Upper restrooms at Richmond Beach Saltwater Park remain CLOSED for maintenance

Due to needed maintenance work, the upper restrooms at Richmond Beach Saltwater Park are closed. The City anticipates completing the work and reopening the restrooms by Thursday, March 17. The lower restrooms are open and available for use.

This is a joint maintenance project between the City, Ronald Wastewater District, and Seattle City Light.

Acoustic guitarist Ronnda Cadle appears in Bothell Saturday afternoon

Panel discussion with District Special Education Team on Tuesday


Back by popular demand, members of the Shoreline School District administration team will provide updates and field questions in a panel discussion to be held on Tuesday, March 15 at the Shoreline Center.

Panelists are Hillery Clark, director of preschool and health services; Scott Irwin, director of secondary student services; and Amy Vujovich, director of student services.

They will share how the District is supporting special needs students.

Topics will include the new inclusive preschool, district-wide Positive Behavior Intervention Support (PBIS), autism training for all teachers, co-teaching at secondary level, and an update on the restraint and seclusion laws.

There will be an opportunity for questions (chapter members will be given priority).

Meet and greet/mingle time starts at 6:30pm, with the meeting under way at 7pm and adjourning by 8:45pm.

State Fire Marshal reminds residents to “Change Your Clocks, Change Your Batteries”


As the time change approaches on Sunday, March 13, (change your clocks before you go to bed on Saturday) the Washington State Fire Marshal’s Office reminds residents that one easy step can help save their lives – changing the batteries in their smoke alarms.

When you change your clocks, take time to change and test the batteries in your smoke alarms.

“Smoke alarms most often fail because of missing, dead or disconnected batteries. Replacing your batteries and testing the alarm is a simple, effective way to protect you and your family,” says State Fire Marshal Charles M. Duffy.

In 2015, thirty percent of fire deaths in Washington State occurred in homes with no smoke alarms or the alarms were not working. Ensuring smoke alarms are operational is critical to your home fire escape plan.

Warnings from smoke alarms can provide those critical extra seconds people need to get out of their homes safely. Plan, discuss and practice escape routes with your household members. Being prepared and knowing what to do, in the event of a fire, can save lives.

Police release surveillance photos from Chase Bank robbery

On March 10, 2016 at approximately 5:55pm, a lone white male entered the Chase Bank located in the Lake Forest Park Town Center. After waiting in line, the suspect was helped by the teller. Money was demanded by the suspect and when he got the money, he left in an unknown direction on foot.

A K9 track went well but the suspect was not apprehended. The white male was described as being 25-30 years old, 5-04 to 5-06 tall, dark brown hair, average weight, and about one week’s growth of lighter colored facial hair.

The suspect was wearing blue jeans and a red jacket (See photographs).

If anyone can identify this bank robber, call Crime Stoppers, 206-343-2020 or the Lake Forest Park Police at 206-364-8216.

We need help from the public to identify this suspect. Updates will be posted to the department Facebook page.

KOMO is reporting that a man captured in Lynnwood after a police chase is a suspect in an armed robbery in Bothell and may be the man who robbed the Chase Bank in LFP.

Not so, say LFP Police. The man captured is "not our guy" and the public is urged to spread the word and contact police with any tips.

Somebody saw this guy and has information that will help us catch him.

Einstein wrestling scores huge victory - first team to defeat Evergreen in 14 years

The Einstein boys in blue faced off against Evergreen Middle School of Everett on Thursday. The Evergreen Timberwolves not only edged out the Einstein Tigers for a league title last season but they were also riding a 14-year winning streak in dual meets.

The two teams traded pins during the first five matches and Einstein found itself trailing 12-18. At 108 pounds, Tiger Kody Carpenter used a perfectly executed suicide cradle to pin his opponent in the first round and tie the team score.

In the next match, 113 pound wrestler Curt Tanaka continued his perfect season by taking his opponent straight from his feet to his back. The pin by Tanaka gave Einstein its first lead of the afternoon, 24-18.

The Timberwolves would tie the score again with a pin of their own at 118 pounds before undefeated Einstein wrestler Devin Leach took the mat. Leach improved to 5-0, all by pins, on the year and kept his unblemished middle school career intact with a 37 second pin.

Leach's pin, as well as pins by fellow undefeated Tigers Ryan Araujo at 128 pounds and Austin Newman at 133 pounds, gave Einstein a 42-24 cushion.

