Third Place Commons celebrates the generosity of neighbors

On Thursday, March 7th, a community of neighbors gathered at Third Place Commons for their annual fundraising breakfast and raised over $30,000 to support the Commons, more than 900 free events each year, and the LFP Farmers Market.

The morning began with wonderful music from the Milner Family Fiddles, a delicious breakfast courtesy of Honey Bear Bakery, and a fast-paced auction that got everyone going as their Victrola coffee kicked in.

During her talk, featured speaker Mónica Guzmán implored each of us to be what David Brooks called a “weaver” rather than a “ripper.” In a world that is often divided by conflicting perspectives and dug-in positions, weavers are those who seek to reinforce relationships, and through them cultivate a generous spirit with each other.

As Mónica observed, even when no other relationship exists, “if nothing else, we are neighbors.”

Following Mónica’s talk, emcee and Board Vice-Chair Casey Smirniotopoulos invited guests to make a gift of support, noting that “the warmth and welcome of this gathering space reflect the intention and vision of our founders and the ongoing commitment of a dedicated board of directors…

“And all of it reflects the countless staff hours of work to bring [hundreds of] events to life while fostering that spirit of camaraderie and connection.”

For the grand finale, Norman Lieberman, Chair of the Commons Board of Directors and Breakfast Committee, presented this year’s Friends of the Community Award to one of the organization’s founders, Anne Stadler.

When Anne accepted the award, she generously shared it with everyone in the room, acknowledging something essential – that the success of our shared Commons community depends on the engagement and contributions of each and every participant in the community.

In the end, the day was a terrific success and the board sends a big THANK YOU to everyone who joined in the fun and made gifts of support to this vital community nonprofit.

Plans for public works maintenance facilities to be displayed at open house Wednesday, Mar 20

Shoreline City Maintenance Facility Project Open House is Wednesday, March 20, 2019, 6:30 to 8:00pm at the North City Water District office 1519 NE 177th St.

Come learn more about plans to address the City’s maintenance facility needs and provide input on the preferred designs. If you are unable to attend the open house, you can find all the material on the City Maintenance Facility Project webpage. You can also provide feedback. The feedback page will remain open until March 22.

After listening to community concerns regarding impacts to Hamlin Park and doing a thorough analysis, we developed two alternatives that will have much less impact on Hamlin Park.

The new approaches would both minimize tree impacts; however, the preferred alternative (Scenario A) will impact the fewest number of trees even though it will require a small expansion of the Hamlin Yard site.

The Hamlin Yard expansion under Scenario A is also offset by a larger expansion of Brugger’s Bog Park into the North Maintenance Facility property. Scenario A provides the greatest and most efficient use of the Hamlin Yard property and best meets the needs of our maintenance crews while still limiting impacts to Hamlin Park.

Purpose of and need for the City Maintenance Facility Project

Since 1996, the City’s maintenance crews have shared space at Hamlin Park. This facility is called Hamlin Yard. Its main users are Parks and Public Works crews. Maintenance needs have grown over time, and Hamlin Yard can no longer serve these needs safely and efficiently. In 2015, we began to study building a new Public Works maintenance facility.

The location first chosen for building was the North Maintenance Facility property (19547 25th Ave. NE), which the City purchased in 2013. The study found that building a maintenance base at this property had higher cost and risk than the City was comfortable with.

After further Council discussion, we looked at ideas to use other properties for a maintenance base. Overall, we found that:

  • There isn’t a single City-owned site that would enable us to build a one large maintenance facility; and
  • It isn’t feasible to purchase new property to construct one, large facility.

How to address this need

Following the earlier studies, in 2017 the City Council asked staff to look at making the most of the three existing maintenance properties the City currently owns, plus the Ronald Wastewater District (RWD) property.

The RWD property is not owned by the City at this time but will be upon the completion of the City’s assumption of RWD. Property ownership is expected to transfer within the long-term timeframe of this project.

These four properties (below) will serve all facility needs for the City’s Public Works and Parks crews, including the new Grounds Maintenance crew, and the utilities crews.


Our analysis showed:

1.  Ronald Wastewater District site is best suited for the City's Wastewater and Surface Water Maintenance crews.

2.  Brightwater Portal site is best for snow/ice operations, fueling, vehicle wash, and sweeper decant/spoils.

3.  NMF site is best shared between multiple priority uses. These uses include expanding Brugger’s Bog Park and restoring Ballinger Creek. The back half of the NMF site is needed for City maintenance storage and parking needs.

4.  Hamlin Yard is the best location for a 20,000 square foot new building. This building would include Parks, Streets, and Grounds crew spaces and shops. This site would also have covered areas for priority vehicles, equipment, and storage.

We developed eight alternative layouts for Hamlin Yard and NMF sites. Our goal was to find the best overall configuration. One high priority was reducing tree impacts at Hamlin Yard. The preferred alternative that will be presented at the open house achieves those goals.

