More than two dozen suspected impaired boaters were caught on Seafair Weekend thanks to Washington State Patrol Mobile Impaired Driving Unit.

Seafair weekend is a popular time for boaters to hit the waters of Lake Washington. The Washington State Patrol (WSP) works collaboratively with the Seafair organizers, the Mercer Island Police Department and the Washington State Department of Fish and Wildlife to keep the waters safe for all water users.

During the Seafair weekend, 26 vessel operators, who were suspected of operating boats under the influence of alcohol and or drugs, were processed through the WSP Mobile Impaired Driving Unit (MIDU).
The Unit has all the technical resources
needed to process a suspected driver of boat or car

Inside the unit were WSP breath testing technicians, communications dispatchers, and fingerprint technicians. The WSP employees worked to process the several dozen boaters.

Because of the combined efforts of all agencies involved there were no boating related fatalities over the weekend.

Much of the WSP’s assistance was made possible through a grant from State Farm Insurance.

ESPN2 program Sunday about Shoreline native Masaki Matsumoto

Masaki Matsumoto
Shoreline native and 2001 Kings High School grad Masaki Matsumoto will be featured in an "E60" story on the ESPN2 TV channel on Sunday, August 14.

Matsumoto was featured last year on an "E60" report on ESPN2 for his work as an assistant football coach in California. (see previous article)

In his first year as an assistant football coach in inner city Bernstein High School in Hollywood, California, he asked parents of his players to write letters to their children, telling them something positive and how much they were loved. The players were given the letters to read before practice.

From the Los Angeles Times, "When 45 varsity football players arrived at the school's gymnasium in July, they anticipated performing conditioning exercises. Instead, each was handed an envelope and told to find a quiet spot where he could read what was inside and reflect.
"What happened next took everyone by surprise. For the next 15 minutes or so, wherever Matsumoto looked he saw players sobbing — against walls, in corners, bent over in chairs."

Matsumoto got the idea from Bothell coach Tom Bainter. Matsumoto said that a lot of teams get letters for their players, but it was a new concept for his Los Angeles school.

His team, which had a three year record of 4-36, compiled an overall record of 29-8 under his coaching.

Matsumoto, named 2014 King’s Distinguished Alumni, is now a football coach at Lincoln High School in Tacoma, another inner city school.

His mother, Keiko, lives in Shoreline.

The show on Sunday is "E60" The Letterman. There are two airings of the show, one at 8:00am and the one is at 5:30pm.

The 30 minute program is a follow up to last year's program and includes more stories about students, and details about Matsumoto's personal life.

King County Executive Dow Constantine endorsed recommendations by the King County Immigrant and Refugee Task Force to advance equity and opportunity for the more than 400,000 foreign-born residents in the region.

"At a time when hateful rhetoric targets men, women and children from around the world who seek safety, hope and a better life, King County proudly upholds the American principle that we are a nation of opportunity," said Executive Constantine.
"The task force has produced recommendations that will help immigrants and refugees in our region flourish, achieve their full potential, and contribute to our region's prosperity."

The recommendations endorsed by Executive Constantine include a permanent Immigrant and Refugee Commission with a dedicated staff member that will serve as a hub for activities, services and dialogue among elected leaders, community organizations and county employees. Seattle Musical Theatre Announces 39th Season

Seattle Musical Theatre, Seattle’s oldest musical theatre, has announced its lineup for the 2016-17 season.
  • Working (2012 version) Sept 9-October 2
  • Sweeney Todd October 28-November 20
  • Little Women February 17-March 20
  • Kiss Me, Kate April 7-30

The company, which performs in Magnuson Park, is celebrating its 39th season with shows that range from Golden Age classics to modern-day masterpieces. This season also marks the inaugural season for their new Artistic Director, Chris Mayse.

The season opens with the 2012 revision of Working.

Based on Studs Terkel's 1978 best-selling book of interviews with American workers and adapted by Nina Faso and Stephen Schwartz, Working paints a vivid portrait of the men and women the world so often takes for granted; from iron workers to flight attendants to waitresses, and more.

Working features music by Tony-award winner Lin-Manuel Miranda (Hamilton, In The Heights), Broadway favorite Stephen Schwartz (Godspell, Wicked), and singer/songwriter James Taylor (“You’ve Got a Friend,” “Fire and Rain”). It will be directed by Alan Wilkie and music directed by Josh Zimmerman and will run September 9 through October 2, 2016.

Next is the Stephen Sondheim favorite Sweeney Todd: The Demon Barber of Fleet Street.

Sweeney Todd is the story of the obsessive and vengeful barber Benjamin Barker and his partnership with the outrageous meat-pie maker Mrs. Lovett who together, devise a devilish plot to add a special ingredient to the recipe that has all of London dying for their pies.

