Seattle Times: Fircrest School fails Federal audit

Fircrest School Administration
and Health Services building
According to our news partner The Seattle Times, Federal inspectors found that required improvements at Fircrest School in Shoreline and Rainier School in Buckley have not taken place.

According to DSHS, federal Medicaid auditors stopped paying for new admissions to the institutions after routine inspections in August 2016.
Auditors cited Fircrest School for failing to provide active treatment of residents and gave the institution a year to comply with federal rules. They returned last September and found the problems had not been fixed.

They have informed the school that they have a year to be in compliance. If they fail the next inspection they will lose their certification and Federal Medicaid funds will be cut off.

DSHS, which has jurisdiction over Fircrest, is optimistic that additional staff called for in the Governor's two-year budget will solve the problems and meet federal requirements.

Fircrest is located south of Hamlin Park at 15230 15th Ave NE, Shoreline 98155. It is a residential rehabilitation center for severely disabled children and adults. It is owned by the state and managed by the Department of Health and Human Services.

UPDATE 10pm: all lanes of southbound I-5 have been opened.

UPDATE 5pm: Two lanes of southbound I-5 are now open.

Two lanes of southbound I-5 in DuPont reopened at about 5pm today. The Mounts Road off-ramp will also reopen. The speed limit will be 45 mph through the area for safety.

The right lane will remain closed while we continue to make repairs and hope to have it open by Thursday morning.

Please be cautious once the highway reopens. We often see collisions in reopening situations and that would obviously impact traffic. Work together and be patient.

We appreciate everyone's patience as we've worked to get I-5 back open.

Shoreline Police: How to avoid package thieves

Shoreline Police offer this advice for citizens as the best prevention and advice for avoiding package theft.

1) If you have a neighbor that you know stays home, ask them to keep an eye out for your package. Have them pick it up when it arrives.

2) Track your package online so you know exactly when it will be there. Many carriers offer text alerts for package delivery.

3) Have high dollar value items require a signature.

4) Make use of alternate controlled, delivery sites or “lockers” if possible. Amazon offers their Amazon Locker locations that are all over the greater Puget Sound region. Fed-Ex and UPS both offer package re-direction, alternate address delivery, or in store pick-up (UPS locations).

5) If you are the one staying home or work from home, watch out for your neighbors’ packages. Be alert, and call 911 if you see a suspicious person or car taking packages.

If you have security cameras, or if you actually see the thieves, this is the information that the police need:

  • Any vehicle description, license plate, make and model of the car is helpful.
  • Number of occupants of the car, if they can tell.
  • If they are riding a bike, color, style, size, type of handlebars, anything distinctive.
  • If the person is on foot, physical description and clothing description.
  • What direction were they going?
  • Are they alone?

Video footage is useful, say the police, depending on what it shows. You are advised to hold on to it until you are told by an officer that it isn’t needed. Officers are oftentimes able to get a lot of detail out of the video footage.

WSDOT update on train derailment

From the Washington State Department of Transportation 8:50pm Tuesday

Operations to remove the remaining rail cars on and adjacent to the southbound lanes of Interstate 5 will continue through the night.

Crews made substantial progress Tuesday in clearing the site. Most of the derailed train cars have been loaded onto semis to be hauled away and securely stored.

Bridge engineers also inspected the rail bridge and deemed it structurally sound, with only minor repairs needed for safely reopening the interstate.

Remaining work includes relocating the cranes to position them to remove the train’s locomotive, which remains on the southbound I-5 lanes.

Crews also need to remove a hazard tree. It is highly likely southbound I-5 will remain closed through Wednesday morning’s commute and travelers should plan accordingly.

Reopening I-5
WSDOT maintenance crews have pre-staged supplies, equipment and staff, and plan to begin repairs on guardrail and damaged portions of the highway as soon as they are cleared to do so.

Southbound I-5 detour
The primary detour is SR 16 to SR 3 – which is what commercial vehicles should use. We are seeing significant congestion on SR 507 and SR 7, and do not recommend travelers take SR 302.

Before heading out the door, drivers should check the latest traffic conditions by using WSDOT’s trip planning tools:

Calling 5-1-1
Following @wsdot_tacoma and @wspd1pio on Twitter
Checking WSDOT flow maps and traveler alerts on wsdot.wa.gov

Statement on Amtrak Cascades derailment from WSDOT

Photo from Trooper Brooke Bova, WSP
From the Washington State Department of Transportation

Today’s (Monday, Dec. 18) tragic derailment of the Amtrak Cascades southbound train has significantly impacted the lives of many this morning.

Our thoughts and prayers go out to the victims of this event and their families.

We are working closely with multiple partners, including Washington State Patrol, Sound Transit, Amtrak, Pierce County, JBLM and local emergency responders to assess the situation and render assistance.

After emergency response is complete, and the National Transportation Safety Board has released the scene, the train will be removed from the interstate right of way.

We anticipate this will be a lengthy process due to the severity of the incident and the size and weight of the train cars. WSDOT is working with other agencies on any rerouting of traffic during the investigation.

The Amtrak Cascades train service is jointly owned by the Washington State Department of Transportation and the Oregon Department of Transportation. Amtrak operates the service for the two states as a contractor, and is responsible for day-to-day operations. Amtrak Cascades runs trains from Vancouver, British Columbia, to Eugene, Oregon.

The tracks, known as the Point Defiance Bypass, are owned by Sound Transit. The tracks were previously owned by BNSF and were used for occasional freight and military transport.

WSDOT received federal grants to improve the tracks for passenger rail service. As owners of the corridor, Sound Transit managed the track upgrade work under an agreement with WSDOT. Funding for the upgrades was provided by the Federal Railroad Administration, which reviewed work throughout the duration of the contract.

