Grand opening of East Link Light Rail Starter Line with ceremony attended by state senators and governor

Bellevue, WA – Saturday, April 27, 2024, U.S. Senator Patty Murray (D-WA), Chair of the Senate Appropriations Committee, attended the grand opening of the East Link Light Rail Starter Line. 

This new service will provide 6.6 miles of east-west connections between Redmond and Bellevue. The full East Link will open in 2025 and run 14.5 miles between Seattle and Redmond. 

In 2013, Murray secured a $14 million grant under the Transportation Investment Generating Economic Recovery (TIGER) grant program that she created—which is now the RAISE grant program—for the East Link project.

Murray was joined at the grand opening ceremony by Senator Maria Cantwell; Governor Jay Inslee; Redmond Mayor Angela Birney; Bellevue Mayor Lynne Robinson; Goran Sparrman, Interim CEO of Sound Transit; Donny Stevenson, Vice-Chairman of the Muckleshoot Indian Tribe; Brad Smith, Vice Chair and President of Microsoft; Beryl Tomay, Senior Vice President of Transportation at Amazon; Monty Anderson, Executive Secretary of the Seattle Building & Construction Trades Council; Paul Kincaid, Associate Administrator for Communications and Congressional Affairs for the Federal Transit Administration; and Claudia Balducci, King County Councilmember among others.

“Public transit is a top priority for people across Washington state, so it’s a top priority for me—and I’m proud to have fought for, and won, crucial investments in our state’s public transit system,” said Senator Murray. 
“I have a long history with this project, and remember some pretty tough times a couple decades ago fighting alongside Joni Earl to ensure there was a future for Sound Transit—that future is here now, and it is so bright. 
"I am so excited to be here today, and to be able to tell everyone we will no longer have to wait years for light rail to come to Bellevue—instead it will be here every ten minutes!”

Murray has long been a supporter of the East Link extension, attending the groundbreaking in 2016 after securing a $14 million TIGER Grant for the project in 2013. 

Murray established the TIGER grants program in 2009, which later became the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program. 

“Delivering the federal dollars to support Puget Sound’s incredible expansion of public transit has not been easy, but as long as I serve as the top Democrat on the Senate Appropriations Committee—it’s going to be a priority for the federal government,” Murray said.

Last summer, Murray announced a record nearly $133 million in RAISE funding for projects across Washington state—Washington was awarded the most RAISE grants of any state and received the most in total funding. Senator Murray notably helped secure $7.5 billion for the RAISE program in the Bipartisan Infrastructure Law.

Other area projects:

The City of Shoreline is working on Phase 1 of the 145th Street Corridor Project. This work is a seven-month closure of NE 145th Street between the southbound I-5 ramps and 1st Avenue NE.

Dates changed for closure on 145th from 3rd to 8th

The waterline work scheduled for 145th from 3rd to 8th NE has been pushed out a week.

The new date for this work is Sunday, April 28 through Thursday, May 2, 2024.

The work will be done at night from 9pm to 5am the following morning. 
 
The street will be restricted just east of 5th Ave NE on NE 145th St. 
 
Drivers should expect delays and uniformed police officers flagging the intersection of 5th Ave NE and NE 145th St. 

It will be noisy and may disrupt bus routes. Check the King County Metro website for details.

Additional lane closures on 145th - night time only - from 3rd to 8th - two weeks

Nightly lane restrictions on eastbound and westbound NE 145th St (WA-523) from 3rd Ave NE to 8th Ave NE. The street will be restricted just east of 5th Ave NE. This work will happen at night to minimize traffic and community disruptions.
  • Sunday, April 21, through Thursday, April 25, from 9pm to 5am the following mornings.
  • Sunday, April 28, through Thursday, May 2, from 9pm to 5am the following mornings.
Sound Transit will perform waterline work causing nighttime lane restrictions on NE 145th St (WA-523) 

Drivers should expect delays and uniformed police officers flagging the intersection of 5th Ave NE and NE 145th St.

Residents should expect construction noise from equipment such as a vacuum truck, an excavator, a loader, a concrete saw, a concrete truck, light plants, and various hand tools.

Sound Transit launches onboard passenger survey focused on travel behavior and demographics

Over the next several months, Sound Transit will conduct a survey onboard select bus, Sounder, and light rail routes in the Puget Sound region. This will include select Community Transit and King County Metro routes. 

