Lake Forest Park Water District - no late fees - no disconnects

Lake Forest Park Water District has declared an emergency due to the COVID-19 pandemic and we will not be charging late-fees or disconnecting water services for lack of payment for the duration of this event.

We are glad to take your call or email, but please avoid coming to the office if at all possible.

If you need to drop off a payment, our drop-box is checked regularly and open 24/7 just outside our gate.

  • Front desk is closed to all non-essential inquires
  • Payments should be made by mail or use of District drop box at front gate.
  • Use of the District’s meeting room is cancelled until further notice.
  • Essential operations and maintenance activities continue as normal.

Financial relief for Ronald Wastewater District customers

According to the City of Shoreline, which handles payments for Ronald Wastewater District customers,

Ronald Wastewater District is waiving late fees and the credit card payment convenience fee. They are also deferring past due collection action at this time.

This is due to the economic hardships as a result of the COVID-19 pandemic.

The District, which is in a long process to transfer all operations to the City of Shoreline, is still operated and managed by an elected board.

You already know that you are not supposed to put wipes and paper towels down the toilet. But lots and lots of you are doing it anyway.

King County Wastewater Treatment Division WTD sent out this photo.

This is a fraction of the wipes, paper towels, and other non-TP products we take out at our treatment plants on a normal day.  
Much of this doesn’t make it to us because it clogs people’s house sewer line first.

Lake Forest Park: Update on March/April 2020 Sewer Utility Payments during COVID-19 response

We know that many residents and members of our local business community are financially impacted by the COVID-19 crisis. 

With this in mind, the City of Lake Forest Park is instituting a grace period for sewer payments and will not assess late fees for the March/April 2020 billing period. 

Customers should pay what they can to avoid accumulating a large balance that will be harder to pay off later.

We also want to encourage customers to utilize an online payment system to pay their sewer bills. This can be set up with many banks and credit unions or by using the City’s online payment system.

Republic Services announces temporary guidelines

Republic Services, which provides garbage, yard waste and recycling services for the City of Lake Forest Park has announced some temporary guidelines to protect its customers, drivers, and communities. Effective Tuesday, March 24:

Residential:

Due to health concerns for the public and our drivers, until further notice we will only collect trash that is stored in Republic Carts or personally owned cans. 

Extra trash must be bagged or stored in an additional cart or can.

If you have extra recycling or yard waste, it must be in a cart or can. We will not pick up any loose/bundled/bagged material outside a cart or can.

In addition, we are suspending all bulky waste collections until further notice.

Commercial:

Due to health concerns for the public and our drivers, until further notice we will only pick up trash that is in your container unless it is bagged. Anything outside the container that is not bagged will not be collected.

If you have recycling, our drivers will only pick up recycling that is stored inside your container. We will not pick up anything outside your container.

The lasting impacts of COVID-19 are becoming more apparent every day. As our region grapples with this changing environment, we are seeing the financial toll of the virus taking shape, leaving some of our customers in challenging financial straits.

We want you to know that City Light and Seattle Public Utilities will keep utility services on during the COVID-19 Civil Emergency. This will provide immediate utility relief for customers, both residential and commercial, financially impacted by the COVID-19 outbreak. 

Effective immediately, our customers can set up deferred payment plans if their financial stability has been jeopardized by COVID-19. Utility service will stay on as their deferred payment plans are developed and implemented.

Customers financially impacted by COVID-19 are urged to set up payment plans with either Seattle City Light or Seattle Public Utilities by calling 206-684-3000 or sending an email 24/7 at http://www.seattle.gov/utilities/about-us/email-question.

Finally, there is a program available for LIHEAP or ELIA participants which is funded by donations from City Light employees, customers and other supporters. Project Share takes donations and disburses the money to those in need. Last year, Project Share provided assistance to about 1,000 people. The average benefit for recipients was $250.

Continuing to provide drinking water is critical for our community

North City Water District will continue to operate in Coronavirus outbreak.

Our staff and our ratepayers will remain our highest priority, however, we are doing all that we can to minimize public exposure.

Customers can continue to pay bills online, via the US Mail, placing it in our drop box to the left of our front door or during regular business hours, use our drive up service.

Our field staff will continue with their normal operations.

