Evan Smith: More on the Fimia lawsuit

My previous stories about the lawsuit against the City of Shoreline and former City Councilwoman Maggie Fimia over the four-year-old Fimia e-mails left some questions:

• Could Fimia be charged with a crime?
It is a crime to destroy public documents willingly and knowingly, but that would be almost impossible to prove.

• Where would the civil penalties that the city would have to pay go?
Shoreline City Attorney Ian Sievers told me Tuesday that civil penalties are like damages in any civil lawsuit; they go to the person who brought and won the suit, in this case Beth O’Neill.

SCC Volleyball Goes 5-1 at NWAACC Crossover Tournament

The Lady Dolphin Volleyball Team won five matches over the weekend at NWAACC Crossover Tournament at Treasure Valley Community College in Ontario, OR. SCC defeated Treasure Valley CC, Whatcom CC, Lower Columbia College, Centralia CC and Clackamas CC. The Dolphins did drop a match to Blue Mountain CC, the top ranked college in the NWAACC. SCC had won 8 matches in a row until it loss to Blue Mountain.

Freshman Lisa Day and Sophomore Shelby Souther were named All-Tournament at the event. SCC is now 21-8 on the season, 5-1 in the NWAACC Northern Region and play Edmonds Community College on Wednesday night at Edmonds to open the second half of the region schedule. SCC is tied with Edmonds and Whatcom CC for first place in the division. The Lady Dolphins only loss in the region is to rival Edmonds. Match time is 7:00 PM.

Office Max recognizes Briarcrest teacher on 'A Day Made Better'

Briarcrest Elementary School first grade teacher Therese Schmidt is among more than 1,000 educators across the country to be recognized as part of the OfficeMax "A Day Made Better" nationwide surprise events this month.

Schmidt was nominated by her school and selected for a surprise visit from Aurora Village OfficeMax staff members on October 7.

Each donation, valued at $1,000, includes a digital camera, printer, one leather swivel chair and a large box containing classroom supplies.

The name, "A Day Made Better," is derived from the concept that OfficeMax can make at least one day better for educators, providing teachers with essential classroom supplies.

Since "A Day Made Better" first began in 2007, OfficeMax has funded more than 3,500 teachers at Title I schools and their classrooms on behalf of the cause and helped attract donations for 10,000 classrooms through Adopt-A-Classroom. Eleven graduate from CERT emergency training class

Trainees get their orders during earthquake drill
The City of Shoreline and the Shoreline Fire Department would like to congratulate 11 residents who recently graduated as new members of the City of Shoreline’s Community Emergency Response Team (CERT). 

The residents join about 200 others who have taken the training since 2003, many of whom decide to become City Disaster Workers. 

CERT members are trained in emergency preparedness, basic emergency response, light search and rescue, basic medical operations, small fire suppression and other useful skills that neighbors can use when helping neighbors during incidents such as widespread power outages, earthquakes, snow storms or other natural disasters.
CERT Trainees learn to deal with injuries
CERTs commit to 30 hours of training, background checks, and to joining the non-profit CERT organization in Shoreline. To learn more visit the webpage.

SCC Players of the Week

Women’s Soccer

Kaitlin MacKenzie, sophomore goalkeeper from Lake Stevens High School, was named the SCC Women’s Soccer Player of the Week for her efforts in the 2-0 loss against Everett Community College last week. MacKenzie only gave up one goal (first goal in game was defensive goal) to the Northern Region top team. The Lady Dolphins are 4-6-1 overall and 2-6-1 in the NWAACC Northern Region. SCC plays Whatcom CC on Wednesday at the SCC Soccer Field at 2:00 PM.

Men’s Soccer

Kevin Flavin was named Men’s Soccer Player of the Week for Shoreline Community College Men’s Soccer Team. Flavin, a sophomore forward from Oak Harbor High School, scored two goals in the 4-1 win over Everett Community College last week. Flavin scored the first goal of the match, 3 minutes into the game and then put the game away with the final goal in the 83rd minute. SCC is 2-7-2 overall, and 2-4-2 in the Northern Region, but the Dolphins are 2-1-2 in the last five games and are in third place in the region.

