The COVID-19 outbreak is ongoing in King County, with new cases and deaths reported each day.

To re-emphasize the need for all King County residents to prevent new cases, Dr. Jeff Duchin, Health Officer for Public Health – Seattle and King County signed an order and directive on March 28.

The order makes it mandatory for people with a positive COVID-19 test to follow isolation protocols at home or at a recovery facility; the directive requires everyone with COVID-19 symptoms (fever, cough, and/or difficulty breathing) who has a test pending to stay quarantined.


Public Health—Seattle and King County is reporting the following confirmed cases and deaths due to COVID-19 through 11:59pm on 3/27/20.
  • 2,077 confirmed positive cases (up 249 from yesterday)
  • 136 confirmed deaths (up 11 from yesterday)

Shoreline:

621 residents have a COVID-19 test result, at a rate of 1,101.6 per 100,000 residents
97 (15.6%) of those have positive results, at a rate of 172.1 per 100,000 residents

Among those with a positive result:
6 (6.2%) have died due to illness, at a rate of 10.6 per 100,000 residents 

Lake Forest Park:

128 residents have a COVID-19 test result, at a rate of 966.0 per 100,000 residents
11 (8.6%) of those have positive results, at a rate of 83.0 per 100,000 residents

Among those with a positive result:
0 (0.0%) have died due to illness, at a rate of 0.0 per 100,000 residents

State:

4310 infections including 189 deaths

Students from Shoreline and Lake Forest Park have been named to the Dean's List at the University of Washington for Autumn 2019 Quarter.

To qualify for the Dean's List, a student must have completed at least 12 graded credits and have a grade point average of at least 3.50 (out of 4). Students are notified that they have achieved this distinction when they receive their grades for the quarter.

These are stories that deserve more attention and may be covered later, but for now:

People are yelling out their windows and doors to show their support for health care workers. Different towns and areas around the world are telling everyone to go outside at a particular time, say 8pm and make a lot of noise. It scares the dogs and terrifies people who didn't get the message, but hey - it makes some people feel better.

Teddy Bear Hunt - people are putting teddy bears in their windows so families out for walks can play Spot the Bear.

Watch Rachel Maddow's show on MSNBC. Shoreline has been featured three times this week because of our Recovery Center. Rachel is very focused on the way Washington state and King county have been handling the pandemic. She has interviewed Jay Inslee, Dow Constantine, Seattle Mayor Jenny Durkan and even did a close up of the signs that someone put on the fence. (above)

Also from Rachel Maddow: she interviewed the head of the Army Corps of Engineers. This is the unit that can swoop in and build an entire city in 24 hours. Ok I exaggerate, but they are used to giant construction projects. They are working in New York City right now, turning Javits Field into a hospital. She asked him what it would take to get the Corps into other states and he gave a long answer about needing to be invited, needing an existing structure to convert, involving FEMA, etc.

She was winding down the interview when he casually said, "Our next project is in Seattle. We're going to build in the Seahawks Stadium, around the perimeter under the overhang." That surprised Rachel and the local politicians, who weren't quite ready to announce yet. And it's Centurylink field these days.

I think they will be using our Recovery Center pretty soon. I have information about a weekly online information session about the site. The first question will probably be about the porta potties.

There's a company in Bothell that will be working with GM to build ventilators. Also, the governor is trying to source ventilators from China.

Shoreline Community College scoured the campus to find personal protection equipment that they could donate to hospitals.

The Governor told the school districts in Washington that they need to have online learning in place by March 30. A reader saw people at Parkwood and at the district headquarters under canopies handing out computers to kids.

Gov. Inslee provides construction guidance and signs proclamations for UI rules, healthcare payments

Gov. Jay Inslee announced new measures to combat COVID-19 and released additional guidance for construction in his “Stay Home, Stay Healthy” order.

The governor’s guidance on construction states:

“In general, commercial and residential construction is not authorized under the proclamation because construction is not considered to be an essential activity.

"However, an exception to the order allows for construction in the following limited circumstances:
a) Construction related to essential activities as described in the order;
b) To further a public purpose related to a public entity or governmental function or facility, including but not limited to publicly financed low-income housing; or
c) To prevent spoliation and avoid damage or unsafe conditions, and address emergency repairs at both non-essential businesses and residential structures.

"To that end, it is permissible for workers who are building, construction superintendents, tradesmen, or tradeswomen, or other trades including, but not limited to, plumbers, electricians, carpenters, laborers, sheet metal, iron workers, masonry, pipe trades, fabricators, heavy equipment and crane operators, finishers, exterminators, pesticide applicators, cleaning and janitorial staff for commercial and governmental properties, security staff, operating engineers, HVAC technicians, painting, moving and relocation services, forestry and arborists, and other service providers to provide services consistent with this guidance.

"All construction activity must meet social distancing and appropriate health and worker protection measures before proceeding.”

Healthcare parity

The governor signed a proclamation today that provides payment parity between health care providers.

