Lake City Partners Ending Homelessness 3rd Quarter update

Lake City Partners Ending Homelessness operates three main programs: the GLA Day Center in Lake City, Community Outreach in North Seattle/King County, and the Aurora Oaks Enhanced Shelter in Shoreline.

Their organizations hum with activity but Executive Director William Towey took time to report on their 3rd quarter in a newsletter.

Lake City Partners Ending Homelessness

The third quarter of 2023 was a strong example of how our approach of providing direct services through Outreach, Day Center, and Enhanced Shelter that is closely integrated with our Client Services team creates a very productive pathway to housing and shelter.

For example:
  • In Q3 the GLA Day Center assisted 32 unsheltered individuals get off the street into emergency shelter.
  • In Q3 Lake City Partners placed 17 individuals into Permanent Supportive Housing (PSH).
  • Additionally, our close partnerships with Catholic Community Services and Downtown Emergency Services Center (DESC) have confirmed 19 individuals in the soon to open St Margaret's Place and another 13 in the soon to open DESC building (Burbridge Place). We anticipate that by the end of 2023 all of these individuals will be moved into brand new apartments!
Currently, 45% of the folks staying at the Aurora Oaks Enhanced Shelter have an active housing referral. 

We anticipate that 33% of the Oaks census will exit into housing this month.

Congratulations to our Client Services team for their work with the Coordinated Entry for All (CEA) system – which is a complex and challenging system because it is a single access point for many different housing providers and types of housing. Coordinated entry ensures that all folks experiencing homelessness have equitable access to housing resources.

What does this look like qualitatively?

'Ranger' joined the Oaks right before Christmas 2021. Prior to moving into the Oaks he had been living in his truck since 2013. Ranger arrived at Oaks with some serious medical and mobility issues that have gotten more under control as a result of having a stable place to stay that has a Primary Care Clinic just 5 minutes away. Ranger, who is of retirement age, enjoys fishing and being in nature as much as possible. 

The Client Services team sought to incorporate those loves into a housing placement for him, securing an apartment in Magnuson Park and he will soon be able to walk out of his building to go fishing down at the water to his heart's content.

Maintaining a sense of identity and finding joy while being unsheltered for years is difficult. The client services team strives to ensure that participants end up with an apartment that really suits them and meets their specific needs while allowing them to rediscover who they are and what they love.

Lucy arrived at the Oaks in August of 2023. She had been struggling with various health care needs and these were really impacted by her lack of stable shelter since 2016. Within 10 weeks of arriving at Oaks, housing was secured for her. When she was informed of this she was shocked and simply asked where we had been for the last 7 years!

Foundational Community Support

I am thrilled to share that Lake City Partners is now an authorized FCS (Foundational Community Support) provider agency. FCS is a program funded by the Washington State Health Care Authority. 

It was a long and technical process to obtain the qualification to become authorized for Medicaid billing, but we are grateful to be able to tap into this resource for our participants that helps offset operational costs and can provide direct financial benefits to those moving into housing. 

The ability to begin to access Medicaid funding to support interventions and programs for our clients is truly exciting and game-changing!

Sew Thoughtful Sews Backpacks

Cedar Valley Grange
The Clothing and Textile Advisors invite community members who sew to join them to sew backpacks for Cocoon House.

Cocoon House is located in Everett. They provide housing for 40 residents, teens through 24 years and an outreach program making available basic resources to street youth.

They also meet the needs of young people in their drop-in center. The backpacks help the youth manage their possessions.

We will meet from 10am to 2pm at the Cedar Valley Grange in Lynnwood20526 52nd Ave W, Lynnwood, WA 98036 on Friday. November 17, 2023.

Kits will be provided. Bring your sewing machine and accessories, lunch and beverage.

Volunteer opportunities at Shoreline Hopelink Food Bank

The Shoreline Hopelink Food Bank has volunteer openings for customer care and restockers on the evening shifts.

The Food Bank is set up like a grocery store with all the products on the shelves.

Shoppers use grocery baskets and select what they need as in any grocery - except that they don't pay! 

The Food Bank is located on the ground floor of Ronald Commons, behind the Ronald Methodist Church at 17839 Aurora.

You can choose what time you have to give. Your work will mean a lot to the patrons, staff, and other volunteers at the Food Bank.

