Best-selling mystery writer Phillip Margolin at Third Place Books on Friday April 13

Phillip Margolin
Photo by Anthony Georgis

Friday, April 13, 2012, Third Place Books, Lake Forest Park, 6:30pm reading and signing.

Phillip Margolin has written fifteen New York Times bestsellers, including his latest novels, Capitol Murder, Supreme Justice, Executive Privilege, all three from his Washington Trilogy. Each displays a unique, compelling insider’s view of criminal behavior which comes from the author’s long background as a criminal defence attorney who has handled 30 murder cases. Winner of the Distinguished Northwest Writer Award and the Spotted Owl Award for Executive Privilege, Phillip Margolin lives in Portland, OR. More on him and his books.

On the heels of a year full of misbehaving elected officials, such as Anthony Weiner, DSK, and others, Phillip Margolin returns with a Washington, D.C. based thriller that questions whether our representative’s sex scandals could put national security at risk.

CAPITOL MURDER (4/3/2012) is the third instalment of his gritty political fiction series that includes Executive Privilege and Supreme Justice. In this riveting page-turner, Margolin returns reader favorites Brad Miller and Dana Cutler to Capitol Hill as they encounter a serial killer who has escaped from death row, and terrorists who plot to blow up an NFL stadium.

Meet Jack Carson, a United States Senator with a Top Secret security clearance and a penchant for affairs. Despite warnings from his vigilant chief of staff, Jack follows his lust right into a nest of terrorists. When the breathtakingly beautiful campaign donor with ties to an international terrorist organization is found mutilated, the serial killer (and Brad Miller’s former client) Clarence Little appears to be involved. With his location unknown, his sights on D.C. and possibly Brad, it is up to the duo to beat the clock and solve the twisted plot before it is too late for them both.

Brad and Dana’s discoveries lead them right up to the Senate’s door, unmasking years of corruption and intrigue that are eerily reminiscent of real-life political scandals. This work points the lens of fiction on the real ripple effect relationships have. With Margolin’s unique multi-narrative style, CAPITOL MURDER delivers readers a page turning thriller sure to keep them up at night and looking over their shoulders in dark alleys.

REDMOND, WA – TONIandGUY Hairdressing Academy made another strong showing last week in Hopelink’s March Can Drive competition to help stock the agency’s food banks, but fell short of the final round this week, losing to Guild Mortgage of Kirkland in the final four.

During the competition, TONIandGUY Hairdressing Academy brought in 2,838 pounds of food – an impressive showing during the business’s rookie season in the March food drive.

Guild Mortgage will go head-to-head with Hancock’s Bakery of Redmond in the final round. Defending champ Hancock’s knocked off the Greater Redmond Chamber of Commerce in the final four.

To ensure that businesses of all sizes are able to compete on a level playing field, the competition uses a unique scoring system: the total pounds of food donated by a business are divided by the total number of employees, resulting in a competitive “score.”

The four businesses competing in week four collected a total of 5,530 pounds of food and $443 in cash, bringing the total for the campaign so far to 18,670 pounds and $2,454 – closing in on twice last year’s total of 9,809 pounds.

Shoreline School Board Meeting April 2, 2012

Notes from Shoreline School Board Meeting April 2, 2012
By Devon Vose Rickabaugh

Preliminary Scholastic Aptitude Test (PSAT)
With the goal of increasing the academic achievement of every student this fall Shoreline administered the Preliminary Scholastic Aptitude Test (PSAT) to all sophomores. With the information from the test staff will be able to pinpoint students who scored high enough in language arts, social studies, math and science to take advanced placement classes but who did not. By encouraging these students to take advanced placement classes it is expected that the students will be more challenged, do better on the SAT for college entrance examinations and be more successful in college. By testing early it is hoped underrepresented populations can be encouraged to improve their achievement, and be more prepared for success in college.

