2 miles of Burke-Gilman Trail will close for fix

From our NewsPartner, the Seattle Times. a story about the renovation of LFP's section of the Burke Gilman Trail

A two-mile portion of one of the oldest and narrowest sections of the Burke-Gilman Trail, through Lake Forest Park, will be closed for up to six months next spring while King County makes safety improvements and repairs to the popular pathway.
The section to be closed stretches from Northeast 145th Street to Log Boom Park in Kenmore.
Because the corridor is so narrow, it will be closed to all users, according to the county.

Autumn Leaves and Palm Trees

Wednesday, November 3, 2010

New Englanders like to scoff that we have only two seasons in the Pacific Northwest (no - not Winter and Construction) Summer and Winter.

But we do have a Fall season when all the short trees turn beautiful colors of rust and gold and red. The problem is that usually about three days after the leave turn, we get a storm and the rain pounds the leaves into brown mush on the ground.

It's a good thing that Allan Bain took this picture in Richmond Beach on Friday to prove that we really do have Fall in Shoreline. Send it to all your contacts in New England.

Budget process and meetings in LFP

LFP City Hall. Photo by Steven H. Robinson
Lake Forest Park chose to run their proposed levy lid lift on property taxes early, so they would know what resources they could expect before they prepared their biennial budget. The lid lift failed, keeping them to a 1% annual rise in property taxes. As the rate of inflation has been running above 1% by several percentage points, this means cuts. How deep the cuts will be depends on what happens with the state ballot measures and the King County measure, as many of these have a financial impact both direct and indirect, on the City.

Mayor Dave Hutchinson told department heads to plan for an across the board 10% cut. The Mayor has prepared his budget and the public has already had some opportunities to comment. The process continues. Every meeting time listed has opportunities for public comment.

November 4, Thursday, 6 pm. Public hearing on the Mayor’s proposed budget.

November 15, Monday, 6 pm. Council Budget Committee meets to amend the Mayor’s Budget.

November 18, Thursday, 7:45 pm. Council special meeting.
  • adoption of the ordinance setting the 2011 property tax
  • council action on the Council Budget Committee recommendations amending the Mayor’s proposed budget
  • public comment on budget committee recommendations
December 2, Thursday, 7:45 pm Council special meeting time.
  • Public hearing on the City Council’s proposed 2011-2012 biennial budget.
December 9, Thursday, 7:45 pm. Council regular meeting,
  • Final hearing
  • Last opportunity for public comment.
  • Adoption of the City Council 2011-2012 Budget

The Mayor’s proposed budget is on the City website

According to Deputy Mayor Dwight Thompson and Budget Committee Chair Don Fiene, those unable to make meetings can write or email the City Council their opinions and suggestions. "Your ideas will be given consideration and made part of the public record."

Letter to the Editor: Bill Kiskadden was not punished

To the Editor

Wrong again Evan Smith. Bill Kiskadden was not punished by putting his Mountlake District home into this solid democratic District. In fact it was what Kiskadden wanted. He was active in the Richmond Beach Congregational Church and had a lot of supporters and friends so he wanted to run in that district. The other fact is that what became the 1st legislative district was not a solidly democratic district at that time. Kiskadden was not up for election in 82 which pushed Donn Charnley out as you may recall. Republicans did the redistricting after the 1980 census, but lost the election in 82 and that is why they agreed to a redistricting commission, a long term goal of the League of Women Voters of Washington.

COMMENTARY / EVAN SMITH: No battle to control redistricting here

TUESDAY, NOVEMBER 2, 2010
By Evan Smith
ShorelineAreaNews Politics Writer

We’re hearing a lot about Democrats and Republicans fighting for control of state legislatures because of legislators’ role in drawing Congressional and legislative districts.

In most states, legislatures redraw the district lines after the census every ten years, usually to the majority party’s advantage.

It can’t happen here.

Your vote for 32nd District State legislator won’t affect Congressional and legislative redistricting.

That’s because, a few decades ago, the Washington Legislature gave the power to draw district lines to a bipartisan commission.

Next year, State Senate Democrats, State Senate Republicans, State House Democrats and State House Republicans will each name a commissioner. Those four will agree on a non-partisan chairman, someone who has no history with either party.

Washington made the change after a couple of bad experiences.

