DISH customers can now claim settlement benefits through live website

Approximately $3 million available to be claimed by consumers

As announced April 15, 2014, after receiving consumer complaints, the Attorney General’s Office began an investigation that led to resolution of alleged violations of the Consumer Protection Act by DISH Network.

DISH agreed to:

  1. Refund approximately $2 million to Washington state consumers;
  2. Provide additional benefits to consumers that could total up to $3 million; and,
  3. Pay the AGO $569,500 for costs and fees.

DISH developed a website that is now live where consumers can submit claims forms for additional benefits that could total up to $3 million. Consumers who don’t have access to the Internet and commercial customers should call 1-866-940-8680 to make a claim. The claim must be submitted by August 17, 2014.

The AGO alleged that DISH began charging its Washington state customers an unlawful monthly line-item surcharge in May of 2012, collecting more than $2 million in surcharges.

Hundreds of thousands of Washington consumers were illegally charged one dollar per month for up to eight months.

Headquartered in Colorado, DISH sells and distributes digital entertainment programming via satellite to residential and commercial subscribers in all 50 states, including Washington. From May through December of 2012, DISH charged its Washington customers a “WA State Surcharge” or “WA Surcharge” ranging from $1.00 to $1.09—stopping only after the AGO began an investigation.

The Office of the Attorney General is the chief legal office for the state of Washington with attorneys and staff in 27 divisions across the state providing legal services to roughly 200 state agencies, boards and commissions.

Arbor Day Foundation names Lake Forest Park Tree City USA, Growth Award Winner

Lake Forest Park was named a 2013 Tree City USA by the Arbor Day Foundation in honor of its commitment to effective urban forest management. The community also received a Tree City USA Growth Award for demonstrating environmental improvement and higher level of tree care.

Lake Forest Park achieved Tree City USA recognition by meeting the program's four requirements: a tree board or department, a tree-care ordinance, an annual community forestry budget of at least $2 per capita and an Arbor Day observance and proclamation.

The Tree City USA program is sponsored by the Arbor Day Foundation, in partnership with the U.S. Forest Service and the National Association of State Foresters.

"Everyone benefits when elected officials, volunteers and committed citizens in communities like Lake Forest Park make smart investments in urban forests," said John Rosenow, founder and chief executive of the Arbor Day Foundation. "Trees bring shade to our homes and beauty to our neighborhoods, along with numerous economic, social and environmental benefits."

Cleaner air, improved storm water management, energy savings and increased property values and commercial activity are among the benefits enjoyed by Tree City USA communities.

County transportation package traveling on road to failure as voter turnout nears expected total

By Evan Smith

Returns from the Tuesday special election updated Thursday continued to show the King County roads and transit package losing, as the ballot count neared its expected final total.

The event, titled “Fashion SOULstice,” will be held from 6:00-10:00pm April 26 at Club Sur in Seattle. The evening will feature the creative work of stylists and makeup artists from local salons, as well as a silent auction.

“This event is designed to further connect the beauty industry to the work of the Justice and Soul Foundation, which is a non-profit school in Phnom Penh, Cambodia that teaches the fundamentals of cosmetology (hair, skin, nails and make up) to survivors of sex trafficking. The beauty industry ;is a practical way to provide these survivors a way out of poverty and the cycle of violence and the opportunity to build a sustainable career. We have enjoyed the support and involvement of the industry, and we hope to connect more industry professionals to the important work of the Foundation at this event,” explained Founder Matthew Fairfax.

Tickets to the event are $35.00 and can be purchased online.

The Justice and Soul Foundation is a non-profit organization focused on eliminating the sexual exploitation of young women and children globally as well as the restoration of the survivors.

Through the Founders’ shared connections to the salon and fashion industry, and, after several years of research, planning and interviews, they are enlisting the support of the beauty industry to create a sustainable, systemic solution that addresses sex trafficking.

Mental Health First Aid training Apr 28-29

A two-day workshop to learn how to assist people you might meet with mental health problems is being offered next Monday and Tuesday - spaces are still available. You do not have to be in the mental health field, just someone that has contact with people and sometimes recognizes that they might have a mental problem and you would like to know how to handle the situation.

Per the flier: "You are more likely to encounter someone-friend, family member, student, neighbor, or member of the community in an emotional or mental crisis than someone having a heart attack. Youth Mental Health First Aid teaches a 5-step action plan to offer initial help to young people showing signs of a mental illness or in a crisis, and connect them with the appropriate professional, peer, social or self held care."

Free training: Youth Mental Health First Aid USA training Monday, Tuesday, April 28-29, 12n to 4pm, co-Sponsored by the Shoreline/Northshore Community Network and Center for Human Services. Registration is required.

Snohomish County considers ban on building permits in slide areas

Wednesday, April 23, 2014

1997 mud slide in Woodway

According the The Seattle Times, the Snohomish County council is considering a six-month moratorium on building permits in slide areas in the county, in the wake of the devastating Oso landslide. The vote was postponed for a week to allow staff time to research the issue.

