New park for LFP? Update and Saturday walk

No guarantee you'll see him Saturday
but he's a regular visitor
Learn about community efforts to create an urban forest park with trails

The Lake Forest Park Stewardship Foundation (LFPSF) invites the community to join us for “A Walk to 5 Acre Woods Event” at 10:30am on Saturday, August 12, 2017. An update on the project will be provided.

The City of Lake Forest Park is now streamlining a plan to acquire 5AW to develop as an urban forest park.

Seattle Public Utility (SPU), the property owner, has engaged a commercial real estate broker and the 5AW is now on the market.

However, SPU and its broker confirm that they will not evaluate bids until the first week of September.

The City of Lake Forest Park has been working hard to put together a plan that will allow the City to place a competitive bid for 5AW within the time frame.

With much assistance from the LFPSF, the City has applied for King County Conservation Future grants, one of which was awarded in 2016 and another than is recommended for approval this year.

Together these grants will cover about 50% of the purchase price. The incredible outpouring of citizen support for 5AW in the form of pledges for the acquisition, is now over $125,000, approximately 10% of estimated purchase price.

From a previous Walk Through The Woods

There are other funding sources to which application has been made, and will be made, to secure funding for the remainder. Some of these, especially those related to legislative action, can’t be applied for yet.

The City’s willingness to find a way to make an offer now, if successful, will create a window of time in which to secure the final funding. The outpouring of communication to the Mayor and Councilmembers from the many LFP citizens who favor the 5AW park creation has been another essential factor in the City decisions and commitment supporting the acquisition of 5AW. The community support to preserve this space as a park is needed now more than ever.

The 5 Acre Woods site is the largest remaining mature forest within the area. It includes a wetland, a tributary of Lyon Creek, and serves as an important wildlife corridor.

If you would like to contribute to the LFP SF’s community fundraising efforts, please contact Brad Keefe to donate, pledge or volunteer for fundraising.

To join us at the Walk to 5 Acre Woods, meet in front of the Lake Forest Park Elementary School (18500 37th Ave NE, Lake Forest Park – parking available in the school parking lot) and proceed along the pedestrian walkway on 40th Place NE, to take a short walk to 5 Acre Woods.

Refreshments will be provided at the end of the walk courtesy of Honey Bear Bakery and the Seattle Green Space Coalition.

The walk will occur rain or shine at 10:30am on Saturday, August 12, 2017. See the 5 Acre Woods Facebook page for more information. If you are interested in volunteering, please contact Lisa Pedigo

WeatherWatcher: Major changes ahead / August data graphs

With the high level of smoke content in the atmosphere,
I was able to capture a sun spot without using any camera filters.
Photo by Carl Dinse

  • Forecast - Major weather change
  • Record dry streak
  • August temperature graph
Forecast: The smoke is expected to stick around, at least through Friday morning. Friday afternoon and evening we have a major change in the weather pattern starting up. Thursday will possibly be our last dry day of this record long dry streak, with a high temperature in the low-mid 80's. Expect the stage one burn ban to remain in effect until at least Thursday afternoon or evening.

Friday, the transition day, on-shore flow will start to kick in during the pre-dawn hours of the morning. As a result of the on-shore flow, our widespread smoke is expected to turn into areas of smoke. Highs once again probably close to 80°F during the afternoon. Friday evening a weather disturbance will make its way into the area, bringing clouds and about a 10% chance of some light rain showers. Most importantly with this disturbance is the fact that on-shore winds will be strong enough to clear out most, if not all, of the smoke Friday night into Saturday morning.

Weekend will start with morning clouds and afternoon sun on Saturday, which will be our first day without smoke in the forecast. Highs expected to be seasonal, in the 70's. Saturday night another weak system approaches with a renewed chance of showers overnight and Sunday. Sunday is expected to start off cloudy with possible showers before clearing up a bit for partly sunny skies and highs again in the 70's. More showers expected Sunday evening.

Monday - Wednesday we return to our regularly scheduled summer, sunny skies, highs ranging in the mid-upper 70's and lows in the 50's.

Longer range is showing that we may start trending into cooler and wetter weather for the remainder of the month, so beyond next week we might get more alternating days of sun and showers here and there. It's still too uncertain to see what August 21st will look like during the solar eclipse.

Record dry streak: The last day Shoreline had recorded measurable precipitation was June 20, at 0.01 inches. This puts Shoreline at 48 days since the last measurable rain, 53 days since we've had anything over 0.01 inches.

I know we had a morning in July with a drizzle but it wasn't enough to tip the rain gauge. From various reports I've heard, however, different areas of Shoreline received heavier drizzle or no drizzle at all. The drizzle was due to a particularly heavy marine air layer that morning.

