Letter to the Editor: Kudos to Shoreline Officer Paul Klein

Monday, July 18, 2016

To the Editor:

I had sent a note Saturday to Parks Maintenance about some graffiti that appeared in Paramount Open Space. Apparently others also called the police to report the graffiti.

To my amazement, we returned home that night and found Shoreline Officer Paul Klein on the job at 10pm having completely cleaned off the graffiti from the park sign and working on plans to remove it from other areas.

I am astonished and impressed at the initiative and excellent service he has provided by personally taking responsibility for helping keep Shoreline safe from the scourge of graffiti which mars our public areas and takes away respect for rule of law. He has personally done a great deal of this work for years, including doing the research on the best products to remove or repair public places that have been tagged by thoughtless graffiti perpetrators.

I thanked him personally, but I want to commend him publically and ask that he be recognized for his service. Our Parks are the pride of our community and I am very grateful for Officer Klein's dedicated work. I hope the department and the City will provide any support Officer Klein and other officers need to continue this work.

Kenmore Library teams up with Northshore Y to help kids

The Kenmore Library has partnered with the City of Kenmore and the Northshore YMCA to provide weekly food and programs for local kids in need during the summer.

Kenmore librarians will be visiting the Northshore Y Summer Lunch program at Kenmore City Hall every Tuesday from July 12 - August 30 from 11:30am - 1pm.

Listen to a story or do a fun STEM activity. Hop on the Mobile Learning Lab and code with Google's CS program. Grab a great book to read. Learn all summer long!

They are teaming up with other community organizations such as Totes to Go, to provide snacks the kids can take away with them at the end of the day and providing activities at a feeding site at the First Lutheran Church in Bothell.

King County Library System (KCLS) serves 18 school districts within its 2,307 square mile service area. In many communities, nearly half of children face high food insecurity, and rely on free meals during the school year.

In summer, they go hungry, while summer nutrition programs have difficulty connecting kids to the meals available. Hunger and boredom all summer affect children’s capacity to learn, and they fall behind their more affluent peers.

KCLS and local nutrition agencies combined their missions in 2015, providing free meals and library summer learning outreach in high-need areas.

All the King County libraries provide activities for all kids during the summer. Check with your closest library for details.

Seattle Pain Clinic - medical director suspended, clinics closed

The Washington State Medical Commission has suspended the Medical Director of Seattle Pain Centers, Frank D. Li, for alleged violations of the Uniform Disciplinary Act and for violation of the Washington State Pain Rules.

The action impacts eight clinics throughout Washington including one in North Seattle on the campus of Northwest Hospital.

Charges say Dr. Li consistently provided treatment that was an extreme departure from the standard of care, exposing patients of Seattle Pain Centers to risks of harm for opioid addiction, diversion, and overdose.

The Medical Commission alleges Dr. Li specifically sought Medicaid-enrolled patients with the intent to bill the maximum allowable amount by requiring unnecessary testing and procedures. Further, charges state, he intentionally employed recently graduated clinicians with little-to-no experience in pain management and that Li maintained unacceptable levels of oversight and management necessary to fulfill the duties of a medical director of a safe practice.

The most serious charges involved failing to appropriately respond to clearly demonstrated patient risk behaviors documented in medical records; and as medical director, failing to investigate reports of patient deaths or hospitalizations attributed to treatment received at Seattle Pain Centers.

The Medical Commission has opened investigations on all medical doctors and physician assistants practicing at the Seattle Pain Centers based on concerns of poor practice standards in place throughout the Seattle Pain Center organization.

The Department of Health urges patients of the Seattle Pain Centers to contact their health insurance company and primary care provider as soon as possible to try to minimize disruptions in their care. The Medical Commission has additional information for patients (PDF) of Seattle Pain Centers.

Help with the Back to School Event for Shoreline Schools students in need

Organizers are deep into the preparation for the annual Back To School event, scheduled for Saturday, August 27, 2016 at North City Elementary School, 816 NE 190th St, Shoreline 98155.