The six-month moratorium would give the council time to consider whether to issue new regulations for building within a half-mile of slide-prone slopes.

It would not apply to permits already issued.

Local advocates are watching with interest to see how new regulations might affect the Point Wells development. One of the issues with the site is that the only road in and out of the site goes through residential areas in Shoreline.

There was previously a road from Point Wells which went through Woodway, but it was washed out in a landslide and the hillside deemed too unstable to rebuild the road.

As residents and train passengers know, there are frequent landslides on the bluffs between Everett and Seattle.

Woodway has experienced several slides. According to the Washington State Department of Ecology,

"Early in the morning of January 15th, 1997, a very large landslide occurred south of Edmonds in the town of Woodway. The landslide cut fifty feet into the property above, passed over the railroad tracks, and knocked a freight train into the Sound."

County transportation package headed for clear defeat

Shoreline ICHS clinic leader honored at the White House as a Champion of Change

Teresita Batayola
CEO ICHS
On Thursday, April 24, the White House and U.S. Department of Health and Human Services will honor 11 advocates and community leaders as “Champions of Change” for their work to educate Asian Americans and Pacific Islanders about the Affordable Care Act.

The event will celebrate the leadership, commitment, and hard work of navigators, consumer assisters, community health centers, and other individuals or organizations that have focused on ensuring that AAPIs fully benefit from health reform.

Among the 11 will be Teresita Batayola, CEO of the non-profit International Community Health Services, which is opening a new clinic in Shoreline this August.

“Our entire team at International Community Health Services (ICHS) is truly honored and grateful to be recognized by the White House and the U.S. Department of Health and Human Services for our work in helping the Asian and Pacific Islander Community in Washington State fully benefit from the Affordable Care Act,” said Teresita Batayola, CEO of ICHS.
“For more than 40 years, it has been the mission of ICHS to provide culturally-and linguistically-appropriate health services to anyone in need, because we believe that access to quality, affordable health care creates healthy, vibrant communities. Since October 2013, ICHS has helped nearly 6,000 people (and counting) enroll in new health insurance. On average, each enrollment took over an hour accounting for interpretation and getting through the process. All of this was made possible because of the patience, compassion and enduring commitment of our staff that work one-on-one with patients every day.”

The new facility is full-service, with medical and dental services (18 exam rooms, 10 dental chairs), the ability to perform some procedures in-house, and an on-site pharmacy and laboratory. The clinic in Shoreline will be open to anyone in need of health care services. There are no income requirements. All forms of insurance will be accepted. No one will be turned away.

Shrek the Musical at RBCC in Shoreline opens May 2

In a faraway kingdom turned upside down, things get ugly when an unseemly ogre - not a handsome prince - shows up to rescue a feisty princess. Throw in a donkey who won't shut up, a bad guy with a “short” temper, a truth-bending puppet, a cookie with an attitude, and you've got the kind of mess that calls for a real hero. Luckily, there's one on hand ... and his name is Shrek. The show is filled with lively music, lasting messages, a bit of irreverent humor, and offers something for everyone to love.

Is Shrek The Musical primarily for kids? Definitely not! Shrek is a story about inner beauty and being true to who you really are. It is about an outsider searching for his place in the world, something that is part of the human condition. Finding out where you fit and who you truly are – not who people say you are – is a journey we all go on at some point.

Shorecrest and Shorewood High School have been awarded a silver medal for for U.S. News and World Report's 2014 ranking of the Best High Schools.

Shorecrest is ranked 19th and Shorewood 24th in Washington by U.S. News out of 480 high schools in the state. Shorecrest and Shorewood will receive silver medal status for their academic achievement. U.S. News awarded gold, silver, and bronze medals to the top-performing schools in the country.

To produce the 2014 U.S. News and World Report rankings, U.S. News teamed up with the Washington, D.C.-based American Institutes for Research, one of the largest behavioral and social science research organizations in the world.

AIR implemented the U.S. News comprehensive rankings methodology, which is based on the key principles that a great high school must serve all of its students well, not just those who are college bound, and that it must be able to produce measurable academic outcomes to show the school is successfully educating its student body across a range of performance indicators.

A three-step process determined the Best High Schools. The first two steps ensured that the schools serve all of their students well, using performance on state proficiency tests as the benchmarks. For those schools that made it past the first two steps, a third step assessed the degree to which schools prepare students for college-level work.

High schools that made it through this analysis were then eligible to be ranked nationally, in terms of college readiness. U.S. News determines the degree to which schools prepare students for college-level work by analyzing student success in Advanced Placement (AP) which include college-level courses. Shorecrest and Shorewood will offer 19 AP courses to students for 2014-15.

Success with Grafted Vegetables
Amelia Wilbur, Ezra’s Organics

In Seattle’s cool-summer climate, we can use any edge we can get to make heat-lovers like tomatoes, eggplants, and peppers ripen.

Grafted plants can give us that edge.

Amelia will tell you how to maximize your production from each individual plant for a bountiful harvest of heat lovers (hint: grafted plants have extremely vigorous root systems and need wider spacing and more support).

