On a perfect summer evening, Tuesday, August 17, crowds strolled North City, trying to decide which of the eleven music venues to visit. This annual event is organized by North City business and community members and sponsored by the City of Shoreline.  There was a wait at some of the more intimate venues, but the crowd didn't seem to mind.  It was a party atmosphere and there was music outside, under canopies and on the Showmobile stage.  Darkness didn't discourage anyone, as the music played on.

Vehicle - bicycle accident at 145 and 1st NE

Thursday, August 19, there was an early morning collision between a small pickup truck and a bicyclist at NE 145th and 1st NE, At 6:30 am the truck was still in the street while police investigated.

The accident was the eastbound lanes of 145th, on the south, so Seattle Police and Seattle Fire responded to the scene. The bicyclist was taken to the hospital.

If the accident had been in the westbound lanes, to the north, Shoreline Police and Shoreline Fire would have responded.

Kagi increases majority; Gagliardi tightens grip on second

Incumbent Democratic State Rep. Ruth Kagi increased her majority of the primary election vote in the Wednesday afternoon count, with Republican Gary Gagliardi strengthening his position as the second qualifier for the general election.
      
New returns showed Kagi with more than 56 percent of the vote to more than 36 percent for a Gagliardi and less than 8 percent for Stan Lippmann, running as a Democrat despite being a Republican precinct committee officer.

The numbers reflect King County votes received by Tuesday morning and Snohomish County votes received by Tuesday afternoon.

The King County vote came from a countywide turnout of 27 percent, compared to the anticipated final turnout of 45 percent. King County votes in the 32nd District include those from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland.

Snohomish County reported a countywide turnout as of Wednesday of 25.25 percent, compared to a projected 41 percent. Snohomish County results include ballots from Woodway, south Edmonds and unincorporated Esperance.

King County plans to update its vote count at 4:30 p.m. Thursday, Snohomish County at 5 p.m. Thursday.

I feel like we live a very sheltered life, here in Shoreline, here in my own home. After getting acquainted with Tent City 3, all kinds of doors of information have opened and I am a bit overwhelmed.

Tent City 3 was opened in 2000, as a self-managed camp giving a temporary home to up to 100 people and operating mainly in the City of Seattle.

Tent City is part of Share/Wheel, a non-profit housing organization which is made up of two parts:

  • SHARE (founded 1990): (Seattle Housing and Resource Effort) and is an organization of homeless and formerly homeless men and women working together to survive and solve homelessness.
  • WHEEL (founded 1993): (Women’s Housing, Equality and Enhancement League) is an organizing effort of homeless and formerly homeless women. I would suggest you go to their website and read. You will find all the information you could ever want.

The old Shoreline-LFP Enterprise published some excellent stories on Tent City 3. I recommend "Support Continues for Tent City 3" by Amy Daybert, published February 11, 2009, about Calvin Presbyterian and community support for Tent City. In the article "Former Tent City Resident Giving Back" by Amy Daybert, published February 3, 2009, former Tent City resident Glen Hair talks about his life after homelessness - his business, his home, and his civic involvement in the Lions Club.
"I want people to see that (Tent City residents) do go on and accomplish things like community service," Hair said. "Not everyone who leaves Tent City is forced to leave. Some leave so they can start giving back to their community. My life's not perfect right now but I am still trying to do what I can."

A remarkable community called "Tent City 3"

At this time, Tent City is being hosted by Calvin Presbyterian Church at 185th and 3rd NW on the hill to the south of the church, their second visit after coming from their second stay at Prince of Peace Lutheran.
An elder of the church said “our hosting these people has been a real blessing to our church”.
Living in camping tents, with wood pallets as flooring and tarps covering anything needing cover, they have a very secure situation with two gate keepers everyday for 24 hours a day…..firm rules and meetings of the group every week to discuss any and all situations. This report is on the value of this idea to help you support their temporary “lifestyle”.

Tent City residents don’t pay anything but sometimes they pool their money to buy something to share with others. They don’t have to….they feel they are part of this community – and help each other and always watch each others backs. Share/Wheel oversees the 14 shelters in the Seattle area, providing them with money for the Honey Buckets and also city bus tickets.

So far they have not had to disband for lack of a site…but it can happen if they don’t have a place lined up for the following months. The City of Seattle and Shoreline can only offer 90 day permits which is really a shame….6 months would be better. It takes them a month to get everything set up and running smoothly in each location. Their next move will be Sept 25, returning to St. Marks Cathedral on Capital Hill where they have been every year for 10 years.

It is their second time here at Calvin Presbyterian Church and Barb Farden my church source said, “Well, if up to me, we would have them again of course….this is part of our community ministry.”

Calvin Presbyterian barbecue Saturday, August 21


Calvin Presbyterian Church is hosting a barbecue Saturday, August 21 from 4 to 6 pm in their large parking lot with food and live music as a goodwill gesture to the neighborhood.

If you can volunteer or provide tools, brickets, paper plates, mustard, pickles, ketchup, lettuce, onions, or tomatoes, contact the church office at 206-542-6181.

People can come to meet and greet each other, visit Tent City, meet some of the residents, ask questions….and have a fun evening all rolled into one.

