Op-Ed: Why you should care about the regulations for Accessory Dwelling Units in Shoreline

The Shoreline City Council is currently considering a change to the Shoreline Municipal Code relating to Accessory Dwelling Units (ADU) that would allow two houses to be built on lots in single-family residential neighborhoods throughout Shoreline, as long as lot coverage requirements are met.

An ADU is commonly called a mother-in-law or rental unit and can be located within the primary residence or in a detached structure. Shoreline Municipal Code 20.40.210D states that “accessory dwelling units shall not be larger than 50 percent of the living area of the primary residence.” Right now, if a house contains 1,500 square feet of living space, an accessory dwelling unit (whether located within the existing house or in a detached structure) cannot be larger than 50% of that, or 750 square feet.

The Council is now considering the addition of this language to the Code: “Attached accessory dwelling units where building square footage will not be increased by more than 10% may be larger than 50 percent of the primary residence.”

An attached accessory dwelling unit can be located in the upper or lower level of an existing two-story house, within a converted attached garage, in an addition to the original structure, or, as in the photographs provided, an entirely new house attached by a short wall to the existing house.

In our neighborhood, a new 3-bedroom house was built behind the original 3-bedroom house on the lot. It passed inspection as an “addition.” Under the new ordinance, the owners can now receive an ADU permit and rent out either the original house (1,100 square feet) or the new house that was recently built (2,400 square feet).

Why should we care?
  • Two Houses Per Lot are Possible. The proposed language allows an owner/investor to get a permit for an addition and build a second house on their lot which is attached to the original structure. After the “addition” is completed, they can apply for an ADU permit. They are not increasing the square footage by more than 10% because that was accomplished previously. Essentially, they are seeking a permit for an ADU that already exists!
  • Density and Parking. Shoreline allows up to 8 adults (with no limit on the number of minors) in every residence in Shoreline, regardless of the number of bedrooms. An ADU is considered a residence. That means as many as 16 adults and an unlimited number of children can live next door to you in the primary residence and its accessory dwelling unit.
  • Owner occupation. The ordinance does require that the owner or a close family member occupy either the primary residence or the ADU. An owner is more inclined to maintain the property and monitor their tenants’ activities. However, Shoreline Code Enforcement personnel indicate that it is extremely difficult to actually enforce owner occupation, particularly when it is a close family member, so this safeguard does not actually exist.
  • Decreased Quality of Single-Family Neighborhoods. Our neighborhood and most of Shoreline is zoned single-family residential. Yet this ordinance would allow two houses, attached by a short wall, to be built on single-family lots, in spite of this zoning.

This proposed ordinance can have significantly negative impacts on homeowners and residents of Shoreline due to increased density and damage to the quality of single-family residential neighborhoods. It can also have a negative impact on our property values,

I urge residents in Shoreline to write the Shoreline City Council as soon as possible and express their concerns about this ordinance and the new language being proposed. 

Please ask the Council to:
  1. limit the size of attached ADUs to 800 square feet
  2. require exterior alterations containing an accessory dwelling unit to be a design consistent with the primary building
  3. limit the number of people who can occupy the primary residence and accessory dwelling unit to no more than eight adults
  4. design a mechanism that ensures an owner resides there

Voss scores 8 points in NWAACC All-Star game - North drops game 90-75

SCC's sophomore point guard, Jenny Voss, from Aberdeen, WA, scored 8 points for the North Squad in a 90-75 loss to the South team in the first of two NWAACC Women's Basketball All-Star Games at Pierce College on Sunday.

Voss scored 8 points on a subpar 3 for 12 shooting afternoon, but hitting her only 3 pointer. She was 1-2 from the free-throw line but she pulled down 3 rebounds and had 4 steals in the game. Voss was 17th in the NWAACC for steals with 69 during the season.

The North was behind 32-27 at half and the South extended their lead in the second half with a 58-48 advantage in points. Kelsey Sparks of Bellevue College led the North with 15 points. Janelle Weiss of South (Chemeketa CC) led all scorers with 18 points.

Yup. It's cookie time, and the families of Shoreline Girl Scout Troop 42037 have lots of cookies for you.

