Thank you to the Back to School Consortium for helping kids get ready for school

Thank you from the Shoreline School District to the Back to School Consortium for helping more than 1,000 of our students to receive needed school supplies, haircuts and clothing assistance at the annual Shoreline Back to School event on Saturday, August 25 at the North City building.

The event represented the collaborative effort of the Back to School Consortium members to support Shoreline and Lake Forest Park families in need with backpacks filled with school supplies, clothing assistance, haircuts, and a resource fair. Again this year the Shoreline and Lake Forest Park community was generous with donations of backpacks, school supplies, clothing and hygiene items, as well as cash donations.

Stylists from the James Allan Salon and students and teachers from the Toni&Guy Academy generously donated their time to provide more than 100 haircuts.

The Lake Forest Park Rotary members kept everyone fed with hot dogs and delicious sweet corn on the cob. (see previous article)

The Works of Shoreline PTA Council did an amazing job providing clothing, socks, underwear and hygiene items to families.

Volunteers from many different Shoreline community groups helped last week with the sorting, packing and distribution of donated supplies in the backpacks. The Shoreline Breakfast Rotary held its weekly meeting at North City, filling hundreds of backpacks.

Back to School Consortium members include the Center for Human Services; City of Lake Forest Park; City of Shoreline; Hopelink; The Works of Shoreline PTA Council; Shoreline School District and the Readiness to Learn Program; Shoreline Community Care; Shoreline Breakfast Rotary; Lake Forest Park Rotary; Dale Turner Family YMCA, Turning Point; The Vineyard; and Ronald United Methodist Church.

Legally Blonde playing at Seattle Musical Theatre

Carly Hebert stars in Legally Blonde: The Musical

Legally Blonde: The Musical to open Seattle Musical Theatre’s 35th Season!

Seattle Musical Theatre is kicking off its 35th season of contemporary and classical favorites with the side-splittingly funny Legally Blonde: The Musical on the SMT stage beginning September 14th through October 7th.

Based on the hit 2001 movie starring Reese Witherspoon, Legally Blonde: The Musical is a fun, flirty night of singing and dancing, as well as bending and snapping! Sorority star Elle Woods doesn't take "no" for an answer. So when her boyfriend dumps her for someone "serious," Elle puts down the credit card, hits the books, and sets out with her little dog Bruiser to go where no Delta Nu has gone before: Harvard Law. Along the way, Elle proves that being true to yourself never goes out of style.

The original run of the show on Broadway in 2007 received seven Tony nominations, including Best Book of a Musical and Best Original Score, and ten Drama Desk nominations, including Outstanding Musical and Outstanding Book of a Musical. The production was a major success, breaking to $1,000,000 mark for weekly gross.

“It is a story of a young woman who learns to take control of her situation and not accept the role society tells her she must play,” says director, Sam Pettit. “Through Elle’s journey we see that being feminine does not mean being weak.” Elle shows the audience that no matter what you wear or how you look, you can be powerful, courageous, and fight for what you want in this world.

Legally Blonde: The Musical stars Carly Hebert as Elle Woods, last seen on SMT’s stage as Amber Von Tussle in Hairspray under the name Carly Hodgson. (She just got married! Omigod, you guys!) Carly studied music and vocal performance at Cornish College of the Arts and has been seen in a variety of shows all across town. She will be joined on stage by some old and some new faces to SMT.

Sam Pettit is heading the artistic team as Director, Choreographer, and Scenic Designer. Sam’s credits do include a stint as choreographer for Red, Hot & Cole at Civic Light Opera (SMT’s former name) in 2005. The majority of the year, Sam teaches at Studio East of Kirkland, though has many directing/choreography gigs throughout the season.

