Richmond Beach Saltwater Park pedestrian bridge to close for repairs

From the City of Shoreline

The City's contractor, MJ Hughes, will tentatively close Richmond Beach Saltwater Park pedestrian bridge from January 20 through the beginning of April to complete much needed structural repairs and upgrades. However, there are a number of factors outside of the City's and the contractor's control that could extend the timeline.

Railroad regulations require flaggers to be located at the construction site during construction to ensure safety. Unfortunately, natural landslide disasters and other delayed projects in the same railroad segment are limiting the amount of available flagger staff to devote towards our project. BNSF has tentatively stated that flaggers should be available to dedicate to the project in March.

Pedestrian bridge

The contractor will complete as much of the work as possible outside of the area directly above the tracks first. This will allow the contractor to move quickly to complete the project once the flaggers are available. However, it also means that there may be periods when the bridge remains closed and no work is being done while the contractor waits for flagger availability.

Richmond Beach Saltwater Park is a heavily used park, even during the winter months. While our goal is to complete the project as quickly as possible and open the bridge, the number one priority for the City, the contractor, and BNSF during construction is safety. We want to ensure that construction and railroad crews and residents are safe. As a result, it is possible that the contractor will need to keep the bridge closed longer than anticipated.

The repair work requires complete closure of the bridge and beach area, including the off-leash dog park. Please remember crossing private property without permission and crossing the railroad tracks to access the beach are illegal.

The repairs and upgrades are necessary to maintain a safe bridge and allow continued access for emergency and maintenance vehicles. Completion of these repairs will extend the life of the bridge 20 or more years at a fraction of what it would cost to replace the bridge.

King County to host annual Rev. Dr. Martin Luther King, Jr. Celebration at Paramount Theatre noon Thursday

King County hosts the annual Rev. Dr. Martin Luther King, Jr. Celebration, January 15, 2015, Noon – 1pm, Paramount Theatre, 911 Pine St, Seattle, with keynote speaker author Maria Gitin.

“So long as I do not firmly and irrevocably possess the right to vote I do not possess myself. I cannot make up my mind — it is made up for me. I cannot live as a democratic citizen, observing the laws I have helped to enact — I can only submit to the edict of others.” —Rev. Dr. Martin Luther King, Jr.

As America celebrates the 50th Anniversary of the landmark Voting Rights Act, King County and its employees invites the public to join the County in its annual celebration honoring the life of one of the driving forces behind that effort, the Rev. Dr. Martin Luther King, Jr.

The historic Paramount Theater will be the backdrop for the celebration. It is a free event and the public is invited to come join King County employees in recognizing the life of America’s foremost leader for Civil Rights and commemorate his vision of an America offering opportunity for all.

Author Maria Gitin, writer of the book “This Bright Light of Ours,” an oral history of the voting rights movement in 1965, will deliver the celebration’s keynote address. Other speakers at the celebration will include King County Executive Dow Constantine.

The celebration will include musical performances by the duo of Ben Hunter and Joe Seamons.

The winner of the annual Dr. Martin Luther King, Jr. Student Essay Award contest sponsored by the King County Civil Rights Commission will also be recognized during the event.

A difficult night for Shorewood wrestling

Erik Harris-Uldall pins his opponent
Shoreline Invitational 2015

It was a difficult night tonight for the Shorewood wrestling team as they fell 42-18 to league rival Edmonds-Woodway. In bout after bout the Edmonds wrestlers found something little to pull out decision after decision.

Even Shorewood’s best win of the night, a 6-0 win by Erik Harris-Uldall, was ugly as Edway’s Hiram Martin was penalized twice for unnecessary roughness for twice slapping Harris-Uldall in the side of the head. Senior Erca Erdenebayer kept his record perfect at 14-0 when Edmonds-Woodway coaches decided to forfeit to him instead of sending their wrestler out to end the match.

The Shorecrest boys basketball team jumped out to an early lead Tuesday night at home against Edmonds-Woodway, then hung on to outlast the Warriors 62-59.

Brantle Harris' driving layup with  30 seconds to play gave the Scots the cushion they needed to withstand the visitor's last gasp attempt at the buzzer.