In order to serve more patients, Inslee has signed a measure that would increase the parity between those health care providers who deliver in-person care and those who do it through telemedicine.

Telemedicine claims must now be reimbursed at the same level as care delivered face-to-face. Telemedicine claims cannot be denied by insurance carriers.

SB 5385, passed by the legislature would do the same thing, although its implementation date was not set until January 2021. The governor’s action will allow this to go into effect immediately to help increase access to care during the COVID-19 outbreak.

Rules for Unemployment Insurance

The governor also signed a proclamation today that waives work search requirements in order to receive unemployment insurance. With this action, the Washington State Employment Security Department can provide immediate assistance to those who have been financially impacted by COVID-19.
“We need to do whatever we can to help those who are financially impacted by COVID-19,” Inslee said. 
“It would be counterproductive to require people to search for work when we are asking them to ‘Stay Home, Stay Healthy’ to slow the spread of the virus. This is the right thing to do to get money in people’s pockets and waive this requirement for the short-term.”

Lake Forest Park suspends plastic bag ban

The Lake Forest Park City Council approved the suspension of the city’s plastic bag and non-compostable food service container ban during Thursday’s video meeting. 

The ordinance passed 5 to 2, which means that the suspension will take effect immediately. 

The fee charged for paper bags would also be suspended.

Mayor Jeff Johnson, who sponsored the legislation under emergency authority, said he was motivated by the experience of the manager of the Albertson’s supermarket trying to juggle customers bringing reusable grocery bags and employees risking viral exposure handling those bags.

Councilmember Mark Phillips thought the suspension of the whole ban was too broad, and argued for narrowing the scope of the suspension to only the plastic bag ban. 

“Using Styrofoam…instead of a recyclable box is somehow less exposure to the virus I don’t think that’s the case, certainly not in the same way that... reusable bag use might create an exposure hazard that single-use plastic carry-out bags would not.”

Ultimately, the suspension of the entirety of the original ordinance was approved.

“This is one small gesture we can make to our local businesses,” said Deputy Mayor and Councilmember Phillippa Kassover in favor of the suspension. 
“Let’s give them a break… and then let’s get back to normal, and back to our values, and reinstate [the ban].” 
She later stated, “I hope this suspension of the single use plastics ban will be very short and will ask council to reconsider just as soon as deemed wise by our public health authorities.”

I’m not quite sure why I bother to answer my cell phone anymore? I really should know better. Most if not all of the people I have regular dealings or care to speak with have been saved to my Contacts List. Caller ID really is a wonderful feature, but only if you choose to rely on it.

Still, I continue to find myself answering calls with the (206) prefix and then immediately regretting it.

You see I’m the booking agent for my band and my number accompanies all our press materials. Unfortunately, not every potential client has a number with which I am familiar, and I’d hate to miss the opportunity to book a date. Club owners and promoters can be an impatient bunch and quite often they need answers right away. In the entertainment business, one needs to strike while the iron or in this case the band, is hot. 

I also have relatives who are presently dealing with a variety of health issues and at any given time someone could be calling from a healthcare facility, a doctor’s office etc.

That being said, not a day goes by that I’m not inconvenienced by some sort of “solicitation.” 

Currently it’s either Carnival Cruises or Marriott Hotels. Now I understand it’s not really Marriott or Carnival calling to offer me an “all-expenses paid trip to the destination of my choosing” and fortunately like Yogi, “I’m smarter than your average bear,” but it’s not someone like me these scammers are attempting to contact.

Occasionally I will remain on the line long enough to engage with a human and usually when that human (and I use the term loosely) realizes I’m not a potential target, the call is immediately dropped. However, not before the two of us exchange some spicy language.

Recently after a day of unbridled harassment, I decided to call the Washington State Attorney General’s office for advice. 
A nice young lady put me in touch with the Public Affairs Unit at the Consumer Products Division. 
They are available to answer your questions Monday through Friday from 10am – 3pm at 800-551-4636.

I spoke to a gentleman named Anthony who was not only patient and eager to answer my questions but shared some very insightful information.

The first thing he said to me was “if you don’t recognize the phone number, DO NOT ANSWER!” 

If it is indeed a matter of importance, they will leave a message. In this situation, a few extra seconds won’t make a difference. 

Now, I realize it can be more convenient to simply answer the phone than to check your voicemail later, but there is a reason for not answering. Once you have answered your phone, even if you immediately hang up, the scammers make a note that it is a working number and will simply call back from a different “pirated” line.

“Scammers are attempting to contact someone at the right time of day, at the right time in their life with the right story.” 

They will not just move on to the next number. The same applies to “blocking” the number. This is a futile gesture. Doing so tells the caller it is in fact a residential number and not a fax line or some other auto-attended phone system. They will merely continue to call from a different line that has not yet been blocked.

To most of us, what I’m sharing is common sense information, but Anthony shared a few horror stories of well-intended citizens being taken for hundreds if not thousands of dollars.