Tickets for Legally Blonde: The Musical are priced at $35-$40. Performances are from September 14th through October 7th, Fridays and Saturdays at 7:30pm, Sundays at 2:00pm, and an extra show on Thursday, October 4th at 7:30pm. For ticket information call (206) 363-2809 or visit the website

Fewer inmates in King County jails means less revenue for jail budget

The reduction by the state of Washington in its use of local jail beds will mean fewer inmates in County jails and contribute to a projected $13 million drop next year in revenues that support King County jail operations, requiring 40 or more positions anticipated to be reduced in the proposed jail budget for 2013.

“The state’s latest policy change – the new ‘swift and certain’ program to address parole violators – certainly seems to be promising public policy, but the loss of nearly $10 million in expected state revenues in one year is simply too much for us to make up through savings or efficiencies,” said Claudia Balducci, director of the King County Department of Adult and Juvenile Detention (DAJD).

Revenue from contracts with other jurisdictions helps support fixed costs at the King County Correctional Facility in Seattle and the Maleng Regional Justice Center in Kent. With the projected loss of $9.4 million next year due to lower bookings by the state Department of Corrections, and reduced bookings by other jurisdictions, the County jails face a combined shortfall of $13 million in 2013.

Balducci said she will manage staffing to minimize the need for any actual layoffs by not refilling vacancies.

The state Department of Corrections (DOC) contracts with King County to house an average of 6,844 felons annually since 2008 who have been released from prison, and who have violated the conditions of their release. These so-called “DOC violators” are sent back to jail to await an administrative hearing. Since 2008, the County booked an average of 6,844 state inmates a year, and held about 330 a day.

Under the new “swift and certain” law enacted by the Legislature this year, the punishment happens more quickly, resulting in much shorter jail stays and an overall reduced usage of the local jail system.

“Swift and certain” is the latest in a series of moves by the state that have curtailed revenues to counties:

  • From 2008 to 2010, the state reduced the types and numbers of offenders it supervised after their release from prison.
  • In 2011, the Legislature capped the rates that DOC may pay to local jails for providing beds for state inmates. The contracted daily rate paid to King County was cut from $92 to $85 for most inmates, and the County may no longer bill the state for any increases due to the cost of housing state inmates.

Helping to stabilize King County’s jail budget is the long-term regional contract the Executive negotiated and signed last year with the City of Seattle providing for more predictable bed space for the City and more predictable revenues for the County – and averting the need for Seattle and the northeast cities to build their own municipal jail.

The King County Department of Adult and Juvenile Detention currently has the equivalent of 939.5 full-time positions, of which 540.5 are corrections officers. Its budget is $130.2 million, nearly three-fourths of which is in the Adult Divisions.

Point Wells update

BSRE Architect's conception of Point Wells development
By Jack Malek

The Growth Management Hearings Board met over the summer to hear Snohomish County's request for an extension to the compliance deadline of April 25, 2012. At that hearing were the following parties of record: Save Richmond Beach (SRB), the Town of Woodway, and the City of Shoreline as "Petitioners"; the Tulalip Tribes as "Friends of the Court"; Blue Square Real Estate Developer (BSRE) as "Intervenor"; and Snohomish County as "Respondent."

The Petitioners (SRB, et al) argued that Snohomish County's efforts appear focused on facilitating the BSRE project and not on the more important task they are charged with, and that is for their plan to comply with the Growth Management Act (GMA) and with the State Environmental Protection Act (SEPA). The Petitioners requested the Board impose sanctions, but they were denied.

The Growth Management Hearings Board did however make the following statement that recognized the Petitioners concerns:

"The Board has little sympathy with [Snohomish] County's six-month, front-end delay while the County sought to ensure that the BSRE application was vested. In the Board's view, this dispute is about more than filling out the right paperwork to pass SEPA and GMA muster. All the parties anticipate that real people - perhaps thousands - will live at Point Wells. Their on-the-ground demands for roadways and other facilities and services must be realistically anticipated and resolved, without imposing gridlock on their neighbors. The Board understands [that] necessary decision-making takes time, but the County remains in non-compliance until it brings its Plan into accord with the Board's FDO [Final Decision and Order]."

