CHS and KCHA partner for Open House at Ballinger Homes

On April 9th, 2014, an open house was hosted by two of the King County Housing Authority AmeriCorps members, Elizabeth Johnson and Karla Urioste, at Ballinger Homes. The purpose of this event was to not only celebrate the kids’ success at the program, but to truly honor and recognize the hard work these two service members have accomplished. As a team, they planned an Open House that highlighted program activities, displayed student projects, and featured a youth speech along with two youth musical performances.

Rep. Ruth Kagi with KCHA Executive Director Stephen Norman

In hopes of bringing the community together, invitations were given to the youth residents, family members, friends, Center for Human Services’ Staff members, State Representative Ruth Kagi, and the Executive Director of King County Housing Authority, Stephen Norman. By the end of the evening, the open house transformed from a small event to a successful celebration. The appreciative speeches given by both Stephen Norman and Representative Ruth Kagi, were only superseded by the emotional youth speech and performances. That night the community came together and was able to recognize the impact AmeriCorps members have on organizations, society, and people.

Program participant Mariam Hassan performing at the Open House

Infrastructure and The Public Works Board

A broken pipe leaking

By Diane Pottinger, District Manager, North City Water District

One program, under the direction of a state agency, has been helping communities maintain critical public services for almost three decades … but their programs are in jeopardy

Turn on your water faucet and fill a glass; flush the toilet and all is clean; wake up your computer and surf the internet. Every one of these actions is possible only because of a complex system of nearly hidden infrastructure--ranging from pipes, pumps, power houses, and reservoirs, to wire and cabling networks, structural support systems, and so much more.

The average American thinks about infrastructure only when there's a problem. "Hidden" infrastructure can be far more easy to take for granted: that bone-jarring crunch when you encounter a pothole on a dark rainy night is far more noticeable than the water and sewer pipes doing their silent, reliable job under the streets of your daily commute.

Aging water pipes

Critical Infrastructure in Decline

But citizens aren't the only ones taking it for granted. This same "invisibility factor" has led many a city to divert funds to other more pressing / visible projects over the years, hoping that their infrastructure systems will keep functioning with minimal attention.

In the early 1980s, it was clear that state and local governments all around the nation were falling behind in meeting their critical infrastructure needs. The publication of America in Ruins (Jan. 1983. by Pat Choate and Susan Walter) documented the rapid decline of annual expenditures for critical infrastructure projects (aside from those associated with education) since the mid-1950s, and that in absence of reversal, governments would face an inability to address the increased demands required to address the needs of a growing economy.

Here in Washington, the state Legislature commissioned their own study of roadway, water, sewer, and dam needs. The resulting Public Works Report (also published in 1983) indicated that Washington state cities, counties, and water/sewer/public utility districts had approximately $4 billion in critical infrastructure needs, of which approximately only $2 billion could be reasonably funded.

When the Safe Drinking Water Drinking act was amended and expanded in 1986, it required even more stringent standards for water infrastructure, resulting in significantly increased costs for system operations.

Public Works Board
Public Works Board Offers a Solution

Recognizing that counties, cities and special purpose districts would be unable to address these overwhelming needs on their own, the Washington State Legislature responded by establishing a Public Works Assistance Account (PWAA) under the supervision of a new Public Works Board. This enactment was intended to foster increased self-reliance by local governments in meeting their public works needs.

The Public Works Board oversees the Public Works Assistance Account, the Drinking Water State Revolving Fund, and the Water System Acquisition and Rehabilitation Program (WSARP). Each of these programs is intended to financially assist local governments and certain private water systems to repair, rehabilitate and expand their systems.

The PWAA provides financial assistance in the form of a revolving loan fund at low interest rates of generally 1½ percent or less, with an amortization period of 20 years or less. Loans are used by counties, cities, and water/sewer/public utility districts for sewer, water, roadway and a limited number of other public infrastructure projects. Since the PWAA's inception, over $2.6 billion has been extended without a single default.

Infrastructure Once Again in Jeopardy

Although the loans from the PWAA have substantially assisted many jurisdictions over the past 28 years, recent studies indicate that local governments continue to experience substantial unfunded capital needs.

A 1999 study by Bonnie Berk and Associates indicated a $3 billion shortfall in meeting critical needs. More recently, a 2012 American Society of Civil Engineers gave Washington a “C” grade in meeting its infrastructure needs. Of special note is the study that indicated many local bridges are in great need of rehabilitation or are already functionally obsolete.

Most sobering however, is the diminishing source of funds for PWAA loans. Substantial amounts of monies intended for the Public Works Assistance Account have been diverted—partly to sustain state programs in light of reduced revenues during the economic downturn, partly to respond to the Supreme Court's mandate to increase K-12 education funding.

The state Legislature has also diverted almost all of those tax revenues specifically enacted to fund the PWAA account to the newly created Education Legacy Fund for the six year period, July 2013-June 2019, in addition to “sweeping” all of the loan repayments and interest for the current biennium. This will leave the PWAA with only about half of its previously anticipated resources.

With limited local fiscal capacity to finance major infrastructure projects and the importance of these systems to the economic growth of the State of Washington, it is essential that a renewed partnership between the state and its local governments be established to enable our communities to sustain and enhance the quality of life through infrastructure, if our state is going to continue to attract businesses that can provide adequate employment opportunities for our growing population.

Shoreline Schools to fund all-day kindergarten for all students

The Shoreline School Board has unanimously approved a proposal to fund all-day kindergarten for all students beginning in the 2014-15 school year.

Research on the benefits of all-day kindergarten is compelling. “We believe that district-funded all-day kindergarten for all students will increase student achievement and be an effective step toward closing the opportunity gap in our schools,” said Shoreline Schools Superintendent Sue Walker.

Shoreline has adequate budget capacity and classroom space to begin the program in the fall of 2014, while waiting for the State to fulfill its commitment to do so by the 2017-18 school year.

Families began kindergarten registration in February and continue to register students for next year’s classes. All students who have registered for 2014-15, will now automatically be enrolled in free full-day kindergarten. Deposits for the tuition-based program will be refunded in the next few weeks.

HOW DO I REGISTER MY CHILD FOR KINDERGARTEN?

For Shoreline and Lake Forest Park residents, registration takes place at assigned neighborhood schools based upon address.  Families can find their assigned school at shorelineschools.org, or by contacting the district’s Public Information Office at 206-393-4412.

Out-of-district boundary applications for the program should be made to Cathy Allred in the Shoreline School District Instruction Department.

WHAT INFORMATION DO I NEED TO REGISTER MY CHILD, IF I AM A RESIDENT?

  1. Birth certificate
  2. Proof of residence, such as a utility, mortgage bill, rental agreement
  3. A copy of your child’s heath record and immunization history
  4. Emergency contact information (names/phone numbers of two authorized contacts for each student

She uses her new-found popularity to rise to the top, win over her heartthrob, pile on the hairspray, and makeover a TV network – all without mussing her 'do! You won’t want to miss this rocking and rolling show, with memorable tunes and laughter for the whole family!

“We’re excited to have the opportunity to present this award-winning show on the Shoreline stage,” comments Charles Enlow. “It’s like welcoming home an old friend,” as Hairspray originated at the 5th Avenue Theater in Seattle prior to its Broadway run in 2002. “Many of our pit musicians in this production are the original players in the 2002 5th Avenue run. The orchestra sounds fabulous!”

Reserved seating tickets are now available through Brown Paper tickets at (800) 838-3006, online at Brown Paper Tickets, and at the door.
