Construction of the 3rd Mile of Aurora - clarifications

Wednesday, December 22, 2010

After our article about the possibility of the City of Shoreline losing some of the funding for the B.A.T. lane for the last stretch of Aurora, (see article), there were questions from readers about contracts and funding. I asked Aurora Corridor Project Manager Kirk McKinley to provide some detail about the project and his response follows. [Editor}

“There are currently two active and fully funded projects on Aurora.

"These include 165th to 185th, scheduled for completion in the summer of 2011, and 185th to 192nd on which a contract was just awarded for construction.

"The construction on that segment will begin in January 2011 and will be completed in early 2012.

"The Regional Mobility Grant that was mentioned in the Shoreline News Article was for funding of the last 13 blocks of the project, from 192nd to 205th.  This section is still short on funding, and the $6.3 million would have been a welcome contribution to completing the corridor project.

"Overall, the City contribution on the Aurora project and the Interurban Trail project has been in the 10 – 11% range, while grants or other non-city funding programs have funded the remainder. This is an incredible leveraging of resources to be able to build these projects at 11 cents on the dollar of City funding.”

Superintendant Sue Walker speaks to Shoreline families about State budget reductions

This letter was sent to all families with children in the Shoreline School District, addressing the severe budget cuts to education funding in the state.

Last weekend the Washington State Legislature approved a plan that will reduce the state’s current $1.1 billion budget deficit.

K-12 education funding was cut severely in this special session and we expect that more cuts are on the way.

Earlier this year, the U.S. Congress passed Edujobs legislation that provided Washington state with $208 million to create new jobs in K–12 education.

The Washington State Legislature has now reduced the state’s K–12 budget by $208 million, wiping out those federal dollars intended for education spending. Another $40 million was eliminated from the K–4 education budget intended to limit class size.

The immediate impact to the Shoreline School District is expected to be as follows:

  • Shoreline's Edujobs funding of $1.76 million will be offset by an immediate equivalent reduction in State funding for 2010-2011.
  • Shoreline will lose approximately $500,000 in K–4 class-size reduction funding for 2010-2011. We will be using our reserves to provide for this year’s K-4 staffing. These reserve funds will be used to pay for teachers who are currently under contract.
  • Shoreline will lose approximately $75,000 in the Governor’s previous across-the- board reductions of 6.3 percent in the non-basic areas of K-3 enhancement, highly capable and student achievement. District reserves will cover this loss as well.

In the next biennial budget, the state is facing a $5 billion shortfall. We can only assume that the reductions to K-12 funding will continue into the foreseeable future, and this will mean significantly fewer resources for our students and classrooms.

As a result of the District's actions in recent years, Shoreline is in a better financial position than many other school districts. Spending down reserves, however, is only a short-term remedy to what appears to be a long-term Washington state problem.

Sincerely,
Sue Walker
Superintendent, Shoreline Schools

LFP City Council passes a lean 2011-12 City Budget

Heeding the public antipathy toward new taxes, the Mayor and City Council of Lake Forest Park passed a "very frugal", balanced budget, which leaders say will maintain the community priorities of public safety, maintaining infrastructure, managing development, parks, trails and programs as well as direct services to the human and community service agencies that serve the citizens of Lake Forest Park.

Ed Sterner, chair of the budget committee said, "This budget reflects the realities we face. As we look forward, the City Council and the Mayor are going to be faced with an ongoing budget challenge."

Some of the cuts to the budget include:
  • All non-represented staff will forgo their cost of living increases for the second year in a row.
  • Staff will be required to take five furlough days in 2011 and 2012.
  • Reduced permit and passport hours.
  • Not filling a vacant police officer position.
  • Eliminating the position for communication and intergovernmental support.
  • Eliminating the position of community services manager.
  • More electronic communication.
Citizens will feel the impact, said Mayor Hutchinson.
"Although staff is working hard to mitigate the impacts of the reduced municipal funding, citizens will experience the impact. Our parks will be less maintained, we are reducing our ability to secure and monitor grants; our office hours will be curtailed. One thing will not change and that is the response to 911 emergency calls. The police will continue to respond to these calls as their number one priority. The transition will not be without its bumps, we are asking for your assistance and patience as we move forward."