Drew Magaoay led the Scots with 25 points, including 8-for-10 from the free throw line.

Overall, SC was 15-for-26 from the charity stripe.

Help divert hazardous waste from landfills by bringing your used compact fluorescent light bulbs to City Hall for recycling. CFLs contain mercury, which is a hazardous substance if disposed of improperly. Never place them in your curbside garbage or recycling containers.

The City of Lake Forest Park applies for local hazardous waste grant funding from King County every year to pay for residents to recycle used batteries and electronics. This year the City is adding CFL recycling to the mix as well.

Here are websites to help you find where and how to recycle objects that do not go in your curbside recycling or offered at City Hall:

  • NW 199th St
  • NW 199th Pl
  • NW 201st St

Shorecrest grad presents new book at Third Place Books Jan 20

Chad Frisk, 2004 Shorecrest graduate, will be reading from his first book "Direct Translation Impossible" Tuesday, January 20, at Third Place Books. The festivities begin at 7pm.

After graduating from Whitman College in 2008 with a degree in English, Frisk went to Hamamatsu, Japan, where he taught English for five years.

In the book, we meet him as an ambivalent 14 year-old high school freshman on his first day of Japanese class at Shorecrest. We sympathize with (and perhaps laugh at) him as he tries to stay afloat during the fifty minute lesson - which is delivered entirely in Japanese. The rest of the book chronicles his fitful adventures in Japan, following him as he bumbles his way into an increasingly deeper relationship with the people and their culture.

The confusion of that first day never quite abandons him, however; he relates embarrassing things he (mistakenly) said to his host families, frustrations with Japanese-style bathroom fixtures, English lessons gone horribly wrong, wardrobe malfunctions suffered while participating in traditional festivals, and the horrifying form of assault visited upon foreign teachers by Japanese elementary school children.

He counts the five years he spent stumbling through a fog of cross-cultural miscommunication as among the best of his life, and has a few things to say about the surprising places in which you might find yourself if you're not afraid to look stupid. He had to pay for it in installments of self-esteem, but Frisk wouldn't trade his relationship with Japan for years of having his ego-stroked elsewhere. Let him show you what can happen if you learn to laugh at yourself.

AMBER Alert goes to Facebook

Governor Jay Inslee has designated Tuesday, Jan. 13, 2015 as AMBER Alert Day in Washington.

January 13 has been designated as National AMBER Alert Day in recognition of the date that Amber Hagerman was abducted from Arlington, Texas and discovered murdered days later.

The AMBER Alert System was developed in response to her abduction in Texas and spread nationally. There have been over 730 successful recoveries of abducted children nationally as a direct result of the AMBER Alert System.

New for 2015, just announced by the National Center for Missing and Exploited Children and Facebook, users on Facebook will receive AMBER Alerts automatically via their Facebook Newsfeed based on their location in relation to the active alert. This is a great step in furthering the outreach of information on abducted children.

Washington State Patrol has a key role in helping local agencies disseminate AMBER Alerts. That includes not only facilitating use of the alerting web-portal, but providing guidance to local officers who might not be familiar with their own or the state’s AMBER Alert Plans.

Criteria

  • Child is 17 or younger and known to be abducted (not a runaway or throw away).
  • Should occur within 4 hours of the event.
  • Enough descriptive information to believe issuing the alert will assist in the recovery of the child.
  • There should be indication that the child’s life or physical well being is in danger.
  • Must be investigated by law enforcement.

In cases where AMBER Alert criteria are not met, agencies can still issue Endangered Missing Person Advisories (EMPAs.)

For more information contact WSP’s AMBER Alert Coordinator Carri Gordon at 360-704-2404.

Gov. Inslee Proclaims January as School Board Recognition Month

Monday, January 12, 2015

Governor Jay Inslee has proclaimed the month of January as School Board Recognition Month. This marks the 20th year of the annual observance initiated by the National School Boards Association in 1995.

The Washington State School Directors’ Association, along with fellow educators and the broader community, take time in January to honor the 1,477 elected school board members from Washington’s 295 school districts.

“Washington’s school board members put in hundreds of thousands of hours of service each year to guide public education in their communities,” said WSSDA President Chris Nieuwenhuis. “This recognition is well deserved.”

