New phone scam targets Medicare beneficiaries

There’s a new phone scam on the rise in which scammers alter your caller ID to make it seem as if the call is coming from the Dept. of Health and Human Services (HHS) Office of Inspector General (OIG) Hotline 1-800-HHS-TIPS (1-800-447-8477).

The purpose is to get Medicare beneficiaries and members of the public to verify or share personal information, which they use to victimize people via financial and other crimes – draining their bank accounts. OIG (Office of the Inspector General) wants the public to know that HHS OIG will not use the HHS OIG Hotline phone number to make outgoing calls and individuals should not answer calls from 1-800-HHS-TIPS (1-800-447-8477).

HHS OIG also encourages those who believe they may have been a victim of the phone spoofing scam to report it to HHS OIG either through its Hotline at 1-800-HHS-TIPS (1-800-447-8477) or via email at spoof@oig.hhs.gov. Consumers can also file a complaint with the Federal Trade Commission at 1-877-FTC-HELP (1-877-382-4357).

Executive Constantine on new travel ban: In King County, we are taking a much different path

From King County Executive Dow Constantine

The new Executive Order on immigration announced today may have different words, but the spirit is the same: to exclude people based on their religion and country of origin. Such a policy betrays the fundamental principle that has guided our nation since its inception and been central to our success: that we welcome people who come here fleeing tyranny, fleeing oppression, seeking a better life.

At King County, we are taking a much different path. We are a welcoming community, and I thank Council Chair Joe McDermott and the rest of the King County Council for their fast action on my plan to provide rapid services to help people navigate the naturalization process, as well as supporting community organizations on the front lines of immigrant rights and education.

In addition, more than 75 local elected officials have signed our pledge affirming King County is a welcoming community, and later this month we will convene regional leaders to coordinate local responses and provide legal analysis on federal immigration policies. With our partners around the region, we proudly uphold the promise of hope, freedom and opportunity for all.

Miracle baby - toddler released from hospital after fall

A two year old boy who fell from a third story balcony was released from the hospital this weekend with only cuts and bruises.

About 9:39am Friday morning in the 18600 block of 8th Ave NW, a man on the first floor of an apartment building heard a thud and crying.

He found a toddler on the ground.

The little boy, who lives in a third floor unit, had apparently climbed up onto the BBQ and fallen over the balcony rail.

He was taken to Harborview with what were thought to be serious injuries.

He escaped with only cuts and bruises and was released from the hospital over the weekend.

Crocus

It's cold out, the wind is blowing, and WeatherWatcher Carl keeps using the S word.

No one told the flowers. They say it's spring, and blithely ignore the weather.

I choose to listen to the flowers.

Shari Winstead announces 2017 re-election campaign

Shari Winstead announces
re-election bid
Deputy Mayor Shari Winstead has announced that she will be running for re-election to the Shoreline City Council. She was first elected January 2010, and re-elected in 2014.

She served as Mayor in 2014 and 2015, and is now serving as Deputy Mayor while continuing to balance a full time job as a project manager and her family responsibilities.

Besides serving on the City Council for over seven years, Shari has been appointed to many regional committees to represent Shoreline’s interests.

She currently serves on the Regional Law, Safety and Justice Committee, the Regional Water Quality Committee and the National League of Cities Human Development Committee. She is also a former member of the Seattle-King County Board of Health.

Our region is rapidly changing - we experience the effects of that growth every day, whether it’s sitting in traffic or taking note of all the cranes and new building projects.
While we are fortunate to live in a thriving region with many job opportunities, there can also be negative impacts to the growth. I will work to balance how we mitigate the negative affects while finding a way to seize the positive.
In preparing for light rail to come to Shoreline, I was proud of the work our Council did to focus new growth and increased density in the light rail station areas. This will, in effect, preserve over 92% of our single family residential communities.
New residents that choose to live in the station areas will be in close proximity to transit and that will keep more vehicles off the road - helping our current traffic nightmare, and consistent with Shoreline’s Sustainability Strategy.
We will also have opportunities to claim more space for parks, and to require developers to pay for much-needed upgrades to our City’s infrastructure, among other things. A variety of housing choices will give current residents an opportunity to stay in Shoreline, even if they no longer want to take care of a yard or climb the stairs of their two-story family home.
Things are moving fast in Shoreline and it is important to have experienced, strong, bold leaders that will protect our city and keep Shoreline the great place we all love, for living, working, learning, and recreation!
I am always ready to listen to your ideas, opinions and comments. Feel free to contact me at shari@shariwinstead.com, or by phone at 206-356-7630. Emails regarding specific items on the Council's agenda should be sent to swinstead@shorelinewa.gov.

Statewide emphasis patrol for Following Too Close

Starting March 7, 2017 through March 9, 2017, the Washington State Patrol (WSP) Troopers will focus their efforts on a statewide emphasis for following too closely.