Women’s Volleyball

There are Co-Volleyball Players of the Week for SCC Volleyball. Laura Postor and Amanda Arnoux have been named SCC Volleyball Players of the Week.

Postor, a freshman defensive specialist from Shorewood High School, helped spark the Dolphins to a 5-1 record over the weekend at the NWACC Crossover Tournament at Treasure Valley Community College in Ontario, OR. Laura served over 90% with 10 aces during the tournament and averaged 2.5 digs a game during that stretch as well.

Arnoux, a freshman outside hitter from Nathan Hale High School, came off the bench to spark the team to victories against Lower Columbia and Clackamas, as both of those matches went five games.

Letter to the Editor: the math doesn't match the words


To the Editor:

I read the two letters from Shoreline City Council members and when I do the math, it doesn't match the apparent meaning of the words.

Mr McGlashan speaks of '3% to 4% per year inflation'. Mr. Hall is somewhat more complete in his calculations, and refers to '27% inflation' over ten years. Plugging this into my handy calculator, this is 2.42% annual inflation (compound). 3 % to 4% is a 25% to 65% overstatement.

Mr. Hall notes a '9% property tax levy increase. Over ten years, this would be a 0.87% annual compound increase, leaving a shortfall of 1.55%. Assuming the 'amazing job of cutting costs', we are talking about savings of only 1.55% to remain even with inflation over the ten years. While I hold past fiscal caution by the City of Shoreline in high regard as responsible stewards of our money, it seems a stretch to call 1.55% per year 'amazing'.

Some of the accumulated deficit are made up from the efficiencies and cost savings ascribed to the new city hall (which residents will be paying for over the coming 20 years); foregoing COLAs when inflation is zero is not a particular sacrifice or cost savings (ask Social Security recipients, military/federal retirees, or State of Washington retirees who pension COLA the last two years has been exactly zero); while annual housing values have increased some 3% to 3.5% over the past ten years, recently homeowners have seen significant decreases in value a more pertinent measure for those who have recently purchased their Shoreline homes; the King County sales tax increase also on this ballot would allocate 40%of the proceed to King County cities, which includes Shoreline.

A case could be made for a tax increase by City of Shoreline for new and expanded programs. But basing a tax increase on maintaining basic services from the impact of inflation is not supported by an economic analysis of the rationale from Mr. McGlashan and Mr. Hall.

Room Nine Community School annual Bike-a-Thon Friday


The annual all-Room Nine Community School Bike-a-Thon will be Friday, October 22, 2010, along the Sammamish Slough River Trail/Burke Gilman Trail. This event is not only a fund raiser. It is a real world math lesson, community and team building experience and fun physical fitness.

Students, parents, and staff will ride on the Sammamish/Burke-Gilman trail for a specific distance. The day begins at school, and dismissed from there to the various start locations. The riders will meet at Wilmot Gateway Park in Woodinville for lunch. Groups will start at various locations along the trail, follow the slough, and meet in Woodinville.

Prior to the event itself, the Bike Techs will inspect the bikes and organizers can check all equipment, review safety rules and verify that every rider has a great helmet fit for their adventure.

The money raised by pledges from Bike-A-Thon is used to help pay for Spring Camps.

Miles Jamieson and Hunter Nelson lost their tough match with the second seeded team from Glacier Peak, Davis and Mozlowski, 3-6, 2-6. They came back with a big win over Jared Kowalski and Lyon Vegagra, Shorecrest, winning 6-3, 6-4 to advance to the third place match today. Justin Oh defeated Tomas Moya from Lynnwood 6-3, 7-5. He needs one more win over his opponent from Meadowdale, Brian Nguyen, to advance to the third place match. All three T-Bird players will advance to next weeks District 1 3A meet at Mount Vernon high school.