A six month extension was granted to Snohomish County, and this past August, Snohomish County presented a revised plan for the area, changing the designation from "Urban Center" to "Urban Village."

By its present definition, an Urban Village is smaller than an Urban Center, is less dense, and requires that the Village be located next to a principal arterial road. While this sounds like progress, the County is simultaneously working to change the definition of an Urban Village to allow for greater size and to remove the requirement that a Village be next to a principal arterial road.

The end result seems little more than a name change with no substantial gains towards solving the traffic issues and complying with the GMA and SEPA.

Snohomish County continues their effort to appeal King County Superior Court's December 2011 decision that prevented BSRE from vesting and building. If the decision is successfully appealed, BSRE's Urban Center project application would then be vested, and they could resume their original project of 3000+ condominiums. This hearing is expected to occur in mid to late November, 2012.

Learn about Cohousing at workshop on September 26

Schemata Workshop will present an informational session called “What is Cohousing” at Shoreline City Hall, 17500 Midvale Ave N, Shoreline, WA 98133, on Wednesday, September 26, 2012 from 7:00pm to 8:30pm.

Cohousing is an intentional neighborhood where residents know and care about each other.  While there is a high regard for privacy, residents actively build community through frequent shared meals, social events and work parties. People interested in cohousing typically value mentorship, sharing resources, and living lightly on the earth. The concept was imported from Denmark in the late 80’s and there are now over 120 built communities in the US.

This free informational session is open to those who are seeking an alternative way of living – independently owned housing that is also community oriented and cooperatively managed. This session will feature lots of photos of built communities around North America. Homeowners, renters, families and children are all welcome.

Schemata Workshop is an architectural collaborative in Seattle, started in 2004 by Grace Kim and Michael Mariano. In 2010, they received the Livable Communities Award from AARP and the National Association of Home Builders for the Daybreak Cohousing project in Portland, Oregon.  Grace is a registered architect in Washington and Oregon and served for four years on the board of the Cohousing Association of the United States. In 2008, Grace was awarded the AIA National Young Architects Award and in 2009 Schemata Workshop was awarded the City of Seattle Mayor’s Small Business Award.

Festival at the Bog on September 15

Festival knitters at a weekly session at Haggen's Cafe
On September 15th, 2012, from 1-5pm, the Meridian Park Neighborhood will celebrate at Ronald Bog Park with the first ever SummerSet Arts Festival. This free event invites all ages to participate in several fun and artistic activities including: live music, dance and drumming performances, fun kids activities, and art making stations. There will also be park and arboretum tours as well as a sculpture exhibition. Volunteers have restored Ronald Bog Park (175th and Meridian in Shoreline) over the summer and the SummerSet Arts Festival will celebrate their ongoing success within the park and community.

Local resident and artist Cynthia Knox is pioneering the festival with the approval of the Shoreline Parks Board. Artist Meghan Lancaster will create a Disappearing Artwork sculpture from natural materials found within the park that will remain until they naturally disintegrate. During the festival she will guide visitors to complete this sculpture. The Unearth Collective will also create a site-specific piece that will remain in the park. Glass and light sculptor Carol Milne will create a piece to be viewed across the park lake on the distant shore.

Mary Coss working on her shell
Seattle artist and advocate for community art Mary Coss will be installing a giant conch shell on a floating pier in the bog. The shell will have a soundtrack so visitors can also experience her sculpture through music and poetry. She is “committed to placemaking as a way to humanize the built environment. Art can be a vehicle to transform a community, and when done in collaboration with good design, it can contribute to a community with a soul. My experience integrating artwork into the urban setting has made apparent to me the impact of art on neighborhoods and the people who live there, I believe in its value.”

The Shoreline Children’s Center is creating a labyrinth installation as well as a clay turtle mandala. A hands-on art table will keep kids busy making kites and other crafts. Performing artists will bring music and entertainment. Among them, local Shoreline resident Brittain Barber will lead a jazz duo and resident Elena DeLisle-Perry will provide bluegrass and old-time music including a square dance.

