City response to Ronald Wastewater District’s suit

On August 13, 2013, the City filed its response and counterclaims to Ronald Wastewater District’s (District) lawsuit against the City disputing the terms of the 2002 Interlocal Operating Agreement (Agreement) jointly approved by the District’s Board and the City Council. The Agreement provides for the unification of District operations with the City in October 2017 through an assumption process. The District is now disputing the terms of the Agreement and filed suit against the City on June 27, 2013.

“It’s unfortunate that the District Board of Commissioners has decided to take this path,” stated City Manager Julie Underwood. “I think the Commissioners have forgotten that their ratepayers are also City taxpayers. Shoreline residents have consistently expressed their desire to have more efficient and effective delivery of government services. The unification of services between the City and District will do that.”

The Agreement specifically states that the intent is to:

“… provide the citizens of the entire City and the ratepayers served by the District with an efficient, high quality and well maintained sanitary sewerage wastewater system at a reasonable cost and to provide and orderly and predictable transition of the wastewater utility from District to City ownership.”

Under the terms of the agreement, the District agreed to cooperate with the City in the assumption process and not take any action to protest or challenge the assumption. On several occasions over the past few years, the City has had to explicitly request that the District act in accordance with the Agreement. The District is now asking the Court to set aside the District’s promises to cooperate with and to plan for the transition of the assumption.

“The City and the District both signed the agreement in 2002, so it seems reasonable to expect the District to live up to their end of the agreement,” stated Mayor Keith McGlashan, “Although the City could have legally proceeded with assumption in 2002, the City agreed to delay this until 2017 based on the agreement of the District to facilitate and plan for a smooth transition for Shoreline taxpayers.”

The City firmly believes that the Shoreline community supports the common sense consolidation of separate governmental entities into a single service provider. The City’s Comprehensive Plan, which was developed through the extensive public participation process required under the Growth Management Act, anticipates unification of utilities under the City. And in November 2012, over 70% of Shoreline voters approved the acquisition of the SPU water system in Shoreline.

Unification of the wastewater and water utilities with the City will enable streamlined services such as one-stop shopping for billing, starting or stopping service, permitting and long-range community and economic development planning. Instead of having to work with three separate entities, contractors and homeowners will only need to work with one. Consolidating utilities under the City will also reduce administrative and operational costs by using shared staff, equipment, and facilities. Another key benefit will be transparency and accountability of utility operations by improving community participation in establishing financial policies, rates, and capital and operating budgets.

King County Sheriff’s Detectives arrest former deputy


A 10-year veteran of the King County Sheriff's Office was arrested about 10:00am Monday morning at his residence in the Bothell area. He was booked into the King County Jail on several charges, including  Investigation of Theft, Possession of Stolen Property, Tampering, and Possession of a Controlled Substance. No charges have yet been filed as the investigation is on-going. The suspect will not be named until charges are filed with the prosecutor’s office.

Today’s arrest came out of an unrelated internal investigation conducted by the Sheriff’s Office into allegations the deputy was using government computer systems to access information contrary to policy. 

The deputy, 33 years old, resigned in lieu of termination on July 9, 2013.

Work starts on landslide solutions for Pacific Northwest Rail Corridor



WSDOT received $16.1 million in federal funds for needs along tracks between Everett and Seattle

Work is underway to help stabilize slopes and stop landslides along the Pacific Northwest’s only north-south passenger rail corridor.

Construction on a $16.1 million federally funded project began in early August. The project, which helps stabilize slopes above the rail line near Everett, represents the first step to help eliminate landslides and keep passenger rail service moving.

During long periods of heavy rain, rail line owner BNSF Railway temporarily suspends passenger rail service to ensure safety when a landslide occurs or a high-level threat of landslide exists. Alternate transportation is provided when rail service is suspended by landslides.

Between November 2012 and early January 2013, landslides cancelled a record number of daily trips. The Washington State Department of Transportation is working with government and private rail partners to review recent slope studies and historical slide data, with a goal of determining all factors contributing to landslides.

These projects are part of the $800 million federally funded high-speed-rail grants, awarded for 20 projects that will deliver more reliable, faster, more frequent Amtrak Cascades rail service. The grants are part of the 2009 American Recovery and Reinvestment Act high-speed-rail program administered by the Federal Railroad Administration.

In addition to the stabilization project near Everett, WSDOT starts construction on six additional federally funded rail projects in 2013. Earlier this year, WSDOT completed three projects, including the renovation of King Street Station.

Over the last 17 years Raquel and Mark West have been coaching the Lady Dolphins. With community support they have been able to make the program a huge success. Additional funding allows them to help students receive new shoes, uniforms, equipment, and assists with funding pre-season trips to New York, Madrid, Peru, Arizona, and California, and travel to Cross-Over Tournaments, the Halloween Classic, and other tournaments.

