Sound Transit prepares to move forward with Bus Rapid Transit projects

Friday, February 23, 2018

The Sound Transit Board approved consultant contracts for the I-405 and SR 522 bus rapid transit (BRT) projects that will start the first phase of project development.

These BRT lines will provide fast, reliable service to people along the I-405 and SR 522 corridors, with connections to Link light rail in Lynnwood, Shoreline, Bellevue and Tukwila.

“Kenmore and the communities north of Lake Washington along SR 522 and SR 523 have worked together with Sound Transit to address the need for fast, frequent connections to locations throughout the region where our residents work, play and go to school,” said Sound Transit Boardmember and Kenmore Mayor David Baker. “We’re excited to get started on the work that will bring the benefits of BRT to our area.”

The Board Capital Committee approved a contract with David Evans and Associates, Inc. for $2,750,000 for consulting services for the first phase of the SR 522 BRT project at its Feb. 8 meeting.

BRT is a new high-capacity transit service that utilizes features such as specialized buses with multiple doors for fast entry and exit; platform-level boarding; and off-board fare payment, as well as new bus lanes and transit priority improvements, to provide fast, frequent and reliable service similar to rail on rubber tires.

Funding for the I-405 BRT and SR 522 BRT projects was approved by voters in 2016 as part of the Sound Transit 3 Plan. The two lines will connect 11 cities serving 20 BRT stations with new and expanded parking facilities and transit centers; a dedicated bus fleet, and a new bus operations and maintenance facility.

The first phase of project development will run through 2018. Staff will review the assumed routes and configurations in the ST3 Plan, known as the representative projects, and further refine the specific route, station locations, and other project elements based on additional public engagement and technical analysis.

In early 2019, the Sound Transit Board will be asked to identify a preferred alternative for both the SR 522 and I-405 project corridors, which will be followed by conceptual engineering and environmental review. In 2020, the Board will select the projects to be built after completion of environmental review. Preliminary engineering, final design and construction will follow, and service is scheduled to start in 2024.

The eight-mile SR 522 BRT route will serve the growing North Lake Washington communities with a range of enhancements to provide fast connections to Link light rail at Shoreline South / NE 145th and BRT on I-405. The project includes nine stations with additional parking at Lake Forest Park, Kenmore and Bothell; and an expanded transit center at UW Bothell.

Riders will be able to reliably travel from Lake Forest Park to downtown Seattle in 38 minutes via BRT and light rail from the future Shoreline South Link station when BRT starts service in 2024.

Sound Transit will host public involvement opportunities in 2018 to discuss project elements including BRT stations, bus operations and maintenance facility, parking facilities, transit centers, roadway improvements, and branding. More information will be made available via project alerts.

Cold weather prevailed and snow put a light cover over the area during the early hours Thursday. It was still cold in the morning and traffic was slow.

More cold weather and snow is predicted (see WeatherWatcher), but spring shoots are still growing.

Shoreline Children's Center closed Thursday

Correction: we published a story on Thursday that said that schools were closed because of weather. That was incorrect.

The schools are closed all week for mid-winter break. The Children's Center has been open, but closed today. Apparently we're not on the list for the normal school district alerts, but did receive today's alert, which was meant to tell parents about the Children's Center closing.

Parents would understand the schools being closed was not new news, but the message was too cryptic for us!

Thanks to the readers who let us know.

Microsoft contributes to nonprofits and causes

Thursday, February 22, 2018

Mary Snapp, Head of Microsoft Philanthropies, reported on the company’s contributions to nonprofits and other causes in 2017.

Her annual letter covers the expansion of the company’s program to teach computer science in U.S. high schools part of the company’s YouthSpark initiative – Microsoft’s $25 million investment in a program that helps connect American workers to well-paying “middle-skill” jobs, and the company’s record-setting employee giving results.

Here are some of the highlights from the last year:
  • Employee giving – US employees raised a record $156 million through Microsoft’s Employee Giving Program, which matches cash contributions and pays nonprofits $25 for each hour an employee volunteers (up to $15,000 per employee). Employees were especially engaged in giving around natural disasters, contributing $3.7 million to support disaster recovery work around the world.
  • TEALS expansion – In 2017, Microsoft Philanthropies’ TEALS program provided 1,050 volunteers to teach computer science to more than 12,000 students in 348 US high schools – doubling the number of schools and students compared to two years ago.
  • YouthSpark – The global YouthSpark program has helped 3 million young people learn about computer science. Reaching 60 countries and training 200,000 teachers, 80 percent of participating students are from underserved communities, and half are girls.
  • Employment skills in the United States – In 2017, Microsoft made its biggest single investment in a nonprofit – $25 million over three years – to support of the Markle foundation’s Skillful initiative, which creates workforce centers to reskill America’s workforce.