This photo was taken on a sunny afternoon at the Ballinger Market Thriftway in Ballinger Village. Troop members Alea and Jurnee, assisted by Talla (who will be a scout when she's old enough, she says) spent the evening selling cookies to raise money for the Girl Scout organization.

Both moms were behind the table working, and both dads were holding hand-made signs. Scouting is a family affair in this troop.

Nominations are now being accepted for 2012 Shoreline Teacher of the Year. Nominations may be made by staff, students, parents, and other community members. Only a single nomination letter is required.

The nominee must be a full-time certificated staff member employed by the Shoreline School District for at least 5 years. Nomination forms are also available on the district website,

Nominations for Teacher of the Year are due in the Public Information Office at Shoreline Center by Friday, April 6, 2012. The recipient will be recognized at a reception May 14 before the School Board meeting. Teacher Appreciation Week will be celebrated May 14 to 18. The Shoreline Teacher of the Year receives a grant from the Shoreline Public Schools Foundation, and is forwarded for Washington State Teacher of the Year consideration.

Paramount School Park all spruced up for spring

The Ridgecrest Neighborhood applied for and received a Neighborhood Mini-Grant from the City of Shoreline last fall. The grant paid for the purchase of a public bulletin board which was installed at Paramount School Park by Park staff in December.

As Neighborhood Mini-Grants require a minimum of a 50% dollar for dollar match in volunteer time, the Ridgecrest Neighborhood Association organized a park clean up and beautification project to achieve the match.

The work party was originally scheduled for Saturday, February 25, but was snowed out. The rescheduled clean up was held Saturday, March 3, under blue skies and sun.

20 volunteers picked up litter, pulled weeds and spread 15 yards of bark. A lot of hard work by both young and old got the job done in just under 4 hours. Paramount School Park is all clean and dressed up for the upcoming busy spring.

As one of the most used parks in the system, it is also due for some new play equipment. Just about the time that school gets out for the summer, finishing touches will be completed on new equipment for use by children and adults, plus swings and picnic tables.

Shoreline-Lake Forest Park Arts Council puts Artists in Schools

Albert Einstein said, “Imagination is more important than knowledge.” Doing something creative every day fuels the imagination, and helps learning. That’s why we must bring the arts in all forms to schools.

This year, the Shoreline-Lake Forest Park Arts Council, together with the Shoreline Public Schools Foundation and Opus Bank Community Foundation, has funded over 20 Artists in Schools projects in our schools. Some are occurring as we speak. 

One such project is "Creative Dance with Math Experience" at Ridgecrest Elementary. Artist Debbie Gilbert dances with K-6 students, as they build skills, and connect with math concepts like numbers, shapes, fractions and patterns.

Join the University of Washington Ecological Restoration Students and the City of Shoreline as they continue to restore Richmond Beach Saltwater Park. Service participants will learn a brief history of restoration work completed at the park.

This service project includes the removal of Scot’s Broom, a non-native aggressive plant species that threatens the diversity of our urban forests. Plants will be cut at the base of the trunk, then the vegetation will be hauled off site to a dumpster. 

Volunteers may bring a snack to enjoy during a mid-day break. Come prepared for the forecasted weather. Participants should meet at the restroom located in the Park’s main parking lot. Contact **Maureen Colaizzi, Parks Project Coordinator, at 206-801-2603 for more information.

Shoreline Firefighters compete in 2012 Scott Firefighter Tower Climb

On March 11, firefighters from Shoreline Fire raced up 69 floors of the Columbia Center in downtown Seattle to benefit the Leukemia and Lymphoma Society. The annual Scott Firefighter Stair Climb features firefighters from all over the world as they climb 1,311 steps in full bunker gear.

Shoreline Firefighters also volunteer their time to coordinate the hundreds of firefighters, as they have every year since it began. Shoreline Firefighter David Engler is credited with creating the popular competition 21 years ago – when he first donned bunker gear and air tanks and climbed with hundreds of civilians. (See previous article)

Budget Movie Night: Crest Cinema Center in Ridgecrest

The Crest Cinema is located in the heart of the Ridgecrest neighborhood, at NE 165th and 5th NE. All films are $3 per ticket.