Volunteers prepare Hamlin Park Forest Restoration Site for planting season

Community volunteers have been busy at Hamlin Park preparing the forest restoration site for planting season. 

Stewards and volunteers from the community have been digging out noxious weeds and restoring the health of the soil by spreading mulch on over a quarter acre. 

The Hamlin Park stewardship team has ordered 25 different species of native plants and a total of 341 plants to begin planting in December. 

Habit restoration sites across Shoreline will be celebrating Green Shoreline Day on December 2, 2023 by hosting work parties.

The Hamlin Park forest restoration site is within a fifteen minute walk of the North City neighborhood urban heat island that is rapidly developing with new apartment buildings. 

As summers continue to get hotter, it is becoming increasingly important for people in the future to have access to cool and shady spaces where they can recreate. The future forest will provide a cool, shady space for people who live in neighborhood apartment buildings.

So far this year, volunteers have rooted out over a quarter acre of noxious weeds (primarily invasive blackberry, holly, laurel and cherry) at the Hamlin Park forest restoration site. 

Noxious weeds harm native plants and wildlife, can be difficult to eradicate and prevent native trees from growing into healthy forests. 

To remove noxious weeds, volunteers dig out the roots of the weeds with shovels and haul the live roots out of the restoration site so they will not regrow.

Despite the hard work, noxious weed seeds and rhizomes are inevitably left in the soil and will sprout again, which will require ongoing weeding by hand for years to come. As the native trees grow into a tall and shady forest, the noxious weeds will gradually be replaced by native plants.

After digging out the weed roots, volunteers cover the disturbed ground in a thick layer of wood chip mulch to restore the health of the soil. The goal is to cover the ground with six to twelve inches of woody mulch before planting season begins. 

So far this year, volunteers have laid down more than 100 cubic yards of wood chip mulch and are working to spread at least another 100 cubic yards to reach the goal. 

Mulch holds water during dry summers to help young trees survive droughts and support the fungi, flora and fauna that establish symbiotic relationships with forest plants.

There are five zones within the restoration site with differing microclimates that are being prepared for planting. 

Two zones were cleared and planted in previous years and have trees and tall shrubs that are shady enough to support new ground cover plants such as sword fern, woodland strawberry, and trailing blackberry. 

One zone in full shade, one in partial shade and one in full sun that were cleared this year of noxious weeds will be planted primarily with trees such as Douglas fir, western red cedar, and bigleaf maple.

The current forest restoration site includes the eight acres on the north end of Hamlin park bounded by 165th street to the south, 168th street to the north and 16th and 18th avenues to the east and west. This was the original Hamlin park that was donated to King county in 1939 and developed into ballfields by the Works Project Administration (WPA). The site was used as ball fields until the early 2000s. 

The remainder of Hamlin Park was donated to the county when the Navy hospital was decommissioned after the Second World War.

The restoration project is managed by the Green Shoreline Partnership, a collaborative effort between the City of Shoreline, government agencies, nonprofit organizations, and the Shoreline community at large. 

Stewards are trained by the Washington Native Plant Society in forest restoration practices and organize regular work parties.

The Hamlin Park stewardship team has work parties scheduled most Wednesday afternoons at 1pm and Saturday mornings at 10am. 

The community is welcome to learn more and sign up to volunteer by visiting the Green Shoreline Partnership website. Students can earn community service hours while learning urban forestry skills and having fun outdoors.

Student and adult volunteers needed for LFP Advisory Boards and Committees

Be involved in your community by serving on an Advisory Board or Committee. 

The City of Lake Forest Park has openings for members and alternates on a variety of committees and boards.

Climate Action Committee
There are two vacant student representative positions on the Climate Action Committee. The terms expire February 28, 2025. Student representatives must be residents of Lake Forest Park and high school or college students. If you are interested, please complete the online application.

Library Advisory Committee
Do you like to read and want to contribute as a volunteer with the Library Advisory Committee? If so, please complete the online application. Full terms on the Committee are for three years, and there is currently one vacant position, with a partial term that expires February 28, 2024.

Planning Commission
There is currently one vacancy on the Planning Commission. Terms are for three years, and the term of the vacant position expires February 28, 2025. If you are interested, please complete the online application.

