Our constituents have a right to know who their legislators meet with and what legislators promise to whom, as I’ve always believed and acted. 

On the day after the U.S. House impeached Donald Trump for obstruction of Congress for refusing to provide documents, the importance of openness in our records for the sake of democracy is vital.

We’ve had two years to prepare for this but have not trained ourselves to comply. However, we already have all email and legislative files on central servers for trained staff to retain, retrieve and prepare for release. 

Thus, while individual legislators and their offices are held to be ‘agencies’ and responsible for compliance, the Clerk of House and Secretary of the Senate can easily provide all legislators with centralized records retention, disclosure, and search capabilities.

As we go forward, I’m urging my colleagues and our administrators to immediately hire more experienced records staff, train all legislators to comply with the court’s decision, and prepare to release investigation reports on legislator or staff misconduct. This is going to take an investment in staff trained to retain and search records, as well as to respond to records requests.

I will strongly oppose any legislative effort to weaken the public’s and media’s right to know by amending the Act to reduce legislative openness. We should be clear that the House and Senate as institutions are also fully subject to the Act. If the House and Senate do not proactively move to disclose all records that are not exempt from the Act, I will prepare legislation to clarify that the institutions are also subject to the Act.

Finally, investigations into misconduct by legislators or staff should not be hidden from disclosure. Such investigations may be done by the Clerk of the House, Secretary of the Senate or Ethics Committee. These processes could also include an outside investigator. Under the opinion, these may not be subject disclosure under old practices of shielding reports about misconduct from individual legislators.”

Pollet is an attorney who has litigated and often given professional presentations on the application of the Public Records and Freedom of Information Acts, taught an Open Government Law and Principles course, and supervised law students in an Open Government “externship” program. 

Pollet was the first legislator to voluntarily post his session calendars, notes on meetings, and emails asking for meetings on his legislative website. Pollet has also previously introduced legislation to ensure that the Legislature and legislators disclose records pursuant to the Public Records Act.

State Parks offers two free days in January

Visitors won’t need a Discover Pass New Year’s Day and Martin Luther King Jr.’s birthday holiday

The Washington State Parks and Recreation Commission will offer two free days in January, when visitors to state parks will not need a Discover Pass for day-use visits.

The first free day is Wednesday, January 1, 2020 which gives visitors the opportunity to take part in a First Day Hike, a nationwide initiative that aims to get people outdoors on New Year’s Day. This year, more than 40 hikes are planned at dozens of state parks all over Washington.

The second free day is Monday, January 20, 2020 in honor of the holiday celebrating Martin Luther King, Jr.’s birthday.

State Parks free days are in keeping with the legislation that created the Discover Pass — a $30 annual or $10 one-day permit required on lands managed by Washington State Parks and the Washington departments of Natural Resources (DNR) and Fish and Wildlife (WDFW). 

The Discover Pass legislation provided that State Parks could designate up to 12 free days each year when the pass would not be required to visit state parks. The Discover Pass is still required to access lands managed by WDFW and DNR on these days.

In addition to the Jan. 1 and 20 dates, Washington State Parks will offer 10 more free days in 2020:
  1. Thursday, March 19 — State Parks’ 107th Birthday
  2. Saturday, April 11 — Springtime free day
  3. Wednesday, April 22 — Earth Day
  4. Saturday, June 6 — National Trails Day
  5. Sunday, June 7 — Free Fishing Day
  6. Saturday, June 13 — National Get Outdoors Day
  7. Tuesday, Aug. 25 — National Park Service Birthday
  8. Saturday, Sept. 26 — National Public Lands Day
  9. Wednesday, Nov. 11 — Veterans Day
  10. Friday, Nov. 27 — Autumn free day

Note: The free days do not apply to Sno-Parks. During the winter season, December through March, visitors to Sno-Parks will need Sno-Park permits, which are available for purchase online or from vendors throughout the state. More information about winter recreation permit requirements here.

Bike / pedestrian bridge to connect North Seattle Community College to Northgate Transit Station

The Seattle Department of Transportation (SDOT) will oversee construction of a bicycle / pedestrian bridge in 2020 to connect North Seattle Community College to the new Northgate Transit station, over I-5.

The bridge will be 16 feet wide, and 1900 feet long. It will connect to a trail by the college and touch down on 1st Ave NE on a multi use path near the transit station.