There is, however, a silver lining to my story. Federal Law Enforcement has been steadily making progress in the war on telephone scams and it has become a worldwide effort. Authorities in Mumbai, India recently busted a phony IRS Call Center and have been able to return upwards of $232 million dollars to defrauded consumers.

Diligence is the key.

If you have elderly parents or grandparents living independently, remind them that Microsoft will never ask them to pay off their account with an Apple iTunes Gift card… yes, it’s happened. Nor will a legitimate organization request a Google Play gift card or any gift card, for that matter, as payment on an outstanding debt.

Also remind them to NEVER wire money without first asking for assistance. You may also consider questioning them as to whether they have recently been contacted by someone asking for financial assistance. The sad truth is they may have forgotten.

Mail fraud is also a danger to our seasoned loved ones. If you or they suspect a piece of mail is fraudulent, take the time to report it to CISC. It’s easy to just disregard, but your action may prevent someone else from being stripped of their life savings.

You may also report suspected scams to the FTC and can find extremely valuable information at their website 

Ironically, as I was writing this article, my cell phone rang and against my better judgement I answered it. It was a recorded message. I’ve gotten so many of these recorded calls lately, I have seriously considered taking Mandarin at my local community college in order to understand just what is being said.

I hope this information helps someone you love.

Public Health—Seattle and King County is reporting the following confirmed cases and deaths due to COVID-19 through 11:59pm on 3/26/20.
  • 1828 confirmed positive cases (up 251 from yesterday)
  • 125 confirmed deaths (up 16 from yesterday)

Six Shoreline residents and zero LFP residents have died as a result of the virus.

Shoreline:
  • 558 residents have a COVID-19 test result, at a rate of 989.9 per 100,000 residents
  • 85 (15.2%) of those have positive results, at a rate of 150.8 per 100,000 residents
Among those with a positive result:
  • 6 (7.1%) have died due to illness, at a rate of 10.6 per 100,000 residents
Lake Forest Park:
  • 112 residents have a COVID-19 test result, at a rate of 845.3 per 100,000 residents
  • 9 (8.0%) of those have positive results, at a rate of 67.9 per 100,000 residents
Among those with a positive result:
  • 0 (0.0%) have died due to illness, at a rate of 0.0 per 100,000 residents
Fine print:
  • Note that addresses are routinely updated and may change day-to-day as new information is gathered through case investigations. Total numbers may not add up since some records are missing zip-codes.
  • Rates may not be representative due to the small numbers of people tested to date. The rates will change as more people are tested.
Twelve people are currently staying in King County isolation and quarantine facilities.

The state total is 3,723 cases, including 175 deaths.

King county library has a lot of online resources

Before we became the first U.S. epicenter of the COVID-19 epidemic, King residents residents were infamous for our love of boats and books - and rain.

Can't do too much right now about owning a boat or how much it rains, but thanks to the King county library system, we have lots of options for books and many online services.

During the closure, patrons are encouraged to use KCLS’ online resources and services. Residents of King county outside of Seattle can sign up instantly for a digital eCard.

If you already have a King county library card, you don't need a digital card. School librarian Frank Kleyn added that Shoreline Schools students can check out KCLS eBooks using their student number. Details HERE

COVID-19 drive-thru testing in Shoreline starts Monday, March 30

Starting Monday, March 30, 2020 ICHS will be offering COVID-19 'drive-thru' testing in the PARKING LOT (not inside) of their Shoreline clinic, 16549 Aurora Ave N, Shoreline, WA 98133.

Make appointments by calling 206-533-2600 for Monday through Friday, from 11am to 3pm.
Tests are limited to those experiencing COVID-19 symptoms.

Interpretation is available for anyone who needs language assistance.

The test costs less than $50 and most people's insurance will cover most if not all of it.

HOW IT WORKS

During your appointment, you will remain in your car. Interpretation will be available if you need language assistance. A health care provider will approach your car window to swab your nose and provide information on how to obtain test results.

WHO WILL BE TESTED?

Drive-thru testing is available by appointment only to all community members. You are not required to be an existing ICHS patient, but you are required to call ahead.

Due to limited supply, testing is reserved for those currently experiencing Covid-19 symptoms – which include fever, cough, sore throat and shortness of breath.

Once it is determined you should be tested, you will receive an appointment time.

UPDATE on building and right-of-way inspections in Shoreline during Stay Home order

Latest update on Building inspections in the City of Shoreline

In light of clarification from Governor Inslee’s office last night that most commercial and residential construction is not considered essential, the City of Shoreline will stop all building inspections until the Stay Home order is lifted or there is further guidance from the Governor.

If you believe your project fits within one of the exceptions, you can contact Shoreline’s Building Official Ray Allshouse at 206-391-4956 or rallshouse@shorelinewa.gov.

Right-of-Way inspections

Right-of-way inspections will continue as utilities are considered an essential service. However, response times may be slower than usual as we adjust staffing levels. Please submit requests for inspections early.
