After many years of planning, two light rail stations open in Shoreline in 2024. What can residents expect in these last months of construction and testing?

The State of Washington enacted the Commute Trip Reduction (CTR) Law in 1991 to encourage less fuel-consumption, less congestion, and more breathable air. 

It is time for the City to update its CTR Plan. City staff will explain the overall program with goals to encourage fewer “drive-alone” trips. 

Find out how you can be an instrumental part of this plan update and provide feedback on this as well as specific programs such as scooter/bike-share, shared-use mobility hubs, and EV car share all of which will be coming soon to Shoreline.

Nightly lane restrictions on NE 145th St (WA-523)

Continuing Sunday, March 3, Sound Transit will be performing waterline work causing nighttime lane restrictions on both eastbound and westbound NE 145th St (WA-523) from 3rd Ave NE to 8th Ave NE. 

The street will be restricted just east of 5th Ave NE on NE 145th St. 

This work will be performed at night to minimize traffic and community disruptions.

SR 520 across Lake Washington closes for weekend beginning Friday night, Feb. 23

SEATTLE – Drivers traveling across Lake Washington should plan ahead for a weekend State Route 520 closure.

The SR 520 closure spans from Interstate 5 in Seattle to 92nd Ave NE in Clyde Hill and lasts from 11pm Friday, Feb. 23, through 5am Monday, Feb. 26. All associated SR 520 on and off-ramp will also close.

Part of the SR 520 Montlake Project, the weekend closure in Seattle’s Montlake neighborhood is necessary for crews to calibrate and test lighting under the newly forming Montlake Lid (PDF 476KB), pave the roadway and work on utilities. 

In addition, on the eastside of the lake, Bellevue Fire Department will test existing fire suppression systems on the floating bridge during the closure while Washington State Department of Transportation crews will perform routine maintenance on SR 520.

The East Roanoke Street closure is necessary to work on utilities and pave.

Traffic flow information is available using WSDOT’s real-time travel map online. The SR 520 Trail will remain open across the lake for pedestrians and bicyclists during the road closure.

Night work will close on-ramp and lanes on I-5 in Shoreline Saturday

Night closure of northbound I-5 on-ramp, left lanes, and off-ramp

On Saturday, December 16, 2023 Sound Transit will close the northbound I-5 on-ramp at NE 175th Street, the northbound I-5 left lanes between NE 155th St and NE 195th St, and the northbound I-5 off-ramp to SR-104 for a striping refresh. This work is part of the Lynnwood Link Extension.

What: 
  • Closure of northbound I-5 on-ramp at NE 175th Street, the left lanes on northbound I-5 from NE155th Street to NE 195th Street, and the northbound I-5 off-ramp to SR-104. Detour routes are in place for drivers (see map).
  • Crews will work at night to minimize effects on traffic.
  • If the work is delayed, additional ramp closures will be scheduled and a new flyer will be provided to residents.
  • Some bus routes may be affected. Please check the King County Metro website for details.
Where:
  • Northbound I-5 on-ramp at NE 175th St.
  • Northbound I-5 left lanes between NE 155th St and NE 195th St.
  • Northbound I-5 off-ramp to SR-104.

When:
  • Northbound I-5 left lanes: Saturday, Dec. 16, from 9 p.m. to 6 a.m. the following morning.

Water main break on 15th NE in Shoreline

The North City Water District is experiencing a water main break in the area of NE 196th and 15th Ave NE. 

Shoreline Fire District and Lake Forest Park Police are assisting the District by helping to block traffic while other crew members are working to repair the break. 

At time of publication, the Water is back on in this area. The road is still blocked while the crews finish up with asphalt removal. They hope to be complete by 2:00am with the final clean up Tuesday morning during daylight hours. 

The District asks, "If possible, please avoid this area while we work on the repairs.

NE Perkins Way in Lake Forest Park shut down Friday after car hits power pole

After a single vehicle collision with a power pole on NE Perkins Way in Lake Forest Park on Friday, December 8, 2023, the road was shut down between 23rd and 35th Ave NE. 

City Light had to send crews to replace the pole and restore the lines.

There were no reported injuries.

Sorry for the interruption tonight.  The lower arrivals drive is closed right now as there is a semi truck stuck there. 

