The City invites you to review the webpage which includes materials submitted for the Public Hearing to review the Southern Gateway Village proposal. The Binders of Exhibits are available at the LFP Library during open business hours. For any individual or group who would like to review a paper copy of the hearing materials, including the large sheet drawings, the meeting room at the LFP Public Library has been reserved at the following times:
  • Tuesday, 11/9, 10:00 am - 3:15 pm
  • Wednesday, 11/20, 12:15 pm - 5:15 pm

Public comments will be accepted through the close of the continued Public Hearing. There will also be an opportunity for the general public to testify at the continued Public Hearing. Next step in development of Elks property at Southern Gateway

The City of Lake Forest Park has issued a Mitigated Determination of Non-Significance for the Intracorp proposal to redevelop the Elk’s property and a few neighboring parcels.

The City invites you to review the webpage dedicated to the application process for this proposal.

The public comment period for responding to this MDNS notice is September 16, 2013. However, the City will continue to accept public comments in preparation for the Hearing Examiner’s review until the hearing date (which has yet to be determined).

Southern Gateway Subarea Plan and Final Environmental Impact Statement

The Final Environmental Impact Statement (EIS) for the Southern Gateway Subarea Plan has been published. This step signals the completion of the environmental analysis of the proposed Southern Gateway Subarea Plan. The primary focus of the Final EIS is responding to public comments on the Draft EIS. In addition to the summary of comments, responses and various corrections, three new sections regarding Police Services (5.2.3, 5.2.4, 5.2.5) are added and the Aesthetics section (5.2.6) is revised and expanded to address comments regarding shadow impacts.

Copies of the Final EIS may be obtained for the cost of printing ($5.00) at the City Hall on March 18, 2013 at the address below. Copies of the Final EIS and the Draft EIS are available for viewing at the following locations:

The Council will hold its last Work Session on the plan at City Hall this coming Monday, March 25 at 6:30pm, and is scheduled to vote on the relevant ordinances 1056 and 1057 on Thursday, March 28 at 7:00pm. Citizens may comment at the March 28th meeting at 7:15 pm before the Council vote.

GovWatch, the citizens' action group, reported on the desire of area residents to modify the plan and is urging those citizens to comment at the Thursday council meeting.

According to GovWatch:
Southern Gateway neighborhood residents have submitted a petition with over one hundred signatures from all over LFP to amend the plan recommended by the Planning Commission and now being considered by the Council. The citizen petition calls on the City to reduce the allowable density to about 18 dwelling units per acre, and to reduce the allowable height to less than 7 stories. Citizens are very concerned with the implications of increased traffic both in the neighborhood and onto 522. Their goal is to amend the Plan not to stop it.

A section of the Southern Gateway along Bothell Way

At the direction of the City Council, the Lake Forest Park Planning Commission began working on the Southern Gateway Subarea Plan in early 2011.

A subarea plan identifies needs and establishes goals for a specific neighborhood or area within the City. Through a series of public workshops and Planning Commission meetings held in the fall of 2011 and winter of 2012, the City began a planning process that will direct future development of the area. As a result of this process, the Planning Commission has identified a “Proposed Alternative” that is considered in the Draft Environmental Impact Statement (EIS).

The Plan is intended to encourage and direct new development that accomplishes the City’s and community’s vision and that results in:

  • A strong and livable residential neighborhood
  • A greater diversity of retail services and attractive residential opportunities
  • An attractive southern entry into the City
  • Economic development that contributes to the City’s fiscal health

To achieve the goals of the Subarea Plan, the Proposed Alternative consists of several implementation actions, including:

  • Rezones to allow a mix of uses and buildings up to 5 to 7 stories in height and a residential component of 20 dwelling units per acre or more.
  • Design, setback, landscaping, and bulk regulations to protect adjacent residential neighborhoods.
  • Public roadway or publicly accessible drive between NE 147th Street and NE 145th Street, generally in alignment with 35th Ave NE.
  • A publicly accessible plaza or other open space along or near the new roadway
  • Gateway requirements for new development at the corner of NE 145th Street and Bothell Way.
  • Retain critical area protections along the creek and ravine.
  • Improve the Bothell Way intersections at NE 145th Street and NE 153rd Street.
  • Construct a safe pathway with low level pedestrian lighting between NE 153rd Street and NE 145th Street to provide better pedestrian access for neighborhood residents.
  • Adoption of interim design guidelines and development regulations.

State law requires that the likely environmental impacts of land use actions such as the proposed Southern Gateway Subarea Plan be identified in the EIS.

The Draft EIS studied two primary alternatives: the Planning Commission’s Proposed Alternative and the No Action Alternative.

  1. The Proposed Alternative would amend the City’s Comprehensive Plan and development review process through the adoption of the Southern Gateway Subarea Plan and interim zoning regulations and design guidelines.
  2. The No Action Alternative is a continuation of the City’s current Comprehensive Plan and the existing zoning regulations without amendment.  

