Sound Transit challenges Lake Forest Park Town Center ordinances

On April 30, 2021, The City of Lake Forest Park was notified that Sound Transit filed a petition with the Growth Management Hearings Board appealing four of the five ordinances that were adopted by the City Council relating to development in the Town Center zone.

  • 1217 Town Center, 
  • 1218 Development Agreements, 
  • 1219 Off-Street Parking 
  • 1220 Landscaping 
The petition was assigned Case No. 21-3-0008 and is available here.

In the petition, Sound Transit says, “... Development Regulations enacted by the Ordinances would effectively preclude the Bus Rapid Transit parking garage in violation of GMA requirements, including by making its development impossible or impracticable.”

The City stated that it intends to defend its ability to protect the character of the built and natural environment in the Town Center zone, the heart of Lake Forest Park, through its locally adopted development regulations, that reflect the goals and objectives of its elected officials and residents as determined through a robust public process of Town Halls, Community Meetings and Public Hearings.

In January of this year, Merlone Geier, the owners of Town Center, advised the city that, 

"...despite our feedback to the Lake Forest Park City Council, and given the timeline that the City is pushing for, the code as proposed will not result in redevelopment of the Town Center.

"We will continue to work with our existing and future tenants to provide a grocery and pharmacy anchored neighborhood retail center here at the Town Center. 

"The incorporation of housing (affordable and market rate), open space, enhanced sustainability measures and all of the associated public benefits, will not come to fruition based on the code that has resulted from this process."

Hopelink has launched the Coordinated Vaccine Transportation Helpline (425-943-6706) as a one-stop-shop for finding and securing transportation to and from vaccination sites in and around King County.

For many communities across King County, transportation is a constant barrier to getting to their doctor’s appointments, grocery stores and social gatherings. This barrier was made even more complex by the COVID-19 pandemic.

Individuals – especially older adults, people with disabilities, people with limited English and members of the BIPOC community – faced some of the most significant barriers. As the COVID-19 vaccine began to roll out in January, it was clear that transportation continued to be an obstacle. Many of the populations most in need of the vaccine were unable to safely and reliably get to their vaccine appointment.

This need prompted Hopelink to think creatively on how to be part of the solution. In addition to launching the King County COVID Vaccine Mobility Task Force, Hopelink created the Coordinated Vaccine Transportation Helpline.

This Helpline is a one-stop-shop for finding and securing transportation support to and from vaccine appointments in and around King County. Individuals, caregivers, caseworkers, medical professionals, vaccine schedulers and others can receive individualized support for themselves or the rider they are helping through either an online intake form or by calling 425-943-6706 (press 5 for language assistance).

There is no eligibility criteria, and the ride is free in most circumstances.

This program aims to support communities that are the most vulnerable and need access to the vaccine sites; this includes BIPOC communities, seniors, immigrants, refugees and individuals with disabilities.

“We want to ensure transportation is not the barrier to accessing the vaccine in our community,” says Staci Sahoo, Director of Mobility Management at Hopelink.
 
The Helpline was launched in late February and is staffed by Hopelink team members who are bilingual in English/Spanish, and staff also have access to interpretation services at the time of the call. The Helpline reservation line is open Monday through Friday, from 8:30am to 4pm. You can also leave a voicemail and get a callback.

The success of this Helpline is because of the incredible partnerships that were created. This includes Sound Generations (Hyde Shuttle and Volunteer Driver Program), Catholic Community Services of Western Washington (King County Volunteer Services), King County Metro (Access, Community Van, Crossroads Connect, Via to Transit), Snoqualmie Valley Transportation, Northshore Senior Center, Puget Sound Educational Service District, Hopelink’s Non-Emergency Medical Transportation, Lyft, and Uber. These partners have stepped up to provide transportation to vaccine appointments and provided them at no cost.

Hopelink is proud to partner with Public Health – Seattle and King County and many other organizations across King County to provide transportation for this critical resource. The Helpline will continue to support the community as long as there is a need, thanks to generous grant partners, including Washington State Department of Transportation and All in WA’s Vaccine Equity Initiative.

In 2020 Hopelink served nearly 65,000 people in King and Snohomish Counties. Services are designed to help individuals and families find stability in crisis by meeting basic needs for food, shelter, heat and transportation.

City of Shoreline urges citizens to take the Sound Transit Realignment survey to preserve bus service to Shoreline South station

Sound Transit is making some important decisions about the future of its regional transit system that could impact our community, and they need to hear from you! 

Rising real estate and construction costs have created major challenges for completing some voter-approved transit projects on their original schedules.

According to Sound Transit, “Before we consider delaying, phasing or modifying future transit projects, we want to hear what’s important to you.”