The Crest Cinema has long been a local favorite destination for inexpensive movie nights. Originally built in 1949 and operated by Landmark since 1989, the Crest has been operating as a neighborhood theatre, located on 5th Ave NE and 165th St (across from 7-11), for three decades.

Unlike many movie theaters in the area, the Crest features independent films and foreign language films, as well as Hollywood favorites, at a discount price of $3.00 per show ticket. Equipped with widescreen capabilities and four screens, “bargain nights” at the Crest began running discount programming on a permanent basis in the late 1980s.

Compared with other theaters in the area, the Crest offers some great advantages. Besides affordable movie tickets, you can get refills on large popcorn and soda anytime before closing. In addition, it boasts an excellent range of film selection, featured large screens and a decent sound system (Dolby SR – Dolby Stereo), clean bathrooms, and a great group of friendly staff.

On the downside, the concession stand’s prices are comparable to other theaters, and the adjoining parking lot can fill up fast on busy nights - but someone will direct you to the lot next door or street parking. Be aware that the seats are on the older side and squeak, and note that the Crest does not use real butter on the popcorn. Outside noise can sometimes be easily heard inside, and the Crest can oftentimes get full for a lot of showings, so make sure to come a little early to stand in line.

However, for the some, standing in line is part of the attraction. It's a party atmosphere of like-minded friends. Conversations abound, people-watching is good, and the mood is happy and up-beat.

The Crest Cinema is a neighborhood favorite for all ages, with an eclectic mix of films for wide range of audiences.

Shoreline resident and moviegoer Lexie Hinze says “Its convenient, local, and best of all 3 bucks! The chairs are squeaky, but that doesn't bother me. I like how the theaters are stacked like a staircase because you don't have to worry about someone blocking your view. My only complaint about any movie theater is the prices of food - I want popcorn, and candy, but I'm not spending more money on the food then I did on the ticket!”

Shoreline businesses collect 1,895 pounds of food in week 1 of March Can Madness drive

Three Shoreline businesses remain in the competition after the first round of Hopelink’s March Can Madness competitive food drive to help stock the agency’s food banks. The single-elimination competition continues through March 30.

In week one of the contest, TONI and GUY Hairdressing Academy collected 801 pounds of food, followed by Chuck Olson Chevrolet Kia, with 668 pounds. Sterling Savings Bank collected 386 pounds, and Dale Turner Family YMCA brought in 40 pounds.

To ensure that businesses of all sizes are able to compete on a level playing field, the competition uses a unique scoring system: the total pounds of food donated by a business are divided by the total number of employees, resulting in a competitive “score” – giving Sterling Savings Bank the lead in Shoreline with a score of 96.5, followed by TONI&GUY Hairdressing Academy at 80.1.

In Round II, Sterling Savings Bank will face off against TONI and GUY Hairdressing Academy, while Chuck Olson Chevrolet Kia will take on Jake's Kirkland/Life is Good.

The 32 businesses competing in Round I collected a total of 4,935 pounds of food and $1,090 in cash.

Hopelink’s third annual competition is patterned after the national spring college basketball tournament, matching businesses in weekly contests to see which one can bring in the most food. Teams are bracketed together in pairs and one winner from each 2-member bracket advances to the following week.

Businesses set to face off in Round II of the competition include 8 Redmond businesses, 5 Kirkland businesses, as well as the 3 Shoreline businesses:

Toni and Guy is keeping its competitive edge by giving basic haircuts for the price of 5 cans of food.
All three businesses welcome your donations of cash and cans of non-perishable food.

SCC's Voss, Bodman and Scharer in NWAACC All-Star Games Sunday

The Shoreline Community College Basketball Teams had three players participating on Sunday in the NWAACC All-Star Basketball Games at the Pierce College gym.

Jenny Voss represented the Lady Dolphins at 11:00 AM when the Northern Region All-Stars took on the NWAACC Southern Region. Voss was named to the Northern Region All-Defensive team for 2011-12 and led SCC in scoring, assists and steals, and was 3rd in rebounds. She was 17th in the NWAACC in steals with 69.