Sweeney Todd features a Tony-award winning score by Stephen Sondheim, a book by Hugh Wheeler based on an adaptation by Christopher Bond, and musical adaptations by DeVotchKa. It will be directed by Chris Mayse, music directed by Michael Nutting, and will run October 28 through November 20, 2016.

Little Women

Little Women is the timeless, captivating story that is brought to life in this exhilarating musical filled with beautiful music, dancing and heart. The story follows the adventures of sisters Jo, Meg, Beth, and Amy March and brings the wonderful narrative to life as the girls deftly handle challenges, heartache, everlasting love and fight for their dreams as they deal with issues still relevant today.

Based on the novel by Louisa May Alcott, the book was written by Allan Knee, music by Jason Howland, and lyrics by Mindi Dickstein. Little Women will be directed by Andrew Coopman and music directed by Benjamin Bentler, and runs February 17 through March 20, 2017.

Kiss Me Kate

Kiss Me Kate is the charming story that follows two musical theatre actors – once married, now divorced – as they star together in a Broadway-bound musical version of Shakespeare's The Taming of the Shrew. Soon, tensions mount and tempers flare, until it seems no amount of acting can save this show. The score by Cole Porter features classics like “So in Love” and “Too Darn Hot,” and the witty book by Sam and Bella Spewack quickly made this show a classic.

Three- and four-show subscriptions will be available online soon - or by calling 206-363-2809. Single tickets go on sale August 15.

Seattle Musical Theatre exists to engage and entertain our community by producing new and traditional musicals; this theater nurtures local talent by providing training and artistic development opportunities for children, youth and adults from all walks of life.

Shoreline City Council unanimously supports ST3 measure on November ballot

Wednesday, August 10, 2016

From the City of Shoreline

On August 8, 2016, the Shoreline City Council unanimously voted to support Sound Transit’s ST3 ballot proposition Number 1 to provide the expansion of light rail, commuter rail, and bus rapid transit service throughout the region.

ST3 provides the next phase of high-capacity transit improvements for central Puget Sound. With this plan, the light rail system will more than double again to 116 miles with over 70 stations. Light rail will expand north to Everett, south to Federal Way and Tacoma, east to downtown Redmond, south Kirkland, and Issaquah, and west to Ballard and West Seattle.

ST3 will also invest in Bus Rapid Transit (BRT) in two corridors: connecting Lynnwood to Burien via I-405 and SR 518 to serve Eastside cities as well as Tukwila and Burien; and on SR 522 between Bothell and Shoreline with service extending to Woodinville, and connecting to Link light rail via Northeast 145th Street.

The City has strongly and consistently advocated for Bus Rapid Transit service along 145th Street. It is necessary to ensure transit success in conjunction with the light rail station at 145th Street.
The Council has recognized that the parking garage at the station is insufficient to handle the ridership demands of the station, and that those riders will likely drive to the station and park in the surrounding area absent a consistent and reliable transit alternative.

“The 145th street light rail station will be the primary access point for many of our residents and our neighbors,” stated Shoreline Mayor Chris Roberts. “Bus Rapid Transit on SR 522 and 145th Street will help ensure traffic to and from the station runs smoothly and efficiently. Inclusion of the project made it easy for Council to unanimously support the Sound Transit 3 package.”

Shoreline, along with the cities of Bothell, Kenmore, Lake Forest Park, and Woodinville, jointly advocated for Bus Rapid Transit on SR 522 (145th Street) from the 145th Street Light Rail station to SR-522 (Lake City Way) and up SR-522 to I-405 and University of Washington Bothell, with an extension to Woodinville.

The request also included the addition of structured parking facilities in Lake Forest Park, Kenmore, and Bothell town centers, and the future study of light rail on SR 522.

The ST3 plan will provide the critical infrastructure improvements that, in conjunction with the City’s plan for the remainder of the 145th Street corridor, will allow very frequent, reliable transit to serve the station.

The City of Shoreline is preparing an update to the Surface Water Master Plan and Rate Study (2017 Master Plan). The Master Plan guides the City’s surface water utility management programs.

The City published its first Surface Water Master Plan in 2005. In 2011, City Council adopted the Surface Water Master Plan Update (2011 Master Plan) to address the changing needs of the City.

Since the City adopted the 2011 Master Plan, the Surface Water Utility has grown; several projects and activities are underway or have been completed; and the City has implemented or anticipates implementing new regulations. Now, the 2011 Master Plan needs to be updated.