Sound Transit is providing an opportunity to weigh in through a community survey

Of particular interest to Shoreline is Sound Transit’s Bus Rapid Transit project, or Stride 522, which runs along Bothell Way and 145th and connects Bothell, Kenmore, Lake Forest Park, and Shoreline to the new Shoreline South/148th Street light rail station. 

This service will make it easier for our neighboring city residents to catch a bus to light rail, instead of driving to the Shoreline South Station.

Let the Sound Transit Board know that Stride 522 should not be delayed as part of their decision making. Stride 522 will be one of the few high frequency east-west routes in the north end, is a low cost and efficient way to move people quickly (22 minutes between Shoreline South station and Bothell), and needs get up and running as soon as possible so it can connect our community to the new light rail system.

Through April 30, community members can provide input on realignment through several options:
  • Visit an online open house and complete the short survey by April 30. Information and surveys are available in English, Korean, Russian, Spanish, Traditional Chinese, Tagalog and Vietnamese.
  • Email realignment@soundtransit.org.
  • Leave a voicemail at 206-553-3400.

The agency will compile and present input to the Sound Transit Board in May in advance of upcoming realignment discussions.

Facing dwindling revenues, Sound Transit considers delaying or scaling back BRT Stride SR 522 - give them feedback

In response to an "affordability gap," the Sound Transit Board is considering changes to schedules and plans for transit expansions that are not yet under construction.

One of the projects on the chopping block is the Bus Rapid Transit Stride SR 522, which may be delayed from its original schedules, phased, or scaled back - unless ST hears from customers.

Coordinated Vaccine Transportation Helpline

Hopelink Mobility Management, in partnership with RARET and the King County COVID Vaccine Mobility Task Force, has announced the launch of the Coordinated Vaccine Transportation Helpline.

Callers can receive individualized support for themselves or the rider they are helping through either an online intake form or by calling the Coordinated Vaccine Transportation Helpline. The phone line will operate Monday – Friday from 8:30am to 4:00pm.

TMP Overview

The TMP supports all forms of travel – by foot, bicycle, skateboard, scooter, stroller, wheelchair, transit, motorcycle, automobile, etc. The TMP will guide local and regional transportation investments and define the City’s future transportation policies, programs, and projects for the next 20 years.

The last update to the TMP was in 2011. The City must update the TMP by 2023 to align with the City Comprehensive Plan and meet the Growth Management Act requirements, maintain the City’s eligibility for pursuing future grant funding, and set transportation policies for guiding the development of Shoreline.

Echo Lake Neighborhood Association to hear about Shoreline's Transportation Master Plan Tuesday

Transportation Senior Planner Nora Daley-Peng will be the speaker at Tuesday's meeting of the Echo Lake Neighborhood Association (ELNA) February 16, 2021, 7pm on zoom.

She will present information on the Transportation Master Plan which includes all projects to help people move around Shoreline, including pedestrian trails and sidewalks, bicycle trails, new bus routes, and east-west traffic corridors.

ELNA includes all who live or work in the area bounded by Aurora, SR104, I-5, and 185th.

Starting this week, people will see light rail test trains operating on the new elevated light rail tracks in Northgate as crews prepare for the on-time and on-budget opening of passenger service to Northgate in September.

Seeing light rail vehicles on the Northgate extension really drives home how close we are getting to the start of revenue service," said Sound Transit CEO Peter Rogoff. 
"Less than a year from now, Northgate Link will be offering passengers reliable, traffic-free travel to downtown Seattle and Sea-Tac airport."

Trains ran for the first time this morning to test the overhead electrical power system throughout the Northgate line. Testing will continue for several months, mostly during morning hours. 

While most of the line is underground, the trains at Northgate will be noticed by travelers on I-5 and in surrounding areas. The results of the testing will determine whether any adjustments are necessary to the system to improve performance. 

Construction on Northgate Link began in 2012 with a baseline budget of $1.9 billion and a projected opening date of 2021.

When finished, the 4.3 mile regional light rail extension will offer riders reliable, traffic-free travel between Northgate and downtown Seattle in just 14 minutes. 

Trains traveling in 3.5-mile twin tunnels north to and from the University of Washington Station at Husky Stadium will stop at underground stations in the U District and Roosevelt neighborhoods, exit the tunnels at First Avenue Northeast and Northeast 95th and transition to a 0.8-mile elevated guideway to reach the station.

Sound Transit is simultaneously working to extend light rail north, south, east and west. Northgate Link will be followed in 2023 by the opening of service to Mercer Island, Bellevue and Redmond's Overlake community. 

Additional extensions to Shoreline, Mountlake Terrace, Lynnwood, Kent/Des Moines, Federal Way and downtown Redmond are planned in 2024.

Nighttime travelers should prepare for lane closures on freeways and ramps for repairs and construction

If you travel anywhere at night on local freeways you need to be prepared for ramp and street closures because of Sound Transit construction for the Lynnwood Link.