SCC's sophomores Joe Bodman and Avery Scharer made the Northern Region All-Stars and faced the NWAACC Southern All-Stars at 2:00 PM at Pierce College as well. Scharer and Bodman both made 2nd Team All-Region and Scharer was named All-tournament at the NWAACC Basketball Championship last weekend.

Point guard Scharer led the NWAACC assists while leading SCC in scoring, assists and steals. He was 2nd to Bodman in rebounding as well.

Bodman was second in the NWAACC in rebounds while being second on SCC in scoring, leading in rebounds and blocked shots.

The Lady Dolphins made a major improvement in their play while Voss was a part of the team, going from 4 wins in 2009-10, to 10 wins in 2011-12. Bodman and Scharer led the SCC men's team to best finish ever at the NWAACC Championship, winning 3 games and finishing in 7th place.

Science mentors needed for schools in Spaceflight Experiments program

The 6th grade students at Highland Terrace Elementary and 8th grade students at Einstein Middle School have an amazing opportunity to participate in the Student Spaceflight Experiments Program this year. (see previous article)


This is a national educational program undertaken by the National Center for Earth and Space Science Education (NCESSE) in partnership with NanoRacks, LLC. One student experiment from either Einstein or Highland Terrace will be chosen from a field of over 100 completed scientific proposals from to be performed on the International Space Station this fall.

Now that they are underway, students would benefit from mentors with expertise in these areas:
  • biology (i.e. cell biology, genetics, enzymes, proteins, bacteriology, plant growth and reproduction, microorganisms)
  • chemistry (i.e. crystal growth, micro-capsulation, food testing/food production, fluid diffusion, compounds and mixtures)
  • environmental science (i.e. fish and aquatic life, water pollution)
  • physics
  • medicine
  • engineering
Mentors might correspond with student teams via email or Skype, answering general questions, or might work with individual teams more specifically on the designs of experiments to be performed on the International Space Station this fall. 

In addition we need people with a background in science to help us select three proposals for final consideration in May.

Online election ends Tuesday for Conservation District position

Online voting for a position on the King Conservation District board ends Tuesday, March 13.

The Conservation District includes all of King County except the cities of Enumclaw, Federal Way, Milton, Pacific and Skykomish. All registered voters in the District are eligible to participate in the election.

Unlike other elections, those for positions on the boards of the State’s 47 conservation districts are not conducted by County elections officials or scheduled on dates set by the State Legislature. The 1930 law that established the conservation districts allows them to conduct their own elections using County voter-registration lists. The system saves the districts thousands of dollars.

King Conservation District officials have made some changes from last year’s first online election, Voters can now register, read the voters’ guide and cast their votes in a single session on a computer. Also new this year is an affidavit, which voters must print, sign and return to the District office by mail, fax or e-mail attachment. Voters must complete online voting by 11:59 p.m. Tuesday and send their signed affidavits with a postmark by Wednesday, March 14. The District considers all votes provisional until it can check signatures. This makes the affidavits the equivalent of a signed ballot envelope.

Voters can participate by logging on here and following directions.

Voters who lack internet access can use computers at the Shoreline Library or 10 other libraries around the County, or at the King Conservation District office from 9am to 9pm Tuesday. The office is at 1107 SW Grady Way, Suite 130, Renton 98057.

While last year’s election had four candidates for a single position, this year’s election has only one candidate, Christopher “Kit” Ledbetter of Issaquah for one position.

A Shoreline landscaping design company "Elements of Nature Inc." had an exhibit space at the recently Flower and Garden Show.

"My company Elements of Nature has been involved with the construction of many other Garden Show gardens over the years as well. It is a great venue for our industry and the local communities to usher in the gardening season. Not to mention the almost boundless fun and design options it affords all who participate."

His garden this year was called Coloring the Blues.

"The show this year had a music theme and our garden choice was to capture the essence of the blues with a twist." 
"The garden consisted of a deck that was a representation of Eddie Van Halens Frankenstrat guitar with a stone bridge as the guitar neck. Using color for the flow of water and a hidden sound system we attempted to reveal the expansion of the boundaries of Rock music with the influx of Blues roots."