WeatherWatcher: Parade of Winter Storms Update

I wanted to get in a quick update on the winter storm threats for Friday afternoon and into next week. We have a stronger and wetter storm coming from Alaska, set to arrive Friday around noon time. This storm is also a little warmer than our previous two systems and it is believed it may warm up just barely enough to have rain mix in by midnight Friday night.

At present, and models are inconsistent so this may change, about 1-2 inches of snow is possible in the Shoreline and Lake Forest Park areas by Friday evening. If your commute takes you from the south of Shoreline such as Seattle, there is less snow expected there, around 1 inch. Coming from the north say Lynnwood or Everett, you may see up to 4 inches in your commute. No additional accumulations are expected after 6pm.

We have another few storms moving through Saturday evening and Sunday, as well as a couple more next week as far as models are concerned. All of these appear to be cold enough to be rain and snow mixed, or snow.

To complicate things more, several convergence zone events are in the forecast as each storm passes from Friday through Sunday night. These are not easy events for models to forecast because of their small size relative to normal weather systems.

With our current temperatures and even slightly warmer temperatures, it will still be cold enough for a convergence zone event to dump snow. This can happen even if it is raining in other areas such as Seattle or Lynnwood and can really catch you off guard in a commute. In the event that a convergence zone forms and if it forms over Shoreline and Lake Forest Park we could see a dumping of anywhere between 3-7 inches or more, depending on how strong the convergence zone gets.

This forecast could change suddenly, so I'll try to keep updated here as often as I can. For more rapid updates you may want to follow my twitter feed @SWeatherWatcher.  I'll post any winter weather advisories, watches or warnings there as well as soon as I see them.

UPDATE: House fire in Lake Forest Park

Thankfully, no one was home at this fire in Lake Forest Park Thursday afternoon around 4pm.

Northshore Fire crews from Station 51 and Station 57 in Lake Forest Park and Kenmore responded, and were still mopping up hot spots an hour later.

The house is in the 17000 block of Brookside Blvd.

There were no reports of injuries.

Brookside Blvd was blocked until 8:30pm. Fire trucks will be there through the night, however the road is open. Because of the freezing temps and all the water, it may be slick. Public Works has treated the road, but drivers are warned to be careful.

Story was updated 2-22-18 10pm

UPDATE: The King County Fire Investigators are ruling it accidental and have determined that the oil furnace malfunctioned. Crews did hold the scene overnight, but that was due to keeping the scene secure. The Investigator didn’t have adequate lighting that evening and couldn’t determine it was structurally safe to enter until there was daylight available.

Music4Life receives "Friend of Music Award"

Music4Life™ has received the coveted “Friend of Music Award” from the Washington Music Educators Association (WMEA). The award was presented upon nomination by the the WMEA’s Sno-King Region and by Immediate Past WMEA President Scott Barnes of Edmonds Public Schools.

“This award recognizes … an organization that has distinguished themselves by supporting music education in a significant way,” Barnes says.
“You are a most deserving recipient of this recognition … Thank you for helping to make a difference in the lives of students through music education.”

It’s the second time in five years that Music4Life has received the award. The WMEA is comprised of music teachers at secondary schools, colleges and universities from throughout the state of Washington.

Music4Life provides musical instruments to participating schools for students in need. The Seattle-based non-profit acquires instruments from adults who no longer need them, gets them repaired (if possible) and then provides them to participating public school districts for use by students in need.

Music4Life operates programs supporting Bremerton, Edmonds, Everett, Highline, Mukilteo, Northshore, Seattle and Shoreline Public Schools. The program acquires used instruments from those who understand that their highest and best use is to put them back into play. Music4Life also accepts donations to help pay for instrument repairs.

“The sole purpose of Music4life is to help families across the very first barrier they encounter, the acquisition of the musical instrument in the first place,” says Music4Life Co-Founder / President David Endicott.
“Even in today’s recovering economy, many families can’t even afford to rent a musical instrument. In our minds, it’s as much an educational program as it is an instrumental music program.”