Members of the Back to School Consortium are: Hopelink; City of Shoreline; Ronald United Methodist Church; The Works of Shoreline PTA Council; Shoreline School District and the Readiness to Learn Program; Shoreline Community Care; Center for Human Services; Turning Point, and the Dale Turner Family YMCA.

In addition, the Lake Forest Park Rotary serves a free meal for kids and families and volunteers from local hair salons gave free haircuts.

Dropbox for school supplies

Donation bins are in place all over the District.

The annual event provides backpacks full of school supplies, new underwear and socks, and clothing for the children in our community whose family circumstances make it challenging to adequately prepare their children for school.

Last year 1,000 backpacks were handed out, along with 800 pair of shoes.

This event takes a lot of volunteer power, most of it in the week leading up to the event and the day of the event.

Members of the community are invited to be part of this massive effort to outfit kids for school. You can view the opportunities to volunteer here and sign up here.

And, of course, you can donate school supplies and money.

Free summer lunch and learning at Shoreline Library for children and teens

Every Tuesday through August 23, from 11:30 to noon, the Shoreline library will serve a free lunch for children and teens ages 1 to 18, followed by activities.

Without learning-based summer activities, most kids will go back to school in the fall knowing less than they did in the spring. Studies have documented the Summer Learning Gap and its consequences: kids who don’t read and learn during the summer quickly fall behind their peers, and end up farther behind every year.

More than one in five kids in Shoreline Schools face daily food insecurity. If these kids miss a day of school, they go hungry. When school’s out, they face a long summer of hunger, too.

Public libraries have a long tradition of free summer activities designed to engage and inspire kids—and grown-ups -- of all ages. The King County Library System (KCLS) is no exception. From June through August, all 48 KCLS community libraries are hosting age-appropriate summer learning programs: early literacy skills for babies, toddlers and caregivers; STEM-based learning activities for K-6 elementary students; thought-provoking adventures for teens; and just plain fun with reading for adults.

For the third year, KCLS is also teaming up with summer nutrition providers to bring free meals for kids in 15 selected libraries, including Shoreline.

The Shoreline Library is located at 345 NE 175th St, Shoreline 98155.

Incumbent Rep. Ryu, challenger Smith both emphasize schools

By Evan Smith

Incumbent 32nd District State Rep. Cindy Ryu and challenger Keith Smith both emphasized support for public schools in statements they recently sent about what they think are the most important issues in this year’s election.

Democrat Ryu, independent candidate Smith, and Republican Alvin Rutledge are running for the position that Ryu has held for three two-year terms.

The three are running on the August 2 primary ballot, with the two leaders advancing to the November general-election ballot.

The 32nd Legislative District includes the city of Shoreline, part of northwest Seattle, Woodway and nearby unincorporated areas of southwest Snohomish County, south Edmonds, Lynnwood and part of Mountlake Terrace.

Here are statements from the candidates in the order their names will appear on the primary ballot and in the voters’ pamphlet:

LEGISLATIVE DISTRICT 32: State Representative Pos. 1, 2-year term

Cindy Ryu (Prefers Democratic Party)

1. Fully fund public schools: Over-reliance on sales tax makes state revenue unreliable and affects adequate funding of local government operations. Property taxes are regressive, as are utility taxes and B and O taxes -- a tax on the gross activities of businesses.

2. Climate change crisis: Mandate reuse of resources and structures. Before demolition for a new development, relocate existing structures to new sites and reduce solid waste.

3. Residential Landlord-Tenant Act is well intended but it needs state agency staffing and oversight.

4. Predatory lenders are still targeting our working poor, retirees, and military families – anyone with a checking account.

Alvin Rutledge (Prefers Republican Party)

Has not responded to requests for an issue statement;

Keith Smith (States No Party Preference)

Tough decisions must be made regarding funding for public schools and mental health facilities. Currently, revenue comes from property taxes, which place an undue burden on working, middle class homeowners, many of whom are new families that have just purchased their first home. We need an overhaul of our revenue system so that the middle class is protected.