Tip: don’t drive a semi on the airport drive. It can’t go under the skybridges. 

We’re in the process of getting it backed out so we can reopen the drive soon.

Traffic was backed up to I-5 as people got caught in lanes they couldn't turn around in. People missed flights. It took at least an hour to back the truck out of the lane.

South Snohomish County to reduce speed limit on Hwy 99 (Aurora) to match Shoreline

Starting the week of November 13, 2023, the speed limit on SR 99 in Edmonds and Lynnwood will be reduced from 45 to 40mph.

The reduced speed limit follows completion of Edmonds’ Highway 99 Revitalization and Gateway Project that was completed in August. 

As part of this project — aimed at improving both pedestrian and traffic safety — the center two-way left turn lane was replaced with landscaped raised medians and mid-block left-turn pockets along the entire Highway 99 corridor through Edmonds.

In a press release regarding the change, the City of Edmonds said that the proposed speed limit is consistent with the speed limit in Shoreline, which has been 40mph since the raised median was added as part of their Aurora project approximately eight years ago.

This speed limit reduction will provide safer conditions for all modes of transportation along the corridor, which has daily traffic volumes of approximately 40,000 vehicles.

Overnight I-5 lane reductions, ramp closures scheduled between Mountlake Terrace and Shoreline

As part of their ongoing Lynnwood Light Rail extension, Sound Transit will have multiple overnight lane and ramp closures along I-5 and SR 104 next week.

SR 104 is also Ballinger Way, NE 205th, 244th SW, Lake Ballinger Way, Edmonds Way.

I-5 lane reductions
  • Up to three lanes of southbound I-5 between 220th St SW and SR 104 will close beginning at 8pm Monday, Oct. 2, through 1am Tuesday, Oct. 3.
  • The three right lanes of southbound I-5 between 44th Ave W and 228th St SW will close from 1 to 4:30am Monday, Oct. 2.
  • The southbound I-5 off-ramp to SR 104 will close from 1 to 4:30am Monday, Oct. 2.
  • The right lane of southbound I-5 between 44th Ave W and 220th St SW will close nightly from 8pm to 5am Monday, Oct. 2, through Friday morning, Oct. 6.
  • The two right lanes of southbound I-5 between 220th St SW and SR 104 will close at 10pm Tuesday, Oct. 3, through 1am Wednesday, Oct. 4. The SR 104 ramps also will close.
  • The three left lanes of southbound I-5 between 220th St SW and SR 104 will close from 1 to 4:30am Tuesday, Oct. 3.
  • The three right lanes of southbound I-5 between 44th Ave W and 220th St SW will close at 11pm Wednesday, Oct. 4, through 4am Thursday, Oct. 5. The 44th Ave W on-ramp and the 220th St SW off-ramp also will close.
Ramp closures
  • The southbound I-5 on-ramp from 220th St SW will close from 9pm Monday, Oct. 2, through 4:30am Tuesday, Oct. 3.
  • The northbound I-5 off-ramp to eastbound SR 104 will close from 8pm to 4:30am nightly Monday, Oct. 2, through Wednesday morning, Oct. 4.
  • The eastbound and westbound SR 104 on-ramps to northbound I-5 will close from 8pm to 4:30am nightly Monday, Oct. 2, through Wednesday morning, Oct. 4.
  • The northbound I-5 off-ramp to westbound SR 104 will close from 9pm to 4am nightly Wednesday, Oct. 4, through Friday morning, Oct. 6.
  • The northbound I-5 collector-distributor off-ramp to SR 104 will close from 11pm to 5am nightly Wednesday, Oct. 4, through Friday morning, Oct. 6.
  • The westbound SR 104 on-ramp to northbound I-5 will close from 11pm to 5am nightly Wednesday, Oct. 4, through Friday morning, Oct. 6.

Fire on freeway blocks traffic at Northgate midday Thursday

A dramatic vehicle fire blocked the HOV lane at N 107th and I-5 at Northgate Thursday around noon. State Patrol and Seattle Fire were at the scene. Traffic was delayed but not blocked.

LFP Emergency Road Closure for tree removal on NE 182nd Street – Wednesday, September 20

The City of Lake Forest Park has advised that NE 182nd Street, between 35th Avenue NE and 40th Avenue NE, will be closed for emergency tree work on Wednesday, September 20, 2023, between 10:30am and 4:00pm.