From April through fall 2024, survey participants will help transit planners understand who rides transit, their origins and destinations, and trip purpose — all to inform transit planning and transit demand modeling.

Surveyors will wear blue vests and a badge with a transit agency logo. They’ll use tablet computers to select participants at random and administer the survey. Paper surveys will be available if necessary. 

All personal information will be removed from all records kept by Sound Transit, and the results will be aggregated to ensure participant privacy and anonymity. Later, Sound Transit will share survey results with the public.

To increase participation in the survey, riders who can’t complete it when approached will be offered options for a follow-up interview. While the survey contains some questions about personal characteristics, surveyors don’t ask about personally identifiable information such as Social Security or bank account numbers.

Sound Transit is required to collect specific demographic data about passengers including race, household income, and language proficiency to comply with Title VI of the Civil Rights Act of 1964. This information is submitted to the Federal Transit Administration approximately every five years.

Sound Transit builds and operates regional transit services throughout the urban areas of King, Pierce, and Snohomish counties. Transit services include light rail, commuter trains, express buses, and their associated stations and facilities.

185th closed with little notice; Metro bus 348 rerouted without notice

Sound Transit has closed 185th St between 5th and 8th Ave for two weeks but provided little notice causing frustration from residents. 

Metro’s 348 has been re-routed to bypass the closure without notifying riders.

On Saturday morning, a small, inconspicuous notice appeared buried in the back pages of The Seattle Times.

Sound Transit closed 185th between 5th and 8th Ave. Again.

Which day exactly the closure would occur was not specified: “as early as Monday, April 15, but no sooner than 3 days after this posting,” the notice said.

Residents on social media expressed frustration and confusion as to whether the closure would be for 24-hours or for two weeks.

185th will be closed for two weeks.

Neighbors on social media wondered which 5th Ave Sound Transit was talking about given that 5th runs on the east-side of I5 south of 185th and continues on the westside to the north.

5th Ave remains open on both sides of I5 heading both north and south.

Pedestrians and bicyclists will be able to get through the construction area.

Metro’s 348 bus is running on an unannounced detour and riders had no notice.

On Sunday afternoon, two bus drivers making the run across town from North City to Richmond Beach were unaware of the impending detour. And riders aboard the 348 expressed a mixture of frustration and resignation.

On Monday morning, an email from Sound Transit was sent to subscribers that said, “some bus routes may be affected. Please check the King County Metro website for details.”

By Monday night, there was still no service alert on Metro’s 348 page and Metro’s trip planner website was showing the 348 bus running along the closed section of 185th as usual.

A 348 Metro driver making the cross-town town run on Monday night was unfazed and simply cut over 180th and went up 5th Ave to bypass the closure.

Emails with questions sent to the city of Shoreline, Sound Transit, and Metro transit were not answered on the weekend.

Mid-day Monday, a response from the City Manager's office sent to the Editor said this:

"This is a Lynnwood Link Extension construction closure by Sound Transit. They updated their website today with information about the work that will be completed at https://content.govdelivery.com/accounts/WASOUND/bulletins/395e33b.

"The closure notice states that the end date will be April 29 which is an error. It must be reopened by April 28.

"The project coordinator listed on the classified ad is the best contact for this work: Jaybee Ragudo, c-jaybee.ragudo@soundtransit.org or 206-701-1469."

The project coordinator has not responded. However, a reader who lives two blocks from the worksite sent a copy of a flyer that was left at her door.

The first sentence reads:
As early as Monday April 15, Sound Transit will be doing work that requires a full 24-hour road closure of NE 185th St from 5th Ave NE to 8th Ave NE as part of the implementation of the new NE 185th St road alignment.

It is not until the next to last sentence that it says "When: Monday, April 15 through Monday, April 29"

Another reader reported attending an information session where they were informed there would be a two-week closure at some time in the future.

Do you read the classified notices in The Seattle Times? I don't.

Fortunately, I have readers who do and who sent me this notice of a two week closure of NE 185th from 5th to 8th NE (at the 185th Transit Center) - starting Monday

No one seems to know about it except the staffer who published the notice. My primary contact at Sound Transit wasn't aware of any closure notices. The City of Shoreline didn't publish any notices - and they just recently published information about other projects and closures.