Spreading the word and keeping the community involved, Cynthia Knox continues to bring a community art-making table to different locations and events in the Shoreline area during the summer. The pieces created at the art-making table, like tree socks, will be featured in the festival. The SummerSet Arts Festival has found tremendous support; it has received a Shoreline Dept. of Neighborhoods mini-grant through the Meridian Park Neighborhood Association. The City of Shoreline and the Shoreline-Lake Forest Parks Arts Council are co-sponsoring this exciting summer event. Bring a lawn chair or blanket and a picnic and plan to spend a wonderful afternoon in the park!

Local nonprofits provide support for local landlords with September 13th training event

Thursday, September 13, 2012, 6-8 pm, Shoreline City Hall, Featuring YWCA, Community Psychiatric Clinic, Hopelink

On September 13, 2012 local housing organizations will provide a brief training to support local landlords and property managers in reducing tenant turnover and filling vacant units.

Rental unit vacancies, tenant turnover, and other tenant problems all impact a landlord’s bottom line. These issues can be time-consuming and costly. Fortunately, there are important community resources available to help protect a landlord’s bottom line.

The September 13 training event will help landlords know where to turn to help tenants in crisis stay in their home and provide an overview of two critical programs that can help landlords fill vacant units.

YWCA Seattle-King-Snohomish Counties and the Community Psychiatric Clinic (CPC) operate homeless prevention programs that provide case management, vocational assistance and even rental assistance for tenants who might have lost their jobs and are in financial crisis. They can provide 24 hour crisis response to certain tenants who are in personal crisis, and they can work with landlords to house good tenants like veterans and families who need housing while providing extra support to the tenants and the landlords that rent to them.

Since its inception in 2009, The YWCA’s Landlord Liaison Program has worked with private landlords to successfully house 1,050 formerly homeless individuals and families.  CPC works to house homeless veterans and to provide veterans the support they need to stabilize their lives after serving our country.

If you own or manage rental property and are interested in learning more about these programs and other available resources, contact: Kelly Rider at the Housing Development Consortium of King County, 206-682-9541 and plan to attend their event:
Event Title: Support for Local Landlords: Protect your bottom line by filling vacancies and preventing turnover.

This event is sponsored by the North King County Housing and Homelessness Workgroup, with support from United Way of King County. To find out more about this Workgroup, visit their website.

Scots drop season opener to Lynnwood Friday night

From the Shoreline Area News Fans of Shorecrest Division

The Shorecrest Scots dropped their season opener to  Lynnwood Friday night by a 26-6 count, at Shoreline Stadium.

Lynnwood wins over the Scots have been as rare as the blue moon the game was played under, but the Royals managed to ride the accurate passing arm of senior QB Morgan Skelton, who threw three TD passes.

The Scots got on the board first with just over three minutes to play in the first quarter, when signal-caller, Nic Hendricks, electrified the crowd with a 96 yard TD run on a keeper. WR Aaron Kelly threw the key block near midfield that paved the way for the season's first score for the green and gold. Sam Schober's  PAT attempt was no good.

Lynnwood responded with a touchdown on their next possession, scoring on the first play of the second quarter. Skelton's perfect pass to David Nguyen from 24 yards evened the score. The PAT attempt failed, and the teams went into the locker room tied at 6-6.

The Royals took the lead for good midway in the third quarter on another Skelton-to-Nguyen TD pass, this one on a fourth down play at the Scots 7. Again, the PAT attempt failed.

The Scots had a chance to take the lead early in the fourth quarter when Keelan Bailey fell on a Royals' fumble on Lynnwood's 19, but the Royals' inspired defense stiffened and the Scots were denied.

Two late Royals scores put the final at 26-6.

Shorecrest hosts Cascade next Friday at 7pm.