August temperature graph: Here's our daily high and low temperatures for the month of August so far. Heat wave very evident but not as bad as originally forecasted, thanks to the thick smoke.

Some area stations showed a decrease in solar radiation of 10-15%. Locations north had 50% or more reduction in solar light reaching the ground.

The big story would have been the heat. Without the smoke we could have easily reached the upper 90's or maybe even 100°F. Instead the big story became the thick wildfire smoke that was carried into our region.

Such events have happened in the past, but the smoke wasn't nearly as thick as it was this year. Some areas around Western Washington, including Shoreline, saw air quality become worse than most of the typically heavy polluted locations in the world.

August daily high and low temperatures compared to station average.

Burn ban reinstated

If it looks like this, assume a Burn Ban is in place
Photo by Lee Lageschulte

By Diane Hettrick

The Burn Ban was reinstated by the Puget Sound Clean Air Agency Tuesday afternoon. The official notice is below.

Truthfully, all you had to do was look out the door. You don't need a government agency to tell you that the air is full of smoke.

I was all over Shoreline on Tuesday. I can tell you that the smoke weather is just as zonal as our usual weather. The first time I went south Tuesday, most of Shoreline along I-5 was pretty clear - until 145th and south which was a fog.

During the rest of the day I drove in and out of smoke. Terrible at Central Market. Pretty clear at Shorewood. And then those probably reversed.