When the 1950 census gave Washington a seventh seat in the U.S. House of Representatives. Eastern and Central Washington legislators knew it would have to be in Western Washington; so, they stalled the process, while the State elected a congressman at large for three cycles.

After the 1962 “one-man, one-vote” decision, legislators couldn’t agree on districts. Voters settled it with an initiative.

In the 1980s, legislators punished a Republican legislator by putting his Mountlake Terrace home into a district with this solidly Democratic area.

COMMENTARY / EVAN SMITH: Expect extended vote counting

TUESDAY, NOVEMBER 2, 2010
By Evan Smith
ShorelineAreaNews Politics Writer

The vote totals that we’ll see reported Tuesday night represent only a fraction of the final numbers.

Election returns this week won’t settle the close races for the U.S. Senate or House seats in Washington’s 2nd, 3rd and 8th Congressional districts.

The count that King County gives us at 8:15 p.m. Tuesday included only ballots that had arrived in Friday’s mail or were in ballot drop boxes Friday afternoon.

Snohomish County is doing a 10 p.m. count that will include ballots that arrived Monday.

So, election results that we report Tuesday night won’t include anything that arrived at the King County elections office Monday. The only results from ballots that arrived Monday will be from the small part of the 32nd Legislative District that is in Snohomish County.

King County’s next report, at 4:30 p.m. Wednesday will include ballots that arrived Monday. Snohomish County’s 5 p.m. Wednesday report will include ballots that arrived Tuesday. King County ballots arriving Tuesday won’t be reported until 4:30 p.m. Thursday.

I’ll continue to post results each afternoon as both counties continue to announce results.

Some close races will keep us watching returns through County certification Nov. 23.

Even then, some contests won’t be over.

Any time two candidates are separated by less than 0.5 percent of their combined total, there’s an automatic recount.

If the difference is less than 0.25 percent of the combined vote, it’s a hand recount.

Republican U.S. Senate challenger Dino Rossi could find himself in a situation like 2004, when he lost to Gov. Chris Gregoire only after two recounts and a court case.

You can put a stamp on your ballot and put it in a US Post Office box as long as it is in before the last listed pick-up time.

You can drive down to Lake Forest Park Towne Centre and put your unstamped ballot in the drop box by City Hall. City Hall is the two story building on the lower level of the mall in the far northeast corner. You have until 8 pm for the drop box.

Lake Forest Park Police Blotter 10-18 to 10-24-2010

By Diane Hettrick - Categories and Trends are mine - reports are from the police.

Trends: Noticeable this week is the lack of mail theft (zero) and bank fraud (only two). Only one burglary but lots of parties.  The police were very busy stopping every driver who even blinked,  used a cell phone, had the wrong plates, didn't use their turn signal, didn't wear a seat belt, had a child in the front seat, went too fast, didn't yield to pedestrians in crosswalks, ran lights, cut corners,   I left those out - just know that they are ever watchful.

Stolen and abandoned cars
10-18…155xx Bothell Wy. Stolen car from MLT found in apartment parking lot. Windows down, ignition key on driver’s seat, The Club on back seat, stereo missing.
10-20…174xx 47 NE. Abandoned vehicle.

Old favorites

10-19…14524 Bothell Wy, Kidney Center again with 911 hang up.
10-19…148xx Bothell Wy, Watercrest Apts. Loud party, but caller can’t tell where it’s coming from. Police responded but couldn’t hear anything out of the ordinary.

They’re baaaaaaccccck
10-19…196xx 30 NE. Woman home alone heard someone knocking at her door and a woman calling, “Hello. Come to the door.” Police suggested that she ask what the person wants without opening the door. (Same report on 10-1).
10-19…Police station. Woman wanted to discuss roommate problems with police. They said it was a civil matter, not police. She said she had once again gotten a bad roommate and doesn’t want something set up against her like last time. Because it was her birthday, she wanted to discuss a previous incident with cops. Officer said that s/he was not there for the whole previous incident and might not be able to comment. Woman “thanked” cop for causing her to lose her home and said she had a meeting with the Chief to discuss problems with a police Sgt.

Bothell Way
10-19…150xx Bothell Wy. Driving with license suspended, no insurance.
10-19…35xx NE 190. Driving with license suspended.