When 7th grader Taejin Thongdee picked up his third pin in his last three matches at 178 pounds it capped a 52-12 run and gave the Tigers an insurmountable 64-30 lead.

The final score of 64-54 made Einstein the first team to defeat Evergreen in 14 years and is the first time Coach Derek Norton has ever defeated them.  

Einstein wrestles next on Tuesday, March 15th, at home against Meadowdale Middle School. Wrestling begins at 3:45pm.

Shoreline City Council meetings Monday feature Elections Director and human services funding

Discussion of Human Service Funding Policies

As this is a discussion item, no formal action is required. However, staff is seeking Council direction on the following recommendations:
  • Staff recommends that ongoing funding for the operations of the Shoreline-Lake Forest Park Senior Center, which totaled $95,708 in 2016 funding, be transferred from the competitive human services program to the Parks, Recreation and Cultural Services operational budget, starting in 2017.
  • Staff recommends that the Council use a formula to set the City’s level of funding for competitively allocated human services funds, with the 2017 level set at 0.75% of General Fund revenues. Staff also recommends that Council increase human services funding by 0.05% of General Fund revenues each year for a total of five years until the target of 1.00% of General Fund revenues is reached in 2022. Both of these recommendations would be contingent upon passage of the Levy Lid Lift in November 2016.
  • Staff recommends that the increase in human services funding in 2017 and beyond be targeted to address homelessness and other needs in the funding categories of ‘Basic Needs’ and ‘Counseling’.

Rosewood Guitar is open for business in Greenwood

Thursday, March 10, 2016


Shoreline resident, musician, stair climber, and community volunteer Bill Clements is a business owner in Greenwood. His guitar shop, the Rosewood Guitar, is directly across the street from the building that exploded early Wednesday morning because of a natural gas leak.

Bill says he is open for business.

Our front windows were blown out from the explosion but there was no other major damage. We are waiting for window replacement but are open regular hours. 
The neighborhood is quite a mess - three businesses across the street were completely destroyed, and there are over 30 businesses and many residences in the neighborhood with glass damage. 
There is lots of support from the community, customers and friends. 

The Rosewood Guitar and other businesses in the area were heavily damaged by arson fires in 2009.

Phillip Pepple selected as WIAA Athlete of the Week for Basketball

Phillip Pepple, a Sophomore from Shorecrest High School, was nominated by a community member and selected by WIAA staff as one of the Athletes of the Week for achievements in Basketball.

Pepple connected on 10 of 15 shots in the championship game, scoring 21 points and grabbed 11 rebounds to make the all-tournament second team. The Scots placed second, losing to Clarkston.

In recognition of their accomplishment, each Athlete of the Week winner receives a congratulatory letter from WIAA Executive Director, Mike Colbrese, a commemorative WIAA State Athlete of the Week t-shirt, and a certificate. Winners are also posted to the WIAA website.

LFP City Administrator's Report March 10, 2016

 I. Intergovernmental and local issues update

Meetings: The City Administrator attended the SCA Manager and Administrator meeting on March 2. The University LINK light rail station will open March 19 to Husky Stadium. The light rail from there to downtown Seattle will be an 8 minute ride. PSRC is planning an upcoming meeting on the UW campus to test the line. The opening will also feature a huge test of the integration strategy between Sound Transit and Metro Transit.

There was a brief legislative update at the same meeting. Final budget negotiations are underway. The houses are at cross purposes as to the use of the rainy day fund to assist in balancing the supplemental budget. City issues are once again taking a back seat to budget balancing. Stormwater grants and toxic clean-up are funded from the same tax on petroleum. There is a huge shortfall due to oil prices, and there is some wrangling over which program will receive the greater burden of the cuts. The public records legislation (reasonable hour limits) has died, but made it further than any other bill that would limit the reach of the PRA has ever made it. Police Body camera legislation is still moving and may pass.

II. Internal City Information: 

Acting City Administrator: The City Administrator is off site to a major risk management training and Frank Zenk will be Acting City Administrator from March 4-9.

Long time Police Support Officer Jackson Beard has resigned to pursue a career in fire service. Beard was very instrumental in helping Police work through its staff shortage in 2015, and is a certified trainer in some officer skills, such as firearms qualification. The position is covered by Civil Service.

Both robberies that occurred last month in LFP have been solved. The same suspect committed both crimes. Witness and citizen information was critical in developing the leads resulting in the arrest and recovery of significant evidence. Another example of our partnership with the community.

The School zone camera on NE 178th is back on line.