The purpose of the 2017 Master Plan is to define levels of service for the Utility; address drainage and water quality challenges associated with growth, increasing regulations, and aging infrastructure within the City of Shoreline.
The plan will provide guidance on program priorities and assess the rates and level of funding needed to implement the recommended programs for the next five to ten years.

To accomplish this, the City has contracted with the Brown and Caldwell Team (BC Team) to help develop the plan. Learn more about the update here.

Public Meetings

City Staff will hold public meetings at Shoreline City Hall to open channels of communication, identify public interests and concerns, and solicit input on significant issues.

Surface Water Master Plan 2017 Update Open House

Thursday, September 8, 2016, 6-8pm, Shoreline City Hall - Council Chamber, 17500 Midvale Ave N, Shoreline 98133.

Insurance Commissioner: Consumers should be wary of short-term health plans

From the Office of the State Insurance Commissioner

Consumers looking for health insurance outside of the annual open enrollment period should be wary of short term disability plans. These plans may be marketed as alternatives to Affordable Care Act (ACA) health insurance, but they could leave you without adequate coverage and facing financial penalties at tax time.

Originally, short-term disability plans were sold as a stop-gap measure until you could get real major medical coverage. After the ACA kicked in, people had many other options for coverage, but these limited plans were still being marketed to consumers as a viable alternative.

However, short-term disability plans do not count as 'minimum essential coverage' under the ACA - meaning you'll have to pay a tax penalty. They also do not cover the 10 essential health benefits, can limit your annual benefits to $100,000 or less, and deny you coverage for any pre-existing conditions.

These policies are sold year-round, unlike ACA-plans that must be purchased during the annual open enrollment period, unless you qualify for a special enrollment. Some states allow for coverage to last up to a year and policies can be renewed. This effectively takes people out of the insurance pool that the ACA was designed to expand, leading to increased costs for everyone.

In an effort to bring the limited short-term health plans back to their original purpose and to protect consumers, the federal government is proposing a regulation to limit the duration of these policies to three months and increase consumer awareness of their limitations.

Insurance Commissioner Kreidler agrees with this effort and sent a letter yesterday in support of the new regulation.

Metro Route 331 between UW Bothell and Shoreline Community College

On July 19, Lake Forest Park staff met with Metro Transit Alternative Programs staff and discussed Metro Route 331.

In 2014, Metro dropped evening hours on this route, which runs between Shoreline Community College and UW Bothell. Route 331 runs on Ballinger Way and uses LFP bus stops along that route.

The route made it possible for students in Shoreline and Lake Forest Park to take public transportation to get to and from the University into the evening hours.

Under direction of the King County Council, Metro has been visiting with jurisdictions where hours were lost in the service cutbacks. A process was discussed for a survey and technical group to analyze the impacts of the service loss.

The survey will be designed this summer, taken after the colleges start the fall term and reviewed for next steps by the technical group after the results are in.

Comments on the impact of the dropped runs can be sent to Neil Jensen.

New life for historic building - old Richmond Beach Library to house Wonderland Developmental Center

The old Richmond Beach Library

By Diane Hettrick

The old Richmond Beach Library building at 2402 NW 195th Place was constructed in 1911 and opened its doors in 1912 - one of the oldest libraries in King County.

The building served the Richmond Beach community until 2001 when the library moved to a new building in the Richmond Beach Community Park where it continues to thrive.

The old building has gone through several incarnations in the past 15 years - sometimes a business, and sometimes vacant. Previous owners remodeled and upgraded the building for a commercial space and put it up for sale.

In the meantime, Shoreline Public Schools was experiencing rapid population growth and needed to reclaim buildings which had been used as rentals.

North City Elementary had been home to four private preschools (see previous article) and the not-for-profit Wonderland Developmental Center. All were informed that the District needed the building and they would need to find new homes.

All were looking for similar space at the same time.

"We worked together," said Mary Kirchoff, Executive Director of Wonderland Developmental Center. Representatives from each group met weekly to update each other on their space search and make sure they weren't competing with each other.

Wonderland had particular space needs. They had to have commercial space because their primary need was for administrative space for the staff and therapists. They also hoped for space for their baby / parent sessions. They were absolutely determined to remain in Shoreline.

"Although we serve four school districts, Shoreline is our biggest school district. We wanted to stay rooted here."

They did have an advantage over the preschools in that, through increased recent enrollment, generous donors, and other good fortune, they found the resources to purchase a property for the first time in Wonderland’s 47-year history.

Said realtor McGlashan, "They started looking at the old library building and at first didn’t see it as a fit. They would have liked to have been closer to main arterials such as Aurora, but of course property values to purchase or rent in those locations were prohibitive. The more they looked at the Richmond Beach property the more they saw the potential."