Troop 325's newest Eagle Scout, Daniel Heath, created a new BBQ area at Jacob's Well, Shoreline's new Vision House facility for homeless moms and kids located in the Ballinger neighborhood of Shoreline.

Daniel designed an outdoor area that included a large picnic table, wood chip picnic area, and new donated barbeque. He planned and built the table and picnic area, solicited donations from the community and supervised other Troop 325 scouts in getting the project completed. Daniel is a senior at Shorewood High School this year.

Weather Watcher: Weekly Weather - signs of fall

Forecast: The consensus of most forecasts is leaning towards general morning clouds and afternoon sun with high temperatures topping around the mid 70's - low 80's. We might see some more cloudy days as storms brush by us to the north. Tuesday and Friday-Sunday appear to be the most likely days to be not as sunny.

Pattern change, El Niño / La Niña: We had our first fall-like storm front move through the region Thursday afternoon producing some light but steady rainfall for a period of time. This is the first sign that the hottest peak of our summer weather is over, and we will begin to slowly transition to cooler days, and more mornings with low clouds and fog than we've had.

Fall weather is having a much earlier start this year, making up for our late summer we got away with all the way into October last year. The current El Niño Southern Oscillation status is not active meaning there is neither an El Niño or a La Niña present and neutral conditions continue. The current forecasts released by NOAA expect these conditions to continue through Spring 2014. What does this mean? Expect seasonal weather for the remainder of our summer, fall and winter. We will probably have a few rainy days scattered for the remainder of summer and fall should bring the normal frequency of storms but no unusual wet or dry trends. Temperatures might start to trend slightly cooler than normal as we get into fall.

Concert in the Park.

An Oregon native weaned on classics by Willie Nelson, Johnny Cash, the Beach Boys and ABBA, Carrie Clark immersed herself in music at an early age, teaching herself to play piano and guitar, and writing her own songs. Her diverse musical palette is unsurprising given her wide-ranging performance background: since moving to Seattle, her ventures have included an indie pop ensemble, a folk duo, and a jazz big band. She's also proven adept at sharing stages with myriad artists, appearing on bills with Laura Veirs, Mark Olsen of the Jayhawks, Basia Bulat, and Portland's notorious Vagabond Opera.

Three chances this week to find out about Lynnwood Link


Last week, Sound Transit held what they considered a very successful open house in Mountlake Terrace to go over the recently published Draft Environmental Impact Statement for the Lynnwood Link Extension. About 90 community members came out to learn more about the light rail project, which should be under construction starting in 2018 with train service launching in 2023.

The next open houses are scheduled for Tuesday, Aug. 20, in Seattle; Wednesday, Aug. 21, in Lynnwood and Thursday, Aug. 22, in Shoreline. All meetings are from 5:30 to 8pm so there’s plenty of time to stop by to talk with the project team and submit your comments.

The draft EIS evaluates the light rail route and station alternatives and describes the 8.5-mile project's potential effects on the environment, nearby properties and transportation, as well as other impacts. The 60-day extended comment period ends Sept. 23. More information here.

Animal Acres cleanup brings together Master Gardeners, Rotarians, and park volunteers

Saturday, August 17, 2013, a group of Master Gardeners, Rotarians and park volunteers worked together to do an extensive clean up in Animal Acres Park in Lake Forest Park.

The park was weeded, watered and pruned. They weeded the Children's Garden and trimmed bushes, trees and cut back brush in the park. They also removed brush and trimmed back hedges from the intersection of NE 179th Street and Brookside Blvd. so that drivers may enter NE 179th more safely.

"This was a wonderful team effort on the part of everyone involved.

Sandcastle contest Sunday at Saltwater Park beach

Sunday marks the end of Celebrate Shoreline, with the annual Richmond Beach Sandcastle contest on the beach at Saltwater Park.


Anyone can enter, and the creations range from very simple to very elaborate, but everyone has a good time.

Shoreline Veterans, American Legion, The Power of One, Shoreline Community College, Shoreline City Council, all the institutions were there with something fun and lighthearted.

Openings on Lake Forest Park Youth Council


Positions are available on the Lake Forest Park Youth Council for LFP residents ages 14-18.

Council members are volunteers who receive community service credit for school requirements. The mission of the Youth Council is to provide a vital link between the youth of the City and the greater community by initiating communication with local government, schools, and businesses.

Youth Council meets regularly on the second Wednesday of every month at City Hall for the school year during the school year. The first meeting of the year is on September 11, 2013 at 7:00pm.

Youth Council members come from diverse backgrounds, live in various areas of Lake Forest Park, and represent local area schools.

The Sk8 Board Competition was held Friday evening at the Connie King Skate Board Park in the Paramount School Park.

Part of Celebrate Shoreline, the event was staged by Shoreline's Teen Recreation program, so all boarders were required to wear helmets.

