Plans for new jail reportedly shelved

Saturday, May 8, 2010

By Diane Hettrick

King County has dropped plans for a new jail in Shoreline or another north or east King County suburb, according to groups that have been fighting plans for a jail in Shoreline.
The NoShorelineJail group and a leader from the Friends of Aldercrest say that King County Executive Dow Constantine will make an announcement Thursday that the planning for a new north-end jail has been terminated.  Following a reevaluation of jail capacity needs and tremendous public opposition, the Northeast cities and the County executive have agreed to a solution that eliminates the need for more jail space in the near future.
NoShorelineJail, whose leadership is from Mountlake Terrace, Lake Forest Park and Shoreline, said on its website that it will now join forces with Friends of Aldercrest to focus on creating a formal park at the Aldercrest location, which has been on the list of sites being considered for a north King county jail.
When King County originally determined that it needed more jail space, each area in the county was required to submit a site for consideration. A county task force, with representatives from across the county, winnowed the sites down to half a dozen for further consideration.
Shoreline City staff members chose the Aldercrest site. Council members at the time claimed to have no knowledge until the location had been submitted.
The site caused an immediate firestorm of protest. The Aldercrest property, the site of the former Kellogg Middle School, belongs to the Shoreline School District, which was not consulted.  The school district, faced with huge budget cuts from the State, had declared the property to be surplus and was planning to sell it and use the money to create an endowment fund.  Once it was chosen as a possible jail site. the District could do nothing with it until the county and cities jail decision.
The remaining building on the site, the old gym, had been refurbished; it housed school programs from Shoreline, and a regional program with students from the Edmonds School District as well as Shoreline.
The site is two blocks from the King-Snohomish county line and the city of Mountlake Terrace, whose residents were the first to form the No-Jail group.  Sheridan Beach residents were concerned about the proximity of a jail and prisoner transport along Ballinger Way. They were joined by other Lake Forest Park residents concerned about a jail just a few blocks from Lake Forest Park, as well as Shoreline residents in the area, and formed the Friends of Aldercrest.
Other neighbors in the area were dismayed at losing the open fields where people had become used to picnicking and kids playing.  Large events had been held in the open field.  Summer concerts and the neighborhood association outdoor movie night had been staged there.
The Ballinger Neighborhood Association remained neutral and provided opportunities for information to be shared from all sides.

From the American Planning Association

The American Institute of Certified Planners (AICP) inducted regional planner Rocky Piro, Ph.D., FAICP, of Shoreline into the elite membership of AICP’s College of Fellows at a black-tie ceremony Saturday, April 10, held in conjunction with the American Planning Association’s (APA) 2010 National Planning Conference in New Orleans.

“The AICP College of Fellows recognizes individuals who've made exceptional contributions to the planning profession,” said AICP President Paul Inghram, AICP. “The Fellows have devoted their careers to excellence in planning and they set the highest standards for professional planners today,” he added.

Election to the Fellowship may be granted to planners who have been longtime members of AICP and have demonstrated excellence whether in professional practice, teaching and mentoring, research or community service and leadership. Altogether 37 planners from 22 states were inducted into the AICP College of Fellows at the ceremony, which was held at Hotel Monteleone in New Orleans.

All planners who have been certified by AICP use the letters “AICP” after their name. Fellows, however, are designated with the letters “FAICP.” Currently, more than 15,000 practicing urban and rural planners in North America and elsewhere have AICP certification. Of those, approximately 425 have been named Fellows.

Piro, who’s been responsible for some of the nation’s most groundbreaking regional planning policies, is recognized by the AICP Fellows College for nearly two decades of outstanding accomplishments in professional practice. Currently manager in the Puget Sound Regional Council’s Growth Management Program, he oversees the Council’s unique and highly successful plan review program that integrates regional planning with local planning by 86 local jurisdictions.

He also has shown outstanding leadership abilities as chair of the City of Shoreline Planning Commission from 2006 to 2008.

As first vice president of the APA Regional and Intergovernmental Planning Division he’s taken the lead to broaden the division’s programs and outreach efforts.

AICP is the professional institute of APA. For more than 80 years, AICP has promoted professional excellence in the field of planning by setting high standards for competence, education, experience and ethical conduct, and by articulating the future of the planning profession.

The 2010 National Planning Conference was held April 10-13 at the Morial Convention Center in New Orleans. For more information about the AICP College of Fellows visit here and for more information about the 2010 National Planning Conference visit here.

