Over the last several weeks, the Administration has received requests for a repository of information about the City’s interactions with Sound Transit during the Stride BRT project. We are happy to announce the new webpage is now live.

On the page, you will find links to related documents such as letters to the Sound Transit Board of Directors, permits filed with the City, plans and comments, and tech memos.

A helpful table is provided which links users with city council agenda documents and videos for meetings where the Stride BRT line has been a topic on the agenda.

Updates to the Sound Transit Bus Rapid Transit (BRT) page will be made as new information becomes available.

Night work with intermittent lane closures on I-5 at NE 130th over two weeks

Starting as early as Monday, February 6, 2023 Sound Transit will be performing night utility work along I-5 near NE 130th St overpass. This is in support of the Lynnwood Link line.

The work will happen at night, due to I-5 lane restrictions. This work will be performed for seven nights over two weeks at this location.

When:
  • Week 1 - Monday, Feb. 6, through Thursday, Feb. 10, from 9pm to 5am the following mornings. Right lane closure on southbound I-5 at NE 130th St.
  • Week 2 - Tuesday, Feb. 14, through Thursday, Feb. 16, from 9pm to 5am the following mornings.
    • Right lane closure on southbound I-5 at NE 130th St.
    • Left lane closure on northbound I-5 at NE 130th St.

Sound Transit night work planned along Fire station 65 driveway

Beginning Monday, February 6, 2023 contractors will be performing five nights of work along the Sound Transit guideway at the Shoreline Fire Department Station 65 driveway. 

This is a part of the Light Rail Lynnwood Link Extension project. The work will consist of a concrete saw cutting and the use of light plants. Given weather conditions, work will proceed as weather permits.

The work will take five nights with multiple contingency nights scheduled in case the work is delayed.
  • When:Monday, February 6, through Friday, February 10, 2023 from 8pm to 4am the following mornings.
  • Where:Work zone is located on NE 155th St. along the Sound Transit guideway at the Shoreline Fire Department Station 65 driveway.

Northbound I-5 and SR 104 ramp closures this week

Sound Transit has several ramp closures planned this week to facilitate the ongoing Lynnwood Link extension work
  • The westbound SR 104 on-ramp to northbound I-5 will close from 8pm to 4:30am nightly beginning Tuesday, Jan. 24, through the morning of Friday, Jan. 27.
  • The eastbound SR 104 on-ramp to northbound I-5 will close at 8pm on Thursday, Jan. 26, and reopen at 4:30am Friday, Jan. 27.
  • The northbound I-5 off-ramp to eastbound and westbound SR 104 will close from 9pm to 4am. nightly beginning Wednesday, Jan. 25, through the morning of Friday Jan. 27.

State Route 104 (SR 104) runs from Lake Forest Park to the Edmonds ferry, then continues through Kitsap County. Most of the route through Shoreline marks the county line between King and Snohomish counties so the road is NE 205th on the south side of the street and 244th SW on the north side.

In Lake Forest Park and into Shoreline, it is called Ballinger Way. As it crosses under the I-5 freeway where these closures take place, it is Ballinger Way on the east side, and NE 205th/244th SW on the west side.

Farther west, it is Lake Ballinger Way for a short distance before morphing into Edmonds Way, which continues to the ferry.

Sound Transit wetland restoration begins Monday near South Shoreline station

Starting Monday, January 23, 2023 Sound Transit will be performing wetland restoration work inside the guideway, from NE 149th St to NE 155th St. 

This work will start in the early morning and is expected to take three weeks. 

It is being accelerated to keep the future Lynnwood Link Extension link light rail project on schedule.

Sound Transit building noise and retaining walls along several blocks of 5th NE east of I-5

Continuing Sunday, January 22, 2023 Sound Transit will be performing night work inside the guideway along 5th Ave NE between NE 182nd Ct and NE 185th St.

They will be building noise and retaining walls that need to be accelerated to keep the project on schedule. This work is a part of the Lynnwood Link Extension project.

The work is expected to take 3-5 weeks, depending on weather delays. Work hours are from 6pm to 4am.