The 405 tolls increase congestion and price out middle-class drivers who cannot afford them. Toll lanes should be eliminated, and the number of passengers required to use the HOV lanes should be reduced to two in order to relieve congestion.

Evan Smith can be reached at schsmith@frontier.com

Candidates vie to succeed Jim McDermott in Congress

Shoreline Mayor Chris Roberts welcomes candidates and attendees

By Diane Hettrick

Jim McDermott has represented Seattle / North King county, including Shoreline and Lake Forest Park, in the U.S. Congress since 1989, serving 27 years in the U.S. House of Representatives.

He announced his retirement for the end of this year, leaving an open seat for Washington state’s 7th Congressional District.

Nine candidates are running to replace him and all nine were present at the candidate forum held by the League of Women Voters on Saturday at Shoreline City Hall.

Listed in the order they appear on the ballot:
  • Brady Piñero Walkinshaw, Democrat
  • Scott Sutherland, Republican
  • Don Rivers, Democrat
  • Pramila Jayapal, Democrat
  • Leslie Regier, No Party Preference
  • Craig Keller, Republican
  • Arun Jhaveri, Democrat
  • Joe McDermott, Democrat
  • Carl Cooper, No Party Preference

Walkinshaw, Jayapal, and McDermott all cited their legislative experience. Walkinshaw represents the 43rd district in the state house of representatives, McDermott was a state legislator for ten years and has been on the King County Council for the past five years. Jayapal serves in the state senate, representing the 37th legislative district.

All Democrats, they cited their experience working in a Republican controlled legislature and their ability to work across the aisle.

Arun Jhaveri, Democrat, and the first mayor of Burien, is a scientist with 40 years experience who worked 15 years for the U.S. Department of Energy on the issues of climate change.

Craig Keller, Republican, was pleased that all candidates were included in the forum, several times mentioning a Seattle City Club debate that included only three of the candidates. His concern focuses on the "thousands of non-citizens registered to vote," getting health benefits and potentially getting Social Security.

Don Rivers said that he had been a "king-maker" for years, working behind the scenes as an advisor to politicians.

Leslie Regier (NP) said she was a "big picture" person, and that people can come together when they focus on the goals. She said she thinks out of the box to find solutions.

Carl Cooper (NP) said he was a non-professional politician. His issue is representation. He said that for the population of our district we should have 20 people representing us, not just one.

Scott Sutherland (R), who ran for this position in 2012 and 2014, said he would work across the aisle, favored background checks for gun ownership, and would work to create jobs.

Candidates were asked questions prepared by the LWV on their primary issues, what they would do about political polarization, gun violence, climate change, barriers to voting, the most pressing issue facing the U.S. and their solution.

Then they responded to questions submitted from the audience on federal legalization of marijuana, Social Security, their position on Roe v Wade, and why voters should vote for them.

The entire session was video taped and will be made available on TV. (this story will be updated when the viewing information is available).

The 7th District includes most of Seattle, Vashon Island, Tukwila, Burien, Shoreline, Lake Forest Park, Lynnwood, Mountlake Terrace, Woodway, and Edmonds.

Children injured crossing 15th NE

On Thursday, we published a short notice of a traffic revision on 15th NE:

Earlier at about 5:30pm there was a traffic collision on 15th ave NE between Ballinger Way and Forest Park Drive NE that was blocking all lanes. Aid and fire responded but there have been no official reports.

We asked if any readers had more information. Today we heard from a reader about what had happened.

"On the 14th, my children 5 and 13 were crossing the street on 15th Ave near Ballinger when a vehicle hit them. My 13 year old moved her sister out of the way and took the hit. They will be fine - other than scrapes, bruises and being pretty emotional which is expected.
"However, on this day many community members helped us. Started first aid before the ambulance showed up. We were lucky. They didn't jump into traffic. They looked both ways. It could have been worse but we are thankful it wasn't.
"Thank you to this wonderful community for your kindness and compassion to help us out like you did that day."