There are a couple of new closures this month for maintenance. All are at night. Here's a list.
  1. Close southbound I-5 one night under Washington State Convention Center
  2. Reduce northbound I-5 two nights during an in-depth inspection of the tunnel life-safety systems.
    1. 11pm Friday, Jan. 22 to 5am Saturday, Jan. 23: Southbound I-5 will fully close at Stewart St. Mercer and Yale Street on-ramps to southbound I-5 will be closed during this time. 
    2. 11pm Thursday, Jan. 28 to 4am Friday, Jan. 29: A single lane of northbound I-5 will remain open between I-90 and University Street. The I-5 collector-distributor will remain open. The University Street on-ramp to northbound I-5 will close during this time. 
    3. 11pm Friday, Jan. 29, to 5am Saturday, Jan. 30: A single lane of northbound I-5 will remain open between I-90 and University Street. The I-5 collector-distributor will remain open. The Cherry Street on-ramp to northbound I-5 will close during this time. 
  3. The I-5 express lanes will remain open in the direction of each night’s closure to help move traffic through the area.

Other work in the greater Seattle area
  1. Crews working for Sound Transit will conduct nightly closures of northbound I-5 in Mountlake Terrace with a signed detour from Jan. 22, to the morning of Jan. 25.
  2. From 11pm Friday, Jan. 29 to 5am Monday, Feb. 1, crews will fully close eastbound SR 520 between Montlake Boulevard in Seattle and 92nd Avenue Northeast in Clyde Hill.

In Shoreline
  1. Night closure at Northeast 185th and 5th Ave NE overpass
    1. As early as, January 21st commuters can expect delays at the NE 185th Street from 5th overpass near Shoreline Stadium. Sound Transit will be setting girders for the guideway for the future link light rail project.
    2. The temporary traffic signal will be back on NE 185th overcrossing after work hours
  1. Closure of I-5 Northbound for night work.
    1. As early as Friday, January 22, Sound Transit’s contractor will close the I-5 Northbound lanes at Exit 177, SR 104, where traffic will be detoured to SR 99.
    2.  Southbound I-5 will remain open in this area. This work will support the trackway that will cross over I-5. Work performed will be along the northbound shoulder as well as in the center median of I-5 near the Mountlake Terrace Freeway station.
      1. Friday, January 22, through Saturday, January 23, 11:00 p.m. – 6:00 a.m.
      2. Saturday, January 23, through Sunday, January 24, 11:00 p.m. – 6:30 a.m.
      3. Sunday, January 24, through Monday, January 25, 11:00 p.m. - 4:30 a.m.
  1. Northbound I-5 off-ramp to Westbound SR 104.
      1. Thursday, January 28, 10:00 p.m. to 7:00 a.m.
      2. Night Closure/detours: Thursday, 9:00 p.m. - Friday, 4:00 a.m.

WSDOT seeks comments on State Active Transportation Plan

The Washington State Department of Transportation (WSDOT) has announced an opportunity for people who are interested in the future of active transportation in Washington to comment on a draft of the new State Active Transportation Plan, 2020 and Beyond

The plan serves as the needs assessment for accessible pedestrian and bicyclist facilities, so that Washingtonians of all ages and abilities will be able to walk, bike, or roll to get where they want to go, the same way that people driving have a complete network that was built over time.

The deadline for comments is Monday, February 15, 2021, 5:00pm.

Check out the online open house, where you will have an opportunity to provide your comments and feedback.

Mudslide on tracks cancels Sounder north line trains

Local residents who commute on the Sounder train out of Edmonds will need to take the bus on Monday.

Sounder north line service has been canceled for Monday, January 4, 2021, due to a mudslide located between the Mukilteo and Edmonds stations. 

If there are no additional events, Sounder north line service is expected to resume Tuesday, January 5.

Passengers may take regularly scheduled bus service:

Take Community Transit Route 416 at Edmonds Station Bay 2 (departs 5:45am, 6:15, 6:34, 6:55 and 7:42 am)

Upcoming temporary lane closures for the Sound Transit SR 522 Bus Rapid Transit (BRT) project may affect weekend driving.

Saturday December 19:

A single-lane closure on eastbound SR 522 will occur between NE 153rd St and NE 155th St on Saturday, December 19, between the hours of 8am and 1pm, to clear utilities for upcoming geotechnical borings to be drilled to determine constructability of a Bus Rapid Transit Project for Sound Transit.

Sunday December 20:

A single-lane closure on eastbound SR 522 will occur between 41st Ave NE and Brookside Blvd NE on Sunday, December 20, between the hours of 8am and 2pm, to drill a geotechnical boring to determine constructability of a Bus Rapid Transit Project for Sound Transit.

WSDOT seeks input on Statewide Human Services Transportation Plan from customers

Every day, people across the state rely on human-services transportation as their sole source of access to jobs, medical appointments, and much more. 