Getting to a Sound Transit station by bus

The Lynnwood Link will start running in 2024. We have stations at NE 148th, NE 185th, and Mountlake Terrace.

How will you get to a station to catch one of those trains? 

Many people will be able to walk. Some might drive but I promise you that the parking will be inadequate and expensive.

How about the bus?

Metro did a survey last year to find out what we need to get to transit stations. They heard what we said: there are no east west routes and it is hazardous and difficult to get to existing bus stops.

They have designed routes to correct that, as much as possible, and they want to know what we think.


Take a look at the map and see if Metro can get you to a transit station. I was delighted to see an easy route for me to the Mountlake Terrace station - not what I was expecting. However, I'm not sure I can get home from there.

And I'm not looking forward to my neighborhood being parked solid with commuters.

If you can get to Richmond Beach Road / 185th, you have a straight shot to the 185th station.

Kenmore and Lake Forest Park are also pointed at the Mountlake Terrace station, if they can get to Ballinger Way.

So check it out and make your suggestions to Metro and maybe we will end up with something we can use.

Night work on the NE 175th St to northbound I-5 on-ramp for pole installation

Starting as early as Wednesday, January 18, 2023 Sound Transit will be installing poles at the NE 175th St northbound I-5 on-ramp, requiring it to close during the night (due to lane and ramp closure restrictions). 

The work is expected to take two nights.

This work is part of the Lynnwood Link Extension project.

Use the NE 145th ramp as a detour during work hours of 11pm to 5am

Metro proposes bus route changes to serve light rail stations - take the survey

As Sound Transit extends Link light rail north to five new stations in coming years, King County Metro is working to improve public transportation for communities in northwest King County and southwest Snohomish County.

Working in collaboration with Sound Transit, Community Transit, and other partners, Metro is developing potential bus route improvements to meet residents’ priority transportation needs as new light rail stations open in 2024.

“With Link light rail’s five new stations under construction from Northgate to Lynnwood, we’re delivering on our vision to build a world-class regional transit network connecting millions more people with reliable, carbon-free transportation,” said King County Executive Dow Constantine, who also serves as Sound Transit Board Chair. 
“The mobility needs of our communities are a top priority and have shaped the initial planning. Now, we are seeking public guidance to ensure the voices of our riders are heard as we expand and improve Metro bus service to connect to our newest light rail stations.”

We invite you to learn more and take our survey on these proposed bus routes by March 10.

What we’ve heard so far

When we surveyed the communities around the coming north King and South Snohomish County stations in 2022, we heard it’s currently difficult to travel east-west across this area, and improving these options is important. People also told us they value more all-day bus service instead of peak-only service, and that longer travel time is a barrier to more transit usage.

Other community priorities included
  • Transferring between modes should be convenient, accessible and reliable.
  • Night owl service is important for those traveling later in the evening.
  • There are destinations and neighborhoods in the area that don’t currently have transit service.
Our proposed bus route changes

Based on what we heard from the public and our partners in our first round of engagement, we are proposing bus route changes to
  • Create new east-west connections to light rail and community destinations.
  • Provide more all-day service instead of peak-only service.
  • Add additional service on nights and weekends.

These proposed route changes incorporate feedback from our first survey, conversations with community-based organizations, and in-depth review and input from our community board and key partners, including other transit agencies.

We’ll use your feedback on these potential routes to create a final bus service proposal for community review later this year.

Sound Transit work at NE 175th and I-5 overnight Saturday

On Saturday, January 7, 2023 Sound Transit will close the northbound I-5 to NE 175th Street off-ramp and the northbound King County Metro on-ramp for the delivery of track equipment. 

A crane will be set up on the closed ramps for removing track equipment from flatbed trucks and placed onto the guideway. This work is part of the Lynnwood Link Extension light rail project.

Work will be done overnight from 11:30pm to 7:30am.

