Bolt Creek news - One mile stretch of US 2 near Skykomish now open - really!

The news was a little muddled today about whether US 2 was open or closed as a result of the Bolt Creek fire.

First it was announced as closed. A few hours later it was opened. But somehow the closed notice was being repeated.

OPEN: US 2 has reopened between MP 49 and 50 following today’s earlier closure from the #BoltCreekFire. Thank you for observing the reduced speed limit and for your patience as this remains an ongoing situation with closures possible.

Then, with humor, WSDOT followed up the "closed" notice with this disclaimer. 
This is not accurate. US 2 is OPEN. Looking into which gremlin caused this to go out.

I would have believed either report. The situation has been changing day by day depending on wind and weather conditions.

The fire is 36% contained, which is a major improvement. It has consumed 12486 acres as of 4am and has grown 344 acres in 24 hours. It has been burning for 22 days.

It's a problem because it is burning all along a stretch of US 2 and some small towns. It's also a problem for us because we are getting the smoke.

Safety improvements on Meridian Avenue between N 155th and N 175th - express your opinion

The City of Shoreline was awarded grant funding to provide safety improvements on Meridian Avenue N between N 155th Street and N 175th Street. The project will enhance safety at pedestrian crossings, add bicycle lanes, and modify the lane configuration along the Meridian Avenue N corridor.

Safety improvements include:
  • Adding a pedestrian refuge island at the pedestrian activated rectangular rapid flashing beacon (RRFB) at N 170th Street
  • Installing a new RRFB at N 163rd Street
  • Restriping to add a bike lane in each direction on Meridian Avenue N and include left turn pockets

As we prepare to make safety improvements on Meridian Avenue N, we would like your input on intersection lane configurations and pedestrian and bicycle enhancements.

Background Information

The City’s 2018 Traffic Report indicated that 39 percent of the 46 injury and fatal collisions in Shoreline between 2010 and 2016 involved a pedestrian, and that, as a percentage of overall injury collisions the number of non-motorized (pedestrian and bicycle) collisions is rising. 

In mid-2018, staff sought grant funding for improvements on a number of the identified segments, focusing on reducing the numbers of pedestrian and bicycle injury collisions.

Financial Impact

The City was awarded a $1,139,000 City Safety Program grant for project design, right-of-way acquisition and construction of pedestrian safety and improvements on Meridian Avenue N between N 155th Street and N 175th Street. 

Funding is Federally-sourced and provides for 98 percent of eligible costs. Remainder of the project funding will be provided by the Roads Capital Fund.

Road closure at 8th Ave NE, south of NE 185th St

As part of the Lynnwood Link Extension Project, contractors will be performing utility work at the intersection of NE 185th St. and 8th Ave NE. 

8th Ave NE will be closed south of NE 185th St. during this work.
  • There will be flaggers during the day duration of work.
  • Residents should expect noise from heavy equipment and vehicles.
  • Work may involve vibration activities to adjacent neighbors.
Two-way traffic at NE 185th St. and 8th Ave NE will be maintained via one lane road with flaggers to direct traffic.
  • Monday, October 3 to Friday, October 7, 2022
  • Work hours are from 7:00am to 5:00pm
  • Where:8th Ave NE, south of NE 185th St.
  • Local and driveway access will be maintained for residents.

US 2 reopens Thursday with reduced speed limit and cautions from WSDOT

US 2 in the Skykomish area has reopened with a reduced speed limit. 

SKYKOMISH– The Washington State Department of Transportation in partnership with the Bolt Creek Fire Incident Command has re-opened US 2 between the Money Creek Tunnel and the ranger station located between mileposts 46 to 50, effective at 7pm, Thursday, September 29, 2022. 

This is the second time crews have been able to re-open the roadway after fire activity forced closures on Sept. 10 and Sept. 26.

The Bolt Creek Fire remains an active and evolving situation and additional closures are possible should the fire pattern shift . At this time, travelers in this area should expect a reduced speed limit of 30 miles per hour as crews continue their work.

WSDOT will perform a daily post-fire corridor inspection along this stretch of US 2 through the winter as they continue to monitor this area for damage during the rainy and wet season when the soil may become saturated and additional trees may need to be removed.

LFP Council Corner - Review of speed limits continues

For the past six months, the City Council has been considering reductions to speed limits on our local roads and state highways.

This work the Council is conducting is very timely and necessary. 

