authors promoting new books. Authors generally read from their books, sometimes answer a few questions, and then autograph the copies that people have purchased. Most of the events take place in The Den, a cozy area in the middle of the store.

Evan Smith: Kagi says that bill is aimed at getting Snohomish County to negotiate over Point Wells

State Rep. Ruth Kagi says that the aim of a bill she introduced Monday is to get Snohomish County to start negotiating with the cities of Shoreline and Woodway over development of Point Wells.

House bill 1265 limits development at a place like Point Wells to the density of adjoining cities unless the county it’s in reaches an inter-local agreement with nearby cities on urban services and the impact on those cities.

That means that Point Wells could not be developed beyond the density of Woodway unless Snohomish County’s government negotiates an inter-local agreement with Shoreline and Woodway on mitigation of the impacts of the development,

Kagi told me Thursday that the aim of the legislation is to get Snohomish County to start talking about a memorandum of understanding, and, she said, it’s already having that effect.

A Snohomish County councilman already has called a Shoreline official about Point Wells, she said Thursday.

Co-sponsors of the bill include State Rep. Cindy Ryu, who, like Kagi, represents Shoreline, Woodway and the rest of the 32nd Legislative District. Other co-sponsors are two Edmonds-area legislators and four members of the House committee on local government, including Committee Chairman Dean Takko.

Having Takko as a co-sponsor virtually guarantees a hearing before the Local Government Committee, Kagi said.

The owners of Point Wells, a former industrial property on the shores of Puget Sound in unincorporated Southwest Snohomish County, have proposed building a mixed-use development that would include 3,000 housing units.

Snohomish County recently re-zoned Point Wells for urban-center land use.
Property-tax money from the development would go to Snohomish County.

Point Wells is in Woodway’s urban-growth area, but the only access is along Richmond Beach Road Northwest in Shoreline.

The bill applies to “unincorporated portions of urban growth areas that: border Puget Sound; are surrounded on land entirely by one or more cities, are one or more miles from any other portion of an urban growth area that is in unincorporated territory; and are 50 or more acres in size.

Kagi said that Point Wells is the only place that fits the description.

The digest of the bill follows:

HB 1265 - DIGEST
Prohibits the maximum residential density of an unincorporated portion of an urban growth area from exceeding that of the immediately adjacent areas of the abutting city or cities.

Here’s a link to download the text of the bill, but the key section says the following:

(a)… the maximum residential density of an unincorporated portion of an urban growth area may not exceed that of the immediately adjacent areas of the abutting city or cities.

(b)  Subsection (a) of this section applies only to unincorporated portions of urban growth areas that:
          (i) Border the Puget Sound;
          (ii) Are surrounded on the landward side entirely by one or more cities;
          (iii) Are one or more miles from any other portion of an urban growth area that is in unincorporated territory; and
          (iv) Are fifty or more acres in size.

(c)  This subsection (9) does not apply to otherwise qualifying areas if the county has entered into an inter-local agreement under chapter 39.34 RCW with the city or cities surrounding the urban growth area that stipulates: 
          (i) Urban governmental services will be provided by the surrounding city or cities; and 
          (ii) limitations on and mitigation of transportation impacts on the roads and impacts on the park facilities of the surrounding city or cities.

SW girls take 3-6 Wesco 3A record into Saturday game with SC

The Shorewood girls’ basketball team takes a 3-6 Wesco 3A record (4-11 overall) into its Saturday game with Shorecrest after a Tuesday victory at Oak Harbor.
The Thunderbird girls play host to the Scots (7-2 Wesco 3A, 8-7 overall) at 5:30 p.m. as part of the daylong Shorecrest-Shorewood hoop fest involving girls’ and boys’ freshman, junior varsity and varsity teams from the two schools.
       
Shorewood lost to Shorecrest, 71-60, Dec. 17 at Shorecrest.
       
In the 62-51 victory over Oak Harbor Tuesday, the T-birds took a one-point lead after the first quarter, before stretching the lead to six points at halftime and 11 after three quarters, and holding the 11-point lead in the final period. Masha Shtikel led Shorewood with 22 points, Lisa Echert scored 13 and Kimberly Lindgren added 12.
       