Olympic Ballet Theatre presents two premieres: highlights from The Sleeping Beauty; & Griffes with the Seattle Chamber Players

Closing the 2011-2012 Season under the outstanding direction of OBTs’ new Artistic Directors, Oleg Gorboulev and Mara Vinson, the Edmonds based ballet company will present two premieres; highlights from The Sleeping Beauty; plus a contemporary piece set to the music of American composer Charles Griffes.

Excerpts from The Sleeping Beauty will include selections from Act III, where characters such as Princess Florine and Blue Bird, Little Red Riding Hood and the Wolf, The White Cat and Puss in Boots, dance in celebration of the union of Princess Aurora and Prince Desire. 

Back by popular demand is guest artist Le Yin, who will dance the role of Prince Desire in highlights from The Sleeping Beauty. Yin is a former principal dancer with Pacific Northwest Ballet and the Houston Ballet, and a gold medalist of the Chinese National Ballet competition. His previous roles with OBT include Franz in the 2011 premiere of Coppellia and most recently, the prince in The Nutcracker.

With tremendous support from the Hazel Miller Foundation for the creation of brand new costumes and set pieces for highlights from The Sleeping Beauty, it is in OBTs’ long-range plans to produce the full-length ballet in its entirety within the next 5 years. A fundraising effort has begun; OBT welcomes your support.

For the second part of the program, OBT will present a brand new piece from a score, The Kairn of Koridwen, by American composer Charles Griffes (1884-1920). It is a tale of forbidden love between the druidess Carmelis and Mordred, a Gallic warrior in search of adventure in a special collaborative project with locally and internationally known Seattle Chamber Players.

The project reveals the special genre of chamber ballet, with intimately-gauged music composed specifically for choreographic staging.
  
The ensemble, led by Dr. Elena Dubinets, Vice President of Artistic Planning for the Seattle Symphony, has been acknowledged by the ASCAP/Chamber Music America Award for Adventurous Programming. This special collaboration with OBT is partly funded by the National Endowment for the Arts.

The performances of highlights from The Sleeping Beauty and Griffes will take place at the Everett Performing Arts Center April 14 at 2pm, and Edmonds Center for the Arts April 22 at 5pm.

WeatherWatcher: high wind advisory

The NWS (National Weather Service in Seattle) has issued a high wind advisory for Everett and vicinity including the cities of Edmonds and Mountlake Terrace. Given that this advisory is in effect for the cities bordering us, things could get pretty windy.

-The advisory is in effect Monday March 12th, 2012, 1AM - 1PM. A strong surface low will make landfall over night, generating a huge pressure gradient.

-Winds southeast 20 to 30 MPH with gusts up to 50 MPH are likely late tonight and Monday morning.
-These winds can topple trees and cause power outages.

A wind advisory is issued when sustained winds of 30-39 MPH or gusts of 45-57 MPH are likely.

Quick-Start Shoreline Business Workshop Tuesday, March 13th

The Tuesday Quick-Start Shoreline Business Workshop for start-up, existing or potential business owners will be held on March 13, 2012 from 12 noon to 1:30 pm at Shoreline City Hall, 17500 Midvale Ave N.

Quick-Start Shoreline is presented by Shoreline Community College Small Business Accelerator and the City of Shoreline. The sessions are free and open to the public; feel free to bring a brown bag lunch or a snack.

Come to this compelling and informative workshop to learn about identity theft, what is being called the 'Silent Crime', what it is and how it affects every American and the world at large. Not only will you get a better understanding of the magnitude of this crime, but what it means to us as individuals, business owners and the community.

Topics to be discussed will be:
  • What exactly is IDT? Hint: it's more than just your credit!
  • Why it is happening and how it is being addressed by the local, state and national authorities.
  • Why just shredding documents isn't enough.

About the Preserve
The forested property is adjacent to Richmond Beach Park. The area has significant scenic and natural habitat for resident and migratory birds including Bald Eagles, Osprey, and Great Blue Heron. Mature stand of Douglas fir trees on the property offer a nesting site for these birds. Join volunteers for a day of planting native tress, shrubs and ground cover.

What to bring to volunteer
Dress for the weather: boots or comfortable athletic shoes, work clothes, rain gear and appropriate layers. Volunteers should bring a refillable water bottle. Water, snacks, tools, gloves and training will be provided.