The reduced traffic during the pandemic has emboldened some drivers to ignore basic courtesy and safety and this has led to a significant increase in unlawful behavior on our roads and state highways. 

Traffic volume is down, yet infractions are up as well as crashes on a per-trip basis.

The Council is considering a multi-phased approach to setting lower speed limits which begins with the adoption of a speed limit setting methodology as required by state statute.

The methodology the Council has chosen is contained in the National Association of City Transportation Officials (NACTO) City Limits document from the summer of 2020. This document recommends a holistic approach to setting speed limits and prioritizes pedestrian and multi-modal safety.

As recommended in the City Limits document, the City will consider three or more phases to increasing safety on our roads. 
  1. Setting default speed limits on many streets at once (such as 25 mph on major streets and 20 mph on all minor neighborhood streets),
  2. Designating slow zones in sensitive areas, and
  3. Setting corridor speed limits on high priority major streets, using a safe speed study, which uses conflict density and activity level to set context-appropriate speed limits

Seattle’s approach to lowering speed limits (including lowering speed limits to 20 mph on all neighborhood or local streets) has been very successful. Even without additional enforcement, there has been a dramatic reduction in severe accidents in many locations throughout the city.

It is the Council’s intent to create a speed-setting program that slows drivers down and reflects the character of our community.

We will also be considering traffic calming measures that can be implemented throughout our city. A variety of measures is being discussed, including, but not limited to:

Signalized crosswalks; intersections painted with murals; chicanes and pinch points; traffic circles; speed pillows; curb-separated shoulders and walking paths.

With very limited resources to implement these programs, the Council will be working very closely with the Mayor and Administration to ensure early successes and continued progress on improving pedestrian, bicycle, and multi-modal safety.

It is the intent of the City Council to begin acting on these steps beginning in the month of October.

Night closure at NE 155th Street from 1st Ave NE to 2nd Ave NE, next to Shoreline Fire Department

Starting Monday, September 19th, Sound Transit will be performing nightly road closures of NE 155th St. from 1st Ave NE to 2nd Ave NE, next to the Shoreline Fire Dept. 

The work is performed at night to minimize traffic impacts and community disruption.

What:Drivers should expect delays and use suggested detours in place.
  • Full closures will occur during work hours and re-open during non- work hours.
  • Residents can expect construction noise from equipment being operated.

Sound Transit will close several lanes and ramps overnight next week as part of the ongoing Lynnwood Link extension project. Please plan ahead for the below:

Beginning, Monday, Sept 19 through the morning of Friday, Sept. 23 the ramps listed below will close from 10 p.m. to 7 a.m. nightly:
  • Monday, Sept. 19 through the morning of Friday, Sept. 23
    • The southbound I-5 on-ramp from 44th Avenue West will close nightly from 11:59 p.m. to 4 a.m.
  • Monday, Sept. 19 through the morning of Tuesday, Sept. 20
    • The northbound I-5 off-ramp to eastbound SR 104 will close from 8 p.m. to 4:30 a.m.
  • Tuesday, Sept. 20 through the morning of Thursday, Sept. 22
    • The two right lanes of the SR 104 collector distributor to northbound I-5 will close nightly from 10 p.m. to 4 a.m.
    • The westbound SR 104 and the eastbound SR 104 on-ramp to northbound I-5 will close nightly from 8 p.m. to 4:30 a.m.
    • The eastbound SR 104 on-ramp to northbound I-5 will close nightly from 8 p.m. to 4 a.m.

Night construction on N 155th has been extended

N/NE 155th from Midvale to 15th NE is under construction to repair and overlay pavement

The N 155th Pavement Preservation Project will repair and overlay pavement from Midvale Avenue N to Interstate 5 (I-5) and repair pavement from I-5 to 15th Avenue NE. 

Phase 1 construction began the week of August 15, 2022 and is expected to end before late-October.

Night construction has been extended

We anticipate approximately four nights of work in the period beginning Tuesday, September 13 through Monday, September 19, 2022. 

Doing this work at night allows us the opportunity to take advantage of the dry weather this week, reducing the risk of project delays and minimizing impacts on Parkwood Elementary’s transportation and operations.

Work will occur between the hours of 7:00pm to 5:00am. We apologize for the disruption and want to thank you for your patience during this time.

SHORELINE: Ramp closures planned at NE 145th Street

As part of the continuing Lynnwood Link expansion project work Sound Transit will close the northbound I-5 on-ramp and off-ramp at Northeast 145th Street nightly next week, September 12-16, 2022.