There were multiple events, testing and displaying different skills. In the photo, the winner clears a stack of eight boards.

Letter to the Editor: Congressman McDermott responds

To the Editor: 

Thank you for publishing my email message to my constituents about the upcoming Health Insurance Marketplace (“the Exchange”) open enrollment, beginning October 1, 2013. I’d like to respond to the comments of Jeff Lindstrom, published the following day. 

Mr. Lindstrom points out that insurance carriers may change their plan offerings to meet the more rigorous coverage standards established by the Affordable Care Act. In the past, insurers could offer plans with very low premiums but dangerously inadequate coverage; these packages had unreasonable lifetime limits, few covered essential services like maternity care, preventive services or even hospitalization, and some excluded pre-existing conditions. Under the new Affordable Care Act, plans must be worth their premiums. Mr. Lindstrom suggests consumers will not have sufficient choice when purchasing insurance on the Exchange because only four insurers are participating in the Washington Exchange. But those four insurers will offer 31 plans to provide a full range of premium costs and coverage options. Though Mr. Lindstrom correctly points out that there are no “platinum” plans in Washington State for 2014, that option is available should insurers decide to offer it. With sufficient demand, carriers no doubt will elect to do so. 

Mr. Lindstrom contends that “giving discounts to small ‘Healthy’ employer groups in Washington is now no longer allowed” by the ACA. In fact, the ACA creates new incentives to promote employer wellness programs. And this ACA provision also is structured to protect consumers from unfair practices related to their health conditions. 

Similarly, Mr. Lindstrom’s assertion that “No Washington Insurance companies have issued rebates for individual policies” is incorrect. Insurers that have issued 2012 rebates in the State of Washington include Regence Blue Cross Blue Shield of Oregon and Trustmark Life Insurance Company. Interestingly, Washington boasts the highest average rebate for the individual market, as seen here.

I will conclude by addressing Mr. Lindstrom’s opening remark that Congress has “exempted themselves” from the requirements of the Affordable Care Act; he alleges that Members of Congress and congressional staff will not be required to obtain health insurance through the Exchanges. This is simply untrue. The ACA requires individuals to obtain health insurance or pay a fine; this requirement indeed applies to Members of Congress and to congressional staff. Beginning January 1, 2014, my health insurance will come from the same Exchange my constituents will use. The recent action Mr. Lindstrom cites is simply the Administration’s clarification that the employer premium contribution I currently receive will be permitted to continue when I enter the Exchange. This is not a “subsidy” but rather a continuation of a health insurance benefit common to many Americans with employer-sponsored insurance. Finally, I note that my staff will not be eligible for subsidies or tax credits to help them purchase insurance in the Exchange. 

I am enthusiastic about participating in the Washington Exchange, and I anticipate a positive experience for myself and for my constituents. Washington State has been at the forefront of the Exchange development process, and I am confident this hard work will result in a well-run and very successful Exchange. With so many uninsured Americans threatened every day by bankruptcy from an accident or diagnosis, I am excited to see Washington State and our nation move closer to an effective health care system that serves all. I urge everyone to become informed about the ACA, to explore the great changes coming, and to spread the word. Valuable information about the ACA is available at HealthCare.Gov.

AOL pulls the plug on Patch


According to an article in GeekWire, AOL has pulled the plug on its hyperlocal blogs, called "Patch".

Rumors have been swirling for a year that Patch was failing to make money for its corporate sponsor and that its stories were not making goal on number of hits.

Some editors, including the local Patch editor, were fired in December, and Patch went to a model of multiple editions under one editor. Quality suffered as a result, as the editions relied on press releases and regional stories.

Friday, August 16, 2013, AOL pulled the plug on its entire Washington network. Most staff were laid off with just a small crew left until October 15 when the entire operation will shut down.

It is unknown what will happen to the sites.

Apartment Fire in Kenmore Friday morning

The Northshore Fire Department was dispatched at 6:36 am on Friday, August 16, 2013 to a fire at an apartment complex on 73 Avenue NE in Kenmore. The fire began in a corner apartment on the 3rd floor. The one adult, one teenager and three children evacuated and several neighbors reported to 911 that they saw smoke and flames from the back of the building.

The firefighters arrived and found flames and heavy smoke coming from the single unit on the 3rd floor. A second alarm was quickly activated and the first arriving units were able to contain the fire damage to the bedroom of the affected apartment. There was smoke damage throughout the rest of the apartment and some water damage to floors below. Estimated damage from the fire, smoke and water is $80,000. The Northshore firefighters were assisted by personnel from Bothell, Shoreline, Kirkland and Woodinville Fire Departments.

A King County Fire Investigator determined the cause to be accidental and there were no firefighter injuries. Other tenants from the apartment complex reported seeing a teenager with minor injuries but that he had departed the scene.