Tree Board
There are currently three vacancies on the Tree Board. Terms are for three years, and the terms for all three vacant positions expire February 28, 2025. Please complete the online application if you are interested.

Alternates Needed for Planning Commission, Climate Action Committee, Parks and Recreation Advisory Board, and Tree Board
The City Council recently adopted an ordinance amending the city’s Municipal Code to allow alternate members to be placed on Boards and Commissions to serve as voting members when an alternate is needed to fill a quorum and to become permanent members when vacancies occur.

The amendment to the Volunteer Commission System allows the Mayor to appoint up to two alternates, with confirmation from the Council, who may fill in on a board, commission, or committee if a regular member is absent. Should there be a vacancy on the board, commission, or committee, the senior alternate would fill the remainder of the vacant member’s term.

Alternates would be used as voting members when there would not be a quorum present for a meeting. Otherwise, they would not be a voting member but would be expected to attend the meetings to stay informed and provide feedback during meetings.

Looking for something worthwhile and rewarding to do with your time? Consider becoming a Power of One volunteer for the Shoreline Public Schools

The Power of One Volunteer Program matches people from the community with volunteer opportunities in the schools to assist Shoreline Public Schools achieve excellent education for all students.

Volunteers work directly with students under the guidance of a classroom teacher to provide regular, consistent help during the school day. 

The opportunities include but are not limited to:
  • Tutoring students one-on-one in reading or writing
  • Reading with students in small groups
  • Improving math skills through games and practice
  • Assisting with special projects
  • Providing support in libraries
  • Supporting Multilingual Learners
  • Helping in the College and Career Counseling Center
  • Sharing an expertise, interest or skill

Change the world, child by child - Volunteer as a Roots of Empathy instructor

Have you been wondering how you can give back to the Shoreline community? Have you ever considered becoming a Roots of Empathy Instructor? 

Several Shoreline elementary schools are in need of volunteers who are willing to train as Roots of Empathy Instructors for the upcoming school year. 

Applications are currently being accepted and training dates are scheduled for October 9-11, 2023.

What is Roots of Empathy? 

Roots of Empathy is an evidence-based classroom program that fosters empathy in children, now entering its 17th year of partnership with elementary schools in the Shoreline and Lake Forest Park area. 

Empathy enables children to build healthy relationships, reduces bullying and aggression, and contributes to their well-being. 

We are in need of a few more people who are willing to give time to children and watch them evolve over the school year as they observe “their” baby grow.

Volunteering at the huge, free Seattle / King County annual clinic is a rewarding experience

The Seattle/King County Clinic (SKCC) has released its final report for 2023. 

This was the first full clinic where patients received medical, dental and vision care since 2019 due to the COVID-19 pandemic. SKCC took place over four days, April 27 – 30, 2023, at Seattle Center where a wide range of clinical services were offered, free of cost, on a first-come, first-served basis to 3,066 individuals.

1,609 patients received dental care, 1,289 patients received medical care and 1,032 patients received vision care. 

All of this was accomplished with the commitment of 3,952 volunteers during the four-day clinic and more than 565 volunteers who assisted with preparation and wrap-up activities, generating over 44,020 work hours.

The 2024 Seattle/King County Clinic has been scheduled for Thursday, February 15 to Sunday, February 18 at Seattle Center! 

Please consider volunteering for SKCC. People with medical experience or certification is a plus, however, there are many volunteer positions that do not require medical training such as computer knowledge that you have gained at work or home, escorting patients from station to station, checking in volunteers each day, maintaining the volunteer break room, filing papers and many more positions. 

There is a large demand for interrupters if you have multi-language abilities. Thus, if you wish to volunteer, there are many ways you can help. Volunteering at SKCC is very rewarding. Go to this link for information on volunteering

Seeking volunteers for Ballinger Neighborhood’s 3rd Annual Friendship Festival

Ballinger Neighborhood’s 3rd Annual Friendship Festival at Brugger’s Bog Park is coming soon! Save the date, mark your calendars and plan to spend an afternoon with your friends and family. 

The music is incredible and free! So are the food, crafts and games. Bring your lawn chair, a blanket and some sunscreen. We’ll have hot buttered corn on the cob, plenty of bottled water, ice cold slushies, and more. 

Featured performers include JHP Legacy, Filipiniana / FACES Dance Company, Peter Ali (Indigenous flutist), and Janet Rayor (Stilt Dancer).