Shoreline dad has twins - and kidney dialysis

Imagine the joy of caring for twin toddlers – two sets of diapers, two napping routines, two energetic bodies exploring their world.

Now imagine being connected to a kidney dialysis machine four hours a day, five days a week – and still taking care of those little ones.

That’s the life of Shoreline resident Ryan Tibayan, a stay-at-home dad who cares for Kaila and Greyson, who will celebrate their first birthday March 14.

Ryan, a Blanchet High School graduate, developed diabetes in his 20s. As a result, he experienced kidney failure two years ago – requiring dialysis or a kidney transplant for survival. He is on the transplant waitlist.

“We found out we were having twins at our first ultrasound,” he said. 
“At first I was freaked out, but then I was ecstatic because I never thought we could have kids with my health problems.”

The twins’ birthday this year falls on World Kidney Day – a time to help the world understand how to prevent and treat kidney disease.

Diabetes and heart disease are key contributors to chronic kidney disease, which now affects 850 million people worldwide and is the 11th leading cause of global mortality.

Rather than undergoing kidney dialysis at a clinic, Ryan instead does it at home. There he has more control over the time and frequency of the treatments that remove water and waste from his body. Ryan was trained to do home dialysis by a nurse at Northwest Kidney Centers. It allows him to set his own dialysis schedule – around his child-rearing duties.

“Northwest Kidney Centers makes the transition (to dialysis) so much easier. They offer tons of classes to get you more comfortable with the situation – to have an idea what to expect,” Ryan said. “They give you the ability to reach out to someone already on dialysis so you can talk to someone who is going through the same things you’re going through.”

Dialysis at home is “way better than having to leave my kids three days a week four hours at a time for in-center dialysis,” Ryan said. “It allows me to not miss anything in my kids’ life. It’s on my schedule so I can do it whenever there’s time, like if they’re taking a nap.” He’s also able to be around when the kids need to be fed.

“I feel like you don’t have to let kidney disease or dialysis run your life. You can lead a pretty normal life if you want to,” said Ryan, who left his job as a computer assistant to stay at home with the kids while his wife Nicole works as a manager at Best Buy. 
“But you have to have a really strong support system to do that. My kids give me extra motivation to continue doing dialysis and my wife, who does my needle punctures even while working full time, plays a big role in my everyday health.”

Kidney disease affects one in 10 people. Those at highest risk include anyone with diabetes or high blood pressure, those who have a relative with kidney disease, those who are overweight or over age 60, those who are of African, Asian, Pacific Islander, Native American or Hispanic descent.

Anyone who is at risk is encouraged to talk to their doctor and get tested. Kidney health tests are simple and inexpensive: a blood test, urinalysis and blood pressure measurement. Other ways to keep kidneys healthy are to reduce salt in your diet, avoid overusing over-the-counter pain medications such as ibuprofen, and to stay fit.

Richmond Beach Blood Drive Saturday

Sure, it will be a gorgeous weekend, but Bloodworks Northwest is looking for 30 people to pause and donate in Richmond Beach on Saturday, March 16, 2019.

The bloodmobile will be in front of the Shoreline Fire Safety Center, at the corner of Richmond Beach Road and 20th Ave NW, open from 10am to noon and 1pm to 4pm.

Giving blood takes about 45 minutes from check-in to cookies, and it’s always kind of a neighborhood party in Richmond Beach.

Appointments are encouraged and can be made here. Walk-ups are welcome and needed, too! Shorewood High School students over 16 years and 125 lbs can donate, with parental permission, and earn an hour of community service credit. All donors need photo ID.

2019 “Shoreline Walks” Community Walking Program starts in April.


Mark your calendars. Saturday, April 6 is the first walk as part of Shoreline Walks, a free community walking program to help Shoreline adults stay active, meet new people (or connect with old friends), and feel safer and more confident exploring our city by foot.

Walks explore neighborhoods, parks, and trails offering great insight into some of the best walking routes in our City.

Specifically designed for adults ages 50+, but open to all ages and abilities, each walk is led by a Volunteer Walk Leader and all walks are free to the public. No need to sign up, just show up at the meetup location and join the group on a walk. Friendly leashed dogs are welcome to join.

Shoreline Walks is part of the City’s Healthy City initiative and is one of many efforts we are making to support a healthy community.

5th NE to close along Jackson Park Golf Course during Sound Transit construction



Starting as early as April 2019, the 5th Ave NE roadway between NE 130th Street and NE 145th St, along the Jackson Park Golf Course, will close so Sound Transit crews can begin construction of the elevated guideway for the Lynnwood Link light rail project.

The existing pedestrian trail which runs the perimeter of the golf course will remain open but northbound and southbound lanes will be closed to traffic.