Ryu widens lead over Coday as both appear headed for November

Democrat Cindy Ryu's lead over Republican Art Coday widened slightly Wednesday as both appear headed for a November faceoff for the 32nd Legislative District House seat that Democrat Maralyn Chase is vacating to run for the State Senate.

Ryu, a former Shoreline councilwoman and mayor, led the Wednesday afternoon vote count with 41.65 percent of the vote to 38.10 percent for Coday, her likely November opponent, and 20.25 percent for Doris Fujioka McConnell, a current Shoreline councilwoman.

The numbers reflect King County votes received by Tuesday morning and Snohomish County votes received by Tuesday afternoon.

The King County vote came from a countywide turnout of 27 percent, compared to the projected 45 percent. King County votes in the 32nd District include those from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland.

Chase widens lead over Baker as both appear headed for general-election ballot

Democrat Maralyn Chase widened her lead over Republican David Baker Wednesday as the two appeared headed for a November general-election showdown after they continued their strong 1-2 showing in updated 32nd District State Senate primary returns.
      
Chase had 47 percent of the primary vote (10,444 votes) to 40 percent for Baker (8,982 votes) and less than 13 percent (2,789 votes) for Democrat Patty Butler.
      
Chase gave up the State House seat she has held since 2002 to run for the State Senate seat that Democrat Darlene Fairley is vacating. Baker is a member of the Kenmore City Council, which he now leads as mayor. Butler represented the District in the State House of Representatives from 1997 to 1999.
      
King County results include ballots that arrived as of Tuesday morning. Countywide turnout was announced as 27 percent Wednesday, compared to the projected 45 percent. King County votes in the 32nd District include those from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland.

Snohomish County results include ballots received as of Tuesday evening. Countywide turnout as of Wednesday was 26.25 percent, compared to a projected 41 percent. Snohomish County results include ballots from Woodway, south Edmonds and unincorporated Esperance.

LFP mayor orders across-the-board cuts in response to Prop. 1 defeat

Lake Forest Park Mayor Dave Hutchinson announced a 10 percent across-the-board cut in City programs in response to the apparent defeat of the City's Proposition 1 in the Tuesday election.

The proposition would have let the City increase its property-tax revenue beyond the 1 percent increases allowed under a voter-approved State law.

Opponents said that the measure would have given the City a blank check to raise property taxes.

LFP ballots counted Wednesday afternoon saw the losing margin fall from 80.3-19.7 to 79.4-20.6 percent.

Wednesday's count raised LFP voter turnout to 39.75 percent of registered voters, with more expected to come in. King County elections officials had projected a 45 percent countywide turnout, but reported only 27 percent through Wednesday.Votes counted include ballots received by Tuesday morning. Elections officials say that it takes two days to open ballots and compile updated results.

King County expects to update results at 4:30 p.m. Thursday.

Kagi keeps majority, with Gagliardi second

Incumbent Democratic State Rep. Ruth Kagi kept a majority of the primary election vote in the last Tuesday night count, with Republican Gary Gagliardi keeping a firm hold on the second-place spot to be her general-election opponent.

Results from both King and Snohomish counties showed Kagi with more than 55 percent of the vote to less than 36 percent for a Gagliardi and slightly more than 8 percent for Stan Lippmann, who ran as a Democrat despite having used several other party labels in past runs for various offices.

The numbers reflect King County votes received by Monday morning and Snohomish County votes received by Monday afternoon.

The King County vote came from a countywide turnout of 22.8 percent, compared to the projected 45 percent. King County votes in the 32nd District include those from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland.

Snohomish County reported a countywide turnout as of Tuesday of 23 percent, compared to a projected 41 percent. Snohomish County results include ballots from Woodway, south Edmonds and unincorporated Esperance.

Update: Chase leads Senate candidates; Baker holds strong second

Back to school event volunteers needed

Saturday, August 28 from 1 - 4 pm is this year’s Back to School Event distribution at North City Elementary. Volunteers are needed:

  • Monday - Friday, August 23-27 (next week) to assist with packing backpacks and sorting clothing donations.
  • Saturday, August 28th to help with different aspects of the event

If you would like to volunteer, visit the Back to School Consortium website, click on the Volunteer Opportunities page and click on the green “VolunteerSpot” button at the end of the list of volunteer needs.

Donations of backpacks and school supplies can still be dropped off all this week at the Center for Human Services, 17018 15th Avenue NE, Shoreline.

Families must register to receive assistance. The deadline for registration is Friday, August 20th.

LFP Prop. 1 going down by 80-20 margin

Lake Forest Park Proposition 1 was losing decisively in votes counted Tuesday.
 
The proposition would have let the City increase its property-tax revenue by more than the 1 percent increases allowed under a voter-approved State law.
 LFP ballots counted Tuesday saw the levy-lid lift losing with an 80.3 percent "no" vote and a 19.7 percent "yes" vote.
 
The election drew 33.3 percent of registered voters, with more expected to come in. King County elections officials had projected a 41-45 percent countywide turnout, but reported only 22.8 percent through Tuesday.
 