Teachers honored as Heroes in the Classroom - Meridian Park awarded $10,000 grant
Nine teachers from Shoreline were honored as Seahawk/Symetra heroes for educational excellence throughout the NFL football season, making their respective schools eligible to compete for an MVP award. Meridian Park School received an MVP award with a $10,000 grant to fund an innovative student achievement program. The materials will provide hands-on exploration of math and science concepts in a new classroom where students can play educational games, use microscopes and build with Lego robotic kits.

There will be only one service at 9 a.m. Easter brunch will follow the celebration of Holy Communion.

On Maundy Thursday, April 5, a service of Holy Communion at 7 p.m. will commemorate the Last Supper of Jesus and the apostles before His crucifixion.

A silent prayer vigil at the Alter of Repose will follow this service and continue until noon Good Friday, April 6.

Two services of the Stations of the Cross, when the steps of Jesus on the way to his death are retraced, will be at noon and 7 p.m. on Good Friday.

Shoreline City Council wants feedback on draft goals and workplan

2012-2014 City Council Goals and Workplan discussion: April 9 Council meeting

Every year the City Council holds a strategic planning and goal setting retreat to monitor progress and determine priorities and action steps for the coming year. The result is the establishment of the Council’s goals and workplan. This workplan, which is aimed at improving our ability to fulfill the community’s vision, is then reflected in department workplans, in the City’s budget and capital improvement plan and through special initiatives.

At the City Council’s March 2-3, 2012 annual retreat, the Council discussed having their 2012-2014 goals support achievement of the City’s long-term vision embodied in Vision 2029 and being a sustainable city in all respects. This includes:

  • Sustainable neighborhoods – ensuring they are safe and attractive;
  • Sustainable environment – enhancing our built environment so that it protects our natural resources;
  • Sustainable services – supporting quality services, facilities and infrastructure

Based on Council’s discussion and direction, City staff has drafted the 2012-2014 City Council Goals and Workplan for Council’s consideration, a copy of which can be found on the City’s website. Four goals that support the City’s overall sustainable efforts rose to the top:

  1. Strengthen Shoreline’s economic base;
  2. Improve Shoreline’s utility, transportation and environmental infrastructure;
  3. Prepare for two Shoreline light rail stations;
  4. Enhance openness and opportunities for community engagement

Council would like to receive public comment and feedback on the draft goals and workplan, which are scheduled for discussion at Council’s April 9 meeting and adoption on April 23.

The band was accompanied by staff from Shorecrest High School and parent chaperones. They learned about Irish history and culture and visited castle ruins. In Athlone, they were able to spend time in local schools, where they participated in hurling and rugby, as well as interacting with the local students.

SCC Baseball builds early leads, but is swept By Edmonds Community College

Photo by Wilson Tsoi
The Shoreline Community College Baseball team opened NWAACC Northern Region play on Saturday at Edmonds Community College with a doubleheader loss. The Dolphins opened both games with leads, but allowed ECC one big inning in each game to allow the Tritons back in the game and take the win.

In game 1, SCC led 5-2 after three innings, but a 9 run 5th inning by Edmonds put the game out of reach and SCC loss 14 to 5.

Anthony Ulskey led SCC at the plate with 3 hits and 3 RBIs, Matt Cottingham and Gabriel Rochon had two hits each including a double by Cottingham. Jason Shaw threw four solid innings for SCC, allowing 5 hits and 2 earned runs.

In Game 2, the Dolphins battled hard, dropping a 7-6 game to the #6 Ranked Junior College in the Pacific Region (West Coast of the US) and #2 ranked team in the NWAACC.

SCC built up a 6-0 lead in the game in the first 3 innings but a 7 run 4th by ECC overcame SCC and the Tritons pitching held up the rest of the game. Matt Cottingham led SCC with 2 doubles, scored 2 runs and had 3 RBIs. Skyler Frasier and Henri Francois had two hits for SCC as well with Frasier hitting a homerun.

SCC is now 1-14 on the season and 0-2 in region. SCC faces Edmonds again today at 1:00 PM at Meridian Park in Shoreline. The first game SCC has played in Shoreline in 15 years. Edmonds moves to 13-4 overall and 2-0 in the region.