Local access for the properties between NE 130th St and the south end of the golf course will be maintained.

Both NE 130th St and NE 145th St I-5 off-ramps will remain open.

The closure could happen as early as April 2019 or as late as the summer of 2022. The duration of closure will be for about 3 years and 3 months.

City and School District agree to a temporary construction easement at Hillwood Park for Einstein Middle School Construction Project

Construction has begun on the new Einstein Middle School
The Shoreline School District has started construction of the new Einstein Middle School. 

To assist with construction efforts, the City and the School District have agreed to a temporary construction easement that will allow the School District and its contractors to use a portion of Hillwood Park for storing construction materials and for placement of temporary construction offices.

The easement will last for 18 months and will include the tennis courts and approximately the northern half of the playfield. It will also include the area where restrooms are currently located. 

In consideration for the School District’s use of the Park, the School District has agreed to:
  • Provide temporary sanitation facilities while the restrooms are closed;
  • Rebuild the restroom facility with an emphasis on improving public safety and orienting access toward the center of the Park;
  • Construct a pervious asphalt path from the parking lot to the tennis courts;
  • Restore the surface of the tennis courts;
  • Restore all grass surface areas; and
  • Protect all trees and shrubs in the easement during the easement term.

The School District will also provide access to School District athletic fields for use by the Hillwood Soccer Association, Seattle Youth Soccer Association, and Shoreline Sports Club. 

These organizations are regular users of the fields at Hillwood Park.

The City and the School District believe this agreement is a benefit to both organizations, and, more importantly, to Shoreline taxpayers.

The Washington state House of Representatives just passed 86-12 the bill Gerry Pollet D-46 has been working on with the UW Faculty Senate, SEIU 925, both universities' administrations, AAUP and many faculty to add a nominee of the faculty senates to both Boards of Regents.

Now it will go to the Senate. The bill number is 1079 if you wish to contact Senators in support.

What could be more central to serving the mission of education and research than having a faculty member on the governing boards as an essential element of what is called "shared governance." 
This is long overdue. For many years, there has been a student appointed to the Board... but, not faculty.

The 46th legislative district includes Kenmore, Lake Forest Park, and northeast Seattle.

Three study items on the agenda for Monday's Shoreline City Council meeting

The Shoreline City Council March 18, 2019 meeting includes three Study Items.

1. Discussion of the 2019 Comprehensive Plan Amendment Docket

Amendment No. 1 (1517 and 1510 NE 170th Street Land Use and Zoning) - placing this amendment on the Docket does not approve a change in land use or zoning, but indicates that the Council would like staff to spend time analyzing the issue to develop a recommendation for the Planning Commission and Council’s consideration later this year.

Amendment No. 2 (Update Natural Environment Goal V) - If the work associated with this amendment aligns with Council’s adopted Greenhouse Gas Emission reduction targets, then it is likely that this amendment would not significantly change future work plans and resource demands.

New Requested Amendment (Fircrest Campus Excess Property Land Use and Zoning) - If added to the Docket by the Council, this amendment will require staff time from several departments. Docketing this amendment would likely require adjustments to the City’s 2019/2020 Work Plan. Consultants are needed to complete environmental and traffic studies.The State has indicated that they will transmit up to five (5) acres of property to the City for community recreation / open space needs.


2. Discussion of Amendment # 1 to the City’s 2017 – 2027 Comprehensive Garbage, Recyclables, and Compostables Collection Contract with Recology CleanScapes Inc. and Proposed Ordinance No. 858 Amending SMC 3.01.500 Solid Waste Rate Schedule to Reflect the Amendment to the Contract with Recology CleanScapes Inc.

This meeting will provide an opportunity for the City Council to review proposed changes to Recology Cleanscape’s Collection Contract and proposed Ordinance No. 858 amending the Solid Waste Rate Schedule and ask specific questions and provide staff direction.

3. Discussion of Ordinance No. 857 Adopting Permanent Plat Alteration Regulations

On December 10, 2018, the City Council adopted Ordinance No. 849 establishing “interim” regulations for the alteration of plats (subdivision) as authorized by state law (RCW 35A.63.220 and RCW 36.70A.390.) The regulations are effective for six (6) months. Subsequently, staff commenced the process to adopt permanent regulations for the alteration of plats. The City Council will be presented with these regulations as recommended by the Planning Commission for discussion.

The meetings are held in the Council Chamber at Shoreline City Hall, 17500 Midvale Ave N, 98133.

The Folk Voice band play on Friday, March 15 for a special dance, free of charge and geared toward beginners, with lots of fun activities planned!

Buckle up and get ready for Finnish fun as Katrilli Finnish Folk Dancers bring us the St. Urho party, with music by Folk Voice. Katrilli members will teach Finnish dances before the party, so make sure to arrive by 7:30pm. 

The evening will feature lots of mixers and dances that newcomers will be able to do. 