A detour will be in place, so please plan to use alternate routes. Local access will be accessible up to 3550 NE 182nd Street, where there will be a hard shut down.

Road closure of 5th Ave from NE 145th to NE 148th St including NE 145th to NB I-5 on-ramp for night work

NE 148th Street will be closed at night
As early as Monday, September 11, 2023 Sound Transit will begin closing 5th Ave NE from NE 145th Street to NE 148th Street, including the closure of the NE 145th to Northbound I-5 on-ramp for island removal and storm drain connection. 

This work is part of the future Lynnwood Link Extension light rail project.
 
What:
  • Sound Transit will be performing this work at night to reduce traffic impacts.
  • Local access will be provided to residents who are located inside the road closure area on 5th Ave NE. 
  • Work may involve typical construction noise and vibration activities to adjacent neighbors.
  • This activity will consist of (4) working nights to complete, if the work becomes delayed or takes longer than expected, more road closures will be scheduled and a new flyer will be distributed. 
When:
  • Monday, September 11th through Thursday, September 14th from 11:00p.m. to 5:00a.m. the following morning                                                                                
Where:
  • 5th Ave from NE 145th Street to NE 148th Street.

How to use the HAWK signal

When you travel a short distance north on Aurora into Snohomish county, you will encounter their new pedestrian crossing beacon, the HAWK. 

There is also one on SR 104 headed to the Edmonds Bowl and ferry.

If you haven't noticed, it is because it is only activated if a pedestrian pushes the button to cross the highway.

Our previous article on the HAWK generated some discussion. This device comes with instructions.

The High-Intensity Activated Crosswalk (HAWK) signal on SR 99 north of 234th Street was activated on August 30, 2023. See our previous article.


How to use the HAWK
  1. HAWK signals operate like traffic signals and are activated with the push button which causes the signal to change to red and stop traffic, allowing pedestrians to cross the street.
  2. For drivers, the HAWK signal remains dark until activated by a pedestrian or a cyclist. Once activated, the signal goes through a series of yellow and red sequences, requiring vehicles to fully stop on a solid red light while pedestrians cross
  3. The signal concludes with a flashing red sequence, where vehicles are required to stop and proceed with caution if no pedestrians are present.
Got it?

I have some personal concerns about traffic devices that require instructions. Some years ago WSDOT was testing a similar pedestrian crossing beacon. It had eyes that moved from right to left and back again. They installed just one at 165th and Aurora, to try it out.

I encountered it late one night without having heard anything about it ahead of time. Since the statute of limitations has probably passed, I can admit now that I was so distracted staring at that weird thing in the sky that I came within a few feet of mowing down a couple of pedestrians.

I had time to brake but I was close enough to make them jump.

WSDOT ditched that signal but I think the HAWK is here to stay.

High Intensity Activated Crosswalk (HAWK) installed on SR99 (Aurora) just north of Shoreline

New HAWK signal on Hwy 99 in Edmonds
The recently installed a High-Intensity Activated Crosswalk (HAWK) signal on Highway 99 (Aurora) north of 234th St in Edmonds is active now.

The new signal will shorten the distance between crosswalks on Highway 99 by providing a new signalized crosswalk between the intersections at 238th Street and 228th Street.
 
The HAWK signal was constructed as part of Edmond's recently completed Highway 99 Revitalization and Gateway Project that built landscaped center medians with mid-block left turn lanes between 244th Street to 210th Street.
 
HAWK signals operate like traffic signals and are activated with a push button which causes the signal to change to red and stop traffic, allowing pedestrians to cross the street.

There are two existing HAWK signals in Edmonds. One is on Edmonds Way / State Route 104 north of Pine Street and the other is on State Route 524 at 84th Avenue W.

For drivers, the HAWK signal remains dark until activated by a pedestrian or a cyclist. Once activated, the signal goes through a series of yellow and red sequences, requiring vehicles to fully stop on a solid red light while pedestrians cross.

The signal concludes with a flashing red sequence, where vehicles are required to stop and proceed with caution if no pedestrians are present.