The ramps will close at 11pm each night and reopen at 5am the following morning through the morning of Friday, Sept. 15.

  • The Northeast 145th Street off-ramp and on-ramp to northbound I-5 will close nightly from 11pm to 5am the following morning Tuesday, Sept. 6 through the morning of Friday, Sept. 9.
  • The northbound I-5 on-ramp from Northgate Way will also close nightly from 11pm to 5am the following morning Tuesday, Sept. 6 through the morning of Friday, Sept. 9.

Busy Labor Day weekend ferry travel

If your holiday weekend plans include a ride aboard our ferries in a vehicle, plan for long lines or consider taking an off-peak sailing or walking on.

The busy Labor Day travel weekend comes as ridership is up to 82 percent of pre-pandemic levels while some routes remain on alternate service schedules. 

Ferry travelers are encouraged to sign up for rider alerts to receive an update each night and morning on what sailing schedule is operating on each run. 

The alerts also provide updates if staff shortages lead to unexpected service reductions.

On Monday, September 5, 2022 there will be a few holiday schedule changes. Holiday sailings are marked on the schedules for each route.

The busiest sailings will be westbound (or onto an island) today to Saturday, then eastbound (or off island) Sunday to Tuesday.

School Zone cameras begin September 7, 2022 in Lake Forest Park

School starts on September 7, 2022 and Lake Forest Park will be turning on their school zone cameras.
  • Monday through Friday 7:30am - 9:30am and 2:30pm to 4:30pm*
  • * Wednesday early release times are 7:30am - 9:30am and 1:00pm - 2:30pm
If you are not familiar with the schools in LFP, you may not realize how close you are to one.

First of all, believe any sign that says "school" and slow down whether lights are flashing or not.
Brookside Elementary. The roof is below the level of the street

If you are traveling on NE 178th, Brookside Elementary is in a gully on a large curve. 17447 37th Ave NE, Lake Forest Park WA 98155.

Coming down the hill, the school is invisible until you are right next to it. Visibility isn't much better the other direction. But children do walk to school down the hill.

Lake Forest Park Elementary is not easily visible from 40th

Lake Forest Park Elementary is right on Ballinger Way, 18500 37th Ave NE, Lake Forest Park, WA 98155, but the problem street is behind the school on 40th NE. 

Please be extra cautious in school zones, watch for pedestrians and busses. Also expect some delays during drop off and pick up times.

The purpose of the school cameras is to keep the children safe to and from their way to school. So slow down, and pay attention.

LFP Council Corner – Budget and Speed Limits

It is hard to believe that our seemingly very short summer is coming to a close. As is tradition, the Council took the last couple of weeks of August off before diving back into our very full fall schedule of meetings.

The Council has held three Council Committee of the Whole meetings over the past few months, with the primary topic being safety on our roadways and state routes. 

This is a prime focus for all of us as there is an urgency to find ways to make our community safer for walkers, bicyclists, and other multi-modal transportation users.

As policy makers, we are aligned in the path forward to making our community safer for everyone. We will be taking action on adopting a Lake Forest Park-appropriate methodology for setting local speed limits that is mandated under state statutes. The method under consideration is NACTO’s (National Association of City Traffic Officials) very comprehensive and wholistic “City Limits” document.

City Limits prescribes three categories for setting speed limits:
  1. Default Speed limits: Set default speed limits on many streets at once.
  2. Slow Zones: Designate slow zones in sensitive areas, such as schools, parks, and churches.
  3. Corridor Speed Limits: Set corridor speed limits on high priority major streets using a Safe Speed Study.
Reduce speed limits on neighborhood streets
The Council is also considering moving forward with a reduction on many neighborhood streets at once. This method has shown to dramatically reduce speeding and increase safety simply through this action alone and without increases in enforcement. Seattle; Cambridge, Massachusetts; and several other cities have shown great success in reducing the number of serious accidents by a whole-scale reduction in neighborhood speed limits.

It is also our intent to lower the speed limits on our two state routes using safe speed studies as prescribed by City Limits. Preliminary conversations with the Washington State Department of Transportation and Sound Transit have been positive and support our approach. This process is more involved and will take a year or more to complete, but in the end our community will be much safer for the effort.