Shoreline day care owner charged with molestation

Thursday, May 6, 2010

By Levi Pulkkinen
SeattlePI.com staff

Prosecutors have filed child molestation charges against the operator of a Shoreline day care accused of sexually assaulting a 5-year-old girl there.

Blue Sunshine Daycare owner James Christopher Day, 22, faces two first-degree child molestation charges following allegations that he repeatedly assaulted a girl under his care.

...the full story on SeattlePI.com

-------------------

The day care has been shut down and the website taken down. The ShorelineAreaNews featured Blue Sunshine as a new business in North City when it opened in December of last year. See the story.
According to the PI story, Day was investigated on similar charges in Island County. One of the challenges in checking out people who will be dealing with children is that the criminal databases only list convictions, not charges. On one hand, adults should not be victimized by false or unproven charges. On the other hand, crimes against children do not often result in successful convictions.

Beating victim dies - roommate charged

King County Sheriff's Department
May 3, 2010

The 31 year-old victim in a Shoreline beating case died at Harborview Medical Center overnight. Detectives expect the Prosecutor’s Office to upgrade the assault charge filed against the suspect to homicide.

Stephen Pollock, who detectives believe was responsible for the attack, turned himself in last Wednesday evening at the Regional Justice Center in Kent. A warrant for his arrest on a charge of Assault 1st Degree had been issued, and the bail was $1,000,000. He is 23 years old.

The attack left the Shoreline man with serious head injuries. The incident occurred on Sunday, April 25.

Pollock was a housemate of both the victim and a woman who witnessed the incident. She called 9-1-1.

The injured man was taking a nap on a basement couch when he was hit in the head with a table leg (similar to one that would be found on a dining room table).

Shoreline man charged in roommate's fatal beating with table leg

A Shoreline man accused of fatally beating his roommate with a table leg was charged Tuesday with second-degree murder.

By Jennifer Sullivan, Seattle Times staff reporter

A Shoreline man accused of fatally beating his roommate with a table leg was charged Tuesday with second-degree murder.

Stephen Pollock, 23, initially had been charged with first-degree assault, but King County prosecutors amended the charge after Jacob Linton died Monday of his injuries.

The two men lived with a 36-year-old woman in the 500 block of Northwest 175th Court in Shoreline, according to court charging papers. On the evening of April 25, the woman and Linton were napping on separate couches when Pollock bludgeoned Linton with a table leg, charging papers said.

The woman initially told King County sheriff's investigators that she awoke to find Linton bleeding from the head and had no idea what had happened, the papers allege.

After failing a polygraph exam, the woman changed her story and said she awoke to see Pollock "standing over" Linton with the table leg in hand, charging papers said.

Evan Smith: Chase, Ryu now on PDC web site

By Evan Smith
ShorelineAreaNews Politics Writer

State Rep. Maralyn Chase and former Shoreline Mayor Cindy Ryu have now registered their newly announced candidacies with the State public disclosure commission.  This means that reports of their fundraising and campaign expenditures now appear on the PDC web site.

Filing with the PDC is required for any candidate to raise or spend money for a political campaign.
Formal filing for a place on the ballot is scheduled for June 7-11.

The latest PDC reports still list Chase as a candidate for the House seat she has held for nine years and State Sen. Darlene Fairley as a candidate for the senate seat she has held for 16 years, but now, they also list Chase as a candidate for the 32nd District senate seat and Ryu as a candidate for Chase’s House seat.

Neither Chase nor Ryu has yet reported raising or spending any money for this year’s campaign.

Fairley announced April 22 that she would not be a candidate for a fifth four-year term. Then, April 26, Chase announced her candidacy for the senate seat. Finally, Ryu announced Monday that she would be a candidate for the House seat.

Chase comes to the Senate race after nine years in the House, Chase was appointed to the House in 2001 and elected in 2002, 2004, 2006 and 2008.

Ryu’s background is in Shoreline City politics. After losing a challenge to then-Councilman Rich Gustafson in 2003, she won a seat on the Council in 2005. She presided over the Council as mayor in 2008 and 2009 before losing her bid for a second term on the Council to now-Councilwoman Shari Tracey in the November 2009 election.

SCC Softball splits with Bellevue, but In command of North

By Doug Palmer, SCC Athletic Director

The SCC Softball Team split with Bellevue College on Tuesday at Shoreview Park, but the Lady Dolphins are still in control of the NWAACC Northern Region. SCC's 16 game winning streak came to an end as well, but the Dolphins during that streak built a three game lead in the region and with six games to go, the SCC squad controls its destiny for the region championship.