“However,” continued McGlashan, “there was some question about whether it was still zoned commercial as it had not housed a business for over a year. Fortunately, once a building is designated as a library, it never loses its commercial nonconforming use designation, so that hurdle was cleared.”

"At first," said Kirchoff, "we wondered about being so far from the center of Shoreline, but the site is easy to find, close to businesses and restaurants, and along two bus lines.
"The Richmond Beach community has been extremely warm and welcoming, and really made us feel like part of the neighborhood.
"Since our mission is to support developmentally delayed and disabled children and their families, we’re thrilled to have landed on our feet in an historic place built for learning."

Now the building will serve the community once again.

Wonderland Developmental Center is a non-profit dedicated to serving children ages birth to three years with developmental delays and disabilities.

They have a team of occupational, physical, and speech therapists, special educators, mental health professionals, and family resources coordinators who work with families in their homes and schools.

Wonderland plans to do minor remodeling to the interior of the building, adding an ADA restroom on the first floor and converting the semi-kitchen to an actual kitchen for staff. The exterior is being repainted and the Wonderland sign installed.

"Later this summer we will add an ADA entrance in the front,” said Kirchoff, “and the Broadview Garden Club has already generously begun to clear away some of the overgrown foliage to expose beautiful gardens, as well as places to park."

Wonderland will occupy the space by late August.

Small business: Sultan Gyro & Shawarma Grill

Sultan Gyro and Shawarma Grill now open in Shoreline

The Sultan Gyro and Shawarma Grill is now open for business at 175th and Aurora, offering food from the eastern Mediterranean.

Hummus, falafel, gyros, shawarmas, vegetables, and dinner platters with combinations of all of those.

You can eat in - there are half a dozen small tables and counter space. Or you can order to go. The days I was there, I saw a steady stream of people dropping in to pick up food to go.

They are open for lunch and dinner.

This is a family business. The original restaurant is still open in the U District.

Mohammad Almuti is owner and chef for the Shoreline location.

I had the Arabic shawarma in a wrap and my husband had the Gyro dish platter. We loved both items.

Here's why I don't usually write restaurant reviews: we went in a second time and had exactly what we had the first time! It was too good to pass up.

We’re changing the ways we think about work, careers and starting businesses.

Tiffany will explain the nuts and bolts of getting a Four Point Plan together, and how you can put your interests and hobbies to work for you.

As always, tasty refreshments and our Conversation Starter blend of coffee will be served.

Ballinger dentist charged by Department of Health

In May 2016 the Washington State Dental Commission charged dentist Shohreh Khorsandi (DE00007812) with unprofessional conduct.

Charges say Khorsandi provided substandard care to multiple patients. Allegations include failing to take necessary tests, improper billing and/or recordkeeping, inadequate records of medications, not getting patients’ informed consent, and failing to adequately resolve dental problems.

Khorsandi's practice location is advertised as the Ballinger Dental Clinic, 20036 19th Ave NE, Shoreline, WA 98155.

Once the dental commission issues a final order, Dr. Khorsandi will have a period of time to answer the charges. The commission will then determine what disciplinary action, if any, will be taken.

Dr. Khorsandi was previously charged by the commission. As a result she was required to take continuing education classes and her license was on probation for two years. She was in good standing until the most recent charges, filed in May of this year.

Vibrant street party honors life of Shoreline girl and raises funds for cancer research

Sunday, August 7, 2016

Booths lined the block

Photos by Steven H. Robinson

Ahmie would have loved the party. Her street was full of life and activity. Booths with all kinds of goods lined both sides of the street.

People were selling all kinds of stuff, from the grab bag of goods pictured above, to tastefully made greeting cards sold by teenaged girls with their own cancer fundraising.

Peach and the Pig and Outside the Box food trucks, and Dippin Dots.

Food trucks - right in front of her house on her normally quiet street - sold good things to eat. There was a face painting booth, Pokeman Go lures, a photo booth, raffles!

Wooky was one of five bands.

It was even bigger than the street party for her birthday party last year. Her 14th birthday. Her last birthday before she died after a very difficult, 18 month battle with a rare sarcoma (DRSCT).

The shirts say "Ahmie-Palooza" and are part of the fundraising
The photo on the table is Ahmie and her mom.

Leslie Cheung, one of the organizers, said "We thought - what better way to bring together community, childhood cancer awareness, and fundraising for childhood cancer treatment research than to continue this tradition of a Street Fair and Music Festival because it's something Ahmie would love."

Buckets of chalk were available for people to make happy street art

All proceeds will be donated to Strong Against Cancer.

Together we can make a difference and every penny donated can make a difference in the life of another child fighting cancer.