Municipal Services: 
Passport services processed almost a thousand
applications in two months

To date, the Lake Forest Park Passport Office has processed 948 passport applications and $32,000 in processing fees and photo revenue in just the first two months of 2016! We anticipate we will exceed the projected income revenue if this trend continues for the remainder of the year. In an effort to reduce the wait time during this rush for passport renewals, the City has hired five part-time passport agents from neighboring cities to meet the demand on Saturdays. Lake Forest Park Passport Office is one of two passport acceptance agencies open on Saturdays for passport applications. Passport Office hours are Monday and Friday, 12-5pm, and Saturdays, 10am-4pm.

One of the major driving forces behind this upswing in applications is the 10-year anniversary of the Western Hemisphere Travel Initiative (WHTI). WHTI first went into effect in 2007 requiring U.S. citizens to have passports to travel to Mexico, Canada, the Caribbean, and Bermuda. In 2007, 18 million people applied for U.S. Passports, and many of them will choose to renew early in 2016 to avoid the rush and additional costs!

Public Works:

Rodger Squirrell is a Lake Forest Park resident and artist. He won a competition for the development of a “signature piece of public art” for the City’s 50th Anniversary. Mr. Squirrell works in metal. His pieces range from small mushroom art that is in his garden to eight feet tall metal scriptures. 

The piece for the City is a collection of five pentagon pillars of various heights that have a water motif. This gift from the Garden Tour will be located on the City property at the intersection of Ballinger and Bothell Way.

Additional shoulder work will be needed prior to the street overlay this year. Team members are preparing this year’s overlay roads. Street sweeping routes are under way and general shoulder cleanup is in progress.

Public Works has restocked all the First Aid kits throughout City Hall and Public Works Operations Facility as well as the city vehicles.

Slope mowing and vegetation management is ramping up.
The team is doing their best to keep on it with limited resources

Elevator, sprinkler and general security alarms have been recertified for the year by their respective companies. This includes the Sonitrol emergency panic buttons throughout the different departments. 

Drainage culverts are being cleaned from this winter’s weather events as well as vactor service cleaning will happen later this year. The vactor service is cleaning the catch basin in certain zones and assists with water quality for our streams. This program is a proactive measure that also helps to meet the city’s required NPDES II permit activity. 

Numerous street signs repaired throughout the city due to the wind events in the last several weeks.

Park maintenance is also beginning to ramp up with the trails, vegetation, drinking fountains, irrigation, garden areas, playground equipment inspections, asphalt trails, parking areas, lighting, and tennis court maintenance, etc.

III. Council Information: The upcoming PIC meeting at SCA will include a discussion of the ST3 process, which is of significant interest to Lake Forest Park.

Staff has reviewed the grant application provided by the Stewardship Foundation for the SPU surplus utility property (5 Acre Woods). This application will be submitted to Conservation Futures with a couple of procedural amendments to conform with City processes. It has been signaled to the leadership of the Stewardship Foundation that this is an agreement to apply, and that further deliberation and planning would be needed by the Council to consider accepting the property. 

Shoreline 145th Preferred Option: Mayor Johnson, City Administrator and Councilmember Kassover attended the “reveal” for the corridor plan. The concept between Bothell Way and I-5 can be described as having some widening at the signalized intersections to improve transit access and enable queue jumps for the busses when the signal starts its green phase. There is limited widening for the four blocks between the signals, but a little to improve transit passage, sidewalks and a treed green strip. Bicycle corridors will be moved outside the 145th corridor. The Shoreline City Council will consider the proposal at its April 4 meeting. The Shoreline Council has proposed a joint meeting with the LFP Council on June 11.

Joint Meeting Proposed: The City of Kenmore has proposed a joint meeting with the LFP Council and Northshore Fire District Board on April 4, to discuss the emergency management coalition and several matters of joint interest, including SR 522 and ST3.