Sound Transit: Daytime lane restrictions on 185th scheduled Thursday for concrete pours

As early as Thursday, December 30, from 7am to 5pm, Sound Transit will restrict NE 185th St to one lane, from 5th Ave NE to 8th Ave NE, for concrete pours at the 185th St undercrossing.
 
This work is part of the future Lynnwood Link Extension light rail project.

8th Ave NE, south of NE 185th St, will be temporarily closed during this work. 

Flaggers will direct traffic around the work zone. Crews will truck in at NE 185th St for concrete delivery. 

Two-way traffic at NE 185th St and 8th Ave NE will be maintained, via one lane with flaggers to direct traffic.

Region’s congressional leaders secure critical funding for transit expansion

The passage of Congress’ FY 2023 spending bill will provide $586.5 million in funding for Sound Transit—including earlier-than-expected payments toward previously executed federal grant agreements and more than $115 million in new funding.

"This bill significantly expands funding for completing the largest transit expansion program in the nation," said Sound Transit Board Chair Kent Keel. 
"It not only provides accelerated funding of the Full Funding Grant Agreements for Lynnwood Link and Federal Way Link but also provides more than $115 million in new funding for those projects through a provision similar to Senator Murray’s Public Transit Capital Investment Relief Act of 2021, which was co-sponsored by Senator Cantwell."

The bill, which will be signed into law in the coming days by President Biden, provides a total of $468 million to fund Sound Transit’s two Full Funding Grant Agreements (FFGAs):
  • The Federal Way Link FFGA will receive $268 million, which finishes the federal commitment of $790 million three years ahead of schedule
  • The Lynnwood Link FFGA will receive $200 million, leaving only $250 million remaining to fulfill the $1.17 billion agreement.

The accelerated payments will reduce agency borrowing, creating more than $40 million in savings for regional taxpayers.

The bill also includes a provision that will provide an additional $115.5 million for those two projects: 
  • $54 million for Lynnwood and $61 million for Federal Way. These funds are on top of the FFGA commitments for those projects.

Additionally, Sound Transit will receive $3 million for safety and security improvements to the stations in the Downtown Seattle Transit Tunnel, through Congressionally Directed Spending sponsored by Rep. Jayapal and Senator Murray.

Sound Transit’s financial plan assumes 19.5% of the capital program will come from federal sources, and these funds are critical to helping meet that target.

"As Sound Transit forges ahead with the nation's most ambitious transit expansion program, we are exceptionally fortunate to have the strong support of every member of our Congressional delegation, including Senators Murray and Cantwell, along with Representatives DelBene, Jayapal, Kilmer, Larsen, Schrier, Smith, and Strickland," said King County Executive Dow Constantine, who will chair the Sound Transit Board starting January 1, 2023. 
"Together, we will build and operate the infrastructure to protect our planet while helping millions of Puget Sound residents thrive."

"This investment by the federal government comes at a crucial time for Sound Transit, as we enter a period of unprecedented expansion north, south and east," said Snohomish County Executive and Sound Transit Board Vice Chair Dave Somers. 

"Our expansions will not only enhance the region’s mobility, economy and environment, but also help train and employ the next-generation labor force and connect workers to jobs. Coming on top of this year’s Bipartisan Infrastructure Law, this spending bill marks an exceptional year for federal investments in transit for the Puget Sound region, and I look forward to continuing progress on Lynnwood and Everett Link."

In the next several years, Sound Transit will more than double the region’s light rail system from 26 miles to 62 miles. Later expansions are set to expand the light rail system to 116 miles while establishing new Stride bus rapid transit services along the north, east and south sides of Lake Washington and improving Sounder commuter rail service.

Five weeks of nighttime construction along 5th NE for Sound Transit work

Starting as early as Monday, December 19, 2022 Sound Transit will be performing night work inside the guideway along 5th Ave NE between NE 182nd Ct. and NE 185th St. 

These work activities are for building noise and retaining walls that are necessary to keep the project on schedule. This work is a part of the Lynnwood Link Extension project.

Residents can expect construction noise from equipment being operated at night, such as a crane, forklift, manlifts, light plants and various hand tools. Work will involve noise, not much louder than freeway noise, to adjacent neighbors.