Lake Forest Park: here's why the lights were out

Downed power pole in Lake Forest Park
Photo courtesy City of Lake Forest Park

Here's why you were in the dark last night LFP residents. It's the usual story. Weather, in this case wind, knocks down a tree. The tree falls on the power lines. The weight of the tree pulls down the lines, the lines bring the pole with them and the pole snaps off.

The power goes out, and the tree and/or pole block the road, in this case busy Bothell Way / SR 522.

Even though this was the only power outage in City Light territory, it still was a complex enough job that it took crews all night to repair, replace, and restore power.

Enjoy those lights!

Annual STP bike riders hitting the roads July 16-17

10,000 cyclists will ride western Washington’s state highways and local roads for the 2016 Group Health / Alaska Airlines Seattle to Portland (STP) fundraiser ride.

WSDOT warns that major traffic congestion will occur in areas from Kent to Portland. They ask drivers to share the road and prepare for travel delays during the popular event. WSDOT also reminds bicyclists of their responsibility to follow Washington’s rules of the road.

A Shoreline team, including local business owners Lindsey Willis (Vanity Salon) and her father Steve Erickson (Easy Monkey Taphouse), are riding to raise money for Pinky's Passion for a Parkinson's Cure.

Pat "Pinky" Erickson  has been raising funds for Parkinson's research since Pat was diagnosed 15 years ago, donating primarily to the Michael J. Fox Foundation.

If you would like to donate, go to Ridewithpassion.org and sponsor Lindsey, Steve, or one of the other riders.

Municipal League rates Kagi “Outstanding,” Ryu and Pollet “Very Good”

The King County Municipal League has given incumbent 32nd District Democratic State Rep. Ruth Kagi its highest rating, “Outstanding” among legislative candidates in the 2016 elections.

In ratings released Monday, the Municipal League gave both incumbent Democratic 32nd District State Rep. Cindy Ryu and incumbent Democratic 46th District State Rep. Gerry Pollet its second highest rating, “Very Good”

Democrat Wes Irwin, a Democrat who is challenging Kagi, and Keith Smith, an independent who is challenging Ryu, both had the League’s third highest rating, “Good.”

Running against Kagi and Irwin in the August 2 primary election are Republican David Schirle, who got the Muni League’s fourth highest rating “Adequate” and Libertarian Alex Hart, who got the League’s lowest rating, “Not Qualified.”

Running against Ryu and Smith is Republican Alvin Rutledge, who got a “Not Qualified” rating.

Pollet has one opponent, Republican Stephanie Heart Viskovich, who had an “Adequate” rating.

The Municipal League did not rate incumbent 46th District Democrat Jessyn Farrell, who is running unopposed.

The 32nd Legislative District includes the city of Shoreline, part of northwest Seattle, Woodway and nearby unincorporated areas of southwest Snohomish County, south Edmonds, the city of Lynnwood and part of Mountlake Terrace.

The 46th District includes Lake Forest Park, Kenmore and northeast Seattle.

The League says that its ratings are not endorsements but are evaluations of each candidate’s ability to be effective in office, and not on political affiliations or standing on public issues. They say that the ratings seek to provide voters with unbiased, citizen-driven information to inform electoral decision-making, to promote the continued practice of good and open government, to improve the caliber of public officials and to improve the quality of public policy.

League members say that to determine ratings, volunteers throughout King County review candidate questionnaires, study the public record, speak with references and conduct in-person interviews with candidates. They assess each candidate according to four criteria: involvement, effectiveness, character and knowledge, and that candidates can get any of six ratings: outstanding, very good, good, adequate, not qualified, and insufficient information.

Power restored to Lake Forest Park

Power has been restored to Lake Forest Park

City Light crews worked all night to restore power to two large areas in Lake Forest Park after the wind toppled two trees onto power lines.