Votes counted include ballots received by Monday morning. Elections officials say that it takes two days to open ballots and compile updated results.
 
King County expects to update results at 4:30 p.m. Wednesday.

Kagi holds primary majority, likely to face Gagliardi in November

Incumbent Democratic State Rep, Ruth Kagi held a clear majority of primary votes counted as of Tuesday evening, with Republican Gary Gagliardi headed to be her general-election opponent.
 
Kagi held 57.1 percent of the votes counted Tuesday to 35.3 percent for Gagliardi and 7.5 Percent for Stan Lippmann, running as a Democrat after using a variety of party labels if previous runs for office.
 
The results come from King County ballots received by Monday morning and Snohomish County ballots received by Monday evening. King County ballots come from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland. Snohomish County ballots come from Woodway, south Edmonds and unincorporated Esperance.
 
Both counties will update results at 4:30 p.m. Wednesday.

Early 32nd District State returns show Ryu, Coday headed for November, well ahead of McConnell

Early returns show Democrat Cindy Ryu and Republican Art Coday apparently headed for the November general-Edmonds ballot.

Ryu was leading Tuesday evening with 41.5 percent of the vote to 37.4 percent for Coday and 21.1 percent for Democrat Doris McConnell.

Democrats Ryu and McConnell, and Republican Coday ran in the primary for the 32nd District State House seat that Democrat Maralyn Chase is vacating to run for the open State Senate seat.

McConnell is a Shoreline City councilwoman. Ryu was a Shoreline council member from 2006 through 2009, serving as mayor in 2008 and 2009. Coday, a physician, is making his first try for public office.

The results include King County ballots -- from Shoreline, Lake Forest Park, Kenmore and the Finn Hill area near Kirkland -- received by Monday morning and Snohomish County results -- from Woodway, south Edmonds and unincorporated Esperance -- received by Monday afternoon. They will be updated at 4:30 p.m. Wednesday.

King County Housing Authority starts $1.7 M Stimulus Project in Shoreline

Work has started on $1.7 million in energy efficiency upgrades and building envelope renovations to Briarwood, a 70-unit public housing complex for seniors and persons with disabilities in Shoreline. The project is being funded under the American Recovery and Reinvestment Act (ARRA), intended to provide or preserve jobs across America. Nationwide, the Obama administration dedicated $4 billion to housing authorities to preserve and improve the country’s public housing stock.

The project will replace exterior siding, windows, and roofing at Briarwood, which was constructed in 1970. The current building envelope has reached the end of its useful life span, is tremendously energy inefficient, and encourages moisture and mold issues.

“Investments like these create jobs and help get our economy back on track,” said Rep. Jay Inslee. “We are not only creating jobs in the construction and building industries, some of the hardest-hit during the economic downturn, but helping seniors and people with disabilities save on their utility bills now and into the future.”

This “Green Communities and Energy Efficiency Upgrade” project encompasses building envelope renovations on the three-story building, including replacement of the roof with an ENERGY STAR roofing system, replacement of outdated vinyl siding with new exterior post-industrial recycled content fiber cement board siding, replacement of decks and handrails, replacement of the doors to the decks, replacement of bathroom fans with ENERGY STAR fans, and replacement of toilets with water efficient 1.0 gpf toilets. The installation of new energy-efficient windows will complete the improvements to the building envelopes. Utility consumption will be reduced by an estimated 28 percent for fixed-income residents when the work is finished. Additionally, three units will be converted to provide fully handicap accessible housing.

“This initiative will not only provide dozens of good paying green jobs for the community, it will also enhance the quality, longevity, energy efficiency, and safety of this public asset,” said King County Housing Authority Executive Director Stephen Norman. “When completed we’ll see significant energy (and water) savings, as well as related cost-savings, and greenhouse gas emissions reductions.”

As the unemployment rate in the Puget Sound region hovers around 8.2 percent, these well-paying jobs will help reinvigorate the local economy. A study by the Econsult Corporation has measured the economic impact of investing in public housing. It showed that every construction dollar generates $2.12 in economic activity through job creation, spending by vendors and suppliers, purchase of goods and services, and consumer spending by workers.

Chris Davies, president of CDK Construction Services, Inc., the general contractor for the building envelope project, agrees. “This recession has caused a severe downturn in the construction sector,” Davies said. “In the last year-and-a-half, we shed more than half our workforce — going from a peak of 80 in early 2009 to a low of 34 employees, just two months ago. The three building envelope/energy efficiency projects we’re executing on behalf of KCHA have contributed significantly to CDK’s ability to hire more workers. We’re currently back up to 58 employees and still hiring.”

Architectural services are being provided by ORB Architects. The plumbing contractor is United Plumbing, and Alside Supply Center will install the new siding. Accurate Painting is the painting contractor. SQI, Inc. will install the new roof. Carpentry and drywall work on the accessible units will be provided by Westcoast Contracting. Approximately 35 workers from a variety of trades and occupations will be employed on the project. Work is expected to be completed by January 2011.

KCHA administers a range of quality affordable rental and homeownership programs in the Puget Sound region. The Authority serves more than 17,000 households on a daily basis.