Music4Life enjoys the support of notable music advocates and other community leaders. Gerard Schwarz, world-renowned conductor laureate of the Seattle Symphony Orchestra, has endorsed the program, saying,

“This wonderful program begins with children in elementary school at a time when, if they’re interested and talented in any way, they have the greatest chance of success. Many people tell me of the impact that direct knowledge of instrumental music has had on their lives. We intend to give this advantage to all our children.”

Music4Life™ is supported in part by grants from First Choice Health; 4Culture (formerly the Seattle-King County Arts Commission); the Knossos Foundation; the Hazel Miller Foundation; various local Rotary, Lions and Kiwanis clubs; the Highline Schools Foundation; as well as by the law firm of Garvey Schubert Barer; Seattle Symphony Orchestra; the Seattle Folklife Festival; Rafael Carrabba Violins; Lamar Advertising; Encore Media Group; GMA Research; Cascade Symphony Orchestra; Randy Oxford Entertainment; the Stacy Jones Band; the Edmonds Center for the Arts; Kennelly Keys Music stores; Hammond Ashley Violins in Issaquah; Ted Brown Music; Bischofberger Violins; Olsen Violins; InMove.com and others.

WeatherWatcher: Winter Freeze continues

After a morning low temperature of 22°F, a weak weather system has brought some light snow to Shoreline and Lake Forest Park as the arctic air holds its grip over the region. Most reports in exposed areas near hilltops have up to 1 inch of snow accumulation throughout Shoreline; other areas are a dusting to a half inch.

Forecast: Snow is expected to end by midnight, with generally about an inch or less expected as a total from this system. Temperatures will remain cold, lows Wednesday night into Thursday morning are expected to be in the mid 20's with clearing skies.

Thursday is expected to be sunny with highs reaching the mid-30's. Thursday evening is another cold one in the 20's.

Friday there is a new storm moving in, much stronger this time. Snow is expected to start in the afternoon and last into the evening. It may mix with rain or change over to rain after midnight. Winds are expected to pick up as well, with gusts possible to 45mph. Temperatures will be reaching the mid-30's once again.

Saturday the threat of snow returns to the forecast with more rain or snow likely. This is generally the forecast through Tuesday night. The models have been very inconsistent on this being a warm up to rain only or being snow only, which is why most forecasts now are calling for both.

No advisories or warnings have been issued at this time but I expect Friday to be a day where we could potentially get a winter weather advisory or warning issued as this next storm approaches.

For those curious on how unusually cold this second half of February has been, below is the daily high and low temperatures compared to average. Our high temperatures are near the normal low temperature for this time of year.

Long range forecasts indicate that this cold wet pattern trend could continue into the second week of March.

Salmonella: don't kiss your chicken

Buff Orphington chicken
Photo by Elias Gayles in Creative Commons
Nationally, 2017 had more Salmonella cases linked to backyard poultry than ever recorded by the U.S. Centers for Disease Control and Prevention. Federal health officials tracked 1,120 cases involving 48 states and D.C.

In Washington, 23 cases associated with this outbreak were reported to state health officials.

This is more than double the number of cases of Salmonella associated with backyard poultry outbreaks in the previous two years combined.

Salmonella can cause serious illness. You can get the infection from a variety of sources, including eating contaminated food or drinking water, touching infected animals and not washing your hands. While anyone can get a Salmonella infection, children are especially at risk of illness because they are less likely to wash their hands and have more frequent hand-to-mouth contact than adults.

Owning backyard poultry can be a great experience. Anyone looking to restock or start their backyard flocks this spring should keep the following tips in mind:
  • Always wash hands with soap and water right after touching live poultry or anything in the area where they live and roam. Even healthy-looking chickens, ducks, geese, and turkeys can carry the Salmonella bacteria.
  • Don’t snuggle or kiss live poultry or allow them in family living spaces.
  • Adults should supervise young children when handling live poultry.

For more information on safe live poultry handling and the health risks associated with Salmonella, visit the DOH website.

Hearing on Cluster Housing on Thursday in LFP during Council meeting

LFP City Hall
Thursday, February 22, 2018, as the first agenda item on the regular council meeting, there will be a Public Hearing regarding Ordinance 1173 enacting a Moratorium on Permits for Conservation Cluster Housing

See previous article

Conservation cluster housing was adopted in January of 2017 as a part of the City’s commitment to single family cluster and cottage housing as a low impact development strategy to reduce native vegetation loss and minimize encroachment of critical area buffers.