Last year, the WSP investigated more than 9,500 collisions caused by following too closely and stopped approximately 24,300 vehicles for the violation.

RCW 46.61.145 “Following Too Closely” requires vehicles to follow at a distance that is reasonable and prudent, having due regard for the speed of such vehicles and the traffic upon and the condition of the highway. If you’re caught following too close, it could cost you $136 and if a collision is involved it could be $187.

The WSP continuously strives to reduce the number of injury and fatality collisions in our state each year.

You can help troopers by increasing your following distance and giving yourself more time to react.

These two steps are especially important during traffic congestion, adverse weather, and as your speed increases. The more room you have, the more time you have to react and the less likely you are to be involved in a collision.

Resilience - the biology of stress and the science of hope

Shorewood PTSA and the Shoreline Movie Community Group are excited to be showing Resilience: The Biology of Stress and The Science of Hope.

Sunday, March 12, 2017, at 4pm, at the Shoreline Center Auditorium, 18560 1st Ave NE, north end.

"an engrossing study of how Adverse Childhood Experiences (or ACEs) can be linked to destructive behavior and medical diseases” --Matt Fagerholm RogerEbert.com

Researchers have recently discovered a dangerous biological syndrome caused by abuse and neglect during childhood. As the new documentary Resilience reveals, toxic stress can trigger hormones that wreak havoc on the brains and bodies of children, putting them at a greater risk for disease, homelessness, prison time, and early death.

While the broader impacts of poverty worsen the risk, no segment of society is immune.

Resilience, however, also chronicles the dawn of a movement that is determined to fight back. Trailblazers in pediatrics, education, and social welfare are using cutting-edge science and field-tested therapies to protect children from the insidious effects of toxic stress — and the dark legacy of a childhood that no child would choose.

Planning begins for new Water District maintenance facility

Site of new North City Water District
maintenance facility

By North City Water District

For many years, North City Water District has been exploring various options for improving our maintenance facility. We compared several options, including expanding our existing crew-only facility at 15th Avenue NE and NE 169th Street, and purchasing a site that could accommodate our needs. In 2014, we purchased the former Northwest Church property located off 15th Avenue NE in Shoreline, as this option offered the best overall cost for our needs.

Located immediately southwest of Hamlin Park, the 3.2 acre parcel was amply sized to accommodate the District’s needs, conveniently located near the District’s current Administration Office, had little or no use restrictions (such as wetlands or steep slopes), and offered two ingress/egress points which would allow larger vehicles to drive through the site with ease.

Financing:

In order to keep financing costs as low as possible, we pursued bond financing. When the interest rates dropped this past summer, we had our bond rating reviewed by Moody’s Investors Service: they confirmed our outstanding operations with an ongoing Aa3 Bond Rating as of October 25, 2016.

With such a great rating, we went to the bond market and on November 2, 2016, sold $7.685 million dollars of 30 year revenue bonds which will be applied to the maintenance building and other capital projects.

Planning:

The District recently went through a Request for Qualification process to identify the most qualified architectural team to help us redesign the site for our maintenance building.

After advertising in the Daily Journal of Commerce for Architectural Services in September 2016, we received 10 proposals, and short-listed two teams for in-depth interviews. Both teams were outstanding, however we ended up choosing Wagner Architects to help us convert the property into a maintenance facility for our crew.

Schedule:

We recently began the preliminary design phase and are exploring a number of build-out options for the site. We look forward to working with our neighbors this coming spring and summer as we develop our vision for the site.

WeatherWatcher: Winter Weather Advisory - Marginal snow chance

The National Weather Service in Seattle has once again issued a winter weather advisory. The advisory is in effect from 10pm Saturday night until 10am Sunday morning. Accumulations of 0-2 inches are possible from about 200 feet in elevation and up.

Forecast: This is a repeat basically of last weekend - Tuesday. We have a showery cold weather pattern that's taken hold over the area that is expected to bring in rain or mixed rain and snow showers during the daytimes with snow or rain and snow mixed showers over night into Tuesday morning. Occasional dustings or 1-2 inches of wet snow accumulation are possible but won't stick around too long after the shower passes.

We are at the southern edge of the cold air, where places further north such as Lynnwood, or Everett are expected to see up to 5 inches possible by Sunday night. Keep in mind a slight change in the weather pattern and track could bring that slightly colder air south of the King / Snohomish county line.

Bottom line: Another marginal snow weather pattern, where some higher hills could get some snow. It is once again a hit or miss shower type pattern. Main impact will be local driving conditions becoming hazardous at times between now and Tuesday afternoon. I'm giving a chance of accumulation snow precipitation of about 60% for the Shoreline and Lake Forest Park area, slightly greater chances of course if you are on one of the higher hills.