Here's the official words from the Puget Sound Clean Air Agency:

~~~~~~~~~~~~
STAGE 1 BURN BAN CALLED FOR KING, KITSAP, PIERCE, SNOHOMISH COUNTIES
All outdoor burning is prohibited until air quality improves
With more wildfire smoke from British Columbia moving into our region, the Puget Sound Clean Air Agency is issuing a Stage 1 air quality burn ban for King, Kitsap, Pierce, and Snohomish Counties, effective at 2 PM today, August 8, 2017.
This ban is in effect until further notice and is in addition to existing fire safety burn bans.
With high pressure pushing more smoke into the Puget Sound area, we forecast levels that are UNHEALTHY FOR SENSITIVE GROUPS through Friday. We expect calm winds and smoke to settle daily. Saturday and onward, the area of high pressure should push eastward, bringing us back our more typical and cleaner air from the Pacific Ocean.
The purpose of the burn ban is to reduce any additional harm to sensitive populations from excess air pollution and is in addition to existing fire safety burn bans. The Clean Air Agency will continue to closely monitor the situation for purposes of air quality burn bans.
Children, pregnant women, older adults, and those with heart and breathing problems should avoid physical exertion outdoors. If possible, seek clean, air-conditioned indoor air (e.g. public libraries, "cooling centers", community and senior centers).
Visit pscleanair.org/burnban to view the current burn ban status, download our mobile app, and to find other burn ban alert options for your area.
STAGE 1 BURN BAN
  • No outdoor or recreational burning allowed.
NO
  • Charcoal barbeques or similar solid fuel devices
  • Fire pits, chimineas, fire bowls, or similar free-standing devices
  • Campfires or bonfires
  • Fireplaces, uncertified wood stoves, or uncertified inserts*
  • Agricultural fires (as described in the agricultural burn permit)
* The only exception to using fireplaces and uncertified wood stoves or inserts, is if the homeowner has a previously approved 'No Other Adequate Source of Heat' exemption from the Clean Air Agency
Local fire districts do not grant Native American ceremonial fire permits outside of tribal lands during air quality burn bans.
It is OK to use natural gas and propane, grills, stoves or inserts during a Stage 1 burn ban.
Burn ban violations are subject to a $1,000 penalty.
A resource for urban farmers: Seattle Farm Co-op
By Meghan Peterka
Our family has been a part of the Seattle Farm Co-op since its opening in 2009. We are a family who raises chickens and food, and we believe in community building.
The mission of the Seattle Farm Co-op is to support the urban farming community, food justice, and the sustainable food movement by offering educational outreach and operating a retail outlet that sells high quality, organic, non GMO feed, seed, fertilizers and locally sourced goods at affordable prices.
Over the years the co-op has moved further and further south, due the cost of rent. It is now located at 5133 South Director Street, Seattle 98118.
Our family travels quarterly to the co-op to stock-up on chicken and gardens needs. There is also the option of e-mailing in your orders to manager@seattlefarmcoop.com and picking it up at the North Seattle / Northgate product pickup site.
We are grateful to have this wonderful resource and wanted to let the rest of our wonderful community know about it.
Bears in Lynnwood
Tuesday, August 8, 2017
Two bears were spotted in Lynnwood Tuesday, resulting in an unsuccessful four-hour search by Fish and Wildlife agents.
Bears have been spotted in Shoreline in past years, both in the Echo Lake Neighborhood and in Hamlin Park. They were running through at full speed, not stopping for naps.
Here's the story from our news partner Lynnwood Today
Photo by Natalie Covate, Lynnwood Today
The first call came in at 10:50am, when the bears were seen near Whole Foods, located at 2800 196th St SW.
The Lynnwood Police Department and the Department of Fish and Wildlife then tracked the bears, apparently a mother and cub, from behind the Lowe’s Home Improvement store at 3100 196th St SW, to a wooded area next to Staples on the other side of 196th St SW. The larger bear then made her way across Alderwood Mall Parkway to a residential area near Alderwood Middle School and Heritage Park, then eventually to a residential neighborhood in the area of Poplar Way and 204th Street Southwest.
Photo by Natalie Covate, Lynnwood Today
The bear eluded officers by hiding in brush or ducking into back yards.
When the Department of Fish and Wildlife was prepared to try to capture the bear, it took off at a full run heading southwest. It eventually ducked into a large, heavily wooded area just west of the intersection of 212th Street Southwest and Larch Way, which is where it was last seen around 2:30pm.
Unable to capture the bears, the containment units dispersed just before 3pm.
The location of the bear cub is unknown, Lynnwood Police Cmdr. Sean Doty said.
If you see a bear, you are asked to call 9-1-1.
A bear was last seen in Lynnwood in 2011. The bear had to be killed to keep a neighborhood safe.
Photo by Steven H. Robinson
KANSAS CITY, MO.‐ The City of Shoreline, WA Public Works Department has recently been awarded a prestigious American Public Works Association (APWA) Accreditation.
The APWA Accreditation program recognizes public works agencies that go beyond the requirements of the management practices established nationally in the public works industry, as contained in the APWA Public Works Management Practices Manual.
The City of Shoreline initially applied for Accreditation in August 2014 and has worked diligently to complete the self‐assessment process.
The City of Shoreline Public Works Department will receive the Accreditation award from APWA Region XI Director, Jill Marilley, PE, Senior Project Manager with HDR, at a presentation ceremony during the City Council meeting on August 7, 2017. The meeting will be held at City Hall at 17500 Midvale Ave. N, Shoreline, WA 98133.
Shoreline’s Public Works Accreditation indicates the department met all applicable Accreditation documentation and practices over time.
“The awarding of the APWA Accreditation shows we have dedicated ourselves to concepts of improvement and in‐depth self‐assessment of department policies, procedures and practices. The heroes of this prestigious APWA award are the public works staff whose mission is to provide public works services and programs that contribute to making City of Shoreline a great community,” said Public Works Director, Randy Witt.
The Shoreline Public Works Department is responsible for improving and maintaining the city’s streets, sidewalks and drainage systems. New facilities and improvements are planned and built through the Capital Improvement Program. The Operations Program maintains and operates the city’s street and drainage infrastructure, and also provides right‐of‐way management.
The Shoreline Public Works Department is the 126th agency in North America to be awarded Accreditation and is the eighth accredited agency in Washington.