The development proposal submitted pursuant to the revised code is not meeting the intent and outcome desired when the City Council adopted conservation cluster housing development regulations.

The Council enacted a 90 day moratorium prohibiting the acceptance of applications for conservation cluster housing. State law requires that Council hold a public hearing within sixty (60) days of the adoption of a moratorium ordinance.

This hearing will give the public an opportunity to express concerns about or support for the moratorium and provide input on possible amendments to the conservation cluster housing code provisions. If the Council formally considers an ordinance making changes to Section 18.54.042 LFPMC, at least one more public hearing will be held prior to its adoption.

The regular council meeting will continue after the hearing.

7pm Thursday, February 22, 2018, LFP City Hall Council Chambers, 17425 Ballinger Way NE

Summer jobs for teens with the Ecology Youth Corps

Applications now being accepted for teens ages 14-17

This summer, more than 300 teenagers throughout Washington will hit the road to pick up litter and protect the environment with the Ecology Youth Corps.

In 2017, EYC crews cleaned more than 5,000 miles of roads and picked up more than 1.1 million pounds of litter.

“The Ecology Youth Corps is a terrific first job for young people, and it’s a way they can give back by protecting the environment in their communities,” said Peter Christiansen, who oversees EYC for the Washington Department of Ecology.

Applications are now being accepted for summer EYC work. You can apply online and also find schedules, crew locations and other information here. Applications are due by early April.

Those chosen will typically work on a crew near their home, earning $11.50 per hour for a four-week session in either early or late summer. EYC has more than 30 crews across the state, so most young people will be able to begin and end their day at a location near their home.

King County sues federal government to restore funding for science-based teen pregnancy prevention

King County is challenging a U.S. Department of Health and Human Services decision to cancel federal teen pregnancy prevention grants that fund sexual health education developed by Public Health - Seattle and King County.

The lawsuit is part of a national effort to push back against the politicization of public health initiatives.

A lawsuit filed in U.S. District Court requests an injunction to block the administration from terminating the federal Teen Pregnancy Prevention grants two years early – and to restrain federal officials from applying an ideological bias to deny science-based projects that have been rigorously vetted and already funded by Congress.

“The Trump administration had no legal right to eliminate the teen pregnancy prevention grants and block us from completing our research,” said Executive Constantine.

“King County created FLASH, one of the most respected sexual health education programs in the nation. Pulling back the funding completely disregards science and evidence in favor of right-wing ideology that is out of touch with reality. We are fighting back to protect women’s and young people’s health, and to continue effective programs that meet our common goals.”

Ragnar Run 2018 - Blaine to Langley

The Richmond Beach Running Club says it's time to start 2018 Ragnar plans. Last year, they fielded three teams and they hope to repeat that again.

If you have never run Ragnar, it is 24 hours of running fun, team camaraderie, and sleep deprivation (in a good way). Each person runs three legs, each one ranging from 2-10 miles and a total mileage of 10-21 miles.

Anyone interested in Ragnar is invited to join the RBRC on Sunday, March 18th, from 3:00 to 4:00pm at Salish Sea Brewing in downtown Edmonds, 518 Dayton St #104, Edmonds 98020.

On the 18th, we'll share Ragnar basics, discuss price, and select team captains. You do not have to commit to anything on the 18th, so don't worry. Just come on out to learn more.

If you cannot make this meeting, but are interested in joining Ragnar, email for information.

25th Annual Rampathon®: Now accepting free mobility ramp applications for families struggling with mobility

Irons Brothers construction crew volunteer
at the 2017 Rampathon

The Master Builders Association of King and Snohomish Counties (MBAKS), through its Rampathon® program, is now accepting applications for free wheelchair access ramps for families struggling with mobility within their home and from nonprofit organizations whose clients or residents struggle with mobility.

We are looking to make our 25th year the biggest Rampathon event EVER!

For 25 years, MBAKS members and community volunteers head to home sites throughout King and Snohomish counties to build ramps during the month of May, for free, because our neighbors in need deserve the same freedoms we have.

The crew from Ashworth Homes builds a
Shoreline ramp during the 2017 Rampathon

MBAKS is proud to help local veterans, children in need, and elderly community members become more mobile and independent.

Rampathon is about helping people and families with mobility issues. Our and our members’ goal is to positively change lives.

Although Rampathon doesn’t occur until May, we are accepting applications from families and organizations in King and Snohomish counties through March 1.

We want to get the word out and help more families who are struggling with mobility.