Today was the first day of public use of the tracks, after weeks of inspection and testing.

WeatherWatcher: Wind Advisory issued, chance of wet marginal snow

The National Weather Service in Seattle has issued a High Wind Advisory for Tuesday morning not unlike the breezy conditions we experienced Sunday evening except a little bit stronger.

Gusts are expected to reach the 40-45mph range which could cause some local power outages in the area. The winds are expected to peak between 6am and 4pm.

There is a slight chance of snow in the convergence zone late Tuesday night into Wednesday morning. Shoreline and Lake Forest Park fall right near the southern third of the convergence zone range. It is possible for a convergence zone band to form Tuesday night into Wednesday morning. It could become strong enough to bring the snow level down to the surface in the area if the precipitation is heavy enough. Accumulations are expected to be zero to light, we might see up to 2 inches of wet slushy snow. Confidence is not high enough to issue any kind of winter weather watch or advisory at this time.

Wednesday mid morning we start to dry out and get cold, lows in the 20's, highs near 40. A storm system might brush by this weekend with a renewed chance of wet/marginal snow or rain and snow mixed showers. It's not a high possibility right now, but there is almost a chance we could see snow on the ground for Christmas.

Sidewalks, car tabs, and the City Council

By Diane Hettrick

On Monday, December 11, 2017, a divided Shoreline City Council voted against imposing a $20 license fee to fund maintenance of sidewalks in Shoreline.

The vote was 4-3. Voting for the fee were Will Hall, Keith McGlashan, and Shari Winstead. Voting against were Jesse Salomon, Keith Scully, and Chris Roberts. An obviously conflicted Doris McConnell, who said she hated going against staff recommendations, broke the tie with her no vote.

People want sidewalks
Shari Winstead talked about running for office and hearing over and over from people how much they wanted sidewalks. It has been a topic of conversation for the eight years she has been on the council. McGlashan said it was a topic when he went on the council 12 years ago. He said the council even tried using asphalt walkways as a cost-savings measure.

Safety, access, and federal regulations
Besides citizen requests for sidewalks, Will Hall, Winstead, and Keith McGlashan expressed their concern about the safety of the sidewalks. McGlashan reminded the council of the incident when former councilmember Chris Eggen came to a meeting with his face bruised from taking a fall after tripping on a raised sidewalk. People in wheelchairs, pushing strollers, or just those with some mobility issues find the existing sidewalks difficult and dangerous. Few of the sidewalks meet the requirements of the ADA (Americans with Disabilities Act). Beside safety issues, Winstead also expressed concern about the city's liability in case of accidents.

Old sidewalks or new and the Sidewalk Advisory Committee (SAC)
The currently operating Sidewalk Advisory Committee was consulted about the license tab fee and the majority were against it. They did not want to fund just maintenance, but wanted to request funding for new and old sidewalks on a prioritized basis when they finish their work in the late spring.

Hall and McGlashan disagreed, saying that you can't build new sidewalks if you can't maintain the existing ones.

The SAC is large, with representatives from all neighborhoods that requested participation. Their charge is to create a set of priorities, then consider all the streets in Shoreline, and using those priorities, present a prioritized list of work to be done, with recommended funding source(s).

Jesse Salomon agreed that it's the council's job to make a decision, but was concerned about the message it would send to SAC members about how their work was valued if council adopted the license fee now.

Keith Scully said that the SAC was given the task of prioritizing all sidewalks. He said the license fee now would be a regressive tax for a partial fix and would turn off citizens who would then not be supportive when the council came back to ask for more money for new sidewalks.

Chris Roberts said that the council should not short-circuit the work of the SAC, that it would be best to let them finish their work and make their recommendations.

Trees and sidewalks
The huge King County Forward Thrust bond issue of the early 1970s included money for street trees all over the county, including Shoreline. Unfortunately, they put in the wrong variety of trees. Those trees are now over 40 years old and they are big. Their roots are lifting and breaking the sidewalks, over and over, in spite of repairs and patches. Their branches are going into the power lines and getting chopped off by the power company in an effort to prevent outages when branches fall on power lines.

Access to funding
Will Hall reviewed the funding history. Eighteen years ago, anti-tax activist Tim Eyman decimated funding for cities with his first $30 car tab initiative which eliminated the motor vehicle excise tax (MVET). With that money gone, cities went to the legislature and asked for help funding infrastructure. The legislature granted cities the right to impose fees on license tabs. When council members have lobbied for more money, legislators ask if they have used the authority they were given to add to license fees.

There have been new sidewalks
Developers have been required for years to put in sidewalks as part of their development projects. The Aurora Corridor project created sidewalks the entire length of Aurora, on both sides. At one point all new construction required a sidewalk, even for single family homes. The single family home sidewalk requirement was dropped after it created a patchwork of short, different sized sidewalks as regulations changed.

City staff have been very resourceful at finding and obtaining grants. Sidewalks are still being installed around schools under the Safe Routes to School funding.

Sidewalk surprises
Not part of the council conversation but important to know: most people don't know where their property lines are. What you think is your front yard is probably part of the city right of way. You'll find out how much when a sidewalk goes in. People have lost landscaping, favorite trees, fences, parking spaces, and even decorative brick posts. For a start, go find the water meter box on the ground. It's on the city right of way.

What next?
There are 74 miles of existing sidewalk in Shoreline. 10.8 miles are ADA compliant. Preliminary analysis by staff estimate that repair and retrofit of sidewalks would cost between $65 - 119 million dollars and take decades.

There are two other funding sources, both of which require voter approval. Council could propose a sales tax increase of 0.2%. Council could propose a property tax, either a levy lid lift or a bond measure. Both methods would cost individuals more than the $20 license fee increase.