Photo: Erika Potts, by Wilson Tsoi

In the first game, BC scored 2 in the top of the first to take the lead, but SCC came right back to the tie score in the bottom of the inning. Erika Potts hit a home run in the game and Kim Kocik took the win on the mound, as she limited the Bellevue team to 8 hits. SCC won the back and forth affair 5-4.

In the second game, Bellevue came out with the long ball, hitting three home runs as they defeated Shoreline 8-2 to break the Dolphins winning streak. But SCC defeated Bellevue 3 out of 4 games this season and now has the tiebreaker advantage of the Lady Bulldogs.

Photo: Kim Kocik, by Wilson Tsoi

SCC finishes the season with Northern Region double headers against Skagit Valley College, Everett CC and Peninsula College. SCC is 6-0 against these teams so far this season.

SCC now stands 21-9 on the season, 16-2 in the NWAACC Northern Region. Second place Bellevue is now 24-10 overall and 13-5 in the region.

SCC hosts Skagit Valley at 2 pm on Saturday at Shoreview Park in the last home games of the season. SCC will take part in the NWAACC Softball Championship in Portland, Oregon May 21-24.

Lynnwood Kiwanis and Police Honor Shoreline Siblings as Everyday Heroes

By Shannon Sessions, Lynnwood Police Public Information Officer

Because of a willing young sister and brother from Shoreline, police were able to arrest an extremely intoxicated Auburn man. Lynnwood Police Department and Kiwanis recently presented the two with the Kiwanis “Everyday Heroes” plaques.

It was an early evening in January when sister and brother duo, Sandra Amolo, 20, and Melvin Injugu, 14, were driving from Shoreline into Lynnwood to do some shopping errands for their mother when they came across a man driving erratically.

The male driver was up and over curbs, crossing all lanes of traffic on Highway 99, so not only did they call 911 and stay on the line with the dispatcher, they also followed the car until police arrived on scene.

The extremely intoxicated 35-year-old Auburn man almost caused several accidents and he also had a felony escape warrant out for his arrest,” said responding Lynnwood Police Officer Clarke Savell. He added, “Even with all the problems this driver made, Sandra and Melvin were the only ones who called 911.”

The brother and sister then took the time to come back to the Lynnwood Police station to write a statement, helping with the prosecution of this DUI driver.

The two were honored at a recent Lynnwood Kiwanis meeting for their efforts as “Everyday Heroes.”

Affordable housing forum held in Shoreline

On April 21, the North King County Affordable Housing Stakeholder Forum was held in the Council Chambers of the Shoreline City Hall. Here is the report from Karen Williams of the Housing Development Consortium.

When over 220 children are homeless in the Shoreline and Northshore School Districts, and a minimum wage worker needs to work 95 hours a week to afford an average two-bedroom apartment; it is clear housing affordability is affecting our entire community.   The good news is that while the need is great; there are many ways cities and nonprofits can partner to ensure each family has an affordable place to call home.

These are key take away messages from the April 21st Housing Forum attended by more than 70 people representing the faith community, King County government, local city planners and elected officials, non-profit developers and advocates. There is no one solution to solve the problem of housing affordability and there are multiple strategies from very complex and expensive new construction, to less complex and costly approaches such as rent subsidies.

Presenters offered a range of innovative ways that affordability can be maintained in the community with existing resources and enhanced partnerships. Congregations and nonprofits showcased projects that transformed underutilized land held by a church into affordable housing. Another example, the Landlord Liaison Program, partners with private landlords to give case-by-case exemptions to tenant screening criteria with a guarantee of a 24-hour hotline and financial insurances. This program has proven really successful for both parties, offering candidates to fill landlords’ vacancies and providing a leasing opportunity for a tenant who may have a prior credit or eviction history that would otherwise screen them out of the rental market.

The event was hosted by the North Urban Human Services Alliance (NUHSA), the Housing Development Consortium (HDC) and A Regional Coalition for Housing (ARCH). The case studies iterated the importance of partnerships, and each of the sponsoring organizations will continue the work of identifying and fostering these opportunities.

All speakers stressed that regardless of scope partnerships are essential to success. One of the roles NUHSA will play is to help identify and foster partnerships.

If you missed the forum, you can attend a follow-up strategy session where opportunities and actions will be prioritized. The meeting is open to all and will be held at Shoreline City Hall on Wednesday, May 12, from 8:30 – 10 am in Rm 302.