Since it's a 24 hour line, I called the phone number in the notice and talked to a nice lady who told me that she couldn't find anything - and the calls she expects to field are complaints about bright lights and noise - not major closure announcements.

I also emailed the staffer whose name is in the notice, but he has a 9-5 M-F job and may get back to me on Monday.

As many of you know, 185th east of Aurora is a major commuter route to North City and Lake Forest Park - and soon to the Shoreline North / 185th Sound Transit Station. It is one of only three east - west roads in Shoreline, with 205th and 145th, both of which have their own construction issues.

185th has been challenging enough, with the constant road reconfigurations, but at least drivers with some patience were able to get across the freeway. A complete closure with no notice is a completely different scenario.

As early as Monday, April 15, but no sooner than 3 days after this posting Sound Transit will be performing a full closure NE 185th Street between 5th Ave NE and 8th Ave NE as part of the implementation of the new NE 185th Street road alignment. The work includes an updated roadway, curbs and roundabout. This closure will be in place as early as Monday, April 15 through Monday, April 29.
Pedestrian and bike access will be maintained. Local access to residences will be maintained during work. Follow posted signage for access and detours. If the work is delayed a new notice will be distributed.

This work is part of the Lynnwood Link Extension.

If there are work delays, additional closures will be scheduled.

Link 1 Line service to Lynnwood begins August 30, 2024

Sound Transit announced today that passenger service on the Link 1 Line will begin to Lynnwood on August 30, 2024. The 8.5-mile segment will add four new stations: Shoreline South/148th St., Shoreline North/185th St., Mountlake Terrace, and Lynnwood City Center. During peak hours, trains will run approximately every eight minutes.

Community Transit and King County Metro have agreed to revise the date for bus service upgrades and improvements originally planned to take effect Aug. 31. Bus changes will instead take place Sept. 14, allowing a smooth launch of extended 1 Line service before bus routing changes occur.

“Opening the 1 Line to Lynnwood is a major milestone in the growth of light rail,” said King County Executive and Sound Transit Board Chair Dow Constantine. 
“For the first time, the light rail system is joining two counties, bringing voters’ vision for our region’s integrated transit system one step closer to reality. Thanks to the collaboration between our region’s transit agencies, we are ready for the start of service, with increased capacity for Link riders and a smooth service transition for other riders.”

Metro’s planned route changes were proposed by Executive Constantine and approved by the King County Council. Highlights for Metro riders region wide include five new bus routes, 15 revised routes, a new Metro Flex service and the launch of RapidRide G Line in Seattle.

Stacy & Witbeck/Kiewit/Hoffman JV and Skanska Constructors L300 JV are executing the civil construction on the extension. The $3.1 billion project budget includes up to $1.17 billion from a Full Funding Grant Agreement executed by the Federal Transit Administration. In addition, the U.S. Department of Transportation’s Build America Bureau executed a $658 million low-interest loan supporting the project, including new light rail vehicles and support facilities.

The Lynnwood extension will serve the following stations, all of them with multiple transit connections:
  • Shoreline South/148th Station. Located just northeast of I-5 at the NE 145th Street exit, the elevated Shoreline South/148th Station includes a parking garage with approximately 500 new spaces as part of the project.
  • Shoreline North/185th Station. Located on the east side of I-5, Shoreline North/185th Station serves Shoreline Stadium, the Shoreline Conference Center and the surrounding neighborhoods. Improved pedestrian pathways connect the station to the west side of I-5. A parking garage with approximately 500 new spaces is part of the project.
  • Mountlake Terrace Station. Located east of I-5 at the Mountlake Terrace Transit Center just north of 236th Street Southwest, west of Veterans Memorial Park, the elevated Mountlake Terrace Station straddles 236th Street Southwest and is a short walk from the Mountlake Terrace Library, new City Hall, and the future Gateway transit-oriented development neighborhood. There are 890 existing parking spaces at the station.
  • Lynnwood City Center. Located at the Lynnwood Transit Center, this elevated station serves one of the busiest transit centers in the region, with extensive connections to local and regional service. A new garage containing 1,670 parking stalls in a five-story structure opened last year.

Terri Mestas joins Sound Transit as Deputy CEO for Megaproject Delivery

Sound Transit announced that Terri Mestas has been appointed as deputy CEO for megaproject delivery, a new position created to lead the development of the agency’s concurrent projects quickly and effectively and bring forth ways to accelerate project timelines and reduce capital expenditures.

