Dembowski statement on Supreme Court Crisis Pregnancy Center ruling

Wednesday, June 27, 2018

King County Councilmember
Rod Dembowski
In 2017, the King County Board of Health took steps to inform visitors to Crisis Pregnancy Centers (“CPCs”) about the limited nature of the services the centers offer and provide.

The Rule and Regulation adopted by the Board (No. BOH17-04.2) requires CPCs to post a notice on-site and in their advertising stating “This facility is not a health care facility.”

King County Board of Health Chair Rod Dembowski released the following statement today regarding the United States Supreme Court decision on the California FACT Act in the case of the National Institute of Family and Life Advocates v. Becerra:

“Today’s Supreme Court ruling is an unfortunate step backward for women’s reproductive health care in America. Limiting information and enabling misleading practices in the reproductive health field puts women at risk.
“When I authored King County’s crisis pregnancy centers notice requirements, I worked with our legal team to carefully tailor our regulation to ensure compliance with the Constitution. We paid close attention to the California law and the legal challenges to it and similar laws around the country. We intentionally crafted King County’s rule to be less broad than the California FACT Act disclosure requirements, while still ensuring that women who are or may be pregnant understand that limited service pregnancy centers are not health care facilities.
“The Supreme Court made clear in their decision today that they “express[ed] no view on the legality of a similar disclosure requirement that is better supported or less burdensome.” NIFLA v. Becerra at 20.
"King County’s Rule and Regulation is both better supported and less burdensome. It was based on a strong and extensive factual record showing the confusing practices and adverse impacts to women in King County. The Board of Health adopted strong and detailed findings to support the rule after hearing extensive oral and written testimony. In addition, our rule is less burdensome than the California rule struck down by the Court today.
“I am reviewing the Court’s decision with our legal team. If we need to fine tune the particulars of the form of the disclosure, we will do so. Regardless, I am optimistic that the County’s more narrow regulation that was supported with a strong factual record is constitutional and will remain in place.
"I will fight to protect this critical public health notice that offers essential information for women in King County such that they have an understanding of the types of services they may or may not receive when walking into a crisis pregnancy center.”

Council proclaims July Parks, Recreation and Cultural Services Month in Shoreline

Swingin' Summer Eve at Cromwell Park
Summer is here, which means it is time to get out and discover the great things happening at your local parks and recreation centers.

This July, explore the “undiscovered” roles of local parks and recreation as we celebrate Parks, Recreation and Cultural Services Month in Shoreline.

A variety of fun activities are available for residents of all ages and abilities — including Swingin’ Summer Eve at Cromwell Park on July 18, the Noon Concert Series every Tuesday at parks throughout the city, Shakespeare in the Park at Richmond Beach Community Park on July 25th, urban forest restoration events, low tide beach walks, and so much more.

Shoreline is celebrating Parks, Recreation, and Cultural Services Month as part of an initiative of the National Recreation and Park Association (NRPA). Playgrounds, sports leagues, and summer camps are just a few of the things that come to mind when we think of parks and recreation. But, parks and recreation is so much more than that.

Shoreline Walks - in Hamlin Park

During the month of July, discover all the ways parks and recreation can improve the quality of life, like restoring the urban forest to improve habitat and tree canopy, walking programs for active adults that encourage community-based exercise, outdoor education programs at Kruckeberg Botanic Garden, summer trips and hikes, and more.

NRPA encourages people that support parks and recreation to share why they think it is important to explore and discover all of what Shoreline’s Parks, Recreation and Cultural Services has to offer with the hashtag #DiscoverJuly.

For more information about Parks, Recreation and Cultural Services events and activities visit Shoreline’s Community Events Calendar at shorelinewa.gov/calendar.

A commercial building and a house north of the existing station will eventually be demolished to make way for the new fire station.

The fire department will be using the house for firefighting practice from Wednesday through Saturday.

They will be burning pallets inside, rather than the house itself, so the smoke should be minimal.

This was a free demo in how to make paper

Photos by Steven H. Robinson

The Shoreline-Lake Forest Park Arts Council would like to give a big thank you to everyone who came out to take pART in the 28th Annual Shoreline Arts Festival.

At the Korea cultural room

It was an amazing turnout of local art and talented artists from around the northwest.

There were rooms full of art

We had some beautiful weather this year, especially on Sunday.