At the end, Amelia will hold a drawing for free organic grafted tomato plants.

Free readers' theatre in Edmonds Sunday showcases new work by Christopher Bailey

“The Passion of the Bobby” by Christopher Bailey covers the final feverish months of Bobby Kennedy’s campaign for president in 1968, from the April 4 murder of Martin Luther King, Jr., to his own shooting on June 5, just moments after winning the California primary.

Through personal episodes, the play explores the issues he was confronting in his quest for the White House — from Vietnam to riots to racial discrimination — and, despite the tragic ending, offers hope that the impossible can still be accomplished, like the coalition he was building between urban blacks and rural whites.

Directed by Carissa Meisner Smit

Featuring: Terry Boyd, Dawn Cornell, Laura Crouch, Rik Deskin*, Jordan Fermstad, Cindy Giese French, Thomas Glass, Austin Gregory,James Lyle, Dan Niven, Gaelen Poage, John Ruoff and Asa Sholdez

One Night Only * Sunday, April 27 at 7:00pm

Free Admission.

FIRST DRAFT! Actors dramatize the work "readers-theatre" style, giving the author a glimpse of what works and what doesn't. After the reading, a moderated Q/A session with the dramatist and audience continues to explore the work.

Bird Quest May 3 for a day of bird-oriented events

Participate in a unique, one day birding adventure through the Seattle Metropolitan area and compete for the grand prize of a two night stay at the Heron Inn in La Connor with a birding trip from Pacific NW Float Trips.

The Puget Sound Bird Observatory (PSBO) is holding its annual Bird Quest on May 3, with a day of bird-oriented events. The event is geared to be fun, and to get people to look either for birds, or bird-themed art and businesses.

Strategy is more important than birding expertise. The winning hand of points could be made by driving around and finding most of the 75 bird-themed art objects and business, plus solving some of the 25 puzzles that are clustered in four Seattle Parks. For dedicated birders there are also expert-led bird walks in the morning, if anyone is interested in combining a one and a half hour bird-walk with the rest of the events. You can do as much or as little as you want.

Teams are encouraged, as one person can drive and the other can spot.

The Bird Quest funds PSBO projects, like the owl boxes put up in three Shoreline Parks.

Black Box studio to open at Shoreline Community College in June

Prof. Tony Doupé in the unfinished black box performance space.

While other colleges are closing film and theater programs, Shoreline Community College is expanding its commitment to students, the arts and the community.

Later this spring, a new and versatile “black box” media production studio will open for college and community-based projects. The college is combining several under-used areas into a flexible space for video production and live performance. When the studio is completed in June, it will include professional lighting, audio and video equipment, a large green-screen wall and portable risers with seating for about 50 people.

The new studio space also supports the Shoreline Film Office, a collaborative effort of the City of Shoreline’s Office of Economic Development, the college and the Shoreline Community College Foundation.

“Creating this space makes sense for our students,” said Interim President Daryl Campbell. “We’re also supporting industry and the economic development plans of our city.”

The mission of the film office is to make Shoreline a recognized hub of the media industry by providing world-class venues and professional education and training. Launched in May 2013, the film office acts as broker for both college and city services, incentives, venues and production support for local film, gaming, theater and sound professionals.

The Shoreline campus studio, venues and resources are available to media professionals for a nominal charge, especially to those willing to create a laboratory experience for students. To learn more, contact the SFO, 206-546-5829.

Apply now for King County ‘Best Workplaces for Waste Prevention and Recycling’ list

Annual list recognizes exceptional waste prevention and recycling efforts; King County businesses must apply by June 13 deadline

King County’s annual Best Workplaces for Waste Prevention and Recycling list is accepting applications for 2014. Now in its eighth year, the list recognizes businesses in King County that have excelled at preventing waste and promoting recycling.

“Businesses in King County are doing an incredible job of coming up with easy and creative solutions to reduce waste, whether it’s educating staff, making it easier to recycle, or offering reusable materials,” said Karen May, King County Solid Waste Division program manager. “Getting on this list is a great opportunity for them to receive recognition and share their success.”

The list honors local businesses from all sectors regardless of size or business type – from education and medicine, to technology and transportation. Past lists have featured a diverse range of honorees, including Evergreen Health, the Westin Bellevue Hotel, and Marlene's Market and Deli.

Successful applicants will also be considered for King County’s “Re-Innovator Award,” which recognizes a single business with an exceptionally innovative waste reduction program. Last year’s recipient, Redmond-based printing company Hot Off The Press, won the award after successfully greening their entire printing process.

The deadline to apply is June 13, and the list will be announced July 2. The application is open all King County businesses, excluding those in the cities of Seattle and Milton.

In order to be eligible for the list, a business must meet five required criteria, and be able to meet at least 10 benchmarks. Benchmarks include actions such as collecting food scraps and food-soiled paper for composting, collecting batteries for recycling, or offering paperless billing to customers.

Businesses can apply online. For more information, contact Karen May at 206-296-4353.