Budget season
A quick reminder that our 2023-2024 biennial budget season is underway. Check our website for a detailed calendar of Budget and Finance Committee meetings, where the public is always welcome. With the excellent guidance of the Administration and city staff, our community has weathered the pandemic well, despite very uncertain times and challenging economic stresses. However, this budget will be a lean one, with very little room for additional programs or policies and the community will have to make some tough choices and compromises.

MOUNTLAKE TERRACE: Plan for lane and ramp closures

Sound Transit will close the two right lanes of southbound I-5 between 220th Street and 228th Street overnight next week to continue work on the Lynnwood Link extension in Mountlake Terrace. 
  • The lanes will close nightly from 10pm to 4:30am beginning Monday, Aug. 29 through the morning of Friday, Sept. 2. The 220th Street on-ramp to southbound I-5 will also be closed.
  • On Wednesday, Aug. 31 and Thursday, Sept. 1 Sound Transit will also close the southbound I-5 on-ramp from 44th Avenue West, nightly from 1am to 4:30am.

Night work on the NB I-5 to NE 145th St Off-Ramp and On-Ramp for false deck stripping


Starting Monday, August 29, 2022 Sound Transit will be performing night work for “False Deck Stripping” along the guideway at the Northbound I-5 to NE 145th Off-Ramp and On-Ramp. 

The work is performed at night to help minimize community disruption and traffic impacts. This work is part of the future Lynnwood Link Extension link light rail project.

What:
  • Residents can expect construction noise from equipment being operated at night, such as Forklift, Manlifts, Crane, Light Plants, and Hand Tools.
  • If the work takes longer than expected or the work is delayed, additional ramp closures will be scheduled, and new flyer will be distributed.
When:
  • Week #1
    • Monday-Thursday, 8/29 – 9/1 (11:00pm – 5:00am)NE 145th St to Northbound I-5 On-Ramp closure

SEATTLE Traffic: All southbound I-5 traffic will use C/D this weekend

WSDOT will hit a milestone on the southbound I-5 project to replace expansion joints between I-90 and Spokane Street this weekend: We’ll replace the last of the left halves of those expansion joints.

That means all traffic will shift into the collector/distributor, with only one lane rejoining the I-5 mainline. However, the ramps from eastbound and westbound I-90 will remain open all weekend.

The Mariners will have big crowds at T-Mobile Park this weekend, including a sellout on Saturday night, Aug. 27, 2022. That means if you’re going to any event in Seattle, you’ll have lots of company. 

You should plan ahead:
  • Consider taking light rail or a bus, particularly from north of Seattle.
  • Carpool – it’s more fun to go with a bunch of friends.
  • Use alternative routes like I-405 or SR 99. Just remember the SR 99 tunnel has a toll.
Our contractor still has several weekends of work on expansion joints on the right side of I-5 and ramps that serve the freeway. The West Seattle Bridge is scheduled to reopen Sept. 18; that weekend we plan to have the ramp open to the bridge.

Fatality collision near 185th and Aurora early Thursday morning

A fatality collision on Aurora near N 185th around 5:50am on Thursday morning, August 25, 2022 left a pedestrian dead and closed southbound Aurora from 185th to 175th for two hours.

Shoreline Fire responded. When it was determined that it was a fatality, the scene was turned over to the King County Sheriff's Office (KCSO) MARR (Major Accident Response and Reconstruction) for investigation. 

The Seattle Times quoted a KCSO spokesman who said the pedestrian was a "42-year-old man wearing dark clothing ... lying in the roadway" 

The driver remained on the scene.

SR 520 across Lake Washington will be closed this weekend

You didn't really want to travel south this weekend, did you?

The ongoing Revive I-5 work on southbound Interstate 5, means travelers should think twice about their weekend plans.
  • Beginning at 7:30pm Friday, Aug. 26, crews will reduce southbound I-5 to one lane south of the stadiums until 5am Monday, Aug. 29. All traffic will go through the collector-distributor lanes. The eastbound and westbound I-90 ramps to southbound I-5 will remain open.
The big one is the total closure of the 520 bridge over Lake Washington.
  • At 11pm Friday, SR 520 will close around the clock until early Monday morning, Aug. 29. 

Part of the SR 520 Montlake Project, the closure is needed to place bridge girders near SR 520 in the Montlake area and shift lanes to create a larger work in between the eastbound and westbound lanes.

There is also ongoing construction in the Montlake neighborhood, where crews are building a new lid over SR 520 and adding new eastbound lanes between the lid and the floating bridge.
