Inslee's seat could be vacant longer than expected

Sunday, March 18, 2012

From MakUpFront - the blog of political analyst Robert Mak on King5.com
"Replacing Jay Inslee in Congress may have just gotten more complicated.
"Inslee is resigning his 1st Congressional seat effective March 20th to focus on his race for governor. Because Inslee waited until March to resign, state law dictates that his seat remain vacant until the general election on November 6th. More than a half-dozen candidates are competing to fill Inslee’s seat.
"Originally, state elections officials thought the law was quite clear. There’s no question that a separate, special election is avoided. State officials originally assumed that because the seat is vacant, the winner of the November election would immediately go to Congress and represent the 1st district, instead of having to wait until the regular inauguration of January 3rd, 2013.
But the U.S. Committee on House Administration raised a red flag. Every ten years, states go through a redistricting process based on population, and the boundaries of the new Washington 1st District are dramatically different—the district for example, loses Kitsap County, gains cities like Bellevue, and now goes up to the Canadian Border. Congressional administrators told state officials, the person elected in the new 1st, can’t be seated—even for a month—to the old 1st District that Inslee represented.
"So now, the state has a couple options. First, it can simply hold the election in November and have the new 1st District representative take office in January. That means the seat will be vacant a month longer."

It gets more complicated from here. Read the rest of Robert Mak's article for the details, which include the possibility of electing a representative for a one-month term.

Shoreline and Lake Forest Park residents currently in the 7th congressional district, represented by Jim McDermott, would not be affected.

Youth orchestra from Norway in performance at Shoreline Center

Soloist Eldbjerg Hemsing in Norway

Ung Symfoni from Bergen, Norway will be touring Western Washington from March 30 to April 6, 2012, with a performance on Friday. April 6, 7pm at the Shoreline Conference Center.

The concert is free, but donations will be accepted to help with their expenses. Suggested donation is $10 adults and $5 students, but donations are certainly not required.

Ung Symfoni is one of Norway's largest symphony orchestras for youth and is considered the premier orchestra in Norway that is not project oriented.

The average age of musicians is about 20 years. The majority of members come from Bergen, but the orchestra has members from all over southern Norway. The orchestra is a melting pot of young musicians from school orchestras, bands, music schools, secondary schools and conservatories.

Kjell Seim, Conductor

Founded in 1997, the orchestra is directed by Kjell Seim, one of the most sought-after conductors in Norway.

The orchestra has also done concerts in Belgium, Czech Republic, Russia, Italy and Japan. According to a spokesperson, the orchestra toured Western Washington in 2004 and and is very excited to be back.

Soloist Eldbjerg Hemsing is regarded as one of Norway's most promising young artists, captivating audiences and critics alike with her performances and prompting the Oslo Philharmonic Orchestra in Norway to describe her as being "a sensational newcomer in Norwegian music life!"

Eldbjerg is a versatile musician, equally at home performing folk music on the Hardanger Fiddle as classical music. She plays a GB Guadagnini violin from 17S4, kindly on loan from the Dextra Musica Foundation. She will also be playing Hardanger Fiddle on this tour.

For information contact Joanne Donnellan, 360-384-1394.

What does the well-dressed salmon wear? and where does he swim?

Sammy the Salmon interacts with student

On Thursday March 22 at 7pm, the Adopt A Stream Foundation (AASF) will be presenting a Salmon Fashion Show featuring “Sammy the Salmon” to kick off a six-part Stream Ecology Training Program.

This free event will take place at the Third Place Commons in Lake Forest Park’s Town Center, 17171 Bothell Way NE, Lake Forest Park, one block east of the Burke Gillman Trail, next to Mac Aleer and Lyon Creeks ... two small salmon streams that flow from SW Snohomish County to Lake Washington.

“Sammy the Salmon” is going to introduce the audience to the life cycle of salmon with some elaborate costumes. Next, AASF Director Tom Murdoch is going to take the audience through the five steps of How to Adopt A Stream:
  • Investigate Watershed Information
  • Establish Watershed Allies
  • Create Long and Short Term watershed goals
  • Develop and Action Plan to meet watershed goals
  • Become a Streamkeeper by carrying out planned actions.

“After the audience is ‘hooked’ with the salmon fashion show, we are going to ‘reel them in’ by teaching the crowd to become Stream PI’s (Private Investigators),“ says Murdoch. “We are going to show them how to investigate the physical, biological, and chemical characteristics of streams...and their social, and political characteristics as well.”