All told, school directors in Washington State govern districts with more than one million students, a combined annual budget of nearly $12 billion, and employ well over 100,000 employees.

School board members play a crucial role in developing policies and making tough decisions on complex educational and social issues. These issues affect the entire state. They are also directly accountable to the citizens in their districts, serving as a vital link between members of the community and their schools.

During January, school districts across the state will honor their local school boards and publicly thank board members for their hard work.

The proclamation has been posted online.

"The whole people must take upon themselves the education of the whole people and be willing to bear the expenses of it. There should not be a district of one mile square, without a school in it, not founded by a charitable individual, but maintained at the public expense of the people themselves."
 John Adams, U.S. President, 1785

The Shoreline School Board is a local board, established by the Washington State Legislature, which covers the cities of Shoreline and Lake Forest Park. Each of the five members comes from a different geographical area in the district, but all board members are elected by all Shoreline District voters. Board members serve a four-year term.

Wait list for Section 8 housing to open for first time in four years

King County Housing Authority is opening its Section 8 voucher waitlist on January 28, 2015 from 6am on Wednesday, January 28, 2015 through 4pm on Tuesday, February 10, 2015.

A random lottery drawing will be used to select 2,500 of these applications for the Section 8 waiting list. This is the first time in four years that they have opened the list.

They will be accepting online applications.

Section 8 vouchers help people with low incomes rent homes on the private market. With a voucher, you pay at least 28 percent, but not more than 40 percent (in the first year), of your household income for rent and utilities. KCHA pays the difference between your portion of the rent and the amount your landlord requests.

If you qualify for a voucher, you can use it to rent from any landlord in King County willing to take part in the program. In some cases you may also use it to rent in incorporated Seattle or Renton, or outside of the county.

If you already have a voucher, visit the Residents section of the KCHA website. If you manage a property and want to rent to Section 8 tenants, visit the Landlords section.

Audition/Casting announcement for “BIG FISH” - the Broadway Musical, produced at Shoreline Community College

Actors, singers, and dancers are invited to join the team that will produce the Northwest Premiere of the just-off-Broadway hit – Big Fish. This will be one of Shoreline’s largest productions to date!

Produced by Charles Enlow, with stage direction by Teresa Thuman and choreography by LeeAnn Hittenberger, Big Fish is based on the popular novel by Daniel Wallace and the Columbia Pictures film directed by Tim Burton.

The musical tells the story of Edward Bloom – a traveling salesman who lives life to the fullest – and his bigger-than-life tales that delight everyone, except his only son, Will. About to have a child of his own, Will is determined to discover the real truth behind his father’s tall tales.

Music and lyrics are by Andrew Lippa (Wild Party, The Addams Family); the book is by John August (Big Fish the Movie, Charlie and the Chocolate Factory).

Big Fish is overflowing with passion, humor, and dazzling special effects and reminds us why we love going to the theater — for an experience that is richer, funnier, and BIGGER than life itself.

Lake Forest Park: Looking for a few good gardens

It really isn’t too early to think about the warmth of summer and the greening of the garden.

The 2015 Secret Gardens of Lake Forest Park Garden Tour and Plant Sale committee is meeting this Wednesday, January 14, 2015 in the Commons at Lake Forest Park Town Center at 9:00am. The committee is still looking for a couple of gardens to add to the 2015 tour.

The tour is best when there are different types of gardens—small compact gardens and larger ones all enhance the tour. The tour has featured gardens that foster bird habitat, rain gardens, specialty gardens that feature roses or ornamental plants.

Do you have a suggestion for a garden that would make an addition to the tour? Would you like to talk to someone about having your garden on the tour? Send an email and a member of the committee will contact you.

The garden tour is also looking for someone to manage the plant sale, which takes place on the lower level of the Town Center on the day of the tour. If you are interested in managing the garden market, send an email or come to the meeting.

And of course, save the date for the Secret Gardens of Lake Forest Park Garden Tour and Plant Sale, June 20, 2015.

145th Subarea meeting dates

From the 145th Street Citizens Committee

In the next 10 days we have the opportunity to participate in three key meetings involving light rail and the resulting development.