This extraordinary celebration of our community’s dedication to creativity is made possible year after year by an amazing group of Festival Committee members, volunteers, staff, sponsors, donors, and members, who the Arts Council is immensely and forever grateful for. Thank you!

Businesses are open in Parkwood Plaza

Facade is on the building at Parkwood Plaza

By Steven H. Robinson

All businesses are open during the remodel to the facades of the Parkwood Plaza mall.

The Sherwin-Williams, Whistle Workwear, Mediterranean Bakery and Market, and JoAnn's facades are done except for new signage.

The second phase of Iora Health, Pho Restaurant, Philippine American Market, Acupuncture Clinic, the Martial Arts dojo and Arcane Comics has started. Those businesses will remain open but with disruption to the parking spaces in front.

Phase three will move to Aurora Prints and the Korean BBQ Restaurant when phase two is complete.

Phase four, Starbucks is now being excavated. The prep work for the foundation is in progress. The exterior work for phases 1-3 will look similar to the Safeway remodel that was done a few years ago making the Parkwood Plaza have a consistent appearance.

Businesses always suffer during construction. Shoppers are encouraged to continue to patronize these stores and keep them healthy financially during this disruption.

Make Music Day in North City brings a musical community together

Nathan Jensen played a medley of songs
Shoreline's first annual Make Music Day celebration went very well with an enthusiastic turnout of local musicians and music lovers.

The weather cooperated nicely and the sun lingered high in the sky on the longest day of the year to illuminate the celebration and warm the gathered in musical community, outdoors in the parking lot of Shoreline Music School at 1240 NE 175th Street.

The musical performers included Alan, Forest and Jason of Shoreline’s Acoustic Folk Band Banjo Creek. Shoreline’s multi-talented Nathan Jensen played a medley of songs on accordion.

Leland Huff played his penny whistle, and Nick Ryder his ukulele while he sang a wonderful rendition of Israel Kamakawiwo'ole's Over The Rainbow and What A Wonderful World.

Elizabeth Chayer and Andy Chayer
led the crowd in sing a longs
Elizabeth Chayer, Co-Founder and director of Shoreline Music School and American Dance Institute Shoreline and her son, Andy, played guitar and mandolin respectively and led the crowd in a number of classic sing alongs including Bob Dylan, The Beatles, and John Denver.

The open mic portion featured Shoreline's Marilu Saunders on the Soprano Recorder, Stan Rawlins, visiting from Yuma, AZ, on the Harmonica and Marja and husband Warren Murray sang their original song entitled Lopez Island. Warren then played his acoustic and dobro guitars, harmonica, and sang a blues medley that timed traveled this listener back to 1920's Blues America.

Alex Maloy, a popular guitar teacher at Shoreline Music School, fascinated the audience with a multi faceted demonstration of the bass guitar.

Nick Ryder and his ukelele
Special thanks goes out to long time Shoreline business owners Alex and Theresa Molnar for opening up their building's parking lot for the event, and the staff of Shoreline Music School for their help including organizer and Director of Education Erin Howard and dance instructor and administrative assistant Dakota Krist who led the children in movement activities while their parents enjoyed the music.

Held annually on June 21, Make Music Day is part of the international Fête de la Musique, taking place in 800 cities across 120 countries.

The daylong, musical free-for-all celebrates music in all its forms, encouraging people to band together and play in free public concerts. This year, more than 65 U.S. cities are organizing Make Music Day celebrations, encompassing thousands of concerts nationwide.

Shoreline Music School opened its doors in Shoreline’s North City neighborhood on May 1, 2018. “We offer serious music instruction for Shoreline area students in a school culture that is fun, friendly, and devoted to community. Our June heatwave which brought us high temperatures into the 90's has passed. The heatwave was caused by a typical pattern that can occur between May and September where a ridge of high pressure forms along the west coast, generating an off-shore flow (winds from the north and east).

Here's the temperature graph for the month compared to the average of my station here in Shoreline:

Despite the warm weather we are still above average for rainfall so far this month.

Forecast: We are returning to our regularly scheduled June Gloom type weather pattern. Sunday morning will likely start out with low clouds clearing to mostly sunny skies and highs in the low 70's.

Monday and beyond we are looking at clouds and sun at times with the chance of showers throughout the entire week and next weekend. Highs will range in the low 70's with lows averaging around 50-55°F.

Longer range shows the weather will warm slightly and dry out after next weekend.