The Draft EIS identifies specific environmental impacts of the alternatives and ways to mitigate impacts in advance of the development. Environmental issues evaluated in the EIS include the natural environment (earth, water resources, plants, and animals); air quality; land use patterns, plans and policies; aesthetics; transportation; noise; cultural resources; public services; and utilities.

You are invited to comment on the DEIS which is available for review at the following locations:

Lake Forest Park Council puts moratorium on Southern Gateway permits

Expressing a desire to see its planning process through to the end, the Lake Forest Park City Council passed a moratorium at its August 23 regular meeting on acceptance and processing of permits in much of its Southern Gateway sub-area.

In a presentation on the proposed action, City Attorney Bob Sterbank explained that moratorium is a tool available in land use law to allow a local government to temporarily place development “on hold” when there is concern that development pressure may interrupt the planning process and development of land use regulations to implement the plan. The action impacts approximately 15-20 acres.

Since the 4th quarter of 2011, the Lake Forest Park Planning Commission has been working with MAKERS Architecture and Design to develop a vision and land use plan for the area along the SR 522 southern entrance into the City. The types of things being considered are the interface with the existing neighborhood, public gathering options, green space, street standards, parking, and traffic circulation.

Councilmember Don Fiene also cited a long-standing discussion of increased retail opportunities and the need for variety of housing types and sizes to make it possible for Lake Forest Park citizens to stay in town when their housing needs change.

The Planning Commission, staff and consultants have developed a base plan and are in the environmental impact statement phase of the process. Once these phases are done, it will be reviewed by the public and City Council and, if approved by the City Council, moved to a final phase to develop land use regulations consistent with the new plan. The budget authorized $75,000 to support this process.
Councilmember John Wright noted, “We have made a substantial investment in time and money to get to this point. I would like to protect the end of the process.”

The moratorium was passed as an emergency ordinance and will last up to six months. The law requires a public hearing on it within 60 days and an adoption of findings by the City Council to explain the need for it. A public hearing was set for September 27, 2012, at 7:00 pm at the Lake Forest Park City Hall.

Lake Forest Park Southern Gateway Sub-area Plan – Comment Deadline June 18

Those attending the Southern Gateway open house in person on June 5 and 6 had the opportunity to ask questions, make observations, and leave written comments.

Further comments are still welcome.

Public comments on the scope of issues that need to be addressed by the Environmental Impact Statement for the Southern Gateway Area Sub-area Plan will be accepted at any time before close of business on June 18, 2012. Comments may be dropped off at or mailed to City Hall (Attn: Steve Bennett), 17425 Ballinger Way N.E., Lake Forest Park, WA 98155, or emailed. A comment form can be downloaded from the City website, however it is not required. You may comment on alternatives, mitigation measures, probable significant adverse impacts, and licenses or other approvals that may be required. 

There will be additional opportunities to comment on the proposed alternative. The next opportunity will be in the fall when the Draft Environmental Impact Statement is published.

The Southern Gateway is the area on each side of Bothell Way from NE 145th to NE 155th.

Southern Gateway public meetings in Lake Forest Park

The City of Lake Forest Park is developing a plan for the Southern Gateway Area (Bothell Way NE corridor between NE 145th and NE 155th Street) to encourage land redevelopment that is more walkable, provides a wider array of services and housing options, and has more of the look and feel of Lake Forest Park. Now, the Planning department wants citizen comments on the possible environmental impacts of this plan.

Description of the project

The City of Lake Forest Park Planning Commission proposes to adopt a Sub-area Plan for the Southern Gateway (Lake Highlands) neighborhood. A sub-area plan identifies needs and establishes goals for a specific neighborhood or area within the City. Two public meetings have been scheduled on June 5 and 6, 2012. On June 5th, there will be an open house style meeting where questions will be answered and comments received anytime between 6:00 and 8:00 PM at City Hall in the Council Chambers, 17425 Ballinger NE, Lake Forest Park, WA 98155. 

The same format will be repeated on June 6th between 6:00 and 8:00 PM at the Third Place Commons (stage area) in the Town Center at Lake Forest Park, 17171 Bothell Way NE, Lake Forest Park, WA 98155.

Southern Gateway Subarea Study workshop January 24, 7pm

Lake Forest Park will hold the third workshop on the southern gateway project for the City, with a public hearing on January 24, 2012, 7-9pm, at the Elk's Lodge at NE 145th and Bothell (Lake City) Way.

The Southern Gateway Subarea Study focuses on the area three blocks east and west of Bothell Way (SR 522), from NE 145th Street to NE 153rd Street.

"The Southern Gateway Subarea Project is a two-part project to develop potential land use plans to enhance housing options, employment, and the general economic potential in this neighborhood."

LFP Citizens are invited to come see the current planning, including information from the first public session, and to give their views about what they would like to see at the Southern Gateway.

Plans developed from the workshops will be reviewed and approved by Mayor and City Council, then used to make decisions about future development in the area.
