Evan Smith: Ryu, other freshman legislators want to end tax breaks, to support schools

By Evan Smith
ShorelineAreaNews Politics Writer

April 14, 2011.  State Rep. Cindy Ryu and 10 other Democratic freshman legislators have introduced a bill to eliminate two tax exemptions as a way to pay for smaller school class sizes.

One of the exemptions is an exemption from the business and occupations tax enjoyed by out-of-state banks.

The other is a sales-tax exemption for tourists.

The first-term legislators say that ending the two tax breaks would generate $170.3 million for smaller class sizes in kindergarten through third grade.

The legislators acknowledge that the proposal would require a two-thirds vote of both houses of the Legislature to pass.
Ryu acknowledged that a two-thirds vote would be difficult but added. “With so much at stake, we must try.”
Seventh-term Rep. Ruth Kagi, one of dozens of co-sponsors of the bill, said that the proposal might not get two-thirds support in the Legislature but could go to a November referendum with simple majorities in both the House and the Senate.

Ryu and Kagi are Democrats from the 32nd Legislative District, including Shoreline, Lake Forest Park, Kenmore, Woodway and parts of Edmonds and Kirkland.

A Monday news release from Ryu noted that the budget that the State House of Representatives approved Saturday requires $4.4 billion in cuts for public schools, colleges and human services.
“One of the most painful choices in this budget was the decision to [again] suspend the effort to reduce class sizes in public schools,” Ryu said. “Education is my top priority, and the people of Washington passed I-728 because we know that children get more individual attention and do better in smaller classes. We must try to find a way to reduce class sizes and help children learn.
“The amendment we are proposing to the B&O exemption for banks, worth $86.6 million over the next two years, protects local community banks while ensuring that Wall Street banks pay their fair share,” Ryu added. ”The State Department of Revenue is unable to find any other state offering a similar exemption. These same Wall Street banks are enjoying record profits after receiving massive taxpayer bailouts. For example, JPMorgan Chase just gave CEO Jamie Dimon a $19 million raise. Our children and schools need $86 million more than the out-of-state bankers do.”
Of the other change, Ryu said, “Asking tourists to pay the same sales taxes the rest of us pay will not be popular, but we must remember that education is our paramount responsibility and it is more important to save our schools than it is to save preferential tax-treatment for out-of-state shoppers.

“In the remaining [two] weeks of the legislative session, we must work together for a budget that is balanced morally as well as legally,” Ryu said. "I urge lawmakers of both political parties to join us in working for a budget that comes closer to meeting the needs of our people. Passing House Bill 2078 will bring us closer to that goal”

The freshman Democrats, who have dubbed themselves the “11 in 2011,” said they were inspired by the thousands of people who rallied in Olympia last week protesting budget cuts and asking to abolish certain tax exemptions as a way to help protect funding for education and vital human services.
“Working families have sacrificed over and over to balance our budget, and now it’s time for out-of-state Wall Street banks and nonresidents to pay their fair share,” said Rep. Derek Stanford, D-Bothell. “These tax loopholes aren’t serving our economy, and eliminating them will keep class sizes low in our elementary schools.”
A news release from Stanford and Rep. Luis Moscoso, D-Mountlake Terrace, said that the money from eliminating the tax exemptions would be “an investment linked to basic education reforms that have stalled due to a $5.1 billion shortfall in the state’s budget.”
“I’ve heard loud and clear from constituents in my district to do something about funding our eroding education system, which, according to our constitution, is the state’s paramount duty,” Moscoso said. “The federal government has bailed out financial institutions to help them survive this Great Recession; it is now the Legislature’s turn to end tax breaks for corporate banks and carry out its main duty to restore much needed education funding for our children."

Property Taxes due by May 2 for first half of 2011

Friday, April 15, 2011

If you have a mortgage payment, your property taxes are included. If you do not, then you pay King County property taxes twice a year, in April and October. Following is payment information from the office of the County Executive, Dow Constantine.

The Assessor's webpage has a lot of information on property assessments.  Assessor Lloyd Hara says that he and his staff are working very hard to get information onto the website and to make it user-friendly and to provide transparency.

King County offers secure and efficient online payment system
King County property owners have until Monday, May 2 to pay the first half of their 2011 property taxes. The statutory due date for first-half property taxes is normally April 30, but since this date falls on a Saturday this year, the actual due date has been moved to the next business day.

After May 2, interest charges and penalties will be added to the tax bill. To make the process easier, King County provides several ways for property owners to pay their taxes quickly and conveniently.