Sound Transit currently has the largest transit expansion program in the country, including ST3 capital projects totaling an estimated $54 billion. 

Mestas will start in her new position on April 29.

“The next phase of Sound Transit’s expansion is categorically different than what the agency has done before, which is why the Board sought an experienced leader to deliver on our commitment to voters,” said Sound Transit Board Chair and King County Executive Dow Constantine.

“With her background as a leader of large, complex infrastructure programs, Ms. Mestas brings the depth of experience and expertise that the agency needs to set the nation’s largest capital expansion project on a fresh path to success.”

“With the opening of the Lynnwood Link Extension just months away, we are even more focused on extending light rail to Everett,” said Sound Transit Vice Chair and Snohomish County Executive Dave Somers.

“The Everett Link Extension will be the longest extension that Sound Transit will have ever undertaken and will be vital for enhancing economic opportunities and quality of life for Snohomish County residents. I’m pleased that Ms. Mestas will bring her wealth of experience to oversee this complex project, as well as all the ST3 projects.”

Mestas is a seasoned professional with more than 30 years of experience leading large, complex infrastructure programs for space exploration, military installations, national and international antiterrorism physical security, and innovative project delivery for the aviation industry. 

Most recently, she was the Chief Development Officer for the Los Angeles World Airports’ (LAWA) $30 billion capital improvement program, the largest aviation capital improvement program in the nation.

“I’m excited to be joining Sound Transit at this critical juncture in its transformative capital program,” said Mestas. “The hard work and dedication of the talented staff have been essential to the program’s success to date, and I look forward to working with them in taking the program to the next level in achieving the goals that voters have entrusted to us.”

Prior to her executive leadership role at LAWA, Mestas held several positions for AECOM supporting public and private organizations. Mestas led the capital improvement program at NASA’s Ames Research Center, which includes Moffett Federal Airfield, a joint civilian-military airport. 

She also held the position of senior director for capital projects, modernization, planning, design and construction at The California Institute of Technology, where she oversaw the development of one-of-a-kind research facilities. 

Mestas earned a Bachelor of Architecture from Catholic University of America’s School of Architecture and Planning.

Sound Transit builds and operates regional transit services for growing urban areas of Washington’s Pierce, King, and Snohomish counties. The region is home to more than 50 cities and more than 40 percent of the state’s residents, who have authorized the most ambitious transit expansions in the nation. Next month, Sound Transit will open light rail extensions to Lynnwood and from South Bellevue to Redmond Technology Center.

REMINDER! The seven-month closure of NE 145th Street between the southbound Interstate 5 ramps and 1st Avenue NE will begin Monday night, April 1

Over the seven-month closure, the N 145th Street overpass will be reduced to one lane in each direction between the I-5 on- and-off ramps and 5th Avenue NE to maintain access to the interchange. 

The on- and off-ramps will remain open and be accessible from the east side of I-5 throughout construction.

Detour route

Travelers wanting to head east and west between 1st Avenue NE and I-5 will need to detour and use N 155th Street or N 130th Street. Bicyclists and pedestrians will take a detour along N 147th Street. 

Northbound and southbound travel on Meridian Avenue N, 1st Avenue NE, and 15th Avenue NE will not be affected by these projects. 

Detour signage will be posted to inform travelers of alternative routes.

Tree removal work on NE 175th St overnight

On Wednesday, March 27, 2024 Sound Transit will perform a nighttime closure of westbound NE 175th St between 5th Ave NE and the northbound I-5 on-ramp intersection for tree removal. 

Crews will work at night due to the restricted hours for road closures. 

This work is part of the Lynnwood Link Extension.

Work will be done between 11pm on Wednesday to 5am Thursday.

According to Sound Transit spokesperson John Gallagher, "Two trees are going to be removed because their declining/deceased state is creating a safety hazard."
 
Residents should expect construction noise from equipment such as a Merlo Roto 5035, chainsaws, a self-loading truck, light plants and various hand tools.

Emergency vehicle access will be maintained.

Some bus routes may be affected. Check the King County Metro website for details.

The State of Washington enacted the Commute Trip Reduction (CTR) Law in 1991 to encourage less fuel-consumption, less congestion, and more breathable air. 

It is time for the City to update its CTR Plan. City staff will explain the overall program with goals to encourage fewer “drive-alone” trips. 