The lines pulled utility poles part way or all the way down over Bothell Way/ SR 522 which had to be closed between NE 165th and Ballinger Way.

WSDOT set up detours to route traffic around the site.

City Light originally thought they would have power restored by 1:30am but it took all night to repair the lines and replace the poles.

Photo: Eagles at Bitter Lake

Eagles at Bitter Lake

Photo and text by Bruce Hill

Two years ago, eagles built a nest at the southwestern end of Bitter Lake, and the crows gave them a little grief during the season's course.

Bald eagles live about 28 years, can be up to 43 inches tall (tail to crown), weighing about 14 pounds, and a wingspan of 6 to 8 feet. Truly a big bird. To see up close is truly a wonder. When they strike, they merely step off the light fixture and with flat wings, float down to grab their snacks. Their top diving speed of 99 miles per hour is not tested here at Bitter Lake.

This year, these two beautiful birds enjoyed hanging out on the light standards at the Bitter Lake Community playground while keeping eyes out for a furry little rodent trying to scurry across the grass. They were successful at grabbing a snack now and then. The crows left them alone - that is - until they caught a snack, then the loud cawing and dive-bombing became very furious, lasting for the eagle's full-course snack. When the eagle finished, the crows gave them a rest  -  that is, until they caught another snack.

They did not build a nest here this year.

The crows rule these skies.

Reminder: Saturday morning work party to restore Calvin Community Gardens

The garden was created in 2011
Join Diggin’ Shoreline on Saturday, July 16 between 8am and 11am to help restore the Calvin Presbyterian Community Garden.

The garden is located on a flat, sunny site with plenty of parking available, and is currently fallow.

Diggin’ Shoreline is leading the effort to help Calvin Presbyterian restore it as a place where community can gather to help grow food for their families, for the food bank and free community meals.

The garden is located on the corner of Richmond Beach Road (NE 185th) and 3rd Ave NW.

The site is completely ADA accessible, and both the METRO 330 and 331 bus lines stop in front of the garden.

Dress for the weather, and bring sunscreen, digging forks, shovels, and wheelbarrows. The morning’s work will include pulling weeds, laying burlap and covering with chips and digging in compost.

School-age children are welcome with parental supervision.  This is a great community service opportunity for high school students.

GE Girls in a chemistry class

GE Girls STEM week is coming to the University of Washington, Seattle campus, and Shorecrest High School for a week of learning, team building and creativity for middle school girls in Shoreline.

The week-long day camp provides a great way for girls to explore the STEM (Science, Technology, Engineering and Mathematics) professions while having fun in a group setting.

The camp runs from July 18 through the 22nd, and 44 rising eighth-grade girls from Einstein and Kellogg Middle Schools have been selected by their teachers and principals to participate in the camp.

GE Girls is a program run by General Electric in the United States with the explicit goal of encouraging girls to consider the STEM professions. Every day includes activities ranging from team building and field trips to actually creating things based on the concepts learned that day. At the end of the week, a STEM fair will give the girls an opportunity to share their creations with the other participants and spend time interacting with GE women working in STEM fields.

The collaboration of General Electric, University of Washington and the Shoreline School District makes for a unique and exciting opportunity for the girls.

Backyard Birds: Sharp-shinned hawk

Wednesday, July 13, 2016

The mother sharp-shinned hawk feeding on a small bird.
The small bird's claws are dangling beneath the sharp-shinned hawk's talons.

Text and photos by Frank Kleyn

This summer, we have enjoyed watching sharp-shinned hawk fledglings being raised by their mother in our backyard cedar tree in Shoreline. The fledglings are now learning how to fly short distances between the trees in the greenbelt behind our house.

With feathers that provide excellent camouflage in northwest conifers, sharp-shinned hawks are swift predators that swoop out of trees to quickly snatch a songbird. Usually, sharp-shinned hawks migrate with seasonal changes, but in the northwest, some sharp-shinned hawks are year-long residents.