Volunteering is a great way to enjoy the entertainment while helping at the event. We are especially seeking volunteers to help with kid’s crafts and games. All crafts are sustainable (using upcycled or recycled items) and the games are friendly old-fashioned fun.

Shoreline City Manager seeks volunteers to be community representatives in police use of deadly force investigations

State law (RCW 10.114.011) requires that an independent investigation team (IIT) investigate any use of deadly force by a police officer. IITs consist of law enforcement investigators and at least two non-law enforcement community representatives.

The City of Shoreline is seeking volunteers to place on a roster of potential non-law enforcement community representatives who could serve on an IIT.

In 2020, Shoreline’s City Manager appointed ten individuals to a roster of potential Community Representatives. There are currently four vacancies on the roster. The following are the minimum qualifications for the Community Representatives. 

At the time of application, the applicant will:
  1. be a Shoreline resident
  2. agree to sign a confidentiality agreement with each investigation
  3. meet the time and commitment required of an IIT community representative
  4. be willing to submit to a background and conflict of interest check prior to serving on an IIT.

If you are interested in applying to be a volunteer non-law enforcement community representative, please fill out the online application by 4:30pm on Friday, September 15, 2023.

An IIT consists of certified law enforcement investigators and at least two non-law enforcement community representatives. The IIT conducts its investigation independently of any agency involved in the incident. The IIT will conduct the investigation in the same manner as a criminal investigation. The non-law enforcement community representatives are vital links between the IIT, the community, and the investigation. The goal is to enhance accountability and increase trust between law enforcement and the community.

Tent City Camp United We Stand (CUWS) could use some help moving to their new location

Did you know we have designated hosting sites in the greater Shoreline/North Seattle/ Kirkland/ Bothell area for the homeless to reside in community in a safe, protected space?

Camp United We Stand, Inc. is a 501 (C) 3 non-profit organization whose mission is to provide safe shelter for homeless individuals. 

We work toward this mission by operating a transient homeless encampment for the provision of shelter, the residents’ daily needs and to facilitate their transition to independent living.

This encampment was formed in 2014 in order to focus on finding housing, keeping employment, and getting the support needed to move forward.

The camp provides its own security detail 24/7 to patrol the camp perimeter. If needed, the police are called. Neighborhoods near our hosting sites have found there are fewer problems in the area when there is such an encampment as the residents intentionally attempt to be conscientious neighbors to their surrounding area by keeping their hosting site neat/tidy, and noises to a minimum.

We are your unsheltered neighbors. Everyone has a story. So do our campers.

The homeless encampment houses up to 35 adults, some of whom work outside the camp. 

The CUWS board of directors work to provide a safe place for the CUWS residents to find their way back to the life they desire. 

They are assured of returning to the same place night after night to lay their heads. To having food and drink. To having their basic human needs met.

The camp has garbage and recycling service, porta-potties, water access (for dishwashing and showers), and weekly laundry service by a team of volunteers.

The residents are screened. No sex offenders or people with outstanding warrants are permitted. No weapons are permitted in the camp. No street drugs or alcohol are permitted in the camp. The rules for CUWS are strictly enforced.

Due to city regulations, the CUWS hosting site needs to relocate each 90 days. Their current hosting site is HALLER LAKE United Methodist Church (13055 1st Ave NE, Seattle)

On the weekend of Aug 4-6, 2023 they will be relocating to

KIRKLAND CONGREGATIONAL CHURCH (106 5th Ave, Kirkland)

It takes a village to move the entire camp! Many “moving parts” in getting things packed up, loaded onto trucks, unloaded at the new location, then setting everything back up again.

WE NEED VOLUNTEERS to help with the move. Any amount of time you can give would be greatly appreciated.

We are also in need of meal delivery throughout the moving process, as the kitchen items will be packed up during the transition – so the residents will not have access to food items.

: Shoreline/Lake Forest Park Senior Center Volunteer Food Service 

Assist with providing hot, home-made lunches to the Shoreline area seniors. Food Prep, Servers and Dishwashers needed.LOCATION: Shoreline Senior Center, 18560 1st Ave NE, Shoreline WA.

SCHEDULE: Any day(s) Monday thru Friday, 9am – 1pm
DURATION: Ongoing