Get in the spirit of the evening by wearing purple and green. 

Admission for this dance will be free. Class, 7:30pm; dance, 8:30–11pm.

Kellogg Knights wrestling take on the league champion at home meet

The Kellogg Middle School Knights had their first home meet of the season on Tuesday as they hosted the reigning league champion Evergreen Timberwolves from Everett.

With a pair of close wins and a pair of forfeits Evergreen jumped out to an early 21-6 lead. At 108 pounds Knights' wrestler Porter Lewis continued his hot start to the season and stayed undefeated by pinning his opponent in just 43 seconds.

Two matches later, Kellogg’s Peter Grimm picked up a pin of his own, in 47 seconds, to also stay undefeated. After a win by Matthew Curtis at 133 pounds the Knights had narrowed the team score to 33-30. Evergreen took a forfeit at 140 pounds to start a 21-0 run of their own.

Pins by Kellogg’s Ryder Baldwin and Ramy Abdalla at 178 and 188 pounds electrified the crowd, but proved to be too little, too late as Evergreen pulled away for a 72-42 team win.

Kellogg wrestles next on Thursday, March 14th at home in a double dual against Eisenhower and Gateway. Wrestling begins at 4pm.

Mountains to Sound Greenway now a National Heritage Area

National Heritage Area - Mountains to Sound Greenway

After eight years of tireless advocacy, the Mountains to Sound Greenway has become our nation’s newest National Heritage Area (NHA).

The Mountains to Sound Greenway National Heritage Area proudly joins 54 other NHA sites in 32 states, including iconic and historic landscapes such as New York’s Niagara Falls, Mississippi’s Gulf Coast, and North Carolina’s Blue Ridge National Heritage Area. National Heritage Areas are places designated by Congress where historic, cultural, and natural resources combine to form cohesive, nationally important landscapes.

As our communities undergo massive growth, this designation gifts us new opportunities to more effectively conserve natural resources, protect our cultural heritage, and contribute to the economic vitality of the region. Specifically, it will help us to:
  • Amplify our rich history and natural heritage on a national stage
  • Increase visibility for the Greenway’s communities through an enhanced sense of place and importance
  • Encourage ecological restoration across multiple jurisdictions and watersheds
  • Grow funding opportunities through private and public partnerships
  • Promote regional tourism and attract new economic opportunities

The NHA designation is not only a win for our state but will also allow the Greenway to serve as a national model for collaborative conservation. It is a creative, non-regulatory approach to conservation that is rooted in cooperation among tribal, federal, state, and municipal agencies, and local residents.

Both Shoreline and Lake Forest Park are fully within the Greenway, thanks to the efforts of Shoreline Councilmembers Will Hall and Keith McGlashan and former LFP Mayor Mary Jane Goss in 2010.

Fewer than a dozen people attend information meeting about construction issues near Einstein

The social media site NextDoor had a lively discussion about problems at Einstein Middle School regarding the remodel and Hillwood Park adjacent.

The School District and Hoffman Construction scheduled a neighborhood meeting to address the concerns. Letters were mailed out by the School District and notices were posted on NextDoor and Facebook by the Hillwood Neighborhood Association.

Fewer than a dozen people attended the meeting.

One of the concerns was the 60-70 contractor personal vehicles that have to rely on street parking. The contractor tried to work with Calvin Presbyterian Church to use their lot for parking but ran into problems since it is a nonprofit.

Call the Einstein School Construction Hotline 206-212-0554 for noise complaints, excessive litter or construction debris, illegal parking in neighborhoods (blocking driveways, mailboxes or fire hydrants) suspicious behavior around project site or storage areas, or recurring traffic violations.

Working with acrylic paints on artist's canvas, you'll enjoy painting the bright hues and rich contrasts that this unique landscape affords. Shoreline Community College has two first-rate choirs; the Chamber Chorale, and the more selective Shoreline Singers. Choral Director Evan Norberg schedules auditions at the beginning of each Quarter.

Chamber Chorale

The Chamber Chorale is a group of 30-40 singers that performs primarily Classical literature, often with orchestra. Directed by Evan Norberg, the Chamber Chorale tours every year and performs their own concerts in Fall and Spring quarters. During the Winter quarter, chorale members are the opera chorus for the Opera Workshop productions.

Shoreline Singers

The Shoreline Singers is a classical ensemble made up of students with past choir experience. Styles range from renaissance to contemporary music, jazz, spirituals, and pop. Students continue their education with top notch voice instructors here at Shoreline Community College and explore advanced skills related to tone, resonance, blend, and balance while learning about the various styles.

All new and returning students interested in joining Shoreline Singers must audition. Interested students should either download the audition packet or pick one up in the lobby in Music Building 800. For more information, contact Choir Director, Evan Norberg, at enorberg@shoreline.edu.