The victory gave Shorewood sole possession of sixth place in the Wesco 3A division. The top six Wesco 3A teams qualify for the Northwest District 3A tournament. Shorecrest holds second place in the division and has clinched a tournament berth.
       
Shorewood had beaten Oak Harbor, 60-41, Dec. 15.
 For the season, Shtikel leads Shorewood with an average of 12.9 points in the team’s 15 games; Echert has an average of 10.3 points in the 14 games she has played.

Call to Poets
2011 Poetry Month Contest

The Shoreline-Lake Forest Park Arts Council seeks submissions for its fourth annual Poetry Month Celebration. Selected poets will be invited to read at a special event during April, National Poetry Month, which will also feature recognized local published poets, including J.J. Baugher and Belle Randall. Winning poems will be displayed at the Shoreline Arts Festival in June. Poems will be judged in three separate divisions: Secondary Student (grades 7-12), College Student, and Non-Student Adult. Cash prizes will be awarded in College and Adult categories. Submission deadline is March 18, 2011. Application forms are available online. Shorecrest boys take 6-3 Wesco 3A record into game at Shorewood after topping Lynnwood Tuesday

The Shorecrest boys’ basketball team takes a 6-3 Wesco 3A record (9-6 overall) into its Saturday game at Shorewood after a 20-point victory over Lynnwood Tuesday.
 
The Scots and Shorewood (3-6 Wesco 3A, 6-9 overall) meet at 7:30 p.m. in the concluding game of the daylong Shorecrest-Shorewood hoop fest involving girls’ and boys’ freshman, junior varsity and varsity teams from the two schools.
 
The Shorecrest boys scored a last-second win over Shorewood when the two teams met at Shorecrest Dec. 16.
 
In the 62-42 victory at Lynnwood Tuesday, Shorecrest fell behind by two points after the first quarter before taking an eight-point halftime lead, which the Scots extended to 13 after three quarters and 20 at the end. Junior Chibuogwu led Shorecrest with 22 points. Dylan Pontrello scored 10.
 
The Scots had defeated Lynnwood at home, 77-56, Dec. 14.
 
Chibuogwu leads Shorecrest in season scoring, having averaged 17.1 points per game.

The Year of the Cat: Al Stewart at Edmonds Center for the Arts

Singer/songwriter and British folk fixture Al Stewart spins his historic folk-rock tales at Edmonds Center for the Arts Saturday January 29 at 7:30PM. Tickets are limited. Call the ECA box office 425-275-9595 to inquire about availability. Ticket prices are $15-$30.

A California resident since the mid-’70s, Al Stewart was born in Glasgow, Scotland, in 1945 and moved with his family to Bournemouth, a seaside town in the south of England. It was there that Al bought his first guitar – from future Police guitarist Andy Summers – and learned his first guitar licks from Robert Fripp, later the leader of King Crimson.

In 1965, Al moved to London, where he shared a flat with Paul Simon, and served as emcee at the famed Les Cousins folk club, fraternizing with rising young talents like Simon and Cat Stevens.

He was soon writing and performing his own songs at Les Cousins and other folk clubs and colleges across England, opening shows for groups such as Fairport Convention and Pentangle.

His first noteworthy recording was 1973’s Past, Present & Future. His next LP, Modern Times, cracked the US Top 40 charts in 1975 and led to a full-length US tour. Al’s next album exploded in America and elsewhere: Year of the Cat (1976) spun off two Top 20 hits (the indelible title song and “On the Border”) en route to becoming a million-selling release itself. Al’s next album, 1978’s Time Passages, repeated the success of its predecessor, selling a million copies and yielding the Top 10 title track and Top 30 single, “Song on the Radio.”

Edmonds Center for the Arts (ECA), is a non-profit performing arts facility located in picturesque downtown Edmonds, Washington. Housed in the historic original Edmonds High School building, ECA was remodeled and opened in October 2006 to be a cultural resource for the Puget Sound region through performing arts presentations, community partnerships and education outreach programs.