This night work will consist of five (5) weeks to complete this task. Installation of noise and retaining walls is weather dependent. If the work becomes delayed, a new flyer will be provided to residents.

Work hours will be 6pm to 4am the following morning for the dates below.
  • Week 1: Monday, Dec. 19 - Friday, Dec. 23
  • Week 2: Tuesday, Dec. 27 - Friday, Dec. 30
  • Week 3: Tuesday, Jan. 3 - Saturday, Jan. 7
  • Week 4: Monday, Jan. 9 - Saturday, Jan.14
  • Week 5: Monday, Jan. 16 - Saturday, Jan. 21

Northbound I-5 off ramp to NE 145th to close overnight Wednesday for Sound Transit work

Sound Transit’s contractor will be conducting overhead work near the westbound sidewalk on NE 145th St, west of 5th Ave NE, causing nightly road closures of the NB I-5 off-ramp at NE 145th St and NE 145th St to NB I-5 HOV lane.

Wednesday, December 21 - Thursday, December 22, 2022 from 11pm - 5am. Work is always weather dependent.

Sound Transit Board elects Dow Constantine as chair; Kent Keel and Dave Somers elected as vice chairs

The Sound Transit Board on Thursday, December 15, 2022 unanimously elected King County Executive Dow Constantine as chair of the Sound Transit Board of Directors. University Place Councilmember Kent Keel, who was praised for his three years of service as the Board’s chair, was unanimously elected to serve as a vice chair, while Snohomish County Executive Dave Somers was also unanimously re-elected to continue as a vice chair.

"I thank my fellow board members for their vote of confidence and look forward to working with them to build, operate and maintain the high-capacity transit system our voters approved," Constantine said.

"Today's ambitious and difficult work will yield tomorrow’s carbon-neutral, region-wide transit system — one that will benefit the millions of residents we represent and the generations to follow. I look forward to working with new CEO Julie Timm, the board, agency staff, and our riders and advocates to create the mobility solutions our growing Central Puget Sound metro region needs."

The two-year appointments begin on Jan. 1, 2023.  Constantine previously served as Board chair from 2014-2016, leading the Board’s efforts to shape and pass the historic Sound Transit 3 ballot measure.

The 18-member Sound Transit Board includes elected officials and the Secretary of the Washington State Department of Transportation.

Night work coming soon to the Shoreline Fire Department Station Driveway

As early as Monday, December 5, 2022 contractors will perform night work along the Sound Transit guideway at the Shoreline Fire Department Station 65 driveway as part of the Light Rail Lynnwood Link Extension project. 

Residents should expect noise from a concrete saw, light plants, and vehicles.

Work is anticipated to occur over two nights within the period of time of Monday, December 5 through Tuesday. December 15, 2022.

Work will occur Monday – Friday 10pm to 7am the following morning. Multiple contingency nights are scheduled in the case that the work becomes delayed.

The work zone is located on NE 155th St. along the Sound Transit guideway at the Shoreline Fire Department Station 65 driveway.

NE 185th St. night road closure for a concrete pour of the 185th St. undercrossing

As early as Thursday, December 1st, Sound Transit will be closing NE 185th St. from 5th Ave NE to 8th Ave NE at night for a concrete pour on the NE 185th St. undercrossing. 

This work is part of the future Lynnwood Link Extension link light rail project.

Neighbors may be affected by noise from a concrete truck, pump truck, forklift, manlift and light plants.

Work is weather dependent and may be moved or adjusted to the noted backup dates.
  • Thursday, Dec. 1st from 10 p.m. – 6 a.m. the following morning
  • Saturday, Dec. 3rd from 10 p.m. – 6 a.m. the following morning (Backup Date)

Ramp closures overnight Monday and Tuesday at SR 104

Sound Transit will close several ramps overnight next week as part of the ongoing Lynnwood Link extension project.