All scheduled meetings in our boardroom, except our Tuesday, March 17, 2020 3:00pm Board of Commissioners Meeting, have been canceled for the month of March.

On Wednesday, February 26, North City Water District’s main administrative headquarters closed while our staff and Board of Commissioners attended all-day ICS training.

Incident Command System (ICS) training is a component of the National Incident Management System — a comprehensive, national approach that helps public agencies like ours be better prepared to handle a natural disaster, through the use of standardized terminology, equipment, and organizational structures.

By helping us communicate with and plan for interactions with other agencies in emergency situations, this training helps us do what we do best: ensure safe, reliable water supply in the event of an emergency.

In our case, emergencies can range from a localized event such as a broken water main (which occur due to varying causes, including soil and construction conditions when the pipe was installed, shifts in the surrounding soils, temperature fluctuations, and the age of the pipe itself), to larger scale natural disasters such as a potential earthquake, often referred to in regional planning efforts as the “Cascadia event” in our area.

In addition to ICS training, we’ve joined ShakeAlert (the early warning system developed by the U.S. Geological Survey), installed backup generators at both our main North City / Denny Clouse Pump Station and our Administrative Headquarters, and held several multi-agency meetings to help our staff be prepared to communicate and participate in a coordinated emergency response with other agencies.

We’ve also asked our ratepayers to contact us if you would like us to add your emergency contact information to your account, which we would use strictly in the event of an emergency for announcement purposes, in addition to announcements on our website, Facebook, and NextDoor.com.

Lake Forest Park Water District names Armand Micheline 2019 Water Protector

The 2019 Lake Forest Park Water Protector Award for service and leadership has been awarded to Armand Micheline.

The Water Protector Award is awarded to individuals and organizations that show exceptional leadership in protection of LFPWD’s drinking water.

Armand is a founding member of the LFPWD Advisory Committee (ADCOM) and has been involved in several sub committees, including public communication and community outreach.

Armand has also been a driving force behind LFPWD’s science curriculum for elementary students. 

The District’s science unit educates local youth about the local aquifer, the value of locally sourced drinking water, and how human activities have the potential to affect the water quality of streams and drinking water sources. 

This education aims to protect the drinking water source that serves many Lake Forest Park residents.

The public is welcome to learn about the LFPWD drinking water at events that are scheduled throughout the year, including fun runs, science nights, market days and emergency fairs.

LFPWD Commissioners; Dave Hammond, Eli Zehner and Bill Donahue, our General Manager Alan Kerley, District staff and our community thank Armand for his service.

Even garbage trucks get flat tires

In the drizzling rain on Thursday, January 2, 2020, this local garbage truck limped into Safeway's parking lot with not one, but two flat tires.

Mechanic Eric Woolworth, who works for GCR, drives his big repair truck up and down the freeway every day and he is plenty busy fixing flats on all types of oversized vehicles.

Although Eric had only one tire on board, GCR delivered a second tire to finish the repair.

Shoreline: Recology Christmas and New Years holiday collection schedule

Service Reminder for Shoreline customers: Recology does not collect on Christmas Day. 

Christmas falls on a Wednesday this year. 
  • If your normal collection day is Wednesday, you will receive collection on Thursday, Dec 26. 
  • If your normal collection day is Thursday, you will receive collection on Friday, Dec 27. 
  • If your normal collection day is Friday, you will receive collection on Saturday, Dec 28.

Recology does not collect on New Years Day, which also falls on a Wednesday this year. 

Recology will collect one day later that week. 
  • If your normal collection day is Wednesday, you will receive collection on Thursday, Jan 2. 
  • If your normal collection day is Thursday, you will receive collection on Friday, Jan 3. 
  • If your normal collection day is Friday, you will receive collection on Saturday, Jan 4.

Lake Forest Park: Republic Services schedule revised for weeks of December 23 and 30, 2019

The Republic Services collection schedule in Lake Forest Park is revised for the weeks of December 23 and 30, 2019.

There is no collection on Christmas Day, December 25, or New Year’s Day, January 1, 2020.

Service will run one day behind both of these weeks, beginning with services scheduled for the holidays. 
  • Customers with a Wednesday pick-up schedule are advised to put their carts out on Thursday.
  • Customers with a Thursday pick-up are advised to put their carts out on Friday. 
  • Customers with a Friday pick-up are advised to put their carts out on Saturday. Please place cans out by 6:00 a.m.