Tax payments can be made:
  1. By mail if postmarked no later than May 2, 2011. Taxpayers should include their tax statement and write the property tax account number on their check or money order. Cash should not be sent through the mail.
  2. In person at Room 600 - Treasury Operations, King County Administration Building, 500 Fourth Avenue, Seattle, 98104, Monday through Friday between 8:30 a.m. and 4:30 p.m. On Friday, April 29 and Monday, May 2, Treasury Operations will be open until 5 p.m.
  3. At King County Community Service Centers if paid by check for the exact amount due. It looks like Bothell is the closest location for us.
  4. Online using King County’s convenient, secure online eTax application. Taxpayers may pay accounts with a credit card or an electronic debit from a checking account called an “eCheck.”
The online option provides immediate payment confirmation for current year or delinquent year(s) property tax bills. To pay online or view property tax information, taxpayers can visit here.

For questions about missing tax statements or other tax payment information, contact King County Treasury Operations through its website, through the automated voice system at 206-296-0923, or through customer service at 206-296-3850.

Information on senior citizen exemption and deferral programs can be obtained from the King County Assessor’s Office at 206-296-3920.

Obituary: Roger Loschen, 1932-2011, former mayor of Lake Forest Park

Roger Loschen 1932-2011
Roger Loschen, mayor of Lake Forest Park between 1992 and 1996, died on April 3, 2011.
Mayor Dave Hutchinson says, "Roger Loschen was a visionary mayor. He oversaw the increase of the City from 3,400 residents to almost 12,500 residents. He was a leader in a time of transition."
Loschen served Lake Forest Park for 22 years, including five terms on the City Council and one as Mayor. This was a time of significant change in Lake Forest Park. The state Growth Management Act was pushing unincorporated areas to incorporate or join existing cities. Loschen recognized the need for Lake Forest Park to formalize the relationship with the surrounding neighborhoods which were then outside of the City limits, and in the process, quadrupled the size of the city.

After leaving elective office, he served on the Boundary Review Board to the end of his life.

A memorial service was held at LFP Presbyterian Church April 9, 2011. Donations are suggested to UNICEF or local children's charities.

Roger Loschen's obituary is in The Seattle Times and includes a guest book where visitors can leave personal statements.

Rained out and rescheduled: Shorewood boys varsity baseball and Spirit Grill on Saturday

Take me out to the ball game - two powerhouse baseball teams meet up on Shorewood’s turf

By Sheri Ashleman
The Shorewood Boys Varsity Baseball game against the Redmond Mavericks that was scheduled for Thursday, April 14, was rained out.

The game has been rescheduled for Saturday, April 16, with JV starting at 11:00 am and the varsity game proceeding at 2:00 pm.

Baseball scouts add to the excitement.
Both teams feature strong pitching staffs. Due to the media interest in Redmond’s pitchers and Shorewood’s own superstars—University of Washington-commit Blake Snell, Gonzaga recruit Kevin Moriarty and UW signee Trevor Mitsui -- there will probably be upwards of 50 professional and/or collegiate scouts present.

In a recent Wesco 3A baseball coaches’ poll, Shorewood was projected to have the top team in the division. The 2010 squad finished fourth in state, and Shorewood baseball coach Wyatt Tonkin believes this season’s group has state-champion potential.

Lots of fun activities have been planned for this special game — free spirit buttons, a baseball parent throwing out the first pitch to his son, joining with the cheerleaders in singing “Take Me Out to the Ball Game”, and a free drawing for mugs with the Shorewood Varsity Baseball Team’s picture on them!

Boosters in action. Photo by Wayne Pridemore.
Shorewood Boosters will be hosting a “Spirit Grill” at the Shorewood baseball field located at the south end of campus. The barbecue will start at 12:30 pm. Enjoy ball park favorites -- grilled hot dogs, chips, apple slices, Cracker Jack and a beverage — all for only $5. Booster gear will be available for purchase.

Shorewood fans, including students, parents, staff, alumni, community members and Little League participants, are encouraged to attend and cheer on the fabulous Shorewood Thunderbirds. Root root root for the home team!

Emergency Management '3 to Get Ready' contest

The City of Seattle, King County and Snohomish County Emergency Management "3 to Get Ready" Contest

If you are a FaceBook user, go to this link to the City of Shoreline Emergency Management FaceBook page for you or your neighbors to take the "3 to Get Ready" emergency preparedness challenge.

All others: use this link to take the "Get Ready" challenge.

If you are unfamiliar with the Map Your Neighborhood (MYN) program created by the Washington State Emergency Management Department, here is the link.

The City of Shoreline calls its MYN program "Ready Neighborhood" and has all the materials a facilitator, co-facilitator, or host would need to plan and assemble a neighborhood meeting.

MYN and Ready Neighborhood are programs that Map blocks within a given neighborhood. A host is usually a resident who hosts a neighborhood meeting in their home. The neighbors use the meeting and a DVD guide to plan and prepare for emergencies and disasters.

If you are interested in participating in the contest, you can email Jill Rucker for the details.  Otherwise, these sites are full of information to help you prepare to survive in your neighborhood until outside help is available.