WeatherWatcher: Cooler and wetter trend continues all week

In this report:
  • The week ahead - seasonal outlook, cooler than normal, still wet.
  • Last week, a lot of rain!
  • Last week's weather data.

Next week it looks like we will continue our cooler and wetter than normal pattern
This is thanks to our persistent La Niña that has been dissipating, however atmospheric effects will take until late April through early June to end. As a result we will have a colder than normal spring, with more precipitation than normal. I'm still using the word precipitation instead of rain because I still think there is a good chance for a wet snow shower or hail storm to blow through in the month of April. So basically more of the same that we've had the last 3 weeks here for the remainder of the spring season.

Last week we had a lot of rainfall
It totaled out at 2.63 inches of rain! It was very wet, and the storms that I mentioned last week did come in. The timing was slightly different than I expected, but I knew there was a lot of variability with last weeks storms as the main storm track has been going into northern California.

Weather data from last week, March 24th - 30th, 2012.
High temperature: 59.2ºF (Tuesday)
Low temperature: 36.1ºF (Saturday)
Rainiest day: 1.68 inches (Thursday)
Total rainfall: 2.63 inches
Warmest day: 48.5ºF (Tuesday)
Coldest day: 42.8ºF (Friday)
Average temperature: 45.4ºF

Warmest and coldest days are based on average temperature of the entire day, starting at midnight. All other averages are based on the whole week, starting Saturday morning at Midnight. All weather data unless otherwise noted is sourced from Carl's Shoreline Weather Station.

Historic child welfare reforms signed into law were championed by Rep. Ruth Kagi

Rep. Ruth Kagi D-32
OLYMPIA – Three separate measures that give child welfare caseworkers new and better tools to help the state’s most troubled families were signed into law last week. Together, these reforms allow caseworkers to focus on the core mission of protecting children, while also setting up the state’s application for a waiver to reinvest federal dollars into services that bring positive results.

State Rep. Ruth Kagi (D – Lake Forest Park) championed the reforms this legislative session as innovative strategies that improve family outcomes and maximize limited dollars during lean budget times.

“This is a great day for Washington’s children and families,” Kagi said. “We’re putting a sturdy framework in place that lets our caseworkers carry out the critical work they do more effectively, and shifts our focus from simply providing services to improving children’s lives in a measurable way.”

The bills signed are:
  • House Bill 2263 (sponsored by Kagi), maintains child welfare funding for the next five years, even if caseloads decline. This is important because the current funding formula is based on the number of children placed in foster care. Washington’s innovative and effective programs have reduced the length of time in foster care and avoided out-of-home placement for many children. As a result, state funding has dramatically declined. While the foster care caseload has been reduced 18 percent since 2008, this has resulted in a loss of $8 million in state funding – a loss which threatens the very programs that are successfully helping troubled families. With this legislation, the funding level will not be reduced, and any savings will go right back into providing services.
  • House Bill 2264 (also sponsored by Kagi), which moves forward with performance-based contracting for some child welfare services, while also clearly defining caseworker jobs. It brings cohesion to what has been a fragmented network of child welfare providers, adding greater accountability for how services are provided and dollars are spent.
  • Senate Bill 6555 (sponsored by Sen. Jim Hargrove), which gives Child Protective Services a way to engage families in crisis, and provide services to address child maltreatment without removing a child from the family home. Studies have shown that the majority of child abuse allegations do not involve imminent danger of physical harm or sexual abuse. Instead, various factors may be contributing to neglect of a child, and these can be addressed through a family assessment process. This process will be phased in throughout the state by 2014.

Enacting these three bills strengthens Washington’s upcoming application for a federal waiver. These waivers give states more flexibility in the use of federal funding, allowing investment in strategies that support families and children rather than just for foster care placement. Like House Bill 2263, the federal waiver will ensure that Washington is not punished for improved child welfare outcomes.

Congress authorized the waivers last year with passage of the Children & Family Services Improvement and Innovation Act.