Kenmore Restaurant Fire Under Investigation

KENMORE ‐ On Thursday, October 21st, the Northshore Fire Department responded to a report of a fire and explosion at Mia Roma, a restaurant located in the 7600 block of NE Bothell Way.

Firefighters arrived at 12:06 a.m., and observed flames climbing up the wall to the roof at the back of the building. The fire was rapidly extinguished and confined to the building’s exterior.

The building was unoccupied at the time of the fire. There were no injuries reported. Damage to the structure is estimated at $20,000.

The cause of the fire is currently under investigation by the King County Fire Investigations Unit.

The restaurant has been at this location for over 30 years and is a popular place for group events.

Armchair Sleuths Wanted to assist Detectives identify loot recovered in Shoreline

Jewelry recovered in a Shoreline investigation

The Sheriff's Office is looking or an armchair sleuth (or sleuths!) to assist detectives in finding the high school depicted on a stolen ring with the hope that will lead them to the owner. The ring was recently recovered in the course of a burglary and stolen property investigation.


The distinctive ring is a 1977 AAA football championship ring. It is marked “DHS” for the high school and has a devil figure as a mascot. The initials “ELP” are engraved on the inside of the ring.

The ring is from a high school from outside Washington, as Burlington-Edison H.S. was the 1977 AAA football champs.


The ring was recovered as part of a larger investigation of several burglaries in the Shoreline area. At least some of the loot from these burglaries was sold to a gold buyer on CraigsList. Additional jewelry was recovered as shown in the photo. Some of jewelry, including the ring, has not been linked to a particular burglary.


Keith Blair, age 34 of Bothell is a suspect in some of the Shoreline burglaries. He was arrested and charged, but is out of jail on $250,000 bail. His girl friend, Kelsey Johnson, age 22 of Edmonds, was charged with Possession of Stolen Property from other burglaries. She is out on bail as well.

Shorecrest, Shorewood volleyball teams meet Thursday


The Shorecrest and Shorewood volleyball teams play Thursday at 7 p.m. at Shorecrest. It will be the second meeting of the season between the two. Shorecrest won the first match 3 games to 2 at Shorewood September 28.

Shorewood comes into game after defeating Everett 3-2 Tuesday. Ahead 2-0, Everett collapsed in the final three games. Shorewood won 17-25, 15-25, 25-21, 25-18, 15-13 in a Wesco 3A match. Shorewood’s Carolyn Stransky had 34 assists, 14 digs and three aces.

Shorecrest comes into the game after a 3-2 loss to Glacier Peak. Shorecrest won the first two games, but Glacier Peak crawled back to win 18-25, 23-25, 25-22, 25-23, 15-7.

Shorecrest, Shorewood girls’ soccer teams meet Thursday

The Shorecrest and Shorewood girls’ soccer teams meet at 7 p.m. Thursday at Shoreline Stadium.
The game is the second meeting of the season between the two teams. Shorecrest won the first game, 2-0, Sept. 25.
Shorewood (7-4 Wesco 3A, 7-6 overall) and Shorecrest (7-5, 7-7) are fighting for fourth place in the Western Conference 3A division. Both already have clinched places in the Northwest District 3A tournament. The top six Wesco 3A teams qualify for the District tournament.
Jennifer Franklin leads Shorewood with seven goals. Teammate Lisa Echert has two goals and six assists. Goal tender Kelsey Jang has four shutouts.
Nicole Harris leads Shorecrest with four goals and two assists.
Shorecrest comes into the game following a 4-0 loss at Everett Tuesday. Shorewood lost to Everett 3-1 Thursday, Sept. 14. Lisa Santroch scored the Shorewood goal.

Shorecrest closes Wesco 3A football schedule with 28-21 victory at Oak Harbor

Shorecrest closed the Wesco 3A portion of its football schedule with a 28-21 overtime victory at Oak Harbor, Friday, October 15.