Sammy contemplates a fish ladder

Then the crowd will be invited to become allies to solve a “virtual fish barrier” problem. The evening will conclude with some great visual examples of stream protection and restoration projects done by folks who have adopted their streams and an uplifting video of a local elementary school that restored a salmon run to a city stream. Everyone from advanced middle school students to old gray beards will enjoy this event.

The next training session is All About Invasive Plants on Saturday March 31 outdoors at the Lake Forest Park Grace Cole Nature Park. Then back in the classroom on April 12 for Stream and Wetland Science; outdoors on April 28 for Designing and Planting a Native Plant Landscape; back in the classroom for All about Salmon and their Protection on May 3; and outdoors on September 15 for Native Plant Monitoring & Maintenance.

Those who complete all six sessions will earn a Stream Ecology Certificate. To register, call 425-316-8592. For more details go to the Adopt A Stream Foundation website.

The Adopt A Stream Foundation’s partners in this stream ecology effort are the King Conservation District, the City of Lake Forest Park, the Lake Forest Park Stewardship Foundation and the Lake Forest Park Streamkeepers.

The Board of Ethics provides guidance on whether an action or interest is allowable under the King County Code of Ethics. The board also supports the county policy that the private conduct and financial dealings of public officials and employees shall present no actual or apparent conflict of interest between the public trust and private interests.

The successful candidate will be selected by the County Executive and candidates may be interviewed. Women, persons with disabilities, sexual minorities, persons of color, and those who reside outside the City of Seattle are encouraged to apply.

If selected, the new board member can expect to spend approximately four hours per month on board business. Meetings are normally on the third Monday of each month. Members may be reappointed at the end of their term.

Reduced Shakespeare Company - let the Comedy Games begin

Reduced Shakespeare Company presents the complete history of sports
at Edmonds Center for the Arts

Laugh your cleats off with Reduced Shakespeare Companys’ fast-paced sports satire The Complete World of Sports (abridged) at Edmonds Center for the Arts on Saturday, March 24, 2012 at 7:30PM. Tickets are available online at www.ec4arts.org or by phone at 425-275-9595. Ticket prices range from $35-$40, $15 for youth. Additional service charges may apply.

Best known for their original The Complete Works of William Shakespeare (abridged), Reduced Shakespeare Company (RSC) is a three-man comedy troupe that reduces large, complicated subjects into short, sharp comedies.

The “bad boys of abridgement” have created seven stage shows, two television specials, and numerous radio pieces, all of which have been performed, seen or heard around the world since 1981. They have played in venues such as the White House, Lincoln Center, Kennedy Center and many more. Their first three stage shows were London’s longest-running comedies, and they had more shows playing in the West End than Andrew Lloyd Webber.

RSC compressed the first five seasons of Lost into a ten-minute film called Lost Reduced, and have been a category on Jeopardy. Unveiled in 2010, The Complete World of Sports (abridged) reduces every sport ever played on any continent in the entire history of the world (yes, even Quidditch) into one witty comedy. It is a tour-de-farce of vaudevillian physical comedy that is both merciless and affectionate.

Edmonds Center for the Arts (ECA), is a non-profit performing arts facility located in picturesque downtown Edmonds, Washington. Take a hike, or a ride, on a more enjoyable Burke-Gilman Trail in Lake Forest Park

The snip of giant scissors cutting through a wide gold ribbon signaled the official reopening of a safer, more enjoyable Burke-Gilman Trail segment through Lake Forest Park Tuesday afternoon.

“This delivers on a promise made many years ago, to preserve and protect a valuable recreational treasure and active transportation link that greatly enhances the lives of King County residents,” said County Parks Director Kevin Brown, who with dozens of trail users celebrated the grand reopening of a vastly improved 2.2-mile trail stretch.

Also joining Brown were Assistant Deputy King County Executive Rhonda Berry, County Councilmember Bob Ferguson, and officials from Lake Forest Park and Cascade Bicycle Club.

Used by thousands every day, the trail segment from Northeast 145th Street to Logboom Park in Kenmore was made safer by widening and repaving it, and installing soft surface shoulders, improved street crossings and better lighting.

“The Burke-Gilman Trail is the most widely used trail in the County’s trail network and connects many of the communities in north King County that I represent,” said Councilmember Bob Ferguson. “I appreciate the patience of the community as these important improvements were made.”