Shorecrest girls extend streak to six games with wins over Glacier Peak and Lynnwood

The Shorecrest girls’ basketball team takes a six-game winning streak into its game at Shorewood Saturday, Jan. 22, after defeating Glacier Peak, Friday, Jan. 14, and Lynnwood, Tuesday, Jan. 18.
 
The Scots take an 8-2 Wesco 3A record (9-7 overall) into the 5:30 p.m. Saturday game against Shorewood (3-6 Wesco 3A, 4-11 overall). The game is part of the daylong Shorecrest-Shorewood hoop fest involving girls’ and boys’ freshman, junior varsity and varsity teams.
 
In the 41-40 victory over Glacier Peak, the Scots came from behind when Brianne Lasconia hit a 3-point shot with two seconds to play in the fourth period India Matheson led Shorecrest with 20 points and 16 rebounds. Lasconia scored 19 points for the Scots.
 
In the 59-52 win over Lynnwood, Shorecrest led throughout the game. Lasconia scored 20 points; Matheson had 15; and Janie Uppinghouse scored 10.

SCC Piano Series Sunday: 20th Century music for two pianos

Dainius and Asta Vaicekonis will play in concert at the Shoreline Community College Campus Theatre on Sunday, January 23, from 3-4:30 pm. in a program called 20th Century Music for Two Pianos.

Join music faculty member Dr. Dainius Vaicekonis and his wife Asta as they present masterworks for two pianos by composers such as Copland, Ravel, and Shostakovich.

Brothers from Different Mothers perform January 22 at the Shorecrest Performing Arts Center

Brothers From Different Mothers
The Shoreline-Lake Forest Park Arts Council’s 2011 Children’s Series presents the zany comedy act Brothers from Different Mothers, on Saturday, January 22 at 11:30 am at the Shorecrest Performing Arts Center.

The show starts at 11:30 a.m. and will run approximately 45 minutes. Tickets are $7 and can be purchased online or by calling the Arts Council at 206-417-4645. Shorecrest Performing Arts Center is located at 15343 25th Ave NE, Shoreline, WA 98155.

The Brothers from Different Mothers have been performing around the world for over 10 years. Voted Seattle's Funniest Comedy Team, Matt Baker and Alex Zerbe are also two-time Guinness World Record holders and have appeared on numerous television shows including American's Got Talent, where Sharon Osbourne called them "Hilarious"!

Their comedy never stops, even when performing stunts like spearing vegetables in mid-air. This family friendly show is action-packed with audience participation and perpetual laughter. You're not going to want to miss this show.

Water main punctured on 145th and 8th NE

A water main broke just before 2 p.m. Friday at Northeast 145th Street and 12th Avenue Northeast near the Jackson Park Golf Course, according to Seattle Public Utilities.

SPU has shut down part of the street between Eighth and 15th Avenues Northeast, with only one lane open each way, SPU spokeswoman Ingrid Goodwin said.

Goodwin said a construction crew with Pilchuck Contractors punctured a 30-inch water main about 9 feet underground. She said SPU would investigate what caused the 4-inch puncture.

Restoring the pipe will take several hours and will affect the evening commute, she said.

Kagi bill would force Snohomish County to talk with Shoreline, Woodway on Point Wells

Democratic State Rep. Ruth Kagi has introduced a bill to force Snohomish County to talk with the cities of Shoreline and Woodway about the Point Wells development.

Jerry Cornfield of The Everett Herald reported Tuesday that the bill would require the County to develop a memorandum of understanding with each of the nearby cities.

The bill doesn’t mention Point Wells, Shoreline, Woodway or Snohomish County.

Instead, it says, “The maximum residential density of an unincorporated portion of an urban growth area may not exceed that of the immediately adjacent areas of the abutting city or cities.”

The bill says that it applies to “unincorporated portions of urban growth areas that: 
     (i) border the Puget Sound;
     (ii) are surrounded on the landward side entirely by one or more cities; 
     (iii) are one or more miles from any other portion of an urban growth area that is in unincorporated territory; and

Democratic Rep. Cindy Ryu of the 32nd Legislative District is a co-sponsor as are Reps. Marko Liias and Mary Helen Roberts of the 21st District, which includes Edmonds, Lynnwood a Mukilteo.