For three weeks in December, the Washington State Department of Transportation is asking the public to share personal experiences about access to mobility that will help determine future investments in communities across the state.

WSDOT is currently hosting an online open house to gather public input on the Human Services Transportation Plan, including confirming unmet needs and strategies to address those needs.

Now until Tuesday, December 22, 2020, online. Materials are available in English, Spanish and Russian.

The plan identifies gaps and barriers that create mobility challenges for people with special transportation needs and develops strategies to address those barriers. While WSDOT relies on input from subject matter experts, transportation providers, social-service organizations and other stakeholders, it’s the perspective of the riders and others in the public whose perspectives often prove to be the most insightful.

Participants will have the opportunity to learn about the plan and how community input shapes it, as well as help WSDOT confirm community needs and strategies to meet those needs. This statewide plan will in turn guide planning efforts at the local and regional levels.

WSDOT intends to finalize and publish the plan in early 2021.

Mountlake Terrace Freeway Station to reopen

As a part of ongoing Lynnwood Link Extension construction, the freeway station located at the Mountlake Terrace (MLT) Transit Center serving Community Transit Routes 410, 413, 415, 435 and Sound Transit Routes 511, 512 and 513 will reopen starting Sunday, November 29, 2020. 

Commuters can continue to use the transit center parking garage.

The free, temporary shuttle service that was provided to downtown Seattle will be discontinued after the last run on Saturday, November 28.

There will be no changes to other bus routes using bays 1-4.

Metro Transit Police arrest a predator who tried to buy a child at the Aurora Village Transit Center

On the morning of Tuesday, September 22, 2020, a 43 year old male suspect spoke with a young mother and her two year old child at the Aurora Village Transit Center on N 200th and offered to buy her child for $1500. The victim declined and the suspect gave her his phone number and email address in case she changed her mind.

The mother called the King County Sheriff's Office later that day and the case was forwarded to the Metro Transit Police Street Crimes Unit for investigation. A detective identified the suspect using information the suspect provided to the child's mother.

A detective contacted the suspect, posing as the child's mother and telling him that she was only 17 years old. The suspect told the detective he was no longer interested in purchasing the child and instead wanted the 17 year old mother (really the detective) to become a prostitute and work for him.

On Tuesday evening, September 28, the suspect came to a Metro Transit Station where he thought he was to meet the 17 year old for sex. He was arrested without incident.

Once at the precinct, the suspect asked to use the phone to call a friend. He urged his friend to get to the suspect's hotel room immediately and gather all belongings. Since this indicated there was likely further evidence of criminal activity in the room, Metro police personnel responded to the hotel to secure the room.

A search warrant was obtained and the room searched. A firearm was recovered and a records check revealed the firearm was reported stolen.

The suspect was booked into King County Jail for Investigation of Commercial Sexual Abuse of a Minor (CSAM) and Promoting CSAM. Metro Street Crimes Unit continues to investigate.

Metro fares return Thursday


Fares return Oct 1 — tap your ORCA card for an easier, healthier way to pay. Follow updated safety guidelines onboard.


On Thursday, October 1, Metro resumes collecting fares for all transit services: buses, Access paratransit, Seattle Streetcar (First Hill and South Lake Union), Vanpool, Via to Transit and other flexible services, and water taxi (Vashon Island and West Seattle). Fare collection is already taking place on Sound Transit Express bus and Sound Transit light rail.

In anticipation of growing ridership, Metro has implemented numerous health innovations so fares can be safely collected with minimal contact between operators and passengers. Metro is installing transparent safety partitions on buses, Access paratransit, Community Ride, Community Van, DART, and Via to Transit. Water taxi’s fare collection carts have been similarly modified to include a transparent shield.

Metro is encouraging riders to use a contactless payment option—such as an ORCA card—to speed up the boarding process, and further protect both themselves and the operator.

Link interrupted this weekend between UW and Westlake


Link light rail service will temporarily stop running between the UW and Westlake stations Saturday, September 19, and Sunday, September 20 to allow for system upgrades. 

During the service interruption, free bus service will be available between UW station and Westlake Station. 

Light rail riders will need to switch between trains and buses at Westlake station stations to complete their journeys. 

Sound Transit will provide shuttle buses every ten minutes between the affected stations, and Sound Transit personnel will be available to help passengers with transfers. Light rail trains will return to their regular schedule Monday morning.

Service for Link will change on September 19. Trains will run every 15 minutes on weekends, as well as off peak on weekdays. Trains will run every eight minutes during peak hours on weekdays and every 30 minutes on evenings. Sound Transit hopes to continue to operate these levels of service stably through the next service change, in March of 2021.

Riders can sign up to receive automatic email service alerts for Link light rail, ST Express, Tacoma Link, Sounder Seattle-Everett and Sounder Seattle-Tacoma/Lakewood.
