5 from Northgate to Mountlake Terrace is just one big construction site. It's still fairly disorienting to see the bare ground, huge utility poles, and major construction equipment from the ground.

We thought you'd like to see it from the air, so Marc Weinberg set out with his drone camera to capture some views.

185th Station area Photo copyright Marc Weinberg

I should confess that I have stopped publishing all the ramp closures I receive. They come in at least three a week. Often they are rescinded and then republished with a different date or time. Construction schedules often have delays and revisions.

Almost all of them are night closures. If you are coming home at night on northbound I-5 and your exit is closed, don't be surprised. This is our life for a couple of years.

Census: Washington's response rate is 68.8% - census takers hit the streets

The United States census is still taking place right now.

How many are counted and where they live will determine representation in the House of Representatives. It will be used to justify distribution of government funds for everything from social services to infrastructure improvements.

Self-reporting can be done online and takes very little time as there are very few questions this time.

Washington's rate of return is currently 68.8% which is just slightly better than the national average.

Now it's time for the census workers to hit the streets. They will be visiting every address which has not self-reported, to figure out who is living there. If you would rather not have a knock at the door, households can still respond by completing and mailing back the paper questionnaire they received, by responding online at 2020census.gov, or by phone at 844-330-2020.

Households can also respond online or by phone in one of 13 languages and find assistance in many more. Those that respond will not need to be visited to obtain their census response.

Census takers can be easily identified by a valid government ID badge with their photograph, a U.S. Department of Commerce watermark, and an expiration date on the badge. To confirm a census taker’s identity, the public may contact the regional census center in Los Angeles to speak with a Census Bureau representative.

The Census Bureau will provide face masks to census takers and requires that census takers wear a mask while conducting their work. They will follow CDC and local public health guidelines when they visit. Census takers must complete a virtual COVID-19 training on social distancing protocols and other health and safety guidance before beginning their work in neighborhoods.

Census takers are hired from local communities. All census takers speak English, and many are bilingual. If a census taker does not speak the householder’s language, the household may request a return visit from a census taker who does. Census takers will also have materials on hand to help identify the household’s language.

If no one is home when the census taker visits, they will leave a notice of their visit with information about how to respond online, by phone or by mail. People are encouraged to cooperate with census takers and ensure that everyone who was living in their household as of April 1, 2020, is counted.

Governor Inslee announces guidance for long-term care facilities - phases are different than phases for counties

Gov. Jay Inslee announced guidance today that allows long-term care facilities to offer visitation and other activities. Many long-term care facilities were forced to curtail social activities for residents and visitors earlier this year due to COVID-19.

The announcement does not constitute an immediate reopening of all long-term care facilities, however. The plan goes into effect August 12, and even after it becomes effective, individual facilities must meet additional parameters before re-opening.

This graduated restart plan for long-term care will give providers, residents and families direction for resuming normal activities, like visitation. The plan includes a number of public health metrics that must be met in order for facilities to move through the phases. It is modeled after the Safe Start plan.