Legislative Steering Committee Update: 
  • State: The City’s request to transfer the $475,000 in the State Capital Budget from a park and ride to a corridor study has been included in the proposed House, Senate and Governor’s supplemental capital budgets. This is very encouraging news and it appears likely that the transfer will be included in the final capital budget. March 10th is the last day of the session. The Senate and the House are also working on a supplemental operating budget. The Senate’s proposed operating budget is traditionally not friendly to cities and includes eliminating the $2 million in funding for Municipal Research and Services Center (MRSC). There are discussions of not passing a state supplemental operating budget but the Governor has indicated that he will call a special session to ensure a supplemental budget is passed. The only policy bill on the City’s legislative agenda that has not died is the police body camera bill related to public records. The bill is on the Senate floor but seems unlikely to pass this year. 
  • Federal: A new bill called the Green Stormwater Investment (GSI) Act has been introduced. It would codify a Green Stormwater Reserve Fund in the EPA’s Clean Water State Revolving Fund. This would establish a permanent 20% reserve within each state’s Clean Water State Revolving Fund dedicated to projects with a green stormwater component and make funds available for operation and maintenance associated with projects. The GSI act would also prioritize projects that utilize GSI for competitive federal transportation grants and infrastructure grants. It would also extend the duration of the National Pollutant Discharge Elimination Systems Permits (NPDES) from five years to ten. City representatives are travelling to Washington D.C. on March 21 for meetings with the congressional delegation to discuss the City’s federal legislative agenda. Senate will not be in session during the meetings so the City representatives will meet with Senate staff. The House will be in session.

The Tournament has already begun, and Adrian's partner already eliminated, when Richard Aldana comes into town. Why would the older man, an adept fighter (but not a magician) team up with a little boy? Why does he need​ to win this tournament? And what is his history with some of the other fighters?

Volume 1 doesn't answer any of those questions, but it does implant a desire to learn the answers. This is an awesome new graphic novel series in the French/Manga style: a fast moving story set in alternate-history medieval France, with magic and karate. Volume 2 will be released in July, and I will be waiting.

No cussing, no sex. Some romantic themes and drinking (adult characters), fighting action, comedy, and magic.

Shoreline and Bellevue detectives arrest pharmacy robber

A young man with an interest in jumping pharmacy counters and making off with drugs, has been robbing and burglarizing pharmacies in the region since the beginning of the year.

He made the mistake of doing this to one of our Shoreline businesses. The responding Patrol Officers were able to develop solid leads that allowed follow-up Detectives to identify the suspect.

A joint effort by Bellevue and Shoreline Detectives led to the suspect's arrest and booking on multiple felony charges from crimes committed in Shoreline, Kenmore, and Bellevue.

Bank robbery in Lake Forest Park

Thursday evening at just before 6pm, the Chase Bank in LFP was robbed by a white male suspect about 25 years of age wearing a red jacket and light blue jeans and shorter dirty blond hair.

Officers were on scene within a minute of the call. A K-9 attempted to track the suspect but it was unsuccessful.

Detectives are currently collecting evidence at the bank. No weapon was seen or implied and no one was injured.

Police are confident there is no danger to the public at this time.

If you were in the Lake Forest Park Towne Center lower parking lot between 5:55 and 6:05pm on Thursday, March 10 and saw the suspect described above or anything suspicious please contact LFP detectives 206-364-8216.

Power restored to all but four households

It has taken all day, but trees and branches have been cleared from power lines and City Light crews have restored service to all but four customers in Shoreline and Lake Forest Park as of 9:30pm Thursday.

The winds died down, as promised, but the damage left behind took hours to clear.

The smell of natural gas

Puget Sound Energy (PSE) hands out a small pamphlet, called "The Smell of Natural Gas ... Stinks for your safety."

They explain that natural gas is odorless, colorless, and non-toxic. They add a distinct odor called mercaptan to make it easy to detect in the case of a leak.

The pamphlet contains a "scratch and sniff" so you will know what it smells like. Sulphur. Rotten eggs. Truly foul and distinctive.

According to PSE, if you smell natural gas:

  • Leave the area immediately
  • Do not use phones, turn any electric switches on / off or use other electrically operated devices that could cause a spark.
  • Do not smoke. Avoid all open flames.
  • Use a telephone outside your home and call Puget Sound Energy 24 hours a day
    • 1-888-225-5773 or 911
You may also see or hear signs of a gas leak, including:
  • Bubbles rising in a puddle or other pool of liquid
  • Dust or dirt blowing from a hole in the ground
  • Dead or dying vegetation in unexpected locations
  • Hissing (small perforation) or roaring (large break)

In the open air, gas will dissipate quickly. It has a limited range of flammability.

In Greenwood and the recent case in Kitsap county, the gas collected in a confined space - inside a building in Greenwood and under the house in Kitsap county.

In a story we published in 2011 about a worker at Crista whose North Seattle home exploded, the couple had apparently noticed the smell but ignored it. Gas from a corroded pipe pooled under their home and exploded when the homeowner flipped the bathroom switch in the morning.