The regular collection schedule resumes Monday, January 6, 2020. Please note the Republic Services administrative offices are also closed on December 25 and January 1.

Litigation between Ronald Wastewater District and Olympic View Water and Sewer District over Pt Wells to be reviewed by state Supreme Court

In 1985, the King County Superior Court entered an order stating that Point Wells was annexed to the corporate boundary of Ronald Wastewater District (“Ronald”).

Since that date, Ronald has been the only sewer district that actually provided sewer service to Point Wells, and Ronald remains the only sewer district with an approved comprehensive sewer plan to serve new development in Point Wells.

Despite the 1985 court order and the long history of planning and service confirming Ronald as the sewer provider to Point Wells, Division I of the Court of Appeals recently issued a decision holding that Ronald’s corporate boundary does not include Point Wells.

 Ronald and King County filed petitions for review asking the Supreme Court to review the Court of Appeals decision.

On December 4, 2019, the Supreme Court granted petitions from Ronald and King County and accepted review of the case.

The Supreme Court has summarized the legal issues in the case as follows:

“Whether a 1985 King County Superior Court order annexing an area in Snohomish County to the Ronald Wastewater District was void when issued on the basis that the court lacked subject matter jurisdiction or statutory authority to order the annexation.” 

 The Supreme Court will hear oral argument in the case on March 19, 2020.

North City Water District rate adjustments for 2020

On Tuesday, December 17, 2019, at 3:00pm, North City Water District’s Board of Commissioners will be meeting to discuss proposed new water utility rates for 2020.

The City of Seattle owns and operates two watersheds—Cedar River and Tolt—which serve as the source of water for much of our region. North City Water District is one of 16 utility purveyors that purchases this water from the City of Seattle, representing approximately 20% of our overall operating budget.

In 2017, we and the 15 other purveyors worked for over 6 months with Seattle Public Utilities on their wholesale water rate study to determine reasonable cost increases, which would be implemented over a 3-year period beginning in 2018. The final agreed-upon increase was 16.5% — depending on the quantity of water used, and the time of year it was sourced — spread out over three years.

Despite this steady increase in the cost of our water, North City Water District was able to avoid a rate increase in 2018. In 2019, we were required to raise rates 4% across the board.

This year, after two years of working on our Water System Plan, along with a subsequent and comprehensive Cost of Service Study, we have identified that our overall operating budget needs to increase by another 4%.

However, we uncovered an interesting fact while doing the Cost of Service Study: our operational costs have shifted over time, in relationship to recent growth, as well as increased water conservation efforts.

Rates that Reflect Water Conservation

Because many of our customers are conserving water now, our Board of Commissioners wanted to recognize this with a new fourth rate tier for single family residences, which will collect revenues based on their water usage habits.

The new proposed rates for 2020 can be found here* and will be discussed at our Board of Commissioners meeting, which is open to the public, on December 17, 2019 @ 3:00pm in our main conference room at 1519 NE 177th Street, Shoreline, WA 98155.

Message from Republic Services – Extra Garbage Service Available This Week

This is an important message from Republic Services, your trash, recycle and organics service provider. 

If your regular service day is Thursday or Friday and you were not serviced last week, you may put double the amount of trash out on your service day and it will be picked up. 

However, if you would like to get rid of extra trash before your service day, you can take up to 2 bags of trash to Lake Forest Park City Hall starting at 9am on Wednesday (10/9) through Thursday (10/10) at 3:30pm.

Garbage and recycling pick up resumed Saturday in LFP

Republic Services temporary service interruption ended on Saturday October 5, 2019. They have developed a plan to get back on schedule right away. 

Any business and construction customers who were not already picked up over this weekend will be picked up by mid-week.

Most residential customers who were missed on Thursday and Friday will have double pick-up on their normally scheduled service day. We apologize for any inconvenience and thank you for your patience.

Republic Services was in contract negotiations with a union representing some of its employees in Massachusetts.

Those employees are engaged in a temporary work stoppage, which was joined on October 3, 2019, by some employees at the Lake Forest Park/Kent/Bellevue location.