Find out how you can be an instrumental part of this plan update and provide feedback on this as well as specific programs such as scooter/bike-share, shared-use mobility hubs, and EV car share all of which will be coming soon to Shoreline.

Sound Transit pilots digital wayfinding tool for riders, including those with vision or mobility challenges

The GoodMaps app, which uses light detection and ranging (LiDAR) mapping technology to create highly accurate 3D maps of large public spaces’ interiors, is now available for the Westlake and International District/ Chinatown stations on Sound Transit’s Link 1 Line.

With its real-time, turn-by-turn directions via a smartphone app, GoodMaps provides accessible wayfinding for all passengers, including those who have visual or hearing impairments, are neurodivergent, or have limited mobility, as well as anyone who feels anxious or uncomfortable in new or complex environments or just wants to find their way more efficiently.

“I'm excited about the potential for GoodMaps to help make complex stations easier to navigate for passengers with vision disabilities and support independent travel for any passenger with a smartphone,” said Beth Hamby, senior accessibility program manager for Sound Transit.

Riders can view this video to see how GoodMaps works. GoodMaps also supports different languages and multimodal integrations. If the pilot is successful, Sound Transit plans to launch GoodMaps to all Link light rail stations.

GoodMaps is available on both the Apple App Store and Google Play.

GoodMaps is based in Louisville, Ky. and provides technology for universal and inclusive entrance-to-destination wayfinding. Founded in 2019 as part of the American Printing House for the Blind, GoodMaps’ mission was and remains: to further the reach of accessible navigation, irrespective of an individual’s needs or routing requirements.

The City Council followed up with a formal request in late October.

We support efficient, cost-effective transit improvements, but the current design through LFP will cost hundreds of millions of dollars for two minutes of travel time savings, and only at rush hour. 

In contrast, impacts would be huge:
  • property takings from 110 homes or small businesses, 
  • removal of over 400 trees along the roadway, 
  • 1.3 acres of new impervious surfaces affecting streams, and 
  • removal of 95,000 tons of debris – all increasing noise and heat island effects.

Our city and community are trying to help ST – by requesting less damaging and less costly alternatives that can provide similar benefits for bus riders. 

Our letter urged ST to collaborate with us and explore queue jumps and signalized traffic lights, rather than a mile long bus lane. 

We requested a side-by- side cost-benefit and impact analysis comparing the full bus lane with the queue jump approach. We will post ST’s response on the City website as soon as we receive it.

Ramp closures on I-5 at Mountlake Terrace continue through Friday

SR 104 and I-5
As part of its ongoing Lynnwood Light Rail extension, Sound Transit will close multiple lanes and ramps on I-5 overnight.

The southbound I-5 right and HOV lanes between 220th St SW and SR 104 on the King-Snohomish line will alternate closing from 
  • 8pm Saturday, March 9, to 5am Sunday, March 10, and 
  • 8pm to 5am nightly Monday, March 11, through Friday morning, March 15. 
  • The 220th St SW on-ramp to southbound I-5 also will close at those times.
The northbound I-5 off-ramps to eastbound and westbound SR 104 on the King-Snohomish line will close from 8pm to 5am nightly Monday, March 11, to Friday morning, March 15, 2024.

Sound Transit has started testing trains on the Shoreline section of the Lynnwood Link.

Nightly lane restrictions on NE 145th St (WA-523)

Continuing Sunday, March 3, Sound Transit will be performing waterline work causing nighttime lane restrictions on both eastbound and westbound NE 145th St (WA-523) from 3rd Ave NE to 8th Ave NE. 

The street will be restricted just east of 5th Ave NE on NE 145th St. 

This work will be performed at night to minimize traffic and community disruptions.

We congratulate Officer Fenton on his new assignment at Sound Transit as a K-9 handler! Officer Fenton carries on the family legacy as he takes on his new role. 

As a second-generation law enforcement officer, he witnessed firsthand the importance of public safety and the impact this profession has on the lives of others.

Officer Fenton has been a beacon of positivity and warmth in our department during his 5 years in Shoreline. His friendly nature and approachable demeanor have made him a trusted colleague and well-respected member of this community. 

Not only is officer Fenton kind-hearted, but he is also incredibly intelligent and has a sharp mind for problem-solving. We know that he will take these amazing qualities and his genuine desire to help others to his new role at Sound Transit!