Wind and rain - more trees down - massive power outages

More trees have come down on power lines, causing widespread outages for large sections of Shoreline and Lake Forest Park.

A tree over the tracks delayed the Sound Transit trains from Everett this morning. When the tree was cleared, the winds were high enough that the trains were held. At noon, they were running, but an hour and a half behind schedule.

A high wind advisory is in effect until 4pm this Thursday afternoon, but is expected to die down much sooner.

Tree takes out power along Ballinger Way

A tree went down near the intersection of NE 182nd and 40th Ave NE in LFP and took out power for about 40 LFP residents in the area.

Another tree has interrupted power to one customer in a home overlooking Bothell Way.

Greenwood explosion

but allowed the leaking gas to burn itself off

Shoreline residents report being awakened by the explosion in Greenwood at 1:45am on Wednesday morning, some six miles south of Shoreline.

A leak allowed gas to build up in a structure in the heart of the Greenwood business district, until it exploded, shattering windows up and down the streets and turning the affected buildings into piles of wood shards.

Debris was hanging from trees, on the top of three story buildings, and covering the street. One apartment resident reported that he saw the explosion and then watched from his window as paper plates floated down from the sky.

Three businesses are completely gone. They were located one building south of the intersection of Greenwood and N 85th on the west side of Greenwood.

Nine Seattle firefighters, who were already on the scene, looking for the source of the gas leak, were treated at Harborview and released.

Three or four Shoreline residents own businesses in that neighborhood.

King County Sheriff’s Office to host 9-1-1 Citizen’s Academy

Local residents will have a prime opportunity to learn about the internal workings of the 9-1-1 emergency dispatch center when the next 9-1-1 Citizen’s Academy is held on April 23, 2016.


The academy will educate citizens about the role 9-1-1 Communications Specialists play in the public safety system and prepare them should they ever need to dial 9-1-1.

The all day informative class includes everything from the History of 9-1-1 to how citizens can help 9-1-1 help them! A tour of the KCSO 9-1-1 Center is included, and optional “plug-in” time will be offered to academy attendees on follow-up dates for those interested.

The academy is open to anyone at least 18 years old with no felony convictions. Applicants must live or work in King County.

Applications to attend are now being accepted. Space is limited and completed applications should be turned in by Friday April 15, 2016.

Washington Wild 19U earns second place at Pacific District Championship

The Washington Wild 19u Rep team earns second place at the 2016 USA Hockey Pacific District Championship Girls' Tier 2 Tournament in Anchorage, AK.

In round-robin play the Wild defeated the Anaheim Lady Ducks twice with scores of 7-0 in each game. In the first game Bronwyn Jones of Tacoma scored three goals, and Allison Reeb of Bellingham netted two. In the second game senior captain Mikayla Anderson of University Place scored two goals. Goaltending responsibilities were split between senior Monica Jackson of McCall, ID and Anna Stensland of Shoreline.

The All Stars defeated the Lady Ducks 10-0 in two separate games, while the Wild dropped two games to the Alaskan team, 0-1 and 0-4. As a result, the Wild and All Stars to met again in the championship game.

Despite fast-paced, back and forth play for much of the final game, the Wild could not score on the All Star's goalie who recorded shutouts throughout the tournament. The Wild lost 0-4 and the All Stars clinched the Pacific District Championship title. The Alaskan team advances the U19 Tier 2 USA Hockey National Championship in Burlington, VT at the end of the month.

The Wild played great hockey all season in the Canadian PCAHA league and in tournament play -- winning the Surrey SuperHeart tournament in February. They represented their teammates, coaches, parents, sister players, and the entire association with class and character.

We wish the best of luck to the graduating seniors, team captain Mikayla Anderson of University Place, assistant captain Lauren White of Snohomish, forward Ally Absher of Mukilteo, and goaltender Monica Jackson. from McCall, ID.

Einstein Wrestling Results 3/8

The Einstein Tigers improved to 2-0 at home and 3-1 overall with a huge 77-30 victory over the visiting Alderwood Mustangs.

The two teams traded wins early as Einstein struggled to build a lead. Tiger Curt Tanaka improved to 4-0 with a first round pin at 113 pounds to stretch Einstein's lead to 27-12. Alderwood regrouped in the middle weights with a pair of pins at 140 and 148 pounds, making the team score 45-30. Then at 157 pounds Tiger Terrill Martinez produced a completely dominating 18-2 victory to stop all hope of a Mustang rally. Martinez's victory began a 32-0 run over the last six weights for the final 47 point team victory.