Stop for school buses to avoid injuring a child


The whole point of laws about stopping for school buses is to avoid injuring a child. Kids are supposed to cross in front of the bus but that means that drivers cannot see them until they in the road. And many of them run.

There are people who will not stop, even when the bus lights are on and the Stop paddle is out. Bus drivers will be reporting those people.

For the rest of us, there's a fair amount of confusion about when to stop, particularly for drivers going the opposite direction from the bus.

How to die on the road this Labor Day weekend: the Fatal Four

The Washington State Patrol (WSP) and the Washington state Traffic Safety Commission (WTSC) are nearing the end of a summerlong campaign educating the public about the 90 Dangerous Days of summer. 

Over the past five years, the summer months have resulted in the deadliest 90-day stretch for drivers on Washington roadways. 

State and local law enforcement will be out and will be visible throughout the Labor Day weekend to provide an extra reminder for everyone to be safe.

Everyone who uses Washington roads can do their part to avoid the Fatal Four: 
  1. impairment, 
  2. distraction, 
  3. speeding, 
  4. not wearing seat belts. 
All cyclists should wear helmets and other protective gear and be as visible as possible. Motorists should also watch out for pedestrians and other vulnerable road users.

Among the 750 people who tragically lost their lives in 2022 on Washington roadways, 565 deaths (75 percent) involved one or more of the Fatal Four behaviors.

King county 2022 Labor Day weekend activity processed by WSP:


This year they will again have their mobile impaired processing unit on the road, so troopers can spend as much time as possible on the roadways.

“The power to save lives is in the hands of every driver on our roads,” said Shelly Baldwin, WTSC Director.
“Going into Labor Day and the final four months of 2023, we still have time change this trend. Please get a sober ride if you have used drugs or alcohol. 
"Higher speeds endanger the lives of everyone, so please respect the speed limit. If we practice these simple safety behaviors each day, we can save hundreds of lives so that they will be here to enjoy the holidays with their family and friends.”

The best and worst times to travel for Labor Day weekend

Labor Day weekend September 1 - 5 is one of the busiest travel times of the year, as everyone maximizes every day of vacation before it's time to get the kids back to school.

People planning their final festivities of summer before all things pumpkin spice and yellow school buses return should consult the Washington State Department of Transportation’s holiday traffic volume charts to determine best times to travel during the Labor Day weekend.

With the popular travel weekend fast approaching, now is the time to make plans for expected holiday congestion on most routes – whether by ferry, vehicle, bus, rail, foot, bicycle or plane. 

This year’s charts include US 2, Interstate 90 and I-5 between Lacey and Tacoma as well as Bellingham to the United States-Canada border.

Most construction will be paused over the three-day weekend to help reduce some congestion, but this is a popular travel weekend and WSDOT recommends people go early or late and give themselves plenty of extra time. Crashes or emergency road repairs also can add to travel times.

Travelers can “know before they go” and plan ahead by using WSDOT tools and tips, whether they’re traveling across town or across the Evergreen State.

Fire and Ice: North Cascades highway closed for wildfires

The North Cascades Highway SR 20 normally closes during the winter because of snow and ice.

Now it is closed because of wildfires.

Due to the Sourdough Fire and now a second wildfire called the Blue Lake Fire near Washington Pass, SR 20 North Cascades Highway is now closed between Newhalem (milepost 120) and the Silver Star Campground (milepost 171, where it normally closes for the winter on the east side). 

These are two active wildfires burning along the highway. There is no recreation allowed anywhere between the two closure points. At this time there is no ETA for reopening. 

Please do not disregard closures, they are in place for your safety and the safety of crews.

Southbound I-5 mainline closed in downtown Seattle overnight Friday, July 28, 2023

Crews will test fire system under convention center
SEATTLE – All lanes of the southbound Interstate 5 mainline through downtown Seattle will close Friday night, July 28, 2023 for scheduled maintenance. 

People traveling southbound, either to or through downtown Seattle, should detour using the I-5 express lanes and should expect additional ramp closures.

Beginning at 11pm Friday, July 28, until 6am Saturday, July 29, the I-5 mainline will close from the Stewart Street off-ramp to the Spring Street on-ramp (milepost 167.8 to 165.61). 

During the closure, Washington State Department of Transportation maintenance crews will conduct fire system testing under the Seattle Convention Center.