In addition to Shoreline, there are currently seven other agencies in Washington that are accredited, which include Anacortes, Bellevue, Clark Regional Wastewater District, Kitsap County, Pierce County, Tacoma and Thurston County.
For the City of Shoreline Public Works Department Accreditation review, a team of public works professionals from Mohave County, AZ, Thousand Oaks, CA, Flower Mound, TX and Kansas City, MO; completed a thorough evaluation of operations during their June 2017 site visit.
Randy Witt is Director of the Shoreline Public Works Department, and Susana Villamarin is Accreditation Manager.
The American Public Works Association is a not‐for‐profit, international organization of nearly 30,000 members involved in the field of public works. APWA serves its members by promoting professional excellence and public awareness through education, advocacy and the exchange of knowledge. APWA is headquartered in Kansas City, Missouri, has an office in Washington, D.C. and 63 chapters in North America.
According to news reports, Lobsang Dargey has been sentenced to four years in prison. The Tibetan native and former monk was a developer with large scale projects in Vancouver, B.C., a skyscraper in Seattle, a large mixed-use development in Everett, and a proposed apartment development in Shoreline on a parcel of land between Aurora and Aurora Square called Denny's Triangle.
See our June 5, 2015 article Potala Place Shoreline to replace derelict buildings on Aurora.
The City of Shoreline was delighted that he was going to develop a piece of land on Aurora that was quickly becoming a hazard. Several buildings, including an old Dairy Queen, were abandoned. They were a target for graffiti, squatters, and drug users.
By the end of August 2015, it had all come apart. Federal charges were filed against Path America, Dargey's company, and all his assets were frozen, including Potala Place.
A federal investigation disclosed that Dargey was taking advantage of a federal program to bring foreign investment to the U.S. The program offered green cards in return for half a million dollar investments in job-creating projects.
Dargey was collecting huge sums from Asian investors and spending a lot of the money on himself.
The City of Shoreline, in the meantime, was taking steps to get the site cleared. Shoreline Fire had declared it a public hazard. The City filed violation notices that the owner was failing to maintain the property.
At the end of October 2015, the Securities and Exchange Commission placed Dargey's assets in receivership and moved to seize his properties.
The properties were eventually put up for sale to repay some of the money Dargey owed. The holders of the Shoreline property heeded the City of Shoreline and cleared the site in April of 2016. It is now a grassy lot.
The property is still up for sale and will eventually be developed.
Recipe: Corn and Poblano Relish on the menu at Monday's Humble Feast
Devra Gartenstein, the Quirky Gourmet, is staging a Humble Feast dinner tonight, Monday, August 7, 2017, at her Patty Pan restaurant, 15550 27th Ave NE, Shoreline 98155, 5:30 - 7:30pm.
"Patty Pan's Humble Feast is a series of community-based dinner events featuring local ingredients sourced primarily from area farmers who are our friends and neighbors at the markets.
"But these dinners are also a practical attempt to answer the question: how can we eat well without busting our budgets?"
Advance tickets are $10 - $12 at the door.
Tonight's feast - a taco bar - and here's the relish that will be served.
Corn and Poblano Relish
Makes 3 cups
2 ears of corn
1 tablespoon olive oil
1 onion, sliced
2 poblano chiles, seeded and diced
1 teaspoon chili powder, mild or hot
½ teaspoon salt
Juice of one lime
Boil enough water to cover the corn in a medium-size saucepan and cook the corn for 4 minutes. Drain. When the corn is cool enough to handle, scrape the kernels from the cob.
Heat the oil in a medium-size saucepan. Add the onion, poblanos, chili powder, and salt. Cook until the onion is soft and translucent, about 5 minutes. Add the corn kernels and lime, and mix well.
Top eleven reasons to go to BrewFest Saturday
#8 Happy people!
2017 BrewFest - Saturday, August 12 from 3-7 pm, Innis Arden Clubhouse, 1430 NW 188th St
The 7th annual BrewFest is this Saturday in Shoreline and you can get tickets now or at the door if they are still available.
Here are the top eleven reasons to go to BrewFest
11. It's prime adult time. BrewFest is a 21+ event, which is the perfect excuse to find a sitter. Mingle with fellow beer-lovers without having to keep one eye out for your little ones.
10. It's dog-free. Are you avoiding certain places because every single dog owner brings their pup? BrewFest is intentionally humans-only, for everyone's comfort. If you don't love dogs, you don't have to worry. If you're sad about leaving yours at home, think about the greeting you'll get when you come back!
#9 Pretzel necklaces!
9. Pretzel necklaces.
8. Happy people. Friends and neighbors on a sunny Saturday, experiencing great beer, good food, and live music together. If you're not smiling, we're worried.
7. Live music. The best parties have real musicians providing the soundtrack to your experience. Celt Check is this year's band, and they sound like nobody we've had before!
6. There's a silent auction this year! Do you love our Historical Museum? This year, Mike Brown productions is bringing in some great autographed items to bid on, and proceeds will go directly to the Museum.
#5 No lines!
5. No lines. Contrary to other, larger beer festivals, the 4-Corners BrewFest stays small. That means you can not only get served quickly, but you can also get to know who's pouring!
4. The brewers are awesome! There is a great mix of large and small brewers. You will be able to find some of your favorite, go-to brewers, alongside some small guys just waiting for an introduction.
3. The beer. There is a fantastic mix of beers you've heard of and ones you have not. Some of them will probably never be created again... and you can say you were there when they were poured.
2. You get to vote! Trophies go to brewers who run out of a beer first and have the most tokens, but the Golden Growler goes to the brewer who brings the Crowd Favorite. And none of that pesky waiting-for-returns... the Growler is awarded that night.
#1 It's an All-inclusive Ticket!
1. It's an all-inclusive ticket. That means you don't have to shell out money at Taco Bell on the way home, unless you promised your kids (or your dog) you would.
You'll be humming some new tunes. Your tastebuds will have been on an adventure. You will be neither hungry nor thirsty when you leave. You might have made some new friends.
#2 You Get To Vote!
#4 The Brewers are Awesome!
#3 There's Beer!
The friends you went with are now better friends. You have the new goal of finding a tasting room or two. And you have a good answer for the "how was your weekend" question on Monday.
Join us on Saturday August 12 from 3-7 pm, Innis Arden Clubhouse, 1430 NW 188th St.
Tickets are available at Brown Paper tickets and Beach House Greetings.