Historically, it will reunite a neighborhood divided decades ago when I-5 cut through. When complete, the bridge will help connect the neighborhood’s thriving job and retail centers with the rest of the city and region.

Construction is expected to begin early 2020, and to be complete in fall 2021, prior to the opening of the Link light rail station in September 2021.

Destinations: Leavenworth lighting festival draws huge crowds and five mile back up

There is just one more weekend of the annual Christmas lighting and festivities in Leavenworth. Last weekend we saw large crowds. Saturday’s backups were more than five miles and added more than an hour to travel times from the Big Y Junction (Jct. US 2 and 97) to Leavenworth. 

This Saturday’s event is expected to draw similar crowds.

On Saturday and Sunday, traffic lights and crosswalk lights (known as HAWK lights) will be shut off in Leavenworth beginning at 1pm (so they don’t interfere with the light display). Flaggers will help guide traffic both nights.

If you need to take US 2 this weekend, be prepared for winter driving conditions, check traffic and pass information with the WSDOT app or WSDOT travel alerts, pack water and snacks for traveling, and stay attentive while driving so that everyone can safely reach their destination.

SR 522 / NE 145th BRT update from Sound Transit



A Bus Rapid Transit route is planned from the 145th Shoreline South transit station east on 145th to Bothell Way (SR 522), extending through Lake Forest Park and Kenmore to the city of Bothell and beyond, connecting to an I-405 transit hub. A major stop with a parking garage is slated for Lake Forest Park at Ballinger Way (SR 104)

Update from Sound Transit

Recent Updates

Fall has been a busy time for the SR 522/NE 145th BRT team. We have been conducting assessments needed to advance our environmental review process. Thanks to the access granted by property owners who signed right of entry agreements with us, our environmental team has had the opportunity to collect valuable information such as wetland and steam evaluations and noise measurements. Once the environmental review is complete in mid-2020, we will publish a report with our findings.

Work continues on the conceptual design process. Our team engineers are meeting with representatives from the cities along the corridor to further refine our project footprint. Our goal is to minimize, mitigate and avoid property impacts when possible, while still delivering the project voters approved.

Additionally, construction began on SR 522 east of 83rd Pl NE in Bothell earlier this year as part of the city-led Stage 3 improvements. This work will widen the road to add business and access (BAT) lanes and other roadway improvements. More information is available from the City of Bothell.

Property owner outreach in early 2020

Beginning in January through spring 2020, Sound Transit will reach out to potentially impacted property owners to share preliminary design updates, answer questions and learn more about individual properties. As we move forward with design, we will continue to have discussions with property owners and continue to work closely with local jurisdictions.

Property owner outreach will begin in January 2020 and continue into the spring. Property owners should expect to receive letters from us with an offer to meet to learn more.

Local cities and jurisdictions will be involved throughout the design phase of the project.

Businesses are open along the corridor. We have begun discussing some potential impacts with businesses in the project area, but there are no closures related to the SR 522/NE 145th BRT project.

We are committed to a transparent, detailed and fair discussion with anyone affected by our projects. The goal of the upcoming property owner outreach is to discuss potential impacts with property owners, answer questions, listen to property owner concerns and learn more about individual circumstances to inform our design.

Project timeline and connecting projects

The Sound Transit Board of Directors will identify the project to be built in mid-2020, and the design phase will continue into 2023. Construction is scheduled to begin as early as 2022, and the SR 522 / NE 145th BRT will begin serving riders in 2024.

The SR 522 / NE 145th BRT service along I-405 will connect at the SR 522 / I-405 Transit Hub. I-405 BRT will serve riders from Lynnwood to Bellevue and Bellevue to Burien, with a transfer hub at the Bellevue Transit Center. Learn more about the I-405 BRT project and the proposed transit hubs.

Shoreline Math Olympiad is a go after worries about lack of volunteers

Coordinators for the Shoreline Math Olympiad sent out an urgent call for help when it appeared that they had important gaps in their volunteer team.

Coordinators were close to a decision point as to whether to move forward, or to cancel the event.

They sent out one last email, naming specific schools that did not have math coordinators on the planning team - and the volunteers stepped forward.

They have the planning team and school coordinators in place and will move forward.

This is a huge event, involving every public and private school in Shoreline / Lake Forest Park and they need a lot of volunteers. Check in with the math teachers or math coordinators at your local school to see how you can help.