  • Thursday, January 15, City Council Chambers, 7:00 PM - 9:00 PM – Planning Commission PUBLIC HEARING on Development Regulations and Zoning for 185th Subarea (this is technically for 185th street station but many of the development regulations decisions made for them will carry over to/influence 145th). Staff Report (this will tell you what is going to be discussed). Even if you can’t attend the meeting this is worth a quick read.
  • Wednesday, January 21, Shoreline Unitarian Universalist Church at 14724 1st Ave, NE., 6:00 PM - 9:00 PM - Community Forum (hosted by the Shoreline Preservation Society). Several speakers will provide their viewpoints on utilities, land use and other aspects of the changes and challenges we face with light rail. This is not sponsored by the City, and therefore might have a bit different perspective than other recent meetings.
  • Thursday, January 22, Bethel Lutheran Church, 17418 8th Avenue NE 7:00 PM - 9:00 PM – 145th Citizens Committee Special Open House Draft DEIS. This meeting will be run by the City of Shoreline to introduce residents to the Draft Environmental Impact Statement for the 145th station area, so that they can more effectively provide feedback to the City.
More meetings to come in February…

On the Mayor's Mind January 11

Shari Winstead, Mayor
City of Shoreline
By Shoreline Mayor Shari Winstead
1.11.2015

The topic of change is familiar for my readers.  Obviously, it’s on my mind a lot - because it is everywhere. I guess that’s not surprising or unusual, maybe it’s just at certain times in a person’s life, change is more prevalent. I am apparently in one of those times.

Most of my time is spent thinking about the City and the changes that are happening, or about to happen, or even not happening. And of course, things have changed pretty dramatically in my personal life, with the addition of my grandson.

Last week, things changed in Shoreline, in a way that I had hoped I would not ever see. And, while it was horrific to hear the report of a person with a weapon at one of our elementary schools, I have to admit that I am relieved to not be writing about injuries, or anything worse. And it was good to see all the procedures and best practices really work. So many of our emergency management and police personnel work so hard to be ready. In fact, it was only a couple of months ago that the City and law enforcement participated in a drill for just this type of situation.  Practice is good, because when the real thing happens, everyone knows what to do.

While some may have questioned why all the schools were closed, and some decided not to send their kids to school the rest of the week, I know that the decisions that were made were the right ones. In a situation such as this, the school district is the lead agency. And, once again, it is apparent that the Shoreline School District is excellent, and that new Superintendent Rebecca Miner is doing a great job.  Nobody wants to ever have to make these types of decisions or calls to action, but it’s nice to know that if we do, we have great people at the helm.

And I am not talking about myself - what many folks don’t realize is that in Shoreline’s form of government, our City Manager, Debbie Tarry is the person in charge. The Council (and the Mayor) are kept apprised of the events as they unfold, but I did not receive information much sooner than anyone else who has signed up for “Alert Shoreline”.  (And, once again, if you haven’t signed up for Alert Shoreline, I highly recommend it.) (Ed. sign up here)

The Council/Mayor positions are part-time, policy setting positions. When it comes to making quick decisions, and taking action in emergencies, it is the City staff we count on. And once again, I applaud their excellent and quick work to keep everyone safe, reunite kids with parents, and keep things rolling. Our police department, led by Chief Shawn Ledford, did an excellent job of having a strong presence in and around the schools, for the remainder of the week.  Shoreline continues to make public safety our highest priority.

It is unfortunate that we have not yet found a way to keep these types of incidences from happening. I read many, many comments, from scared parents, grandparents and kids. I spent the entire day and evening feeling scared but also relieved that no one was hurt. And frustrated that the person disappeared into thin air. Why would someone do something like this? I only wish there were answers.

It’s not just Shoreline that is changing, or my life.  It is our world.  I’m sure my grandmother had the same thoughts as “technology” advanced so that every home had a television and every household had a car (or two), and women even started having careers. Not all change is bad, but sometimes it takes a strong stomach to move forward. So, once again, I’ll start each day remembering to be grateful, appreciative, and patient, because we never know what is around the next corner.

I hope there is peace, love and even a hug around the corner for you.