Details of changes to be implemented January 1 2011:
  • The Building and Planning Permit office be open Monday- Thursday 9 am to 1 pm as a result of staff reduction. Individuals and businesses can come in during these hours or call and make appointments with planning staff.
  • Passport Office hours will be Monday, Tuesday and Friday, noon to 5 pm and Saturdays 10 am to 4 pm.
  • The final issue of the Town Crier will be sent out at the end of this year. Starting January 1, the etc* — the electronic town crier will be the way to get news and information about the city. This is a free subscription service.
In addition there will be changes phased in over the year:
  • Business licenses will increase on January 1, 2011 to an annual fee of $30. Out of town businesses will be charged $60. These fees have not been increased in 22 years.
  • The Surface Water fees will be increasing 6% in order to cover the cost of capital projects focusing on flood reduction.
  • King County has increased their portion of the sewer rates and this increase will be passed along to sewer customers.
  • Starting in 2011 there will be traffic safety cameras on 40th Place NE.

Evan Smith: A new Congressional seat for Washington; probably little local effect

By Evan Smith
ShorelineAreaNews Politics Writer

The news that Washington will have a tenth Congressional seat beginning in 2012 probably will have little local effect.

We can only speculate on new district lines until the State’s commission on Congressional and legislative redistricting reports in January of 2012, but most observers expect the new Congressional district to be created in the South Puget Sound area, where the population has grown most.

That means carving out parts of the 3rd, 8th, and 9th Congressional districts, and maybe some from the 6th District.

That would leave most the 1st Congressional District with little change, although each of the nine current districts will have to shrink a little.

Expect most of north King and south Snohomish counties to stay in the 1st District, which might lose part of its Kitsap County portion and take some of central Snohomish County from the 2nd District and the small part of Lake Forest Park that is now in the 7th District.

The bipartisan commission doesn't favor either party, but sometimes it seems to protect incumbents. That would mean keeping the Bainbridge Island part of Kitsap County -- where 1st District Congressman Jay Inslee lives -- in the 1st District.

Editor's note: Shoreline and Lake Forest Park are in the 1st and 7th Congressional Districts where incumbents Jay Inslee and Jim McDermott were easily reelected in November.

Shoreline CC president named to national board

Lee Lambert, SCC President
Shoreline Community College President Lee Lambert has been named Vice Chair of the Board of the National Coalition of Certification Centers (NC3), a coalition of business and education representatives charged to support national industry standards in critical manufacturing areas via certified training programs.

“I’m honored to work with this group to support world class standards in industry,” Lambert said. “These standards will lead the way to the future by instilling confidence for the industries we serve while paving the way for our students as they move into the workforce.”

The group will focus on the transportation, aviation and energy sectors. It will look at ways to replicate existing programs that have successfully supported industry. The Professional Automotive Training Center at Shoreline Community College offers a prime example of this type of program.

“Our graduates can go anywhere to work,” Lambert said. Students graduate with top skills and certifications that assure both dealers and customers the best service possible. The innovative model was originated by the college and industry partners to integrate education with hands-on experience in the workplace.

Lambert said that the success of the automotive program is what sparked other partnerships between the college and industry, such as Snap-on Industrial, which provides the opportunity for automotive students (as well as incumbent workers) to get hands-on training using Snap-on diagnostic tools.

NC3 announced its newly appointed board members at the Associate for Career and Technical Education conference in Las Vegas, Nevada on Tuesday, December 7.

Evan Smith: Local voter turnout was higher than State, county averages

Tuesday, December 21, 2010

By Evan Smith
ShorelineAreaNews Politics Writer

Local voter turnout for the November general election was a little higher than the State and King County averages, averages that were the highest for a non-presidential election in 40 years.

The statewide turnout of 71.24 percent was the highest for an off-year election since 1970, when Washington elected the late Democratic Sen. Henry Jackson for the fourth time and passed an initiative that legalized abortion, more than two years before Roe v. Wade.

This year, with the State electing Democratic Sen. Patty Murray for the fourth time and voting on six high-profile initiatives, King County had a turnout higher than the statewide average -- 71.65 percent in the County.

The King County portion of the 32nd Legislative District – Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland – had a higher turnout than the State or County averages -- 74.29 percent.

The cities of Shoreline, Lake Forest Park and Kenmore – the Shoreline Court District – had a turnout of 74.35 percent.

Despite the levy-lift proposition on the City of Shoreline's ballot, turnout in the City was lower than that in nearby cities, although it was higher than the State and county averages.

During the primary, the Lake Forest Park levy-lift proposition brought out the highest turnout in the County. That wasn’t true for Shoreline in the general election. Shoreline’s turnout was 72.91 percent.

Voter turnout in Washington counties ranged from 63.44 percent in Yakima County to 84.79 percent for Columbia County in Southeast Washington.