Utility work on Northeast 155th Street



Beginning Monday, December 23rd, Sound Transit will be working on NE 155th east of the Interstate 5 underpass.

This work is part of Sound Transit's Lynnwood Link Extension Project to construct the guideway.
  • Work hours are generally from 7am to 10pm Monday to Friday. 
  • Work hours are 9am to 10pm on weekends if needed.
Traffic conditions will change daily. For live updates call Sound Transit's traffic hotline at 206-612-6209.

Here's what to expect:
  • Crews will be working on Northeast 155th Street to install utility lines. 
  • Pedestrian and bicycle access will remain open. 
  • During work hours expect delays. Work will require lanes closures with flaggers alternating traffic through the work zone and a full closures of NE 155th. Sound Transit suggest using signed detour routes to avoid heavy traffic. (see map)
  • Flaggers will be on site to direct traffic.
  • Travel lanes will re-open after construction work hours.
  • Sound Transit has coordinated with King County Metro, Shoreline School District, Shoreline Fire Department, and City of Shoreline to minimize construction impacts. 
  • Traffic updates will be provided for the day through Sound Transit's traffic hotline.
Phase 1 of the work is currently scheduled from December 23rd to January 5th to minimize impacts to the school district.
 
A second phase of work at 155th and I-5 is tentatively scheduled for February 2020 and will include additional lane closures and full closures.

The crew at Frank's Door Store decided to try something new this year by lighting the north end of their delivery store with a wall sized peace sign.

Frank's is located on 15th NE in North City. The delivery store is on the east side of 15th and the sign is best seen driving south on 15th NE and looking to the left.

Frank's also has announced a new Bargain Store, coming this spring. They have also decorated The Door Store and the site of the Bargain Store.

Other businesses have decorated so the North City Business District at NE 175th and 15th NE is quite festive.

The tree atop the North City Water tower can be seen for a long distance.

Trull, a freshman, scored the game-tying basket and hit a go-ahead free throw in the Thunderbirds’ 47-45 non-conference win over Kamiak on December 10. Trull finished with a team-high 13 points in the game.

She has been nominated as The Herald's Prep Athlete of the Week for Dec. 9-15. Vote here

Litigation between Ronald Wastewater District and Olympic View Water and Sewer District over Pt Wells to be reviewed by state Supreme Court

In 1985, the King County Superior Court entered an order stating that Point Wells was annexed to the corporate boundary of Ronald Wastewater District (“Ronald”).

Since that date, Ronald has been the only sewer district that actually provided sewer service to Point Wells, and Ronald remains the only sewer district with an approved comprehensive sewer plan to serve new development in Point Wells.

Despite the 1985 court order and the long history of planning and service confirming Ronald as the sewer provider to Point Wells, Division I of the Court of Appeals recently issued a decision holding that Ronald’s corporate boundary does not include Point Wells.

 Ronald and King County filed petitions for review asking the Supreme Court to review the Court of Appeals decision.

On December 4, 2019, the Supreme Court granted petitions from Ronald and King County and accepted review of the case.

The Supreme Court has summarized the legal issues in the case as follows:

“Whether a 1985 King County Superior Court order annexing an area in Snohomish County to the Ronald Wastewater District was void when issued on the basis that the court lacked subject matter jurisdiction or statutory authority to order the annexation.” 

 The Supreme Court will hear oral argument in the case on March 19, 2020.

WeatherWatcher: Big change to rain and wind on the way

A major weather pattern change is occurring Wednesday night and Thursday morning. An atmospheric river, better known as a Pineapple Express, is heading our way. This is looking like the most significant surge of rainfall we've had in a couple of years.

Light rain is falling in the area Wednesday night and Thursday morning. We may see a short break before the main events start moving in Thursday afternoon through Saturday evening.

Winds are expected to pick up as well, with gusts as high as 40 mph possible Thursday night into Friday.

Rains continue Friday, Friday night, Saturday, Saturday night, with the rain breaking up into showers late Saturday night or Sunday morning.

Total precipitation values by Sunday could be between 1.75 inches and 4 inches of rain, possibly more. Our average total monthly rainfall for December is 5.15 inches of rain so this is a pretty big event.

This is not exactly unusual, as these were common events in the late 90s and early 2000s. We've typically seen at least 1-2 of these events in any given winter season. Some years they produce several inches of rainfall, other years only about 1-2 inches of rainfall.