  • The eastbound SR 104 on-ramp to northbound I-5 will close nightly from 8pm to 4am Monday, Nov. 28, through the morning of Wednesday, Nov. 30.
  • The southbound I-5 off-ramp and on-ramp at 220th St SW in Mountlake Terrace will close nightly from 11:59pm to 5am the following morning, Monday, Nov. 28, through the morning of Wednesday, Nov. 30.
  • The SR 104 HOV ramps to I-5 will close from 12:01am to 5am on Wednesday, Nov. 30, and Thursday, Dec. 1.
  • The southbound I-5 off-ramp to 236th St SW in Mountlake Terrace and the intersection at the Mountlake Terrace transit station will close from 11pm to 5am nightly from Wednesday, Nov. 30, through the morning of Friday, Dec. 2.
SR 104 is a state highway that runs from Lake Forest Park to Edmonds. I-5 goes over SR 104 at the border of King and Snohomish counties. On the Snohomish county side west of the freeway the street is also called 244th SW. On the King county side west of the freeway the street is called NE 205th.

East of the freeway the road is called Ballinger Way NE.

The Sound Transit rail is being built east of the freeway and the Mountlake Terrace Station is half a mile north.

Nightly closure of I-5 off and on ramps to SR-104 / NE 205th St Wednesday to Friday

Sound Transit's contractor will work on bridge operations on the west side of the SR-104 and I-5 interchange in Shoreline at NE 205th St where it becomes Ballinger Way NE.

This work will require the nightly closure of the I-5 off-ramp to eastbound SR-104 and the I-5 on-ramp from eastbound SR-104 due to pipe installation.

Closure hours are 10pm to 7am, as early as Wednesday, November 16, 2022.

Stride S3 draft designs at 60% for bus service down Bothell Way to Kenmore, LFP, Shoreline

The Stride S3 Line 60% draft design plans for Seattle, Shoreline, Lake Forest Park and Kenmore are now available online. 

Sound Transit looks to continue its collaboration with transit partners, members of the public and city jurisdictions by sharing these early drafts. 

These designs are subject to change as the project team works on design details with stakeholders and advances our fieldwork studies to better understand the existing conditions of the project corridor. 

Updates to the 60% design will be shared in early 2023 through a large-scale public engagement effort, which will include an online open house, continued one-on-one property owner conversations and city specific drop-in sessions for members of the general public.

On the 60% draft design maps, or roll plots, you’ll see multiple colors which correspond to different aspects of the project. We have included a legend on the map in the lower right-hand corner for more detailed information.

Since our last large-scale engagement effort where we shared the 30% design, the project has reached the following milestones:

On Aug. 5, 2021, the Sound Transit Board adopted a realigned capital plan to address the global pandemic, rising construction and real estate costs, and supply chain shortages affecting many voter-approved regional transit expansion projects. 

Based on revenue projections and cost estimates, the Board’s plan identifies 2026/27 as the new timeframe to begin service on the Stride project. While this new timeline is later than the original opening date of 2024, the Sound Transit Board identified Stride as a top-tier project, resulting in the least amount of timeline delays when compared to other projects in the region.

The Board’s Realignment decision prioritized expediting Stride service openings, while identifying later targets for opening the three planned park-and-ride facilities associated with the SR 522/NE 145th project:
  • Additional parking at the Kenmore Park-and-Ride lot – scheduled for 2034
  • New parking in downtown Bothell – scheduled for 2034
  • New parking at the Lake Forest Park Town Center – scheduled for 2044

In fall 2021, the Sound Transit board identified the project to be built, meaning the project was authorized to move forward as generally shown in the 30% design. Read more about the Board action here.

Since late 2021, Stride has continued conversations with jurisdictions along the corridor to ensure the project meets code requirements and the needs of their residents. We have also reached out to potentially impacted property owners to clarify the design of the corridor and our property acquisition process. 

We will continue to work with jurisdictions and property owners to refine design details. Impacted property owners should be aware that these draft designs do not include specific details for our proposed design on their properties, property owners will receive this information through our property acquisitions team.

The City of Bothell 60% design is expected to be available in the coming weeks.