Once celebration formalities were complete, a swarm of Cascade Bicycle Club members, pedestrians and other trail users set off to enjoy the trail. Celebrants participated in a “More Tortoise, Less Hare Race” that emphasized best trail etiquette and respect for all types of trail users.

The trail has been open to users since February 10. It had been closed since June 2011 as King County completed the first major redevelopment of the oldest Burke-Gilman trail section.

The Burke-Gilman Trail runs from Seattle’s Shilshole Bay area to Kenmore. From there, the trail connects with the County’s Sammamish River Trail and continues through Woodinville and into Redmond.

Trail use surveys show that more than 1,300 trips are made on the Burke-Gilman Trail through this section on weekdays, and the trail is used by many as part of their daily commute. On a sunny weekend the number of trips can jump to more than 2,200 in this location.

Redevelopment included widening the trail to 12 feet, installing soft-surface shoulders that walkers and runners can use, and enhancing intersection and crossing treatments. More than 340 trees were planted, and upgrades also included a new bridge, improved sightlines and improved drainage.

The County spent more than five years of planning and design work for this redevelopment project, with ongoing involvement of a citizen’s advisory group and in close coordination with the City of Lake Forest Park.

Funding was provided in part by the voter-approved Open Space and Trails Levy. The trail is managed by Seattle within the city limits south of Northeast 145th Street and by King County outside Seattle. More information is available

Sheriff Sue Rahr to retire March 31 for position as head of state police academy

Wednesday, March 14, 2012

King County Sheriff Sue Rahr
Sheriff Rahr is the former chief of Shoreline Police. Shoreline Police, a contract department, is part of the sheriff's office, so she is still Shoreline's Top Cop - at least until the end of the month.

Statement from King County Sheriff Sue Rahr

Today, I have accepted a final offer from the Washington State Criminal Justice Training Commission (WSCJTC) to become the Director. I plan to retire as Sheriff on March 31 and assume my new duties as Director of the academy on April 1.

I made the decision to leave the Sheriff’s Office before the end of my term for a number of reasons. First, and foremost, I have complete confidence in Chief Deputy Steve Strachan and the rest of the command staff to effectively lead the Sheriff’s Office and continue to protect and serve the citizens of King County. I would not and could not leave this post without that confidence. I believe this transition can be smooth with no impact on our service and no disruption of our workforce.

Second, the chance to lead the WSCJTC was a rare and unexpected opportunity. I have gained valuable knowledge and experience in my 32 continuous years in law enforcement. I have learned a great deal about the heart and spirit of service, compassion, fairness, and leadership in my role as Sheriff. These years of experience have prepared me to continue to serve both the citizens of Washington State—and my brothers and sisters in law enforcement. Participating over the years in a number of national forums and workgroups related to police training and accountability have provided me with a solid foundation to help direct our state’s efforts to improve the skills, effectiveness, and safety of our police officers and improve public trust. I am very excited for the opportunity to contribute what I can to 21st century policing.

I have designated Chief Deputy Strachan as the Interim Sheriff upon my resignation. He will remain in that status until the County Council meets and takes action to either confirm him as Interim Sheriff or name someone else. I have met with each Councilmember and expressed my strong support for Chief Deputy Strachan to take the helm of this large, complex organization. He has been the Chief Deputy since January of 2011 and is well versed in the operation and current issues facing the Sheriff’s Office.

It is not an easy decision to step away from the uniform, badge, and people who have been such an important part of my life for the past 32 years. It has been my honor to serve the citizens of King County as Sheriff and to work with the extraordinarily talented and dedicated law enforcement professionals in the Sheriff’s Office and throughout King County and Washington State. My seven years as Sheriff have been filled with many challenges as well as personal rewards and accomplishments. We have weathered the most extensive budget cuts in the history of the Sheriff’s Office while attaining National Accreditation. We have refined and improved our contract policing program and it is now considered one of the most progressive in the nation. Most importantly, we have effectively served and protected the citizens of King County. I’m very proud of the men and women I’ve served with and will forever be in their debt.

WSCJTC trains all law enforcement officers in the state of Washington, except the State Patrol. In additional to training new law enforcement officers, WSCJTC trains local corrections officers, 9-1-1 operators, and provides a wide variety of in-service classes for law enforcement veterans, supervisors, managers, and other criminal justice professionals. (Please see their website for details). Sheriff Rahr successfully cultivated a $400,000 Department of Justice COPS Office grant for the KCSO, SPD, and WSCJTC to develop a new training strategy and national model under the title “Justice Based Policing.”