We start drying out Sunday through Christmas day, with just a chance of showers here and there. A white Christmas is not likely this year. Temperatures will be near 50°F for a high until Saturday, where we cool down to the mid-upper 40s for a high temperature. Lows will start creeping from the low 40s into the mid 30s again once we get through Saturday as well and into next week.

Today in historic weather: 29 years ago, on December 18, 1990, we had a strong arctic front with a convergence zone move through the area at about lunch time. This event was never forecasted, and was a complete surprise for the region. It brought over 8 inches of snow in about 30 minutes. Later in the evening thunder snow moved through Shoreline and power was out in many neighborhoods with strong north winds gusting over 40 mph.

When all was said and done around 12 inches of snow had fallen in the area and temperatures plummeted to the low 20's and upper teens. The snow and cold lasted well past Christmas Day that year, with another arctic blast hitting the region before New Year's.

It is from 6:30pm to 8:30pm in the Shorecrest Commons (the cafeteria in the main building) at Shorecrest High School 15343 25th Ave NE, Shoreline 98155.

We will have board games, arts and crafts, homework help, etc. We will provide snacks, but make sure your child has dinner outside of the babysitting night.

This scene is on 8th NE just north of NE 160th.

If you want to see Christmas lights, just go out and drive around. I've never seen so many displays. It seems like half of every block is dripping with lights. Many many yards have lights on every branch of every tree. The houses are strung with lights. I saw one this weekend that had strings of light a foot wide all along the front of the house. It looked like rows of frosting on Sweet Pearl cupcakes.

Make sure your house numbers are visible

In an emergency, every second counts. Be sure that emergency services, police, fire, medic, ambulance, and crime watch volunteers can read your house numbers.

This becomes even more crucial as the daylight hours decrease.

If emergency services cannot find your house number easily, it could slow response time.

In Lake Forest Park, the Municipal Code requires the owner, renter or occupant of an addressed building to maintain the address in a conspicuous place over or near the principal entrances.

The best numbers are:
  • Visible on the house and from the street.
  • Constructed using contrasting colors to distinguish the background and the numbers.
  • At least four inches tall.
  • Visible at night.

It will also help delivery drivers to get your packages to you.

The music of Tupelo celebrates the iconic sound of the 1970s Southern California rock and country rock scene ..... think the Eagles, Fleetwood Mac, Crosby, Stills and Nash, and Linda Ronstadt just to name a few. An evening with Tupelo includes both originals and classic covers that evoke the spirit of that golden era.

The band is based in Seattle, WA and has released two original CDs to date; Leaving Paradise and The Loneliest Ride

“Billy Stapleton’s Powerhouse” is a band made up of four top-notch NW musicians.
 
5 String Fretless Bassist and singer, Don Wilhelm, was Paul Allen’s touring bassist for 9 years and played all over the world. You may have seen him perform with the Daily Flash as well. No one plays bass or sings like Don.

On Drums, “The Kingsmen’s touring drummer and vocalist Steve Peterson, is simply one of the best you’ll ever see. Steve plays the perfect groove every single time.
 
On Lead vocals, the hardest working gal in show business, Annie Eastwood. Annie is the Songbird of the Northwest. She plays in multiple bands as do the other members but really gets to let loose with a different material in Powerhouse.
 
North West Blues Hall of Fame Guitarist, Billy Stapleton, rounds out the quartet. A versatile player that plays with “The Mark Dufresne Band,” “Little Bill and the Bluenotes” and does duets with Annie Eastwood. A multi-award winner on Lead and Slide Guitar, Billy always gives you 110%.
 
The band has been together for almost two years an is constantly adding new material. They play a wide range of styles, Blues Rock, Blues, Jazz, Latin, Ballads and Instrumentals. Their flights of improvisation thrown into the mix making them a favorite at the Monkey.

Chocolate dipped potato chips and food as gifts at Central Market


Central Market on the upper level of Shoreline Place, off Westminster Way, has a culinary resource center at the back of the produce section, where they have samples of recipes you can try that are made with food from the store.

This week's line up starts with chocolate dipped potato chips. Thursday and Friday's dishes come with recipes - just click the link.

The rest of the week is aimed at the holidays.

Monday and Tuesday are particularly interesting with selections of foods suitable as gifts. Perfect for people you don't know well or don't know what to buy for.