Shorecrest quarterback Ted Hammond threw a 24-yard touchdown pass to Favian Ortega for the game-winning score. Shorecrest rallied from a 21-7 fourth-quarter deficit to send the game into overtime.

Shorecrest’s Damon Richards, who scored the game-tying touchdown in the fourth quarter on a 15-yard run, carried the ball 23 times for 102 yards.

Oak Harbor rushed for 329 yards and finished the game with 371 yards of total offense. Shorecrest had 280 yards of total offense.

The Scots got their first win under new head coach Brandon Christensen.

The Scots fell behind early in the second quarter but answered quickly on a 35-yard pass from Hammond to junior wide receiver Jerome Seamon.

Trailing at the start of the fourth quarter, the Scots turned on the offense and scored 14 unanswered points to secure the victory.

Key plays included Hammond's touchdown pass and a fourth-down conversion from the 11-yard line before the game-tying touchdown.

Ian Bolstad led the Socts on defense with 19 tackles, and fellow junior Preston Landon had two interceptions. The Scots amassed their biggest point total since last season’s Shorewood game.

Shorecrest takes a 4-3 record (both conference and overall) into a non-league home game Friday, October 22, against Ferndale of the Northwest League 3A division.

The Scots have an outside chance at qualifying for a district playoff game as the third-place Wesco 3A team, That would require Meadowdale’s losing its last two games, If that happens, Shorecrest would play the second-place Northwest League 3A team November 2 for a chance to play in a quad-district playoff game November 5 or 6.

Shorewood Drill  Team to host competition
The award winning Shorewood High School Drill Team is hosting its annual Drill and Dance Competition on Saturday, December 4, at 1:00 pm in the Shorewood Gymnasium located at 17300 Fremont Avenue North (south end of campus).

Shoreline City Manager presents 2011 proposed budget


At the Shoreline City Council’s October 18 meeting, City Manager Robert Olander presented the 2011 proposed budget, which is balanced in all funds and totals $69.9 million.

The 2011 proposed budget consists of two major categories: $36.2 million operations budget and $33.7 capital budget. The 2011 operations budget net one-time accounting transfers has decreased by 1 percent compared to the 2010 budget, while the City continues to experience increases in police and jail costs, health insurance premiums, and state mandated retirement costs.

The proposed budget assumes passage of Shoreline Proposition 1; and therefore, includes $1 million in net property taxes to fund basic services including police, emergency protection, neighborhood patrols and crime prevention; preservation of safe parks, trails, playgrounds, playfields and the pool; and for community services including senior center and youth programs.

“While the recession has resulted in sharp declines of sales tax and development revenue, the most significant financial challenge that the City faces is that property tax levy increases have been limited to 1 percent annually, which has not kept pace with inflation,” says the City Manager.

The cost to fund day-to-day City services, in inflation adjusted dollars, is approximately $461 per resident, nearly 10 percent lower than in 2000. The City has had to do more with less given that inflation has grown 28 percent since 2000.

On the November 2 ballot, the City is asking voters for an increase of $.28 per $1,000 assessed valuation. If Proposition 1 were approved, it would restore the City’s regular property tax levy rate to $1.48 per $1,000, which remains under the $1.60 legal limit.

If Proposition 1 were to fail, it would result in approximately $15 million in significant service and program cuts over the next six years. The City Manager will submit a revised adoption schedule in November in the event that Proposition 1 fails.

There are several initiatives, including Shoreline Proposition 1, on the November ballot that could impact the 2011 budget. This proposed budget does not take into account liquor initiatives 1100 and 1105 and King County’s Proposition 1 (0.2 percent sales tax). The City’s long-term projections would need to be updated to include this revenue loss and/or revenue gain.

The budget adoption process includes three public hearings: November 1, 8, and 15, with final adoption scheduled for November 22. All meetings start at 7:00 pm and take place at City Hall. The City Council encourages the community to provide input.
